through a santa cruz county neighborhood, flipping over cars. the damage left behind as the storm cleanup continues. plus, the rare tornado warning jolting bay area residents. we're hearing from experts on how to respond to these kinds of alerts. good morning everybody. it's sunday, december 15th. we continue to track all the impacts this morning. stunning images out of scotts valley. i mean, hundreds of trees down here in san francisco. yeah. >> it's incredible. lots of flooding, no power. yeah, it's really been a day of cleanup and that continues. but the weather is going to be calm today. looking at live doppler seven right now we're looking at the cold conditions. we have clear skies and some foggy spots. visibility in the north bay down to a quarter of a mile. santa rosa and novato. and our frost advisory for the interior valleys of the east bay and the north bay, and the hills of eastern santa clara until 9:00, where temperatures could drop off below freezing. right now, though, we're in the low 40s from los gatos, upper 30s danville, 36, in livermore with

33. calistoga, 39 vallejo. so compared to 24 hours ago, we are much colder, 13 degrees colder. concord nevado 17 degrees colder in livermore. so we start out with the clear sky. partly cloudy throughout the afternoon. temperatures typical this time of year with mid and upper 50s. it's going to be a cool afternoon and we'll look for level one system tracking. more rain for your monday morning commute. steph. >> all right lisa thank you. well, cleanup is underway and will likely continue for several days in the aftermath of the tornado that hit scotts valley in santa cruz county. the national weather service has rated the storm an ef one. it flipped over cars and injured several people. abc seven news reporter anser hassan spoke to people who saw it all firsthand. >> i saw it. this was the view at lunchtime from bruno's bar and grill in scotts valley. a fast approaching tornado. >> it was like starting over that way. and it just started coming this way, so it was pretty crazy. >> what did you guys think? do

you think it was going to hit? >> at first, yeah. but then it started disappearing. so then we're all good. >> like many jasmine dobeck says a tornado ripping through scotts valley isn't something she ever expected, nor the aftermath it left behind. >> yeah, i was not expecting to do that much damage, especially flip a car, because cars are pretty heavy. so it was it was like, wow. >> the national weather service confirmed it was a tornado that touched down around 130 saturday afternoon. i've been a law enforcement officer in santa cruz county for almost 28 years, and this is the first i've experienced. >> a tornado touched down in our area. it was it was shocking, obviously. >> scotts valley police captain scott garner says the damage was extensive. about six cars flipped debris thrown around, which did significant damage to businesses and cars parked along the tornado's path. p-g-and-e's power lines and poles torn down. this tree was ripped up from its roots and landed on part of the middle school. captain garner says police and fire had to help

evacuate people trapped by downed power lines and parking lots. he says in all, five people were injured, but none with life threatening injuries. their main concern is, you know, getting people out of there, making sure the power lines are safe. >> power is cut off. vehicles that are turned over aren't, you know, spewing, spewing fuel. >> with the power out, cars made detours through blackened out shopping lots. restaurants like burger king and taco bell closed for business, but when the tornado hit, everyone rushed for safety. >> the first thing we were trying to get the customers inside just in case it was something worse. and then the doors started flapping. open and close. open and close. so we were grabbing them to close them. and then when we came, we saw the going down, the tornado going down, and then it ended. it was just a blink of an eye. >> mount hermon road, which is one of the main roads through scotts valley, suffered extensive damage. authorities say it will remain closed all night so crews can continue to clean up. in scotts valley, anser hassan, abc seven news.

>> tornadoes are rare but not uncommon here in california. the national weather service shared this graphic showing. on average, the state sees 11 tornadoes per year. typically, they happen in the spring and fall, and most of the time the storms are weak in intensity. now, this was the scene in livermore. two cars almost completely submerged in a flooded underpass. this was at marietta and stanley boulevards. that area was closed for several hours while crews worked to clean up the debris. it's been reopened, but police urge drivers to avoid flooded roads in sonoma county. at least two drivers had to be rescued after getting trapped in flood waters. fire crews helped a motorist on road park expressway at stony point road, and another person was rescued on slosser road in windsor. you see here the water completely flooded there. san francisco continues cleaning up. the storm was so intense it triggered a tornado warning, and

that's never happened before in the city. the high winds and heavy rain left behind plenty of damage. here's abc seven news reporter cornell bernard with a closer look, but it was the scariest sound i've ever heard. >> like this loud roar is the best way to describe it. >> carmen marin woke up to heavy rain and strong winds outside her family's folsom street home in the mission. and then a crash. >> and then we came out and we saw both of the trees down. and then, unfortunately, our car was in the way. >> the family car was totaled by the large trees. other cars on folsom street were crushed, too. >> and then when i finally looked at the app to see what that message was, it said tornado warning. >> thousands of people in san francisco and daly city got this tornado alert early saturday on their phones. it expired a short time later, but many swear it felt like a twister moving through. >> we heard a swirling like this going around and around. it was like it just came all the way

through like that. like a tornado. it was a tornado. >> i mean, it's a tornado warning, which confused me because i'm like, tornadoes are like in kansas and stuff. and so i thought, i thought it was an earthquake because it was the house was shaking. >> a toppled tree took out alex's front window. the fierce winds left a trail of debris through many parts of the city. department of public works crews were on cleanup duty. >> we're trying our best to get get it together and make sure everyone is safe. and we're safe. and you know, it's a mess everywhere. every street, every other street. trees are falling. just a mess. >> across town, large trees fell on fulton street. the cleanup lasting for hours. here and in golden gate park, several giant eucalyptus trees came down on jfk drive and chain of lakes drive east onto boston mission. this tree also toppled. san francisco fire department says it got more than 100 calls about the storm.

>> as it relates to the damage that we're seeing here in san francisco. we're seeing it spread throughout san francisco. we're seeing a lot of it in the avenues, mission district, downtown san francisco. nobody has been immune to the effects of this storm. >> in san francisco, this giant eucalyptus tree, one of several which have toppled here in golden gate park. and check it out, the roots alone are about ten feet tall. san francisco fire department says the good news no injuries were reported from this incident, and the cleanup continues across the city. in san francisco. cornell, bernard. abc seven news. >> and speaking of. we all got those tornado warnings on our phones yesterday at right around 551 in the morning and many of you waking up to it. thankfully, that warning was short, but it did leave many people wondering what should you do in those situations? here's abc seven news reporter tara campbell. >> downed trees and smashed cars. saturday's storm bringing along with it the first ever tornado warning for san francisco. it comes just one week after the bay area braced

amid a tsunami warning in one week. >> a tsunami warning and a tornado warning. that's pretty remarkable in terms of how often we get those. >> san francisco state professor emeritus john monteverde studies severe storms and says with climate change comes more atmospheric rivers. >> that's the way we expect climate change to manifest, with storms that produce more rainfall and intense rainfall. and embedded in those bands could be circulations like the one that produced the tornado that issued that that resulted in the tornado warning. >> i've been a bay area resident resident my whole life. we've gotten like a bunch of warnings for like, other weather related things, and i feel like nothing serious has ever really happened. >> i was confused, i woke up and i've never heard of anything happening around this area, so i was just more confused than anything. >> it's not fun to be woken up at 5:50 a.m, and it's alarming and it's unsettling. but the

reality is that we in san francisco are trending toward more frequent and extreme weather events. >> emergency management officials reminding people to take the national weather service alerts seriously. >> these alerts are based on very objective criteria and weather modeling, and that they're only sent again when there is a significant probability of a life safety hazard occurring. >> and as for this morning's alert directing people to a basement. >> we completely understand that many buildings in san francisco don't have basements, or the lower floors might not be accessible. so in those situations, in the event of a future tornado warning, if you don't have a basement, the next best thing is an interior room away from windows on the lowest floor possible. >> kara campbell, abc seven news. >> or in a bathtub as well. now in the east bay, we're working to learn more about this eye catching sight along i-80. it appears a barge drifted from its moorings. it's now along the coast between emeryville and berkeley. no word on where it was anchored or who owns it.

officials tell us a tugboat will try to pull it back into the bay during high tide today. now, this is a look at all the power outages right now in the bay area. according to pg and e, you see some orange squares on this map which represent at least 500 people. up to several thousand affected. at one point, more than 200,000 customers were without power in the bay area. it was down to around 31,000 by 9 p.m. you can track the rain with the abc seven bay area app. it gives you access to the same live doppler seven our weather team use, and will also send alerts with breaking updates. all right. how's it looking out there now? >> it's cold. we have frosty conditions in our inland valleys in the mid 30s. over in livermore. that is almost 20 degrees colder than it was yesterday. and 37 in gilroy. so a cold start will finish with sunny skies today for some increasing clouds, though for parts of the north bay as a

well and on the mend. the 84 year old fell while walking down a staircase at the grand ducal palace in luxembourg. she was part of a congressional delegation commemorating 80 years since the battle of the bulge. pelosi's staff says she won't be able to attend any of the other ceremonies, but will continue working. a settlement in a case between abc news and donald trump. abc agreed to pay $15 million to trump's presidential library to settle a defamation lawsuit. trump sued the network and anchor george stephanopoulos in a this week interview. stephanopoulos said a jury found trump liable for rape when he was really found liable for sexual abuse. a jury found trump liable for sexually abusing advice. columnist e jean carroll back in 2023. coming up on this week, stephanopoulos speaks to homeland security alejandro mayorkas about the apparent drone sightings surge across the east coast. you can watch the full interview on this week at eight this morning right

here on abc seven. well, climate change is at the root of another historic year of hot weather. there's one month left of 2024, and the national oceanic and atmospheric administration, or noaa, says it's on track to be the hottest year in recorded history. temperatures from january to november were 2.3 degrees higher than the 20th century average. experts say this signals that climate change is worsening. noaa says this was the second warmest november on record. november 2023 was the warmest. stanford university researchers have created a sophisticated technology to help scientists explore our planet's threatened ice sheets. it's a low cost ice penetrating radar system called orca. the systems, drones and radar kits have been deployed to areas like greenland and glaciers in the arctic circle. they look through the ice, which is key to

understanding melting glaciers and their potential effect on sea level rise. and it's a new chance to help find solutions to a problem threatening our planet. >> so an ice penetrating radar is a system that uses relatively low frequency radio waves, usually looking straight down through the ice. it takes advantage of the fact that ice is relatively radio transparent at these like hundreds of megahertz and below frequencies. >> while some ice penetrating radar systems used by government agencies can cost hundreds of thousands of dollars, the stanford researchers say they can build a base model for about $1,500 using their design. well, there's quite the chill out there as you step outside this morning. lisa is tracking the latest and all that aftermath from yesterday. what a day. >> it just kept coming. i mean, with the king tides, there was flooding everywhere. power was out. tree limbs down. it was crazy. yeah, and hopefully you folks fared well. we have a break between the next system, which will be a weak one, but

nonetheless, it will be for the monday morning commute. so the timing not great on that one. and it will bring down about a half an inch of rain in parts of the east bay. here's a look at live doppler seven, where you'll notice that we are in between systems. so we do get a break today. but with the fog out there, it is tough navigating in the north bay from santa rosa to novato. quarter mile visibility. the rest of us doing pretty well, but we will look for the cold numbers all around the bay area. look at the 30s from livermore. 38 in vallejo is 37 in sonoma and santa rosa with some low 40s. hayward 40. palo alto and a view from mount tam. there where we are looking at that cold. start to your sunday full moon and with the cold and foggy conditions this morning, it's going to take a little while. we will stay pretty cool near average, so we'll warm up somewhat, but it will be partly cloudy. increasing clouds in the north bay for the second half of the day, but the bulk of the week will be sunny and milder before we see perhaps more rain

return by next weekend. so until noon we have an advisory here up towards santa rosa, where we're looking at still some excessive runoff from the creeks and streams here, so do be careful for sonoma county up there and looking at our coastal flood advisory. 702i should say seven feet at 1022 is our high tide today. so lots of flooding going around. still with the king tides there and the full moon today. so you can expect that once again. looking at our hour by hour forecast, we're starting out cold and clear. and then we go through part of the morning hours and we see the increasing clouds in the north bay, more clouds throughout the second half of the day. and then here comes the rain. this is 5:00 monday up in the north bay, moving through the bay area right around the morning commute 8:00 you've got some downpours in the east bay, the peninsula, and then it does exit the bay area before noontime. so looking at that first half of the day on the wet side and rainfall amounts averaging about 0.6

milk tank, so retailers are being told to pull the product from their shelves. customers should throw away any raw milk at home as well. seven on your side investigates. liberty mutual insurance and its use of aerial footage to make decisions on your coverage. lots of people, of course, have been dropped by insurance companies in recent years, and this morning we're digging into a case that raises questions about the accuracy of the process. >> since 1976, i've never missed a payment. >> meet karen and tony hoover. liberty mutual has ensured their san francisco victorian for nearly 50 years. that's until last week when they got this letter from the company dropping them, claiming aerial footage found moths, mildew, algae and mold on their roof. >> they sent me some aerial views that showed absolutely nothing. >> i couldn't even believe that you can't see one mark of discoloration. anything. >> here's a close up of the pictures, liberty mutual provided that appear to be from

google earth. >> all they do is show this picture. the whole roof looking down. >> but like any good faith homeowners, the hoovers wanted to be sure. they hired excelsior roofing to do a follow up inspection. a licensed and well-respected roofing company that's been doing business in the city for more than 100 years and has an a+ rating with the better business bureau. >> i climbed up here. >> we showed up for it, and the inspector told us so, is the roof okay? >> perfect. yes. >> i don't see nothing wrong with it. >> no kidding. it's perfect. so? so. no mold. no algae. in fact, he told them the roof is actually good for another 20 years. and the report he compiled included more than a dozen photos from every angle. even close ups of the shingles clear of any growth. >> i'm infuriated. >> so the hoovers appealed. liberty mutual's decision, including the inspection report disproving the alleged problems. but over the past three weeks, we heard nothing. that's until seven on your side got involved

cars flipped over, multiple power lines went down, and there was significant damage to businesses and cars parked along the tornado's path. witnesses described the scary moments were the stoplights rip off saw sparks. >> we saw the that white car over there started going into the air about 15ft. and then and the community jumped in to help pretty immediately, which is great, but it looks like everyone's walking away. >> everybody's okay. there's no injuries. two people are injured, but they're both okay and they're both in ambulances. svb's walked away. >> glad to hear everyone is okay. police are reporting a total of five people were injured, though. this tree was ripped up from its roots and landed on part of the middle school. police and fire helped evacuate people trapped by downed power lines and parking lots, and the power was knocked out completely in some areas. in petaluma, the storm caused a creek to rise above its bank and flood a christmas tree lot. that's where mickelson christmas trees saw their field fill with

water. so countless christmas trees, decor, bales of hay and inflatables all washed away. owner trevor mickelson says the storm hit was at the worst possible time. >> this is a big weekend. this is one of the last big weekends people are supposed to be coming out here. you know, we bring a lot of joy to the community, and families are supposed to come out here, you know, visit santa and going on tractor rides and buying a christmas tree. and now, i mean, we're just it's disheartening. >> despite the damage, the lot did stay open yesterday. the owner says they went back to their roots of how their business started 15 years ago, before buying the lot. employees salvaged what they could and sold trees from the side of the road. and take a look at this. a viewer sent us this video of a levee breached in redwood shores, right near the redwood life development project. he says it flooded in the same area last year, but was fixed and

some nasty road conditions in the sierra mountains as heavy rain and snow made travel treacherous there. but that didn't stop some drivers from braving the conditions to get out to lake tahoe to go skiing. road crews plowed as much as possible, but hazards remained. some drivers regretted their trek up. >> we knew it was going to snow, but we didn't know it was going to be this this bad, right? >> do you have any advice for people who are trying to drive in conditions like this? >> stay home, stay home, stay home. >> you're always safe. meanwhile, in baxter, interstate 80 eastbound was shut down for a time because of several spinouts in the mountains. drivers were told they'd have to wait for hours to keep driving east. caltrans began requiring all cars to have tire chains on between baxter and the nevada state line, except for cars with four wheel drive and snow tires. now you can track the weather online at abc seven news.com. you can also track the outages where we have them updated on

the p-g-and-e's site in real time. find that link over on our app. just enable push notifications. a deadly bike crash on the peninsula is bringing safety advocates together to renew their push to make a busy overpass safer. the crash happened last month on holly street, near the 101 overpass in san carlos. that's where community members placed a so-called ghost bike in honor of 31 year old andrea bueno. she's the stanford researcher who was killed in that crash. the city had plans to make the area safer by building a bicycle and pedestrian bridge, but the one on one express lane project delayed that plan. >> bicyclists and pedestrians continue to cross this overpass, riding right across on and off ramps to the freeway. it's just utterly dangerous. >> safety advocates say they hope the city can come up with a short term solution to help prevent future tragedies. today is the last day to visit the

we've told you about the state legislature's plan setting aside millions to defend some of the golden state's progressive laws. but what about imposing other measures? here's abc seven news. building a better bay area reporter, leon melendez, with that story. >> and it's not just rhetoric. it's not just threats. >> governor newsom and most democratic lawmakers are preparing to protect california's progressive policies in the courts, like they did during the first trump administration. >> california won 80% of those lawsuits. and so this is a man who has no issue violating the law. and we want to send a very clear message, not just to donald trump, but to the people of california, that we have people's backs here in california. of course we should and we will work with the president elect on areas where we agree. and there's always going to be some agreement. and you shouldn't. it's not about fighting for the sake of

fighting. >> this time, lawmakers anticipate there will be more on the list of possible lawsuits. >> it could be things like climate action, reproductive freedom, civil rights, immigrant families. but also one part of this that's important as well is protecting california taxpayers. >> protecting california taxpayers means ensuring that if californians pay their share of taxes to the federal government, then president elect trump should not withhold any kind of federal disaster funds, as he threatened to do last october. on the flip side, 1st may argue that necessity is the mother of political innovation. new york state senator liz krueger recently suggesting some liberal northeast states could withhold billions of dollars in federal taxes if president elect trump goes through with his plans for mass deportations. california already gets back less in federal taxes than it pays 2022. data reveals that california and 12 other states shown here

received less in federal funds. that means california and the other wealthier states are subsidizing the rest of the states shown in blue. in fiscal 2022, california sent about $692 billion to the federal government and only got back around $620 billion in federal funds. that's about a $72 billion deficit. by comparison, that's about three times the state's $27,000,000,000.20 2324 budget deficit. we've known about this disparity for some time because in 2003, then republican governor arnold schwarzenegger complained that the federal funding system was unfair and that he would fight for the money. he was quoted then as saying, for each dollar that we pay, we only get $0.77 back. so there's a lot of money we can get from the federal government. but would. california lawmakers today have the political will to intensify

its pressure on the trump administration. >> i think if you're going to start to threaten the federal government with withholding, demanding that individuals withhold their federal tax payment, that isn't a rhetoric that actually works very well. and you don't actually really, i don't think, want to be in that battle. >> john perez was speaker of the assembly near the end of schwarzenegger's administration, and says there are ways to get more money for california. >> one of the things that i think are going to be the most successful strategies at drawing down more federal money, is actually keeping money here at home. how do we do that? we do that by working on a bipartisan basis to, to, to overturn the limits on deductibility of california state and local taxes. >> tax reforms passed last time president trump was in office. limited tax deductions to $10,000. he has indicated he may reverse those limits on things like vat cap on your mortgage interest deduction. voters have

also indicated they want government to work for them. and as the national election showed us here in california, there was voter frustration over some of the state's progressive policies. that's one reason why republicans gained ground in almost all counties in the state. >> our constituents, they don't feel that the state of california is working for them. >> and so the new speaker of the california assembly suggested that we set certain issues aside and focus on charting a new path forward and renew the california dream by focusing on affordability. >> they're anxious because they feel it. they feel it at the grocery store when they have to pay their bills. they feel it every time they fill up their gas tank for their long commutes from work to home. >> the democratic party has not sufficiently addressed the rising cost of living, has not sufficiently addressed economic concerns. so certainly, if you're going to talk about the agenda for the for the

sun sets at 452. so a pretty nice winter's day on the way. but we have another system to track for rainfall for your monday morning commute. in just a moment. right now, looking at the fog. very foggy in novato. can't see anything at all. three quarters of a mile in santa rosa. the rest of us not faring too badly, but maybe even some freezing fog with all the wet pavement up there. to the north, it is 37, in sonoma. 36 in livermore and gilroy, with 40s around the bay. 44 in oakland. and as we look outside from mount tam, a cold start with some fog. partly cloudy skies today. the high clouds increasing in the north bay throughout the day, and then looking at more sunshine and mild conditions for much of the workweek. but it looks like rain could return by the end of the week. still looking at some flooding up in sonoma through noontime around santa rosa and forestville, we've got the high creeks and streams, those rivers running high, and we'll look for

this to continue to recede throughout the day. today in terms of our coastal flood advisory. while we didn't need that yesterday, did we? and once again, looking at our high tide just over seven feet. 1022 this morning, this continues into monday. so the usual spots. but boy, with the full moon and all the rain yesterday and the wind, it was quite a mess. by the way, 90 mile an hour winds were clocked with that tornado in scotts valley. so just incredible weather yesterday. starting out clear and cold, there is the clouds that will increase throughout the day. then we get into your monday up in santa rosa, the north bay. while you're sleeping or beginning to get up perhaps 5:00, and then right over the heart of the bay, 8:00 for the commute. some downpours there. this continues to be progressive and moves to the south and east by about 10:00 11:00, with some leftover showers. the second half of the day is dry, and we'll look for rainfall amounts anywhere from about a 10th of an

inch in the south bay to maybe a half inch over in the east bay, and a little bit more than that in the north bay. so a solid system on the way, but not expecting any problems. highs today near average, mid and upper 50s. more sun for you in the south bay and east bay. highs there though just in the low to mid 50s. so this is the time of year that cold air drains into the low lying areas. and we just don't get a lot of sun to heat up the ground. and as a result, it's cooler in our inland valleys, closer to the bay, milder with upper 50s and overnight. then with the cloud cover, we won't be as frosty out there. temperatures in the 40s. with that rain coming on board for the overnight hours into the early morning hours of monday. the accuweather seven day forecast then looking at a cool and dry day today. monday morning. rain level one system. we're dry throughout the middle of the week, getting slightly milder as we head towards the end of the week and then clouding up late friday. looking

wow, look at that. the annual tunnels of joy christmas fundraiser and lighting event is taking over the deer ridge neighborhood in brentwood. throughout the month, you can enjoy all the festivities, including christmas lights, live performances, food trucks, and cool photo ops, which you see. their donations from. this fundraiser will help a family with a child struggling with cancer. the event runs every day from 5 p.m. to 9 p.m. incredible to see! well, more than 100 children were taken on a fantasy filled trip to the north pole at the denver international airport. united airlines took kids ages 3 to 10 years old who struggle with health issues on a 45 minute flight to a fictional north pole on saturday, and after landing, children were greeted by santa and mrs. claus and a host of elves. they enjoyed ice cream, loads of games and activities, and even received some gifts. this year's fantasy flight took place in 13
