failed attempt to pass a spending bill. lawmakers now have until midnight tomorrow to avoid a government shutdown. and a focus on california condors as the state deals with cases of the bird flu. the precautions being taken at the oakland zoo always live. >> abc7 news starts right now. >> good evening. thank you for joining us i'm dan ashley. tonight, the death investigation into a family found in their milpitas apartment. a mother, father and their two young children, all found with gunshot wounds at the touring apartment complex. the case now being investigated as a murder suicide. abc seven news reporter lauren martinez has new details about the family's life in the south bay. >> a pile of flowers continues to grow outside the apartment where milpitas police found a family of four dead. investigators identified 36 year old van nguyen and his wife, betty pham. the couple had a nine year old son and a four year old daughter. they were all found tuesday following a

welfare check. in an update thursday, police said each family member had one gunshot wound. >> van nguyen, betty's husband and father of their two children, is believed to be our suspect. a handgun, which is legally registered to vin was found at the scene. >> a vta spokesperson confirmed the husband and wife were both employees, according to a medical examiner's report. the couple was going through a divorce when we went to the apartment complex across the street from the great mall, we met gary tropeano, who knows relatives of the family. >> i couldn't believe it. i was just in shock. i was just i was like, that can't be. like, it's like i don't really associate something like that bad to happen, like this time of year. so it was like it was really jarring for me. >> police said the couple had no record of domestic violence related calls in milpitas. investigators say finding a motive will take time. >> our detectives are still going through digital evidence and all the evidence that they have to determine if there's any, any notes, any additional

tomorrow. abc seven news meteorologist sandhya patel is here with details and a look ahead at the forecast for the weekend. >> sandhya? yeah. dan, because of the pattern we're in, we have a spare the air alert for tomorrow. poor air quality in the north bay. moderate elsewhere. light offshore winds transporting that pollution in from the central valley. and of course, wood burning is banned. moderate air quality right now across most parts of the bay area. as we check out the view from our mount tam cam. the other big story is that fog. it is underneath the layer of high clouds that you're seeing on live doppler seven. we do have a dense fog advisory for solano county until 11 a.m. tomorrow, so watch out. that's where visibility is running the lowest three miles in vacaville, four miles in fairfield. napa is reporting fog. six miles there. mountain view, same thing. four mile visibility at this hour. now, beyond the fog and the spare, the air, we have a series of storms headed our way. i'll be back with an hour by hour. look at the timeline of whether

the rain will impact your holiday plans. coming up. dan. >> okay, sandhya, thanks a lot. we'll touch base again in a couple of moments. tonight, on the heels of california declaring a state of emergency over the spread of bird flu. new questions now and concerns over keeping not only people safe, but wildlife and endangered species as well. abc seven news reporter tara campbell spoke with one of oakland zoo's top veterinarians about how it is staving off the virus and protecting one of the state's most vulnerable birds. >> bird flu spreading rapidly across california's dairy farms, infecting herds and causing illness across the nation. and now concern is spreading across the nation's zoos. >> we test all our own birds regularly if they're sick. and so far since the beginning of hpai a few years ago, we haven't had a single bird here. >> the oakland zoo putting into action its preparedness plan running on a scale of one through four. >> when we hit the higher levels, like with more recent cases in the inner bay area

picking up over the last couple of months, we've moved from what we call level two to level three. so a little more biosecurity. we do foot baths, feeding strategies to minimize exposure to wild birds. >> they're also working closely with others in the association of zoos and aquariums, its lindsay wildlife museum. >> it's the usda. really working international bird rescue. all talking to each other, sharing information on what we're seeing as this outbreak progresses and really ebbs and flows and top of mind are these beloved birds, the california condors. the usda did approve a vaccine for hpai for california condors as a critically endangered species. so we, of course, are five condors that we have here at the zoo are vaccinated for hpai. >> and with that emergency approval, they're taking the vaccine beyond zoo borders. >> we're supporting the yurok site, ventana big sur site, and

also the pinnacle site. we've been going out in the field and vaccinating birds in the field, working with the biologists in those areas as well, and taking the moment to make clear, the zoo is still very much a safe place for people. we have a full service, 17,000 square foot veterinary hospital here on campus, so any sick animal is treated right away. so i think i can say with confidence there's no risk to the public from birds here on the campus at oakland zoo. >> tara campbell, abc seven news. >> that's encouraging to hear. but while there have been a few human cases, california health officials say so far it has not spread person to person. we're expecting to get an update on the governor's state of emergency declaration tomorrow during an 11 a.m. news conference, and we'll let you know exactly what is said. new announcement tonight. roughly 10,000 starbucks workers will be on a picket line instead of behind the counter tomorrow morning. right now, only stores in los angeles, chicago and seattle are participating in the

strike. but the union says it plans to escalate them over the next five days unless it can reach a deal with the company. now, starbucks says the union prematurely ended bargaining this week, and starbucks is just the latest company to call for a strike this holiday season in san francisco. a group of amazon workers joined a national strike, and hotel workers have been demonstrating in the city for several weeks. here's abc seven news reporter j.r. stone. >> the spotlight is on three groups of workers who are and have been on strike. amazon workers represented by the teamsters went on strike thursday. at the same time, hilton and hyatt workers have now been on strike for 89 days. but the glimmer of hope comes from marriott workers in san francisco, who reached a tentative deal between both sides on thursday. >> we were able to achieve a fantastic contract with big wage increases, securing our medical benefits, which has been one of our biggest issues here. >> more than 1500 of them will return to their jobs on

saturday. not the case though, with hilton employees. >> we are fighting for our health care, our medical coverage and the wage increase. >> the national headlines thursday were on amazon's teamster workers. >> a lot of the workers in there have found that when they wear buttons or vests or hats or anything showing that they support the union, the management doesn't treat them the same way. >> we're going to be fighting until we get what we deserve. >> teamsters say they represent 10,000 employees. amazon, though, says that is not the case, saying that the group picketing is almost entirely outsiders who aren't amazon employees or partners. amazon also says that the strike, which includes workers in the bay area and southern california, will not impact any holiday gifts that you may be sending. j.r stone, abc seven news. >> all right, let's go to washington. now. speaking of deadlines, congress has just 24 hours to pass a budget to avert a federal government shutdown. just a few hours ago, house

members voted down a second funding bill after an initial deal was derailed by social media posts from president elect trump and elon musk. a shutdown tomorrow night would leave millions of federal workers and military families without a paycheck, less than a week from christmas. members of congress leaving the chamber expressed their frustration at what's going on. >> extreme maga republicans are driving us to a government shutdown. >> i think shutting down the government is masterclass dumb. >> we had a deal. we negotiated a deal, and then musk decided to change the deal. do i call him president musk? >> house speaker mike johnson is promising that they will come up with another solution, but he stopped short of saying another vote would happen before friday's midnight deadline. we shall see. in the meantime, stay here with us. federal agents identify a california man they say may have planned a violent attack. coming up, the chilling connection he has to a recent

a court hearing scheduled for january 3rd. san francisco state's campus will reopen tomorrow morning for finals after an anonymous bomb threat sent the school into lockdown. students on campus were told to take shelter for hours today, as university police conducted a sweep of the buildings on campus. students off campus were told to stay away. all activities and classes were canceled for the entire day. sf state says today's exams will be rescheduled. police are still investigating the threat. again, the campus will reopen tomorrow. new developments now with p-g-and-e's and another rate hike is on the way. the california public utilities commission unanimously approved this increase. this is the fifth rate hike for the utility this year. p-g-and-e's says it will cover the hundreds of millions of dollars it's going to spend on vegetation management to prevent wildfires. the increases come just days after we learned p-g-and-e's was receiving a $15 billion loan from the federal government for infrastructure

improvements. the san francisco zoo is pushing back on a report from a city commission that was critical of several of the animals habitats. according to the chronicle, the zoo is looking for a retraction after holding a committee meeting today. the report, released in october, said the zoo was outdated and unsafe for visitors. the zoo responded today refuting the claims, saying the report was has hurt fundraising. a financial and management audit has been requested by the board of supervisors to see exactly what's going on. a bay area mother will be headed to the new year's rose parade in pasadena as a thank you gift for likely saving a life. it's really quite something. cindy seaborn was honored today by ucsf medical center for donating part of her liver to a stranger. cindy cindy decided to do that after volunteering to donate part of her liver to her husband, dave, but wasn't able to follow through on her good deed. >> i had planned to donate to him, but by the time he received

it, my liver was not large enough, so he received it from a deceased donor. and then i just wanted to give back. so i donated mine to whoever was the next person in need. >> isn't that remarkable? cindy will be with the one legacy donate life parade float. you know, more than 23,000 californians are waiting for an organ transplant. oakland roots soccer club has put in an official bid to build a 25 000 seat stadium at howard terminal. it's one of several proposals that came from yesterday's deadline for prospective developers. this was the only sports bid, but the others are all industrial or commercial in nature. one issue, though the team says it could take up to 15 years to build a permanent stadium. treasure island will be the new home of the bay fc soccer club. san francisco mayor london breed signed legislation today. the team plans to break ground next year on a new training facility with three soccer fields at the site. the goal is to begin operating there

by 2027, about two years from now. the agreement calls for a 25 year lease at treasure island. bay fc currently plays its home games at paypal park, which is in san jose. congress has passed a pair of bills to honor late california senator dianne feinstein. the bills would rename the san francisco federal building at united nations plaza and the post office at rincon center. she was when she was mayor. feinstein oversaw the development of rincon center near the embarcadero, so that's why they would name it after her. feinstein passed away last september. she was the country's longest serving female senator. both bills await president joe biden's signature. the california hall of fame welcomed seven new members tonight, all of them women. legendary chef julia child, who brought french cuisine from the kitchen to the television, is one of the headliners. also inducted was the late tina turner. the singer became known as the queen of rock n roll, and she was. other

inductees include california first poet laureate ina coolbrith. civil rights activist alice piper. olympian vicki manalo draves, gorilla conservationist dian fossey, and civil rights pioneer mitsuya endo. congratulations one and all. many posthumously, but just remarkable. honor. all of them. well, time now to get a check on the weather as we head toward the weekend. beautiful day out there today, but rain is coming back. sandhya has the forecast. >> yeah, and, dan, we welcome that rain. congratulations to all of those out there. let me show you our rain chances. they're going to go up beginning this weekend and really continuing right on through much of next week. so let's take a look at live doppler seven. and the pattern that is unfolding is first the clouds and then here comes the rain. beginning this weekend, our first system, there's another storm right behind it. and more developing in the eastern pacific. these storms are kicking up our waves.

high surf advisory goes up this weekend 6:00 in the morning, saturday until 4 p.m. sunday. breakers 15 to 18ft, possibly even higher, means a risk of rip currents and sneaker waves, so be careful. look at these live views. they're either covered in fog or haze. and so as a result, there is a spare the air day because of the haze for tomorrow. but watch out for the fog. that dense fog advisory for solano county system moving to our north is just bringing in some cloud cover. there are radar returns off the coastline, but we're not expecting any rain. just some clouds, at least for the immediate future. and some fog, of course, offshore winds bringing that fog in from the central valley so that tule fog has already spilled into parts of the north and east bay, and even places like mountain view reporting fog right now, those temperatures in the 40s and 50s. live view right now as we take a look at the headlines tomorrow. fog, clouds and haze. saturday, winter starts and showers arrive. and then sunday into next week. we have a wet pattern with gusty winds at

times. it's not going to be raining the entire time. as a matter of fact, let's take a look at your holiday forecast christmas eve. upper 50s to low 60s rain and gusty winds. don't worry, santa is okay. christmas day, mid 50s to low 60s. dry and cool conditions expected at sundown on wednesday. it is hanukkah and it is going to be dry with a crisp evening low to mid 50s. if you do celebrate, sunset is at 456. your morning temperatures tomorrow in the 30s and 40s. one thing to watch out for is that thick fog right around the delta. also parts of the north and east bay and the peninsula, so you know where you are. tomorrow afternoon, look for a mostly cloudy skies with some lingering fog, 50s and 60s. now i'm going to show you when that rain will get in here. not tomorrow morning, not tomorrow afternoon. here we go. on saturday morning, the rain arrives. it's going to be really scattered going into 10 a.m. scattered showers continue into the early afternoon, and then just lingering cloud cover before the next system gets in here. rainfall totals with this first system, barely anything

measurable in the southern and eastern part of our viewing area, to about a half an inch in the northern part. and then we're going to track some more rain. so sunday morning we have some wet weather early on in the day it's not a washout. sunday night you have more rain coming in, so if you want to get out and get some holiday shopping done this weekend, you have plenty of opportunity. monday night into tuesday is when the stronger storm comes in. it will bring heavier rain and windier conditions right in time for christmas. on cue, it is dry. and then here comes another storm on thursday, so be ready. these storms will produce a rain snow mix for the sierra now next week. systems. here is what they're going to bring. anywhere from about 8/10 in livermore to almost three inches in ukiah. we will take it. let's fill up the reservoirs. the accuweather seven day forecast fog and clouds tomorrow. scattered showers on saturday as winter begins. it's a level one, level one sunday. late monday night going into tuesday, we have another one. that christmas eve system is going to be the wet and windy one dry for christmas
