experts about why no tornado warning was issued ahead of it. >> i'm suzanne flon in san francisco at golden gate park, where you can see a trail of debris left behind because of fallen tree limbs and cleaning up after the storm. >> good afternoon, i'm kristen z. >> and i'm dan ashley. thanks for joining us here. the storm brought strong rain to the north bay, and some places were already trying to clean up from this weekend. storm trees tookm down power lines and crushed cars in the heavy rain and the wind. >> today's storm made for a rainy commute in san francisco. this is a look at conditions earlier along the embarcadero. >> similar scene in berkeley. people braving the rain to do some shopping along fourth street. we also saw drivers taking it slow on the wet roads out there. >> that rain is going to lighten up though throughout the evening, which we need. >> spencer christian is here with a first look at the forecast. spencer. >> okay, dan and chris, the rain is getting lighter already, but the roadways remain wet of course. here's a look at live doppler seven. you can see the bulk of that rainfall has

moved fairly well to our southeast. and this is the movement of that system with again, again, the steadier rain moving to our south and east. however, there are still some sprinkles lingering and a couple of isolated showers. this is a level one storm on the exclusive abc seven storm impact scale into this evening. we expect a little bit more light rain and isolated showers, mainly in the north bay. under five hundredths of an inch of additional rain likely roadways will be slippery. here's the forecast animation taking us into the early evening. notice a few dots of showers pushing through the north bay. not likely to hit any other parts of the bay area. and then later tonight, approaching midnight, we'll see partial clearing. winds are pretty light right now, except gusts to 2520 two miles per hour at sfo. i'll show you the remainder of the forecast animation and the accuweather seven day forecast a little bit later. dan and kristen. >> all right spencer thank you. >> aftermath from a rare tornado was still being deat with in scotts valley today. >> no tornado warning was issued by the national weather service. abc seven news reporter zach fuentes spoke with experts about why a thunderstorm warning was

issued instead of a tornado warning. >> and he's live in scotts valley for us with the response. hey, zach. >> hey, there. yeah, we're on mount hermon road in scotts valley. this is one of the busiest roads in santa cruz county. and the area impacted by that tornado. stoplights up and down this road only just started working again a couple of hours ago. we're talking two days after the tornado, but thes aftermath isn't just about fixing and repairing the physical damage. it's also about learning lessons and figuring out how to better prepare and warn people for another event like it. crews were still hard at work two days after this tornado swept through this area in scotts valley saturday. all of the damage happening in a short but frightening amount of time. >> the information that we have right now is generally less than five minutes. >> the day of the tornado, the national weather service issued a tornado warning in san francisco. a tornado there never happened, but in scotts valley it was a thunderstorm warning that was issued, not a tornado warning. >> we asked why it can get a

little hard to tell with uh- on radar what's going on in the mountains, especially when you have terrain like that, it can get pretty tough to tell. >> the national weather service said that the thunderstorm warning does still call on people to seek shelter in the center most room of a sturdy building. a warning they hope people will take seriously. >> severe thunderstorms that are rotating can produce tornadoes. you know they may not at times, as we saw in san francisco, but they are still dangerous thunderstorms. that is why we issued the separate warnings for them. >> accuweather chief meteorologist jonathan porter says even though tornadoes are rare in the rugged terrain of santa cruz county, the thunderstorm cell that spawned the tornado was trouble from the beginning. >> in this scenario, the right conditions came together in the exactly the right spot to produce this damaging tornado. >> scotts valley city manager molly legault said the city works closely with the national weather service and hopes lessons can be learned. >> they called it in san francisco and then it didn't happen. and then they saw it here and didn't think it could happen. so didn't want to maybe scare people. but i think in the future we have

to realize that severe weather is real and it's happening. and just because it hasn't happened here before doesn't mean it can't happen in the future. >> now, the national weather service says it's in the beginning stages of its after action review. this is something they do after every weather event to see what they can do better and to, of course, pour over all of the data they received from this weather event. in the meantime, though, they are telling everyone to take the alerts they issue seriously because as we see, these weather events can be potentially damaging. for now, live in scotts valley. zach fuentes, abc seven news. >> all right, zach, thanks very much. powerful winds and torrential rain have created big headaches for pe in san francisco and on the peninsula. abc seven news reporter suzanne phan has a closer look. there, heavy lifting after heavy rains and gusty winds.r heavy rains and >> take a look at the damage done around golden gate park in san francisco since saturday. >> 74 trees came down in golden gate park, mostly in the west end. we did have some damage to pavement and fencing at 34th

avenue and fulton. >> aj solomon says he's filing a claim with his car insurance company. a rock pummeled his windshield and left behind a six inch crack. suleiman felt the force of the storm. >> i heard rubble noises and shaking and a lot of really strong winds for a while this morning, rain pounded san francisco along interstate 280. >> drivers had to slow down and brace for ponding water. in burlingame, mayor donna coulson shared these photos with us. the stormy weather since saturday means heavy duty cleanup. this tree down on california drive. this tree down between hillsdale and adeline drives. mayor coulson says several people in burlingame remain without power, and they don't expect to get it back until 11 p.m. on this monday night. we checked in with pg and e about the scattered outages. one early this morning that left 500 households in the dark. those customers between hillsboro and millbrae, p-g-and-e's says those customers all have power. again, it's been a

busy time for work crews. >> at the peak on saturday afternoon here in the bay area, there was about a total of 65,000 customers impacted by power outages. but we've really worked hard and around the clock to restore power to our customers. >> powerful winds. packing a punch. pouring rain. pounding the bay area. things have cleared up for now, but another storm will be moving in in a few days. in san francisco, suzanne phan abc7 news. >> p-g-and-e's crews are working to get the lights back on for customers all across the bay area. this is the current outage map. the yellow squares indicate where up to 500 customers are without power. a number of those. as you can see, a lot of the other outages are clustered in the north bay and along the peninsula. >> and you can track the rain any time with the abc seven bay area app. it gives you access to the same live doppler seven our weather team uses will also send alerts with important updates.

>> well terrible story. now, just two weeks before his seventh birthday and a few days before christmas. obviously a family is mourng the loss of their child. king hogan was hit by a car on interstate 280, in san jose. the boy's family shared his story with abc seven news south bay reporter dustin dorsey. >> as a soft rain falls, a flame remains lit, an embodiment of the spirit of six year old king hogan, who tragically died friday night. >> i just want to hold him. i want i want him back, and i know he's in a better place. he was always outgoing, loving. the house is quiet without him. and i know everyone misses him and i miss him. >> somber thoughts shared with king's father with us monday, days after his son's death. king was nonverbal and autistic, and just before 11:00 friday night, highway patrol says king was hit by a car while running across two 8-80. king's family hopes to get in touch with the driver to let him know it's not his fault. they'd love to share king's story. an entrance to the

highway is just steps outside of the hogan's apartment, along parkmoor avenue near lee avenue. his primary daycare provider, soli cisnero, says despite incredible efforts from his parents, king had a tendency of running away, especially when drawn to rain. >> he got out in the middle of the night when everyone's asleep, locked the door behind himself, left his ipad and just went out. you know, everybody's looking for him. would never expect him to be on the freeway, though. >> i just wish i was there for him that night and i want to apologize to him. and i know he's i know he's better now. >> nearby, a memorial in king's honor continues to grow full of his favorite snacks and toys, memories and letters from his friends at daycare. the family says a gofundme account was set up and there will be fundraisers on december 20th to the 22nd at willow park. efforts to pay for a proper service to remember their special loving boy king. >> he meant so much to everybody. he really did. he touched so many people's lives. he was a very special boy and he

will be deeply missed in san jose. >> dustin dorsey, abc seven news. >> now to the ongoing drama involving the san mateo county sheriff's office. >> the san mateo county district attorney announced today that he will not file time card fraud charges against a union head who has been highly critical of sheriff christina corpus. i-team reporter dan noyes is here with the very latest on this. neil. >> well, dan and kristin carlos tapia, the head of the deputy sheriff's association, said a month ago the charges weren't true and that the timing of his arrest was highly suspect. >> i am disgusted at how low these people will go. >> that's sheriff christina corpus. a little over a month ago, blasting a scathing audit report into her office that alleged abuse of power, intimidation and retaliation, and a personal relationship with her chief of staff. the i-team has since identified problems with the report, including missing pages from an interview transcript and outright mistakes. >> this is a hatchet job of an

inquiry, which was commissioned with a predetermined outcome. >> but on the same day the report came out. corpus took action against one of her loudest critics, arresting the president of the deputy sheriffs association on charges of time card fraud. carlos tapia self surrendered and kept speaking out. he read a statement at a news conference today. >> i'm grateful to the district attorney's office for recognizing these charges for what they were. yet another attempt at retaliation from sheriff corpus. our express loss of confidence in her administration. >> after a month of investigation, district attorney steve wagstaffe has announced he's dropping the case. >> so what? the sheriff's office had, what the investigator had. it wasn't wrong. it was simply they. the investigator did not talk to the additional people in their own his own fiscal team, as well as with the county hr to find out exactly why. there were

explanations for every one of those hours. >> i'm disappointed, but i'm not surprised. >> i spoke with sheriff corpus today for her reaction. >> he has an independent office and i have to respect his decision. but, you know, with the information that i was presented, i felt that we had overwhelming evidence. >> wagstaffe also admits his own inspectors are members of that same union, but says he got approval from the attorney general's office for them to perform this investigation. the sheriff tells me she's moving forward with an internal affairs investigation into the tapia timecard issue. so it's not over yet. >> all right. thanks for following up for us, dan. >> thanks, carissa. >> all right, well, keeping students in schools, what california lawmakers are planning to keep ice out of the classroom. and it's official, what, 49 year de'vondre campbell will not be doing for the next few weeks. and later this hour,

we have just learned a verdict has been reached in a high profile murder case in san francisco. nema momeni is accused of killing cashapp founder bob lee in april of last year. he faces first degree murder charges, but jurors can potentially consider lesser charges, including second degree murder or voluntary or involuntary manslaughter. the verdict will be read tomorrow

morning at 930. we'll bring that to you live wherever you stream. abc seven news. >> the state superintendent is backing a bill to safeguard student attendance and state funding in schools. >> the bill would ensure protections against immigration enforcement at public schools. and abc seven news reporter leslie brinkley explains what exactly that means. >> people are just scared. they're hearing threats. they're expecting the worst. >> the state superintendent is sponsoring ab 48 to essentially keep immigration officials out of schools. this comes after reports of threats from the incoming trump administration to rescind long standing protections. >> we're hearing reports, like everyone else, that there is real fear about these deportation threats. president elect has been clear that he intends to act on these threats on day one of being sworn in. the bill's been introduced today. the bill says that schools can't work with ice, and ice can't be on campus, and the

bill calls for a one mile radius around schools, recognizing that sometimes ice officials might be sort of lying in wait near campus. again, we don't want students to stay home. we don't want attendance to be suppressed. >> we have increased calls to our office from from the community. >> this immigration attorney is unsure how the state law will affect federal enforcement actions, but she said it's important to address it. >> it is very traumatic to the families, to the kids. if parents are dropping off their children at school and then the parents are taken in front of children, the fear of deportation could have parents keeping kids home from school with big fiscal consequences. >> when a student is sitting in the seat, that's revenue. when they're not in the seat, that's lost revenue. >> the bill has an urgency clause in it, meaning it could move rapidly through the legislature and, if passed, take effect quickly in a race towarde

inauguration day. i'm leslie brinkley, abc seven news. >> all right, let's turn to the weather now. really coming down for a while today. >> yeah. let's see if we're going to dry off soon. spencer. >> yeah, we will be drying off soon, but it's pretty wet out there right now, even though the rain is pretty much ended. we've got this wet and slippery pavement, so the evening commute may not be a very easy one right now. as you can see on live doppler seven, the bulk of the rain has moved well to our south and east. we've got some little pockets of moisture in here, but not much is happening at the moment in the way of current rainfall. so this has been the pattern of the system sweeping eastward and southward, and we should see some partial clearing later in the evening. but right now we're still calling this a level one storm. on the exclusive abc seven storm impact scale because the rain has not completely ended. so going into this evening, we expect pockets of light rain. isolated showers. additional rainfall totals will be well under five hundredths of an inch. and of course, we could be a slippery evening commute just because the roadways are wet from all the rain that we've had throughout the day going

into the nighttime hours. notice a little partial clearing in some spots, but there could be a few isolated showers moving through the north bay this evening. then after midnight, we expect more in the way of clearing going into tomorrow morning. right now we're looking at temperature readings in the mid 50s at san francisco, oakland, hayward, san jose, redwood city and half moon bay. and it's still looking a little dreary at the golden gate, but the clouds are lifting a little bit. notice the pavement is still wet 50 degrees at santa rosa. right now we have mid to upper 40s at petaluma, napa, fairfield, concord, livermore, 51 degrees. and as we look across the embarcadero, check out the forecast headlines through this evening. again, a possibility of isolated showers, mainly in the north bay. other locations should see some partial clearing as we get later into the evening hours. tuesday into friday. dry and milder weather with temperatures rising above average for this time of the year, and the weekend brings a return of rainfall, also brings the beginning of winter over in the sierra. a winter weather advisory is in effect until 4:00 tomorrow morning. there will be some wet snow, about

2 to 5in of additional snow accumulation above 5000ft. winds maybe gusting up to about 40mph. but back here in the bay area again, a partial clearing going into the overnight and early morning hours. overnight low temperatures will be mainly in the mid to upper 40s and then highs tomorrow under partly cloudy to mostly sunny skies, low 60s along the coastline and around the bay. shoreline. 61, oakland 62 at san mateo tomorrow. low 60s inland as well, except antioch, which will be a cool spot with a high of 58 degrees. here's the accuweather seven day forecast. notice the increase in temperatures going into the latter part of the week. mid 60s, around the bay and inland on thursday and on friday, even as clouds increase. it remains mild, but this saturday marks the beginning of winter, which arrives officially at 1:20 a.m. it will bring our first rainfaf winter and that may continue through the weekend. >> all right. thank you. spencer. okay. >> a holiday tradition hits the road. we'll take you along the
