francisco winding down just as another is picking up steam. good afternoon. thanks for joining us. >> i'm larry beil and i'm kristen z. the city of oakland is facing a $130 million budget deficit. yesterday, the city council slashed the budgets of police and fire. >> now the oakland fire department preparing for brownouts of at least two stations. and fire officials are worried about the possibility of even more. abc seven news reporter anser hassan has our details. reporter. >> the october wildfire that forced evacuations as it burned through the oakland hills is a perfect example for the need for a fully staffed fire department, says chief damon covington. >> the city has their stance on from a fiscal perspective, of what needs to happen to the fire department to get the budget to balance. we have a very different perspective from the fire department. >> oakland city council passed massive budget cuts on tuesday in an effort to reduce $130 million deficit. the plan includes big cuts to police and fire for the fire department. it

includes browning out or temporarily closing two fire stations beginning in january. >> we're doing some modeling with with our constituents to make sure that we're choosing wisely. there is no firehouse that we can, you know, comfortably lose and have no impact. >> according to the 2023 annual report, the fire department operates 26 stations, one at the airport. they received close to 78,000 calls last year. the busiest stations can do up to 25 runs a day and get 5000 calls each per year. the stations that will be browned out will be based on call volume. but closing stations with fewer calls also presents a set of challenges. >> the firehouses are less busy, but harder to get to, to cover from the next due district. it would take them longer to get there. >> oakland has 470 firefighters. more than 30 are out on leave. the brownouts won't lead to layoffs, but one goal is to help reduce overtime costs. >> what you're doing is you're

you're taking the people who would normally be working in the firehouses that are browned out, and you're sending them out to overtime spots. >> also on the table, browning out four additional fire stations, which could happen by next summer. but city council voted to use a $10 million payment from the oakland coliseum sale that is expected in early 2025 to be put towards the fire department. >> that money comes in. the first bit of money goes immediately to restoring fire stations. >> we have not been told that the four is definitely going to happen. browning out six of our firehouses would be devastating to our delivery model in oakland, anser hassan, abc7 news on the peninsula today. >> menlo park firefighters showed off a new tool to help them save lives. it's a hands free thermal imaging device that's mounted onto their helmets. now, the menlo park fire protection district will be the first department in the world to actually use this device. it has a camera that helps firefighters see through all that smoke and navigate burning buildings more

efficiently. >> the idea is simplifying the environment, displaying that right into the firefighters eyes so they can rapidly size up the scene. identify where a path to safety is, where a victim might be so they can rapidly make decisions. >> developers say the see through helmet cam, that's what they call it, can help firefighters get in and out of a burning building three times faster. the tool also sends a signal back to the command post, so the captain can watch what's happening in real time. amazing technology. >> turning now to weather and a winter spare. the air day has been called. >> yeah, you can see the haze if you're driving into the city. abc7 news meteorologist sandhya patel here now with the forecast. hi, sandhya. >> hi, there. yeah, and larry and kristen tomorrow it's a spare the air day. so let's take a look at a live picture from our east bay hills camera. and like you both just mentioned, you can see that haze in the air. the air quality will be declining. right now. we have moderate air quality across many parts of the bay area indicated by those yellow dots. so friday is a spare. the air day, which means wood burning is

banned. poor air quality for the north bay moderate elsewhere. saturday we're expecting moderate air quality. you know what's going to clean out our air is some wet weather headed r way. as you look at live doppler seven, the first system is moving in our direction for saturday and timing this out for you. you will notice that early saturday morning, a few showers move in at around 8 a.m. the showers continue at 11 a.m. that's just the start of a wet pattern. i'll be back with a full look at the forecast coming up. >> larry. all right, sandhya, see you in a few minutes. all classes, finals and activities at san franco state were canceled today due to an anonymous threat. the campus was locked down. people were told to stay inside. visitors were advised to stay away for now while that threat is being investigated. sf state says the final scheduled for today that were canceled will be rescheduled for next week. >> after three months on the picket line. more than 2000 striking marriott hotel workers in san francisco may be heading back to work again soon, but hundreds of hilton and hyatt hotel workers are still

picketing. >> abc seven news reporter suzanne fawn with a look at the tentative deal reached and what is still at stake. reporter. >> outside the hilton union square hotel workers are still going strong, hoping to get their message across. among them is kenny faust. he works at them bell desk and guest services. >> i've been there 27 years. >> even though christmas is around the corner, faust says their fight is not over. >> we are fighting for our health care, our medical coverage and the wage increase. >> about 1000 hilton and hyatt employees remain on strike. this is day 89 of the strike for them. but on this thursday, good news for more than half of the striking workers. a tentative deal has been reached. in a statement, marriott said it was pleased to reach a new labor agreement. carlos santamaria, who's a banquet server at the marriott marquis hotel, is among those relieved about the new deal. >> it's important because it's a cure. the health care for me and my family. it's also a secure wage increases for all of us,

uh- pension for us for the new generation. >> if marriott workers ratify their contract, 1500 employees will return to their jobs on saturday. the new contract means big wins for marriott employees. lizzie tapia, the president of local two, explains we were able to achieve a fantastic contract with big wage increases, securing our medical benefits, which has been one of our biggest issues here, being able to improve our retirement plan and getting real language to address the shortages of, you know, the workload and cross-classification and staffing issues that we've had related to the pandemic. tapia says workers have pushed back against permanent big cuts to staffing and services in the hotel industry. they hope that hilton and hyatt workers will win big, too. >> really important that marriott workers here are setting the standard for san francisco, and we expect hilton and hyatt to do the same thing in san francisco, suzanne phan abc seven news. >> meanwhile, amazon workers in san francisco have joined what is being called the largest

strike against the online shopping giant. this is taking place all over the country. abc seven news reporter zach fuentes with the latest on the battle between amazon and the teamsters union. >> workers at this san francisco amazon facility started those chants dark and early thursday morning. >> we want a living wage. we live in one of the most expensive cities in the country. we want to be able to afford to live here. >> they say they also want better benefits, safety protections, and for amazon to recognize the teamsters union and negotiate contracts. amazon said teamsters have actively threatened, intimidated and attempted to coerce amazon employees and third party drivers to join them, which is illegal. workers we spoke with strongly disagreed, saying that amazon has been intimidating them. >> a lot of the workers in there have found that when they wear uh- buttons or vests or hats or anything showing that they support the union, the management doesn't treat them the same way. >> teamsters says it represents nearly 10,000 amazon workers. but in a statement to abc seven,

amazon says there aren't 10,000 workers striking. the statement said what you see here are almost entirely outsiders, not amazon employees or partners, and the suggestion otherwise is just another lie from the teamsters. the truth is that they were unable to get enough support from our employees and partners, and have brought in outsiders to come and harass and intimidate our team, which is inappropriate and dangerous. we appreciate all our team's great work to serve their customers and communities, and are continuing to focus on getting customers their holiday orders. the amazon employees say there are other supporters here, but maintain that there are amazon workers in full force that will stay out 24 hours a day. >> we're going to be fighting until we get what we deserve. >> teamsters says it represents 10,000 amazon workers. that would be less than 1% of amazon's total u.s. workforce. so right now, amazon is saying it doesn't expect any impact to its operations in san francisco. zach fuentes, abc seven news. >> flight attendants at united airlines held an informational

picket at sfo this morning. the flight attendants are upset that united has proposed slashing medical benefits, reducing monthly hours and rest between shifts. united is offering a 22% pay raise and proposing a new scheduling system. negotiations with a federal mediator will resume early next year. >> new developments with p-g-and-e's and another rate hike that could be on the way. the california public utilities commission is meeting right now to discuss the proposed rate increase. there already have been four rate increases this year. if approved, this one would take effect early next year. p-g-and-e's has already raised its rates by 56% over the past three years. this comes just days after we learnedes p-g-and-e's was receiving a $15 million loan from the federal government for infrastructure improvements. >> california is joining other states in support of a biden-harris administration's new goal to reduce pollution. today, president biden announced the nation's pledging to cut greenhouse gas emissions by more than 60% by the year 2035 as

up three hours early to get a place in line here. the event, hosted by the redwood empire food bank. and directors say this holiday, the need for food and donations has never been greater. and they need help from the community. >> so we have, you know, beans and rice and protein. juice, pasta to stock their shelves and get them through the holidays. >> volunteers are working fast at the redwood empire food bank, packing up food boxes for those in need this season. and that need continues to rise. >> we need food and funds. >> president and ceo allison goodwin says the food bank is seeing a need it's never experienced before. the rising cost of living is hitting clients hard, and food and cash donations are not keeping up with demand. >> and our need is what it's never been before. and so it's not that people aren't giving, it's that the level of need and the cost of food and the cost of fuel is, is so extravagant that

people's gifts are, are not making as big of an impact. >> the food bank serves five north bay counties. it's now helping 142,000 people per year. and since this summer, 5000 new families have requested help. >> it helps tremendously. food is so expensive. >> nancy reynaga, from forestville, says she's been coming early to this weekly food giveaway in santa rosa just to get a place in line. >> the lines are getting longer and so i know to come three hours earlier, even though i'm 15th in line three hours early. >> other bay area food banks are seeing increased demand too. 1 in 6 people in santa clara and san mateo are getting help from second harvest of silicon valley. that agency is feeding a half million people every month. the san francisco marin food bank is serving 50,000 households a week, up from 32,000 before the pandemic and in napa. demand for food assistance has tripled compared to this time last year. back in santa rosa, an anonymous donor is stepping up, willing to match

little respite. >> yeah, but you could see the haze over the bridge right there. that's not not a color. we're looking for sandia. >> no, i know that, and i'm sorry. air quality is suffering. are you guys okay over there? larry and kristen, let's take a look at a live picture right now. good afternoon everyone. look at this beautiful view. this is from sfo camera. the reason why we're seeing all this haze in the air is we don't have strong winds to clean out our air. we don't have any rain coming through just yet. taking a look at live doppler seven, we do have some fog that is sitting right over parts of the delta, the east bay. as the offshore winds have transported that fog from the central valley into our area. now this morning, the fog wasn't quite as widespread as it was yesterday morning, but we did have some dense fog in our north and east bay valleys especially. things are changing. we have a system that is passing across the pacific northwest and to our north. we're just going to see some clouds out of it. here's the system that is coming in on saturday, and it's already kicking up the waves. so a beach hazard statement is in

effect until 6 p.m. tonight. watch out for risk of rip currents and sneaker waves. it becomes a high surf advisory this upcoming weekend as large westerly swell builds. we're looking at breakers 15 to 18ft, possibly higher. so just use caution if you're going to be out there. beautiful view from our golden gate bridge camera. the breeze is starting to pick up. 53 in the city, 58 in oakland, low 60s san jose, redwood city, half moon bay a gorgeous view from our exploratorium camera. it is 48, still chilly in petaluma, 49, in fairfield. clearly you were impacted by the fog. 50s for the rest of you, and a live view from our san jose camera where we're seeing that haze tomorrow. fog, clouds and haze saturday morning. winter starts and showers arrive, and then sunday into next week we have a rainy pattern setting up with gusty winds tomorrow morning when you get going. watch out for the fog once again in the usual spots right around the delta, north and east bay valleys in particular 30s and 40s. on those temperatures tomorrow afternoon, highs

will range from the mid 50s around antioch to the upper 60s in san jose. a lot of cloud cover tomorrow as well. now here's a look at the timeline. you'll notice the fog, the clouds kind of a combination of things tomorrow. and then here comes the wet weather saturday morning at 7 a.m. it's scattered in nature through 1030 11:00 1 p.m. just isolated showers and is gone. we get a little bit of a respite and then more rain gets in here. but let's talk about saturday's system. anywhere from a couple hundredths of an inch to about a half an inch of rain is what we're expecting now. as we head into sunday, we have another system coming in, so that will bring us some more rain going into monday night. and tuesday is our main rain event with wet, windy conditions. christmas is dry and then thursday we do have some more rain coming into the picture. so here's your accuweather seven day forecast. it's fog and clouds tomorrow. wet pattern for saturday. winter begins at 120 in the morning and sunday. we do have spotty early morning showers and

steps closer, if you can believe that. yes, the number of new species they've discovered over just the course of this past year. right. >> abc7 news meteorologist drew tuma has a look at the creatures, big and small. >> so you're probably thinking. seen one damselfish? seen them all? not this year. >> they're all damselfish. and the one from the maldives. this guy here, it has this very distinctive black mark in his office at the california academy of sciences in san francisco. >> researcher luis rocha is showing off his newly discovered species, being named chromis abada. he says the fish could help unlock secrets of the deep water coral reefs they call home in the northern indian ocean. reefs that are showing signs of damage from pollution and warming ocean temperatures. >> so if in the surface it goes from 29 celsius to 30 celsius and the corals bleach on the deep reef, it goes from 17 to 18 celsius and they bleach the same way. so what we're seeing is much more impacts on those deep

milpitas, where four people were found dead inside the burning apartment complex on tuesday, and police are now investigating the deaths as a murder suicide. moments ago, they identified the victims as vin nguyen, becky pham and the couple's two children, a nine year old son and four year old daughter. investigators say each victim was found with a single gunshot wound. a handgun registered to win was found in the apartment.

>> this tragedy is a very difficult reminder of the importance of addressing domestic violence and gun violence. the loss of their lives was preventable. >> police are still investigating the motive in this case. they believe the victims had been dead for several days before they were found. after concerned family members asked police to do a welfare check. officers say this was an isolated incident and there is no danger to the public. >> new developments today in the united healthcare ceo murder case. suspect luigi mangione is now back in new york, where he's facing both federal and state charges. >> abc news reporter alexis christoforous has the very latest. >> luigi mangione arriving in new york city thursday afternoon, brought by helicopter and greeted by federal and local officials. the alleged killer then making his first appearance in federal court facing four new federal charges, including murder through the use of a firearm. he did not enter a plea, the federal criminal complaint says. mangione traveled from georgia to new

york, new york, for the purposes of stalking and killing brian thompson. thompson was the ceo of united health care. the complaint contains excerpts from a notebook police say they seized from mangione after his arrest. the handwritten pages express hostility towards the health industry and wealthy executives in particular. according to the complaint, one entry saying the target is insurance because it checks every box. the federal complaint also included a photo of the nine millimeter pistol and silencer. police say mangione had on him when he was arrested, saying it's consistent with the weapon used to kill thompson. the 26 year old also faces an 11 count state indictment in new york, which includes a charge of murder in furtherance of terrorism. >> this act of terrorism and the violence that stems from it is something that would not be tolerated in the city. >> earlier in the day, mangione waived extradition to new york during a court appearance in pennsylvania. outside that

posting online success in washington. he's calling on lawmakers to vote yes on the bill tonight. >> the musk johnson proposal is not serious. it's laughable. extreme maga republicans are driving us to a government shutdown. >> today, trump taking credit for killing the bipartisan government funding bill. yesterday, trump telling abc news there will be a government shutdown unless congress eliminates or raises the debt ceiling. that's the limit on the amount of money the government can borrow to pay its debts, trump says if the debt ceiling is hit and the government can no longer pay its bills, he's concerned it could lead to an economic depression. the current debt ceiling is expected to be hit in the first few months of trump's second term. trump says he wants to take care of this while president biden is in office. >> the ultimate goal is to get a bill that addresses our immediate needs, but also sets president trump up for success when he comes into office. >> lawmakers scrambling on capitol hill today to reach a

deal before funding expires tomorrow night. >> we're making progress and things are going well. >> the now dead funding bill was supported by both republicans and democrats. trump says it had too much spending. it included $100 billion for disaster relief and billions more for farmers. trump says he doesn't mind the spending for farmers and disaster relief, but that's all. a shutdown would affect millions of federal employees with peak holiday travel. tsa agents and air traffic controllers would have to work without pay. this tipping point of a government shutdown starting with elon musk, one of trump's most influential and vocal allies. musk calling a government shutdown infinitely better than passing a horrible bill, saying any lawmaker who supports the bill deserves to be voted out. >> we had a deal. we negotiated a deal, and then musk decided to change the deal. so do i call to him president musk? >> lawmakers have until tomorrow night to get a deal done before there is a shutdown. funding expires at midnight saturday

san jose earthquakes announced their 2025 schedule today. plenty of games to get excited about, including one superstar. wednesday, may 14th, is the day the quakes will host lionel messi and his inter miami teammates. of course, he's one of the best players in the world. the international star joined miami in 2023. he's totally dominated, winning the major league soccer mvp award this past season. the quakes season begins saturday, february 22nd and ends in october. let's talk some hoops. women's college basketball heading to the chase center tomorrow. it's the envisalign women's classic. stanford and ohio state tip off this doubleheader at 5:30 p.m. then it's ucla versus creighton right around 8:00, and tickets are still available for that. and on saturday, cal and stanford will be at the shark tank for the san jose tipoff at
