new overnight. >> a warehouse fire in san francisco's dogpatchin san neighborhood. emergency crews telling people to avoid this area. plus. dangerous tornado touches down in santa cruz county. people hospitalized as the cleanup continues today. viewers telling us this morning at least 11 people hospitalized in the scotts valley area. as we continue to see those stunning images of the damage. >> yeah, that was really frightening. and of course, early in the morning in san francisco, where over 80 mile an hour winds, straight line winds brought down so many trees in the city. we have a break today in the action where another system queuing up for your monday morning. right now it is sunny in san jose. the shark tank there 48 and cloudy in san francisco. there is fog in the north bay. hayward is at 48. it's chilly on the peninsula, and from pier 39 you can see the low clouds.6 petaluma and 43 in concord, but

much, much colder, 13 degrees colder. concord. livermore. and look at morgan hill. 20 degree drop in temperature. visibility. you can't see anything. all in novato. a quarter mile for you in santa rosa. and we have dense fog in the delta. an advisory for another hour. we are in the 50s within the next hour for most of us. afternoon highs under partly cloudy conditions, mid and upper 50s. we'll see the high clouds increase in the north bay today and overnight. the rain getting closer to the north bay. we'll track that for you coming up in a few minutes. stephanie. >> all right. lisa. thank you. breaking overnight. emergency crews in san francisco are investigatinge cause of a warehouse fire in the dogpatch neighborhood. it burned early this morning at minnesota and mariposa streets. this is right near the children's hospital. but the fire department tells us the hospital is not under any threat. the public is asked to avoid this area. currently, no injuries are reported, and it's unclear what may have sparked it. cleanup is

underway and will likely continue for several days. in the aftermath of the tornado that hit scotts valley in santa cruz county. take a look. this is video of it. the national weather service has rated the storm an ef one. it flipped over cars and injured several people. abc seven news reporter anser hassan spoke to people who saw it all firsthand. >> i thought this was the view at lunchtime from bruno's bar and grill in scotts valley. a fast approaching tornado. >> it was like starting over that way, and it just started coming this way, so it was pretty crazy. >> what did you guys think? do you think it was going to hit? >> at first, yeah. but then it started disappearing. so then we're all good. >> like many jasmine dobeck says a tornado ripping through scotts valley isn't something she ever expected, nor the aftermath it left behind. >> yeah, i was not expecting to do that much damage, especially flip a car, because cars are pretty heavy. so it was it was like, wow. >> the national weather service confirmed it was a tornado that touched down around 130 saturday

afternoon. i've been a law enforcement officer and, you know, santa cruz county for almost 28 years, and this is the first i've experienced. >> a tornado touched down in our area. it was it was shocking, obviously. >> scotts valley police captain scott garner says the damage was extensive. about six cars flipped, debris thrown around, which did significant damage to businesses and cars parked along the tornado's path. p-g-and-e's power lines and poles torn down. this tree was ripped up from its roots and landed on part of the middle school. captain garner says police and fire had to help evacuate people trapped by downed power lines and parking lots. he says in all, five people were injured, but none with life threatening injuries. their main concern is, you know, getting people out of there, making sure the power lines are safe. >> power is cut off, vehicles that are turned over aren't, you know, spewing, spewing fuel. >> with the power out, cars made detours through blackened out shopping lots. restaurants like burger king and taco bell closed

for business, but when the tornado hit, everyone rushed for safety. >> the first thing we were trying to get the customers inside just in case it was something worse. and then the doors started flapping open and close. open and close. so we were grabbing them to close them. and then when we came, we saw the going down, the tornado going down, and then it ended. it was just a blink of an eye. >> mount hermon road, which is one of the main roads through scotts valley, suffered extensive damage. authorities say it will remain closed all night so crews can continue to clean up. in scotts valley, anser hassan abc seven news. >> tornadoes are rare but not uncommon in california. the national weather service shared this graphic with us. on average, the state sees 11 tornadoes per year. typically, they happen in the spring and fall, and most of the time the storms are weak in intensity. now, this was the scene in livermore. two cars almost completely submerged in a flooded underpass. take a look. this was at marietta d stanley boulevards. that areaa d

was closed for several hours while crews worked to clean up the debris. it's been reopened, but police urge drivers to avoid flooded roads. meanwhile, san francisco continues to clean up. this morning, the storm was so intense it triggered a tornado warning, and that's never happened before in the city. the strong winds and heavy rain left behind plenty of damage. here's abc seven news reporter cornell bernard with a closer look. >> but it was the scariest sound i've ever heard. like this loud roar is the best way to describe it. >> carmen marin woke up to heavy rain and strong winds outside her family's folsom street home in the mission. and then a crash. >> and then we came out and we saw both of the trees down. and then, unfortunately, our car was in the way. >> the family car was totaled by the large trees. other cars on folsom street were crushed, too. >> and then when i finally looked at the app to see what that message was, it said tornado warning.

>> thousands of people in san francisco and daly city got this tornado alert early saturday on their phones. it expired a short time later, but many swear it felt like a twister moving through. >> we heard a swirling like this going around and around. it was like it just came all the way through like that. >> like a tornado. >> it was a tornado. >> i mean, it's a tornado warning, which confused me because i'm like, tornadoes are like in kansas and stuff. and so i thought, i thought it was an earthquake because it was. the house was shaking. >> a toppled tree took out alex's front window. the fierce winds left a trail of debris through many parts of the city. department of public works crews were on cleanup duty. >> we're trying our best to get it together and make sure everyone is safe. and we're safe. and, you know, it's a mess everywhere. every street, every other street. trees are falling. just a mess. >> across town, large trees fell on fulton street. the cleanup lasting for hours here and in

golden gate park, several giant eucalyptus trees came down on jfk drive and chain of lakes drive east onto boston mission. this tree also toppled. san francisco fire department says it got more than 100 calls about the storm. >> as it relates to the damage that we're seeing here in san francisco, we're seeing it spread throughout san francisco. we're seeing a lot of it in the avenues, mission district, downtown san francisco. nobody has been immune to the effects of this storm. in san francisco, this giant eucalyptus tree, one of several which have toppled here in golden gate park. >> and check it out, the roots alone are about ten feet tall. san francisco fire department says the good news. no injuries reported from this incident, and the cleanup continues across the city. in san francisco. cornell, bernard. abc seven news. >> and we all got those tornado warnings on our phones yesterday here in san francisco, right around 550 in the morning, many of you waking up to it. and thankfully the warning was short, but it did leave many

people wondering, what should you do in those situations? here's abc seven news reporter tara campbell. >> reporter downed trees and smashed cars. saturday's storm bringing along with it the first ever tornado warning for san francisco. it comes just one week after the bay area braced amid a tsunami warning. >> in one week, a tsunami warning and a tornado warning. that's pretty remarkable in terms of how often we get those. >> san francisco state professor emeritus john monteverde studied severe storms and says with climate change comes more atmospheric rivers. >> that's the way we expect climate change to manifest, with storms that produce more rainfall and intense rainfall. and embedded in those bands could be circulations like the one that produced the tornado that issued that that resulted in the tornado warning. >> i've been a bay area resident resident my whole life. we've gotten like a bunch of warnings for like, other weather related

things, and i feel like nothing serious has ever really happened. >> i was confused, i woke up and i've never heard of anything happening around this area, so i was just more confused than anything. >> it's not fun to be woken up at 5:50 a.m, and it's alarming and it's unsettling. but the reality is that we in san francisco are trending toward more frequent and intense extreme weather events. >> emergency management officials reminding people to take the national weather service alerts seriously. >> these alerts are based on very objective criteria and weather modeling, and that they're only sent again when there is a significant probability of a life safety hazard occurring. >> and as for this morning's alert directing people to a basement. >> we completely understand that many buildings in san francisco don't have basements, or the lower floors might not be accessible. so in those situations, in the event of a future tornado warning, if you don't have a basement, the next best thing is an interior room away from windows on the lowest floor possible. >> cara campbell, abc seven

news. >> and take a look at this. in sonoma county, at least two drivers had to be rescued after getting trapped in flood waters. fire crews helped a motorist on rohnert park expressway at stony point road. take a look at all that water. another person was rescued on slosser road in windsor. we've also heard the novato holiday tree fell over during the storm. and this is a look at all the power outages right now in the bay area. according to p-g-and-e's, more than 18,000 customers are still waking up in the dark this morning. we're seeing huge outages in pescadero, the boulder creek area, all the way up north near corte madera. some of you in marin may be without power until at least 9:00 tonight. at one point, more than 200,000 customers were without power yesterday. utility crews do tell us they are beefing up staffing to restore power today. lisa, how's it looking out there? >> certainly cold out there. we are in our last week of autumn. and as you check it out, you can

hill. now, this morning, california's new senator, adam schiff, told us he's concerned about the president elect's plan to pardon january 6th rioters. this is what he had to say to george stephanopoulos. >> his first pardons are going to go to people who sort through the use of violence at the capitol to stop the peaceful transfer of power that played some role in that. really? that's that's who he wants to pardon. the american people, i think, voted for him in part because they wanted something done about crime, not because they wanted to see him pardon criminals attacking the government. >> schiff took office last week, replacing senator laphonza butler, who resigned from her seat. he'll start his full term next month. we continue to follow the arctic blast that swept across parts of the midwest and great lakes region over the past few days. it has eased now, but winter weather conditions still loom across most of the country this weekend. abc news reporter johny fernandez has the very latest.

>> millions across the midwest and great lakes region are dealing with the after effects of frigid temperatures and snow being measured in feet. in iowa, residents dealing with slippery sidewalks, front porches and streets coated with ice as well. on the east coast, western new york also digging out after being hit with lake effect snow this week. these college students happy about the snow as they return home. >> it's always a great welcome back to buffalo and there's a lot of snow in town, so i like this. welcome back. >> but a warm up is on the way for many cities with temperatures set to reach unseasonable highs on the west coast, central and northern california were sld with a powerful storm with rain and high wind gusts. >> the rain really doesn't have anywhere to go. it's not soaking into the ground. the ground is saturated, so we're going to see a lot more runoff in this storm. likely see some sloughing and or landslides in scotts valley. >> a tornado ripping through the

city, overturning cars and tossing debris. johny fernandez, abc news, new york. >> and we continue to track the impacts in scotts valley this morning. you know, hearing the firsthand accounts from viewers, i mean, cars completely torn apart. i mean, it's just pretty dramatic to see. >> it really was. and we had the wind and the rain everywhere with the flooding. so it really was just a mess and still cleaning up from that. we're going to see another system tomorrow, but it's a very light and weak system, so we don't have that on the way. time to certainly clean up today. and then more rain level one system. for some of you it's the early morning commute. for others it's more like late morning. so there it is. looks impressive. but most of the activity headed into the pacific northwest. and as we look at a sunny san jose, it has been cold this morning, still in the upper 30s on the peninsula, redwood city. it's 48, in hayward, it's 50 in oakland.

so really pretty good rainfall totals, but still oakland and livermore at about 70, 75%. san francisco and points north, well over 100% of average. and as we look outside right now, you can see the haze there. and fog. temperatures in the 40s for most of us, still lagging behind in the mid 30s in petaluma. this is sfo. we'll see some sun later on today. but boy it's going to be a cool winter's day. chilly start, patchy fog around the bay and then partly cloudy skies. those high clouds want to advance throughout the day in the north bay. tomorrow it will be a rainy morning commute for those of you in the north bay, parts of san francisco and the east bay. but for the rest of you, it's more like late morning and then that front moves on through. still watching the waters recede here up in the north bay from sonoma county through about noontime. the creeks, the streams. high tide all contributing to some problems, particularly in sonoma. but for the rest of us, also looking at these

flooding conditions along the bay shore up in the north bay, some roads just closed, which is a pretty good idea. and that high tide still coming pretty soon. at 1022 over seven feet. we have another day of this and then we will get set for the rain, which is moving in pretty quickly for the north bay. this is a look at the rest of the day today, and you'll notice that those clouds will continue to increase the high clouds, stopping this at about 5:00. and there comes some downpours throughout sonoma, santa rosa. this is 8:00 and we're looking at a rainy north bay slipping south after the 8:00 hour into the east bay and the south bay by about 1030. and then we get into a cloudy afternoon commute. rainfall amounts have been trending less, so anywhere from a 10th to 2/10 from san francisco, redwood city. more than that up in santa rosa and picking this up after the monday system, you'll notice that we have several dry days. and then as we get into the latter

of course, have been dropped by insurance companies in recent years, but this morning we're digging into a case that's raising questions about the accuracy of the process. >> since 1976, i've never missed a payment. >> meet karen and tony hoover. liberty mutual has ensured their san francisco victorian for nearly 50 years. that's until last week when they got this letter from the company dropping them, claiming aerial footageing found moths, mildew, algae and mold on their roof. >> they sent me some aerial views that showed absolutely nothing. >> i couldn't even believe that you can't see one mark of discoloration anything. >> here's a close up of the pictures, liberty mutual provided that appear to be from google earth. >> all they do is show this picture, the whole roof looking down. >> but like any good faith homeowners, the hoovers wanted to be sure they hired excelsior roofing to do a follow up inspection. a licensed and well-respected roofing company that's been doing business in

the city for more than 100 years and has an a+ rating with the better business bureau claimed. up here, we showed up for it and the inspector told us so is the roof okay? >> perfect. yes. i don't see nothing wrong with it. >> no kidding. it's perfect. so no mold, no algae. in fact, he told them the roof is actually good for another 20 years. and the report he compiled included more than a dozen photos from every angle, even close ups of the shingles clear of any growth. >> i'm infuriated. >> so the hoovers appealed liberty mutual's decision, including the inspection report disproving the alleged problems. but over the past three weeks, we heard nothing. that's until seven on your side got involved and reached out directly to the company's ceo. we were told by his staff, we are reaching out to miss hoover directly to address her concerns. home inspections have long been a standard in the insurance underwriting process, which can include plain derived aerial reviews within an hour after

hour follow up questions, the company reissued the hoover's insurance policy. >> seven on your side did an incredible job. thank you so very much. from the bottom of our hearts. >> we have a good holiday, but the couple is still frustrated. it took a news agency to get them answers after doing business with liberty since 1976. >> i just feel like it was pressure that not to have bad press. and we're just one example. >> liberty mutual has been disappointing us. >> attorney amy bock is the executive director of united policyholders, a nonprofit that's pushing for legislation that would require insurers to be more transparent with non-renewals. >> so what we want insurers to do is to tell the homeowner what conditions at their property are out of compliance. number two, give the homeowner a reasonable amount of time to remedy those conditions. if they remedy those conditions, offer them a renewal policy right there. >> the brown house, just like

>> power outages and cleanup underway across the bay area. santa cruz county saw a tornado yesterday, while the rest of the bay area saw heavy rain, winds and high surf. 83 mile per hour wind gusts at sfo. was that when we got that alert? >> that's right. and that plowed through golden gate park. the gusty winds there. and as a result, what a cleanup underway across much of the bay area. and as we check out what is going on right now, you can see the cloud cover. this is the view from our east bay hills camera atop vollmer peak with clouds, their hazy conditions. 48 san francisco. it is 50 in oakland, with 49 in hayward. and from our exploratorium camera a cool winters day on the way, with temperatures still struggling to make it out of the 30s in the north bay, 40 santa rosa and our 24 hour temperature change quite dramatic 10 to 14 degrees colder all around the bay. the passage of that cold front allowing for colder air to settle into

the valleys. some of that tule fog out towards byron. but we have that radiational fog, quarter mile visibility, novato, santa rosa, and we will see the temperatures get back into the 50s, mid 50s. for some of us, upper 50s the warmer locations and then increasing high clouds in parts of the north bay leading to our next rainmaker, which is a level one arriving for the monday morning commute for some of you will track it for you and another system as a winter arrives the end of the week. stephanie. >> lisa. thank you. well, we want to show you this wild e in scotts valley where that rare tornado hit yesterday afternoon. this is video of it. cleanup is still underway and will last for at least the next several days.r the national weather service confirmed it was in fact, a tornado that touched down around 130 in the afternoon. about six cars flipped over, multiple power lines went down, and there was significant damage to businesses and cars parked along the tornado's path. witnesses describe the scary moments were the stoplights rip off.

>> rip off sparks. >> we saw the that white car over there started going into the air about 15ft. and then. and the community jumped in to help pretty immediately, which is great, but it looks like everyone's walking away. >> everybody's okay. there's injuries. two people are injured, but they're both okay and they're both in ambulances. svb's walked away. >> police are reporting a total of five people that were injured, but viewers say that number could be as high as 11. this tree was ripped up from its roots and landed on part of the middle school in the area. police and fire helped evacuate people trapped by downed power lines and parking lots. and as you can imagine, power was knocked out for quite some time now. to put this in context, we spoke with john monteverde, a professor of meteorology at san francisco state, and he says the last time the bay area had a tornado warning was back in the 90s, impacting the richmond area. but experts also say there have been public reports of what appears to be tornadoes since then, just not verified by the

national weather service. now in the east bay, we want to show you this. we're working to learn more about this eye catching sight along i-80. it appears a barge drifted from its moorings, as you see here. it's now along the coast between emeryville and berkeley. it's being towed right now. no word on where it was anchored or who owns it. and this is a live picture of it right now. officials tell us a tugboat will try to pull it back into the bay during high tide. and you see, that's happening as we speak in petaluma. the storm caused a creek to rise above its bank and flood a christmas tree parking lot. that's where mickelson christmas trees saw their field of trees fill with water. countless christmas trees, decorations, bales of hay and inflatables washed away. owner trevor mickelson says the storm hit at the worst possible time. >> this is a big weekend. this is one of the last big weekends

people are supposed to be coming out here. you know, we bring a lot of joy to the community. and families are supposed to come out here, you know, visit santa and going on tractor rides and buying a christmas tree. and, and now, i mean, we're just it's disheartening. >> despite the damage, the lot stayed open. the owner says they went back to their roots of how their business started 15 years ago before buying the lot. employees salvaged what they could and sold trees from the side of the road. all right. take a look at this. a viewer sent us this video of a levee breached in redwood shores, right near the redwood life development project. he says it flooded in the same area last year, but was fixed and nasty. road conditions in the sierra mountains continue as heavy rain and snow made for travel to be treacherous in this area. but as you can see, that still didn'tas stop drivers from braving the conditions to get up to tahoe. road crews plowed as much as possible, but hazards, of course, still remained. some drivers regretted their trek up.

be breezy. nothing extreme at all. and as we look at our current numbers, they're struggling to get out of the 40s here, just low to mid 40s at 37 in petaluma sticks out. but all the sun looks pretty nice in the south bay. so chilly. we've got some patchy fog for some of you this morning. overall, it's a partly cloudy day today. you'll see a few more high clouds in the north bay and then into your monday. the morning commute in the north bay and parts of the east bay, perhaps slipping into san francisco for the commute and then the rest of the bay area mid to late morning hours up in the north bay. still watching the creeks and streams reside here. with all that water. we do have a full moon. it's a high tide and so we're looking at that exacerbated flooding in parts of the bay. so until noontime, kind of dicey up there in santa rosa, the high tide occurs at 1022. at just over seven feet. so once again, some pretty dangerous areas here. we picked up over an inch, an inch and a half of rain in

some spots. and then you add on on the king tides here. so still some problems around the base. make sure you're aware of that. if you're out and about today. here's a look at that partly cloudy start. and then a few more clouds as we get into the afternoon. and then here comes that rain. it's a cold front, a typical cold front that will sweep through the north bay through about 8:00, and then it continues on the move towards the east bay and south bay throughout the mid-morning hours , exiting the bay before noontime and allowing for just a little bit of rain. not that much. the rainfall amounts will be focused up in the north bay from nearly a half inch to maybe 6/10. otherwise, a 10th to 2/10 from the south bay into the east bay. back to your sunday. we'll enjoy mid 50s for most of you, some low 50s out towards our inland valleys. upper 5050s in fremont and san jose, perhaps 60, in morgan hill, and then waking up tomorrow with extra cloud cover, some 40 that will
