keep an eye on the calendar. there are a lot of changes happening in oakland. shengtao is out as mayor. her last day was this week. budget cuts are starting to take effect. and throughout all of that, the race is on to choose oakland's new mayor. we'll get a look at all of that over the next few minutes. all right. >> let's start though, with focus on the immediate impact, how budget cuts can affect the city's fire department. in january, oakland will temporarily close or brown out. two fire stations might not stop there, either. abc7 news reporter anser hassan is following the story. >> the october wildfire that forced evacuations as it burned through the oakland hills is a perfect example for the need for a fully staffed fire department, says chief damon covington. >> the city has their stance on from a fiscal perspective of what needs to happen to the fire department to get the budget to balance. we have a very different perspective from the fire department. >> oakland city council passed massive budget cuts on tuesday

in an effort to reduce $130 million deficit. the plan includes big cuts to police and fire for the fire department. it includes browning out or temporarily closing two fire stations beginning in january. >> we're doing some modeling with with our constituents to make sure that we're choosing wisely. there is no firehouse that we can, you know, comfortably lose and have no impact. >> according to the 2023 annual report, the fire department operates 26 stations, one at the airport. they received close to 78,000 calls last year. the busiest stations can do up to 25 runs a day and get 5000 calls each per year. the stations that will be browned out will be based on call volume. but closing stations with fewer calls also presents a set of challenges. >> the firehouses are less busy, but harder to get to, to cover from the next due district. it will take them longer to get there. >> oakland has 470 firefighters. more than 30 are out on leave.

the brownouts won't lead to layoffs, but one goal is to help reduce overtime costs. >> what you're doing is you're you're taking the people who would normally be working in the firehouses that are browned out, and you're sending them out to overtime spots. >> also on the table, browning out four additional fire stations, which could happen by next summer. but city council voted to use a $10 million payment from the oakland coliseum sale that is expected in early 2025 to be put towards the fire department. >> that money comes in. the first bit of money goes immediately to restoring fire stations. >> we have not been told that the four is definitely going to happen. browning out six of our firehouses would be devastating to our delivery model in oakland, anser hassan, abc7 news. >> an unlikely coalition of community leaders and elected officials in oakland are calling on congresswoman barbara lee to run for mayor. >> it's an interesting development, and lee is on her way out. of course, of the u.s. house after 26 years in congress. >> abc seven news reporter

monica madden is tracking developments and is here with more. lee. really a powerhouse in the east bay? >> absolutely. she's been a staple in politics there for quite some time, and she was elected to her house seat with more than 80%, sometimes even more, of the vote. most recently, lee ran for an open u.s. senate seat, but lost to adam schiff in the march primary. now, oaklanders are asking her to lead their city through a time of challenge in the aftermath of a shakeup in oakland's leadership, members of the community are craving familiarity.y are craving >> we need barbara lee to run for oakland mayor. >> in an open letter thursday, a diverse group of leaders declared oakland needs barbara lee. the coalition says the city is, quote, facing a crisis of leadership. our city needs someone who can restore integrity to the office of the mayor, unite us in a time of division, and help us address critical issues around the budget, public safety, housing and inequity in our town. >> we're coming together because we believe in the resiliency of the community and its ability to

thrive with bright leadership.to >> community organizer subur lockett signed the letter. >> congresswoman barbara lee has a proven track record. she understands the city's challenges on a personal level. you know, barbara lee has consistently demonstrated, you know, courage to make really tough decisions, skills that would be tested as the city faces a $130 million budget deficit. >> barbara lee is at the senior end of the chain in washington. her life is pretty much a magic carpet ride coming back here. it's going to be a very rough and bumpy road in washington. she's one of more than 400 congressional people who makes a decision on any given day in oakland. she would be the one. >> abc seven news insider phil matier says if lee entered the race, she'd be an immediate frontrunner because the people backing her are the public employee unions and the labor council in alameda county, along with various other groups who are on the progressive end of the spectrum. >> and they would be willing to put up money. and basically, barbara lee getting in would

keep a lot of people from getting in. >> a spokesperson for lee tells abc seven she is currently weighing all of her options as she finishes her final days in congress. now, lee isn't the only person mulling a run. former nfl star and berkeley star marshawn lynch did not rule that possibility out. in an october episode of his podcast with governor gavin newsom, former city council member lauren taylor officially launched a bid for oakland mayor, as well as a former staffer for shengtao, renea webb. so a lot of names in the mix already. >> mayor beastmode has a certain ring, right? >> absolutely. >> especially with an entertainment tonight. happening tomorrow, a spare the air alert will be in effect. that means no wood burning in order to reduce pollution. >> abc seven news meteorologist sandhya patel is here with details on a look ahead at the forecast. sandhya. >> yeah j.r. let's take a look at the air quality right now because there's no doubt about it. it's suffering. if you're out and about you probably saw the haze. yellows indicating moderate air quality. so if we

could go to the graphics you'll see what i'm talking about. many parts are dealing with this to spare. the air alert has been issued for tomorrow. poor air quality in the north bay. moderate elsewhere. and then saturday, everyone's looking at moderate air quality. take a look at live doppler seven. we still have fog out towards the delta that is just hanging tough. and the visibility is going to reflect it. right now seven miles in vacaville and byron. it is three miles in santa rosa. temperatures today only in the upper 40so the low 60s. those areas that were slow to see some sun are socked in with the fog only had those 40s, but things are going to be changing. live doppler seven showing you the first in a series of systems headed our way. it gets here on saturday morning, just as winter begins. we get a few showers coming through between 8 and 11 a.m. isolated showers continue into the afternoon, and this is just the start of an unsettled pattern heading into next week. i'll be back with the forecast coming right up j.r. >> look forward to that.

thank you so much sandhya. in oakland, a person suspected of a shooting rammed into several vehicles, including police patrol vehicles. it happened this afternoon on a high street. police spotted a vehicle, possibly tied to a shooting. the driver took of and police gave chase. the suspect then crashed into several vehicles before coming to a stop on 66th avenue. one person was taken into custody. a house fire took the life of two dogs in san lorenzo this afternoon. firefighters say the home on brandon avenue was totally engulfed in flames and heavy smoke when they arrived. no people were injured. six people will have to find a new place to live. firefighters continue to investigate what caused the fire. >> new details now from milpitas, where four people were found dead inside the burning apartment complex on tuesday. police are now investigating the deaths as a murder suicide. they identified the victims as vin nguyen, becky pham and the couple's two children, a nine year old son and a four year old

daughter. investigators say each victim was found with a single gunshot wound. a handgun registered to win was found in the apartment. >> this tragedy is a very difficult reminder of the importance of addressing domestic violence and gun violence. the loss of their lives was preventable. >> police are still investigating the motive. they believe the victims were dead for several days before they were found. after concerned family members asked police to do a wellness check. >> tonight, an oakland neighborhood is in mourning following the sudden death of a restaurant owner, and we're now learning about a violent altercation just moments before it happened this past sunday near clinton park at east 12th street and seventh avenue. abc seven news reporter tim johns has been piecing together the story and has more from frustrated community members. >> well, asian in his 60s, not breathing, not conscious, not bleeding. and then we're going

to have another male asian in his 60s, conscious bleeding, bleeding from the head. >> police dispatch audio describing the aftermath of a violent incident that happened in oakland's little saigon neighborhood sunday. the oakland police department says they were called out around 430 in the afternoon for reports of an assault. it all began near the best dim sum and pastry restaurant, where opd says a man was vandalizing cars. we spoke with the restaurant's owner, who told abc seven news she didn't want to go on camera. the woman says one of her employees ran out to confront the man who was unhoused. the employee was accompanied by the woman's husband. the pair chased the man down the road. at some point during the chase, the woman's husband had a heart attack and ultimately died. around the same time, the employee was hit by what opd described as a blunt object. in surveillance video from a nearby gas station, you can see the suspect drop an object before entering the store. moments later, the victim approached the store, touching his head as if checking for blood. the unhoused man eventually walking away. jennifer tran, who is the president of the oakland vietnamese chamber of commerce,

says the unhoused man was known among many business owners in the community. >> based on my understanding of the individual, you know, experience in episode one of several that he's had increasingly over the last few years. >> tran says sunday's incident is an example of the anxiety felt by the community when it comes to crime. a few doors down from the restaurant, we met lisa tran from lucky seven cigarettes. tran tells us she's terrified every time she comes to work. >> when i close open. very scared that safety. >> tran says she feels crime in the area is out of control. she tells us the shop's windows have been broken 13 times over the past few years. opd says the unhoused man from the assault was arrested sunday evening, but the event has only heightened the sense of abandonment felt by many of the people in this neighborhood. >> most of the business owners here and the residents here are just holding their breath, hoping that they wouldn't be the next person who's going to be experiencing such tragic incidents in oakland. >> tim jonze, abc seven news.

for holiday help less than a week before christmas and hanukkah. food bank directors say the need for food assistance is far outpacing donations coming in. abc seven news reporter cornell bernard shows you how the community is stepping up. >> so we have, you know, beans and rice and protein. juice, pasta to stock their shelves and get them through the holidays. >> volunteers are working fast at the redwood empire food bank, packing up food boxes for those in need this season. and that need continues to rise. >> we need food and funds. >> president and ceo allison goodwin says the food bank is seeing a need it's never experienced before. the rising cost of living is hitting clients hard, and food and cash donations are not keeping up with demand. >> and our need is what it's never been before. and so it's not that people aren't giving, it's that the level of need and the cost of food and the cost of fuel is, is so extravagant that people's gifts are, are not making as big of an impact.

>> the food bank serves five north bay counties. it's now helping 142,000 people per year, and since this summer, 5000 new families have requested help. >> it helps tremendously. food is so expensive. >> nancy reynaga, from forestville, says she's been coming early to this weekly food giveaway in santa rosa just to get a place in line. >> the lines are getting longer and so i know to come three hours earlier, even though i'm 15th in line three hours early. >> other bay area food banks are seeing increased demand too. 1 in 6 people in santa clara and san mateo are getting help from second harvest of silicon valley. that agency is feeding a half million people every month. the san francisco-marin food bank is serving 50,000 households a week, up from 32,000 before the pandemic. and in napa, demand for food assistance s tripled compared to this time last year. back in santa rosa, an anonymous donor is stepping up, willing to match any cash donation to the food bank of up

catering to everybody, but we unfortunately have the haze as well. here's a live view from our sky star camera. this is a cool view so unique from fisherman's wharf. nothing quite like it. this is on the sky star wheel and you can certainly see it's kind of a murky view, as we have not only the haze, but some fog out there as well. looking at live doppler seven right now, there is a system passing to our north. it's just giving us some cloud cover. fog continues to linger out towards the delta. you can see that the wind flow is keeping that fog right there, locked in that tule fog that the central valley typically deals with. looking at the wider perspective, we're going to clean out some of the fog and also the air quality, but not immediately. we're going to have to wait until the weekend as this system is developing in the pacific. we will get some rain on saturday. that system is also kicking up the swells, so a high surf advisory starts at 6:00 saturday morning goes until sunday afternoon. watch out 15 to possibly 20 foot breakers will keep that risk of rip currents and sneaker waves.

from pollution and warming ocean temperatures. >> so if in the surface it goes from 29 celsius to 30 celsius and the corals bleach on the deep reef, it goes from 17 to 18 celsius and they bleach the same way. so what we're seeing is much more impacts on those deep reefs that people expected. >> and for the past year, research teams at the academy have been uncovering the unexpected, compiling a list of 138 new species discovered around the globe in 2024, including dozens of species of fish, insects like the jerusalem cricket and everything from spiders to pygmy pipehorses to exotic flowering plants. chief of science shannon bennett says the discoveries are critical for understanding where our planet's been and where it's going. >> and then once you define that identity, you can start to ask questions about where it came from, how it got here, how it's going to persist into the future, how does it work with other species? what are its main functions in a living ecosystem?

>> luigi mangione, arriving in new york city thursday afternoon, brought by helicopter and greeted by federal and local officials. the alleged killer then making his first appearance in federal court, facing four new federal charges, including murder through the use of a firearm. he did not enter a plea, the federal criminal complaint says. mangione traveled from georgia to new york, new york, for the purposes of stalking and killing brian thompson. thompson was the ceo of unitedhealthcare. the complaint contains excerpts from a notebook police say they seized from mangione after his arrest. the handwritten pages express hostility towards the health industry and wealthy executives in particular. according to the complaint, one entry saying the target is insurance because it checks every box. the federal complaint also including a photo of the nine millimeter pistol and silencer. police say mangione had on him when he was arrested, saying it's consistent with the weapon used to kill thompson. the 26 year old also faces an 11

by nearly 20 points and the s&p 500 lost five. lawmakers on capitol hill are scrambling tonight to reacha deal on government funding to avoid a shutdown. a couple of hours ago, a bill pushed forward by house speaker mike johnson and backed by president elect trump failed. abc news reporter perry russom is in washington. >> the musk, johnson proposal is not serious. it's laughable. extreme maga republicans are driving us to a government shutdown. >> today, trump taking credit for killing the bipartisan government funding bill. yesterday, trump telling abc news there will be a government shutdown unless congress eliminates or raises the debt ceiling. that's the limit on the amount of money the government can borrow to pay its debts. trump says if the debt ceiling is hit and the government can no longer pay its bills, he's concerned it could lead to an economic depression. the current debt ceiling is expected to be hit in the first few months of trump's second term. trump says he wants to take care of this

while president biden is in office. >> the ultimate goal is to get a bill that addresses our immediate needs, but also sets president trump up for success when he comes into office. >> lawmakers scrambling on capitol hill today to reach a deal before funding expires tomorrow night. >> we're making progress and things are going well. >> the now dead funding bill was supported by both republicans and democrats. trump says it had too much spending. it included $100 billion for disaster relief and billions more for farmers. trump says he doesn't mind the spending for farmers and disaster relief, but that's all. a shutdown would affect millions of federal employees with peak holiday travel. tsa agents and air traffic controllers would have to work without pay. this tipping point of a government shutdown, starting with elon musk, one of trump's most influential and vocal allies. musk calling a government shutdown infinitely better than passing a horrible bill, saying any lawmaker who supports the bill deserves to be voted out. >> we had a deal. we negotiated

shows the u.s. population grew by nearly 1% in the past year, the largest growth in the last 20 years. california saw its overall population grow by more than 232,000 people. that's despite 239,000 residents who moved to other states. now, migration into california from outside the country grew by 301,000 people. california also saw 110,000 more births than deaths, with mass deportations promised by the new trump administration. local nonprofits are sounding the alarm about a growing waitlist of people in need for immigration representation. abc seven news

reporter luz pena went to the largest legal aid organization in san francisco to see what they are facing. >> 11 years ago, this single mom who asked us to blur her face and keep her identity private, fled el salvador. with tears in her eyes, she recalls gang members threatening to kill her and her disabled son. i was afraid to lose my life and my son, jobina. that's why i came here. she's now afraid of mass deportations under the new administration, even though she's just one step away from becoming a u.s. citizen. even though i have a green card, i'm still afraid that i could get deported. >> because laws change. >> and with this new president, you never know what could happen. stories like this one are flooding nonprofits like open door legal, where many attorneys are sounding the alarm months before projected immigration operations. concerned that many won't have legal representation.

>> there is a coalition of nonprofits with a waiting list of 1200 people who are in deportation, deportation in immigration court. >> if an undocumented immigrant doesn't have legal representation, are they still required to go in front of an immigration judge? >> yes, they are required. in fact, if they don't appear before an immigration judge, it's very likely that they will be removed and deported from from the country in absentia. an immigrant does not have a legal right of state funded legal representation. >> legal experts are also noticing another concerning factor not enough judges. >> immigration court system in the united states is broken. there are not enough immigration judges to handle the large number of people that are on the backlog. >> bill hing, professor of law and migration studies at the university of san francisco, believes funding now will be imperative to provide funding

for representation because right now some people have been waiting for six, seven years for their immigration cases. >> and when people come in at the border who are fleeing violence, they have a right to a hearing for their asylum cases as well. >> in san francisco, luz pena abc seven news. >> local firefighters are warning about some of the dangers during the holiday season. they say to be aware that holiday decorations and a dry christmas tree can catch fire very easily. today in menlo park, they held their annual demonstration showing how quickly flames can spread. >> try to make sure it gets a lot of water doesn't dry out. i know a lot of people like the heater on, but just make sure when you have your heater on in your home, check your water every day with your christmas tree. you want to make sure it's safe. i want to make sure it's nice and full and does not dry out. >> crews compared the burning of a tree that was watered and one that wasn't. they say the dry tree went up in flames in less than one minute. a fire at the

humane society of silicon valley led to extensive damage, and now it's affecting their day to day operations. the good news is no pets were hurt, but they could certainly use your help now. abc seven news south bay reporter dustin dorsey explains how the community is giving back to support the shelter and how you can too. >> giving a pet a loving home might just be one of the best gifts to give and receive this holiday season. and after a fire at the humane society of silicon valley, adoptions are more important than ever. they've lost about one third of the adoption floor in the fire, destroyed the laundry room that is thought to have started in primarily water damage. >> that really took out about half of our building, including our medical clinic and the operational side of our building. >> thankfully, none of the animals were hurt by the fire. about half of the adoptable pets were taken in by foster homes to lighten the staff workload as they make changes to operations, the shelter cannot perform surgeries and other medical procedures until damage is fixed. >> we are working on finding

alternate location so that we can continue to provide those services. we think we've identified a vet clinic about one mile from the shelter, so we're hopeful to be up and running here shortly, hopefully by next week. >> adoptions and community services are now operational once again during shelter hours after closures due to the fire. fees have been waived for several animals to make it easier to find them a home, but there are other ways to help as well, with half of their building damaged, including their laundry room, it highlights already important needs at the shelter. blankets, towels and monetary donations are not only greatly appreciated but needed. >> we do laundry literally 24 hours a day because of the animals on the adoption floor, as well as what's happening in the medical clinic. >> the community embraced the holiday spirit and came out to support the shelter in force. and all of these donations will turn around and benefit the same community the shelter serves. >> the fire has a ripple effect. that's why we've been working so hard. we need to get up and
