plan in the final days of his administration. but president elect trump could undo it. >> plus, getting ready to ring in the new year 2025 has arrived in times square. >> good morning. it's thursday, december 19th. >> oh my gosh, we're already talking about 2025. here we go. >> everything just. doo doo doo doo. >> you know what really annoys me? when you're, like, the final days of the year. and i'll see you next year. oh, yeah. i'm like, i get it, i get it. i'll see you in five days, brad. like in school where everybody would do that next year. it never ends. never ends. we are vastly off to a great start than we were yesterday. it's a lot better out there when it comes to our fog. look at this. this is san jose this morning. if you are with us the past couple of mornings, this camera shot was basically unusable. we couldn't see anything out of it. but we are seeing a much better view this morning. visibility is great out there in the south bay. it is chilly 43 degrees. now. that's not to say there isn't fog because we are dealing with fog around highway four concord right now down to half a mile, a

half a mile in santa rosa. but you look around the bay shoreline and we are doing so much better this morning. ten miles in oakland. that's the best it can get when it comes to visibility. ten at sfo. nearing that in san carlos and mountain view. so we do have patchy fog out there. we do have a dense fog advisory. it does include the bay shoreline. i'm not seeing fog developing around here just yet. we'll watch it, but it keeps the dense fog advisory in effect until noon today. it's really the north bay and parts of the east bay around highway four that are dealing with the fog this morning. so here's the fog forecast, future weather showing you there's that fog you can see through the carquinez strait. it really remains there throughout the day. so afternoon sunshine. we'll get those temperatures back into the upper 50s and into the upper 60s. let's check in with gloria suzanne phan. >> good morning. as drew mentioned, it's not as foggy today as it has been the last few days. if you look live at our golden gate brie camera nice and clear this morning. not what we saw the last couple of days, and it's also very empty out there. so you'll have no issues with traffic right now. very easy. drive from the north bay into san francisco. and our overall

map this morning is showing mostly green, except that usual slowdown in the altamont pass. so we'll keep monitoring the roads for you as it gets busier this morning. looking at your drive times. tracy to dublin 35 minutes san rafael to san francisco 16 minutes antioch to concord, 14 minutes. amanda. >> all right, gloria, thank you. and this morning, workers at amazon warehouses, including one in san francisco, are off the job and on the picket line. they're upset about wages, benefits and working conditions. members of the teamsters union began picketing earlier this morning. and this is video from an amazon warehouse in queens, new york. the union claimsens, amazon has refused to recognize the union or negotiate contracts. one labor attorney says the timing of the strike is not a coincidence. >> one week before christmas and this is the busiest shopping season uh- all year. and this is a strategic time for the amazon workers to flex their muscles and to say that it is unacceptable that

when amazon profits are, you know, making breaking new records, that the workers themselves are not getting a fair shake. >> we've reached out to amazon and they tell us the company does not expect any impact on its operations. they say in a statement, quote, the truth is that the teamsters have actively threatened, intimidated and attempted to coerce amazon employees and third party drivers to join them, which is illegal and is the subject of multiple pending unfair labor practice charges against the union. >> if you thought january's bridge toll increase to eight bucks would be the last one for a while, think again. the bay area toll authority has approved a new round of toll hikes that will have most drivers paying $10.50 by the year 2030. so here's when and how much you'll be paying. january 1st, 2026 tolls go up to 8.50 for most drivers paying with fastrak tolls then go up $0.50 every year until 2030, topping out at

1050. the tolls are even higher if you don't use fastrak. that's 1150 by 2030 for drivers who pay by mail. and there are also changes for carpoolers starting in 2026, the minimum number of occupantsn the carpool lane at bridges goes up to three. that would match what the bay bridge does now. carpool drivers get half off their tolls and use of the diamond lane. the toll authority says revenue will go strictly for maintenance and repair of the seven state owned bay area bridges. >> the cost for construction projects have outpaced inflation generally. so yes, just in the in the last five years, those costs have have increased dramatically. >> drivers we talked we talked to aren't happy. they say it's another financial burden of living in the bay area. >> some transit agencies are raising rates in the new year. riding muni will get more expensive. regular single ride will go up from 250 to 275,

and bart is increasing fares 5.5%. that's about $0.25 extra on an average fare. now, it says that will keep pace with inflation. >> new this morning, in the final days of his administration, president joe biden has announced an ambitious new climate goal o reduce the country's greenhouse gas emissions. but will this effort just be undone by president elect donald trump when he takes office? roy is at the live desk with that. >> good morning reggie. the white house formally submitted the new goal to the united nations today. it is a requirement for all member nations of the paris agreement to update their emission cut targets every five years. now, this new target aims to cut u.s. climate pollution to 61 to 65% below 2005 levels by 2035. the administration says the goal would put the u.s. on the path to net zero carbon by 2050. biden made climate one of the centerpieces of his presidency, and made the announcement well before its february due date. in

2021. the president reentered the paris agreement after president donald trump pulled the u.s. out of the international climate accord. trump has said that he will pull the u.s. out of the paris agreement again and reduce or eliminate climate and environmental regulations. now, regardless of what trump does when he takes office, senior biden administration officials say local leaders can continue to drive progress on this. live in the studio gloria rodriguez, abc seven news. >> thanks, gloria. california's plan to fight climate change by banning the sales of new gas cars can move forward. the environmental protection agency has granted the state authority to set emission standards that are more strict than federal standards. california's plan calls for 35% of vehicle sales to be emission free by next year. in 2035, no new gas vehicles could be sold in the state. people who. sorry, people who spoke to abc seven are conflicted about the policy. >> i think maybe even if it's a little bit idealistic, it's a

appear in a new york city courtroom to face charges as early as today. 26 year old luigi mangione just arrived at a pennsylvania courthouse, where he is expected to waive extradition when he goes before a judge in less than 30 minutes. he faces an 11 count indictment in new york charged with first-degree murder in the death of brian thompson. mangione's lawyer has said his client will plead not guilty to the charges. if convicted, mangione faces a life sentence in prison without the possibility of parole. tonight watch manhunt luigi mangione and the ceo murder a special edition of 2020. it's a deep dive into the crime, the manhunt and the legal process now playing out. that's tonight at ten here on abc seven. or streaming the next day on hulu. >> time now, 509. this morning we're looking at your visibility map, and we are doing so much better this morning compared to yesterday morning, especially on the bay shoreline. you can see from

the city to oakland to the south bay. visibility is very high, so we're seeing just fine. but there are some issues in the north bay and in the east bay. so santa rosa, we're down to a quarter of a mile driving 101 in this region. a little bit slower this morning. use those low beams. a similar story through concord this morning. half a mile. we're doing better in livermore than we were yesterday, so driving 580 is a lot easier this morning. so the commute should be a little easier than the past couple of mornings, since visibility is a lot better. a live look from our sutro tower camera. all of san francisco lit up all of the east bay, the east bay hills in the background. so the forecast will call for some patchy areas of fog this morning. we do have a dense fog advisory in effect through noon. i don't think the fog is going to be as widespread later this morning as it has been the past couple of mornings. we do expect a lot of sunshine this afternoon and it will be mild daytime highs, mainly in the low and mid 60s once again. your sunrise today. 721 your sunset coming at 4:54 p.m. so highs today will find. 61

agencies extra resources and flexibility to respond to the virus. it's been detected in 16 states, including california. this is coming as the cdc confirms, the first severe case of bird flu in the u.s. they say a person is hospitalized in louisiana after exposure to sick and dead birds in backyard flocks. it's also the first case linked to a backyard flock in the u.s. the cdc says the immediate risk from bird flu remains low. there are no known cases of person to person spread. >> a woman accused of vandalizing multiple businesses all around san francisco with graffiti is now under arrest. as abc seven news reporter luz pena shows us, one of the targets was a treasured mural in the mission district. >> around 10:30 p.m. sunday. surveillance video captured the woman accused of vandalizing several businesses in san francisco's mission district. >> it's really sad, you know, to see a lot of these arts defaced lately. it's just it's super sad. you know, all these people,

they put their heart and soul into these murals for everyone to look at. that's part of the intrigue of the mission. >> in the video, the woman can be seen spray painting a beloved mural, a treasured piece for many in san francisco by local artist mario cid gonzalez, who passed away in 2021. >> this one was one of his last pieces, so he did this one and then also down the corner right there as well. he did that mura, too. >> business owners began to distribute the face of the woman, hoping someone would identify her. in the process. they found more victims. carmen elias, the owner of la mejor bakery, found the woman painting her parklet and confronted her. >> as soon as i mentioned that if you don't answer me, i'm going to call the police. i'm not going to let you touch no more. and she left. >> the city offers to paint over graffiti only in certain commercial areas, but that doesn't include murals if not fixed within 30 days, business owners can face a fine of about

$360. >> we look for patterns. if we can catch somebody, we will. we want to make sure that it's a culprits who are being punished for this, not the people whose properties are tagged. >> san francisco's public works department works with the city's police department and district attorney's office to prosecute prolific taggers. sfpd has since arrested the woman, saying, quote, the suspect was in custody for another graffiti slashed vandalism incident that occurred on december 17th to a business located on the 4300 block of mission street. a relief for many who are now working to restore the beloved mural. >> we're hoping that this weekend there is going to be, if there's no rain, that we're going to be able to be fixed, and we're going to continue to work with the owners in san francisco. >> luz pena, abc seven news. >> one of san jose's oldest neighborhoods is about to get a huge makeover. the corridor along alum rock and santa clara street is getting a $100,000 grant to beautify the historic street. the money is going to be

around the bay shoreline. we're doing great. it's parts of the east bay like concord, the north bay like santa rosa. that seeing the patchy fog this morning. so look at the morning planner. it's all about a chilly mor, 30s and 40s, lasting through about 9 a.m. and then we'll start to warm into the 50s after that. and then later this afternoon. it's another nice day in the 60s. so we have a beach hazard statement still in effect along our coast waves right now. 5 to 10ft could see breakers up to 13ft through this afternoon. just be aware of that today. lots of sunshine on the way. 61 in the city. we'll go to 66 in santa rosa, 69 in san jose. feels nice in the south bay today. 61 the high in livermore. overnight tonight again, we'll likely see some patchy fog through the carquinez strait. so concord again, you'll likely see some low visibility parts of the north bay into santa rosa as well. overnight lows, mainly in the 40s. let's talk about a return of some rain. friday is dry. if you have friday night plans, you're just fine. it's saturday morning that will start to see some light showers move through here. here's 630 in saturday

morning with showers in the north bay closer to 10 a.m. likely a brief light to moderate shower through the city through oakland. and then this system is pushing off into the afternoon. so saturday is not a washout by any means. if you have outdoor plans, if you can push them into the afternoon, you'll be just fine. here's rainfall totals through saturday morning, most of us less than a half of an inch, maybe a little bit more in the north bay. but on the heels of that storm, another one arrives sunday night into monday, and then more rain coming monday night into tuesday. if you're traveling on christmas eve, do anticipate some rain here locally, some snow in the sierra. but for christmas day and hanukkah, we're looking great. on wednesday, we're dry with some sunshine. here's the accuweather seven day forecast showing you it's mostly sunny today, but mostly cloudy tomorrow morning. rain on saturday, then evening showers on sunday with more wet weather through christmas eve. then again, we're dry for the holidays on wednesday, guys. >> all right drew thank you. coming up, the seven things to know this morning. >> plus carnivorous killerse

things to know this morning. number one, amazon workers across the country, including san francisco, are on strike today. the teamsters union says amazon is refusing to bargain with unionized workers. amazon accuses the union of threatening and intimidating employees. >> number two, if you thought you'd beat the holiday travel crowds by leaving today, you and everybody else the tsa says today and tomorrow will be the busiest days at the airport ahead of christmas. if you're driving, sunday's expected to be the busiest day on the roads. >> and number three, if you are on the roads not nearly as foggy today as you were yesterday morning, we do have some issues in the east bay around concord and the north bay around santa rosa. but for the most part, we have great visibility out there this morning. lots of sunshine on the way this afternoon. how nice is this? low to mid 60s for daytime highs. >> number four the man accused of killing the ceo f united health care could appear in a new york city courtroom to face charges as soon as today. luigi mangione is expected to waive extradition in

in contra costa county over the summer. nearly half of the observed interactions involve squirrels hunting down voles, which are small, hamster like rodents. >> the numbers of california voles peaked at about seven times the ten year at the ten year average. and so this over overabundance of voles likely provided relatively easily accessible prey for the squirrels, and is probably the reasons for the emergence of this predatory behavior. >> you know, this is kind of a sidebar, but her name is sonia wild, and she observes squirrels. i mean, all of this just makes sense. >> sometimes people accept it. >> sometimes you just have to fall into what you're named. experts say climate change has made the food. squirrels usually eat harder for them to get, and so they are also losing their natural habitat to urban development. part of the reasons why they're now eating meat, i guess. yeah. >> okay. abc seven news reporter lyanne melendez was making her list and checking it twice, as she judged the best holiday displays in noe valley. stores

at our okay camera. yesterday morning, you could barely see these aircraft out our window. 48. right now in oakland, visibility is at ten miles. that's as good as it gets around here, but we do have some patchy fog in other spots. concord down to a half a mile. a similar story in santa rosa. so traveling highway four this morning a little bit slower. a similar story on 101 in the north bay, but around the bay shoreline from hayward to san jose to san carlos. we are doing just fine. we do have a dense fog advisory. i wouldn't be surprised if they start trimming this back in the next hour, because we're not seeing fog developing around the bay shoreline, but in parts of the north bay and the inland east bay. we do have some fog. this goes until noon today. so here's future weather showing you that fog through the carquinez strait this morning and then heading into the afternoon. we have a lot of sunshine. these temperatures will feel nice low to mid 60s for daytime highs. let's check in with gloria. see those drive times this morning. >> good morning. we're starting to see a lot more traffic out there at this time of the morning. this is our emeryville camera. you can see live that there are a lot more vehicles

supposed to start soon. hi, zach. reporter. >> hey, reggie. yeah. very soon. less than a half hour from now, the workers say this is all a push for higher wages, benefits and safety protections. and you said it. this is happening in multiple cities, not just here in san francisco. this is happening outside la, chicago, atlanta, you name it. new york city. the workers say that this is all their push to make sure their voices are heard. but amazon says it doesn't expect any impact on operations. that's because the teamsters claim to represent nearly 10,000 amazon workers, which is less than 1% of the company's u.s. workforce. still, those workers say they want amazon to realize that they're serious. >> it's important because as workers, we need our voices heard. this has been a long time coming, and we need to show jeff bezos and the entire amazon corporation and the rest of the world that our voices matter. >> in a statement, amazon said in part, the truth is that the teamsters have actively

them inside the turing apartments on mccandless drive tuesday night. the complex is across the street from the great mall. investigators say the victims include two adults, a man and a woman, along with two young children, who are all related. officers were called to the apartment to do a welfare check after family members told authorities they had not heard from the victims in a while. >> it's a very difficult incident for anyone, i mean, especially the family like we mentioned. our deepest condolences to the family. officers are exposed to these tragic incidents on a daily basis, and we just want to make sure that they're provided with the necessary resources that they need to navigate through those challenges. >> police say there is no danger to the public, and officers have not been called to the apartment before. >> this morning, we're learning more about the city of oakland's budget cut plan to close a massive deficit. it includes layoffs and cuts to police and fire departments. also taking a

hit. many of oakland's community based organizations that advocate and advocate for workers and provide social services for families in need. abc seven news reporter anser hassan has that. >> in a vote that was expected. oakland city council passed budget cuts to close a $100 million deficit. >> how will the city make sure it doesn't get back into the same problem five years from now? >> as of tuesday night, dan kalb is now the acting city council president. he says the budget work continues. city council is considering a ten year sales tax that could be on a special election ballot to be held on april 15th for the new mayor. in addition, city council made an amendment to the budget. it stipulates that the next $10 million payment from the sale of the oakland coliseum, due in early 2025, would go to backfill cuts. >> the first 7 million immediately goes to restore and or prevent the closure of fire stations. the browning out of fire stations and then 3 million will go to restore to reimburse our affordable housing trust

fund. >> still, big cuts are expected, which will likely have big impacts on community based organizations, many of which rely on city funding or have contracts with the city. >> these cuts for the department of violence prevention, for example, are going to affect organizations who provide direct services that actually protect and serve people in the community that are actually keeping people safe, that are actually solving conflict, that are actually preventing violence and crime from happening. >> clarissa dothard is the executive director of parents voices oakland, which advocates for affordable child care. she's worried about the cuts to programs that impact families with young children, such as head start city run program. >> that's up for consideration. has immeasurable can do immeasurable damage to families, especially in neighborhoods that are child care deserts. >> and despite threats of layoffs across city departments, some labor unions appreciate the city's efforts to delay layoffs as a last resort. >> we still have to work on

of use the past couple of mornings, but we're off to such a better start compared to yesterday. we're not seeing widespread fog out there this morning. we do have a couple of problem spots, though. santa rosa and concord. right now. the two areas that have very low visibility. elsewhere around the bay shoreline from oakland to san jose, up into the city. we're doing just fine. so your commute should be a little bit easier this morning compared to yesterday when we were dealing with very thick fog this morning. outside a live look at san jose. this is one of our cameras yesterday. you could not see a single thing in this picture because of the low cloud cover and the fog. vastly different this morning. so we do have some areas of fog, mainly in the inland east bay and in the north bay. sunrise today is at 721. expect a lot of sunshine to really nice looking afternoon by 4 p.m. it will feel mild out there with daytime highs mainly in the 60s, so we'll hit about 61 in the city today. near 70 in san jose for a daytime high, 66 in santa rosa. we'll go to 63 in oakland mid 60s to low

issued an urgent recall for norovirus contaminated oysters. s&m shellfish company sold the affected oysters under the brand names fannie bay, buckle, buckley bay and royal miyagi oysters. the oysters were harvested from british columbia between december 1st and december 9th. symptoms of norovirus infection infection include nausea, vomiting, diarrhea, abdominal cramps, and fever. >> we've told you before that the bay bridge lights are coming back. they're going to be twice as many as what we had before, but not everybody is loving it. the chronicle reports a man is suing several government agencies over the project from the nonprofit illuminate. the lawsuit claims the lights harm the environment and discriminate against people with disabilities who can't tolerate leds. crews have already started installing the 50,000 new custom engineered led lights on the bridge. testing is expected to begin early next year. unless this

lawsuit is successful. >> seven san jose state women's volleyball players have hit the transfer portal. that's according to the chronicle. the news comes after a season marked by controversy and national attention. the spartans season had forfeiting opponents protests and a lawsuit centered on gender identity. several schools forfeited games rather than play the spartans claiming there was a transgender player on sdsu's team who should be blocked from participating. >> three san jose elementary schools are shutting down in a meeting that lasted through the night. the berryessa union school district board voted to close cherrywood, toyon and lakeview schools. public comment went on for about three hours before they took the vote. >> i just want you to look around the room and see the damage that's already been done by just the discussion of consolidation, low enrollment and decreased federal and state dollars are contributing factors in these closings in fremont.

>> former athletes of mission san jose high school are pushing back against a change in the wrestling room without notice. the 40 year old wall of fame was taken down. it's dedicated to the achievements of the school's wrestling team. the missing wall has upset alumni of the program. >> i heard they took down the wall. it was just. it's kind of shocking. uh- 40 years of history. just kind of up in smoke. >> so the school's principal said in a statement the wall was removed for safety reasons. though some are questioning why the wall has just become a problem now. the principal also said the campus will be undergoing upgrades and will aim to find a modern and safer way to showcase the achievements of all the students. >> beyonce bringing a huge christmas present to houston hotels in preparation for her christmas day performance at the texans versus ravens game. >> people are buying out houston hotels. hotel bookings for the area on christmas day have surged 210% compared to the same

we're expecting those showers in the city. parts of the east bay approaching the south bay, but it's not a lot of rain by any means. it's out of here by the early afternoon, so saturday night will be dry. even sunday morning will be dry. total rainfall with this next round of showers for saturday morning, most of us you can clearly see less than a quarter of an inch of rain a little bit higher in the north bay, where the rain begins a little earlier, probably half of an inch to an inch closer to ukiah. but by sunday night we're tracking our next system so the pattern gets pretty progressive. heading closer to the holidays. by 9 p.m. sunday, we have light rain moving through a similar story monday night into tuesday. now tuesday for christmas eve, if you are hitting the roads, it will be wet out there. here. locally we are tracking snow in the sierra, but it looks like for christmas day and hanukkah we actually have a nice dry day with lots of sunshine next wednesday. so here's a look at the accuweather seven day forecast showing you mostly sunny today. mostly cloudy tomorrow. then we'll track
