skies across the city, 46 degrees right now. great visibility, light wind out of the south. so we're not looking at any thick fog out there. we just have some high clouds streaming in. that's why you see some lower numbers here right now. but we're not dealing with any sort of low visibility this morning. thankfully out there right now, temperatures as you get out the door, mainly in the 40s as we get going on our friday and today will be a day of filtered sunshine. we'll see high clouds throughout the day. here's your morning forecast. it's quiet at 930. later on this afternoon. we'll go into the upper 50s and upper 60s, and for friday night plans, it still remains dry, with temperatures starting to cool into the 40s and low 50s. so highs today very similar to yesterday, 59 in richmond but 61 in the city, 68 in san jose, 62 in oakland. rain is back here though over the weekend. we'll talk about the return of some wet weather in eight minutes. let's check in with gloria. see those drive times this morning? >> good morning. well, we do want to point you over to oakland because there's a situation there that we're following. this is a crash. and

this is causing some delays here in this area. so this is on southbound 880 between 23rd avenue and high street. all lanes are blocked there because of a solo crash. so if you do generally take that area, you can take a 580. that will help you out to avoid some of those delays right now, because traffic is backed up to fifth avenue and in pinole on westbound 80 at appian way. there's also a situation there. there's a crash that's blocking the middle lane. traffic is very heavy out to willow avenue. this is causing a big delay about 55 minutes. and if we take a live look at our golden gate bridge camera. good news here is there are no issues. traffic is moving nicely. no fog today to worry about there as well. reggie. >> thanks, gloria. this morning we're learning more about the investigation into the deaths of a family found in their milpitas apartment. a mother, father and their two young children were all found with gunshot wounds at the touring apartment complex tuesday night. the case now being investigated as a murder suicide. investigators

identified 36 year old vin nguyen and his wife, betty pham. the couple had a nine year old son and four year old daughter. they were all found tuesday following a welfare check and an update thursday. police said each family member had one gunshot wound. >> our detectives are still going through digital evidence and all the evidence that they have to determine if there's any, any notes, any additional evidence that was left from the suspect or any additional information. >> a vta spokesperson confirms the husband and wife were both employees, according to a medical examiner's report, the couple was going through a divorce. stories like this are, of course, disturbing, and we want you to know there are lots of resources out there that can help. go to abc7 news.com/take take action to see what's available where you live. it's important to take care of each other, yourself and your mental health. >> suspected killer luigi mangione faces four new federal charges in the death of united health care ceo brian thompson, including a murder charge that

makes him eligible for the death penalty if convicted. gloria is at the live desk with more on what happened during mangione's first federal court appearance. gloria. >> good morning. amanda mangione is waking up in a new york city prison this morning. yesterday, he waived extradition from pennsylvania, where he was arrested for thompson's murder. mangione was escorted by motorcade to a new york police department plane, which flew him to long island, where he boarded a helicopter for manhattan. he was met by the new york city mayor, as well as the police commissioner, and then escorted by dozens of fbi agents and nypd officers. once in court, federal charges of murder, stalking, and weapons violations were read. an attorney for mangione spoke briefly after that hearing. >> we're going to respectfully decline to make any comment at this time, but mr. mangione appreciates everyone's support. >> outside of court. dozens of people gathered in support of mangione, calling for changes in the u.s. health care system.

mangione now faces a federal and a state trial, with a state trial expected to go first. he is now being held in a federal prison in brooklyn, reggie aqui. thank you. >> gloria. san francisco state's campus will reopen this morning for finals after an anonymous bomb threat sent that school into lockdown. students on campus were told to take shelter for hours yesterday, as university police conducted a sweep of the buildings. students off campus were told to stay away. all activities and classes were canceled for the entire day. sf state says yesterday's exams will be rescheduled. police are still investigating the threat. >> new developments with p-g-and-e's. you will soon be paying more for your utility bill. the california public utilities commission unanimously approved a rate increase yesterday. this is the fifth rate hike for the utility this year. p-g-and-e's says it will cover the hundreds of millions of dollars it's going to spend on vegetation management to prevent wildfires. the increases come just days after we learned p-g-and-e's was receiving a $15

billion loan from the federal government for infrastructure improvements. the exact increase you will see on your bill is not yet clear, but you can expect to pay more through 2026. >> the san francisco zoo is pushing back on a city commission report that was scathing. it was critical of a number of animal habitats. according to the chronicle, the zoo is looking for a retraction after holding a committee meeting yesterday. now, the report that was released in october said the zoo was outdated and unsafe for the animals and for the visitors. the zoo responded refuting the claims and said the report has hurt their fundraising. the board of supervisors has requested a financial and management audit. >> this morning, millions of people across the country are waking up, packing their bags and getting ready to head out on their holiday trips. the peak window for travel is officially underway. abc seven news reporter zach fuentes is live at sfo, with what you should know before you head out, whether you're flying or driving. zach.

>> amanda i'm at sfo, so let's start about flying. so they are expecting this today and sunday to be one of the peak travel times here at sfo. so they're expecting 160,000 travelers to come through here during that time. and again that is just here at sfo, san jose mineta. they are expecting more than 300,000 travelers through january 5th. oakland airport, expecting 500,000 through january 6th. and as high as those numbers are for air travelers nationally. triple a is forecasting nearly 90% of travelers are going to be driving to their holiday destinations and near record breaking numbers. >> the busiest air travel days of all time have happened this year, so airline travel is just really high right now. but most people do drive to their destinations, and that's true for every holiday. >> so here are some key times to look at this weekend. if you're driving for the holidays today, it's going to be best to travel before 11 a.m. you want to avoid 1 to 8 p.m. tomorrow. you'll want to travel before 2 p.m. and

not between 4 and 8 p.m. and then finally sunday. they say hitting the road before noon should help you miss traffic, so avoid that. 3 to 8 p.m. time period. now back here at sfo, the usual tips are still what you want to remember. check in online, arrive early. but one thing to keep in mind is that there is a warning from the head of the tsa right now about the threat of a possible extended government shutdown. if that happens, there could be some very long wait times at airports like this, so we'll have more on that in the next half hour. right now live at sfo zach fuentes, abc seven news. >> thank you zach. let's talk about the travel forecast. we're looking at a really quiet pattern today across california. the four corners a lot of sunshine to be found. some light showers in seattle this afternoon. as we look towards the east we are seeing some very cold temperatures across the upper midwest. fargo only five degrees. chicago is dealing with light snow right now, a high of 36. really nice and sunny across oklahoma, texas, even louisiana. we do have some issues in the northeast. we are going to find

and ammo from a san diego county man who they say may have been planning an attack. a restraining order issued this week says he had contact with the teenage suspect from monday's deadly school shooting in wisconsin. the fbi carried out that order against the 20 year old california man tuesday. >> i pulled in and they had

their full guns out all over the street. there's cop cars. there's about 15 cops here, i'd say. well, i'm just glad that they were on top of it. and, you know, they they're going to get to the bottom of it hopefully before something bad happen. >> investigators say the man messaged the wisconsin shooter about his intent to attack a government building with a gun and explosives. the man now has a court hearing scheduled for january 3rd. with mass deportations promised by the new trump administration, local nonprofits are sounding the alarm about a growing waitlist of people in need of immigration representation. nonprofits like open door legal are where many attorneys are preparing clients months before projected immigration operations. they're concerned many won't have representation. legal experts are also noticing another factor not enough judges. bill hing, professor of law and migration studies at the university of san francisco, believes funding now will be imperative. >> the immigration court system in the united states is broken.

there are not enough immigration judges to handle the large number of people that are on the backlog. >> according to the migration policy institute, there are 43,000 undocumented immigrants in san francisco, and all of them could be at risk of deportation. >> this morning, we're following the growing concern about the bird flu outbreak spreading across california's dairy farms. the governor declared a state of emergency earlier this week, and now we're learning the oakland zoo is taking action to keep their animals safe. the zoo tells us they have an action plan that runs on a scale from 1 to 4, and currently they're operating at a level three. that means their care plans change. they give birds at the zoo foot baths, update feeding strategies, and work to minimize exposure to wild birds. they're also working with the association of zoos and aquariums. >> its lindsay wildlife museum. it's the usda really working international bird rescue, all talking to each other, sharing

information on what we're seeing as this outbreak progresses and really ebbs and flows. >> and today, we're expecting to get an update on governor newsom's state of emergency declaration. he will hold a news conference at 11 this morning. we will stream that for you at abc seven news.com and bring you any important updates as they are announced on midday live. and today i know that i mentioned that. so again we will let you know once that information has come through. >> new at six. the early earthquake warning app myshake is now available for chromebooks and mac pcs. the app was able to notify more than 500,000 people during the last two recent earthquakes. in some cases, notifications went out as much as 15 seconds before shaking began. there's also new audio messages in six different languages english, spanish, chinese, korean, and vietnamese. myshake says, it's a it's in a calm yet urgent voice.

>> the california academy of sciences in san francisco discovered 138 new species this year, so they include dozens of species of fish, like the exotic and colorful sponge dwelling goby, insects like the jerusalem cricket, and everything from spiders to pygmy pipehorses to exotic flowering plants as well. chief of science shannon bennett says the discovery is critical for understanding where our planet's been and where it's going. >> and then once you define that identity, you can start to ask questions about where it came from, how it got here, how it's going to persist into the future, how does it work with other species? what are its main functions in a living ecosystem? >> and scientists believe understanding diverse ecosystems is the first step in learning how to better protect them. a key goal of the academy. >> happening today, you can meet some local celebrities and help the salvation army's red kettle campaign. the annual celebrity

bell ringing event happens at union square this afternoon, and gloria rodriguez is going to be there, so will sue hall, along with miss san francisco and others to help raise money. you can meet them near the entrance of winter walk, which is at stockton and ellis between 1230 and 230. >> the salvation army told me that they're seeing a 30% deficit this year for their red kettle campaign for the golden state division, which includes san francisco. so it's really important because this year, the need has increased about 10% across the board for their social services. we know inflation has kicked in. and so this is a really, really important initiative. >> now is it a competition? that's what i know between you and all the other celebrities between you and sue, you know, who can raise the most? in my mind, that's how i would go into this. >> we can make it a competition. you guys want to start with the donations? i'll come around with the red again. >> it's my wallet. >> put you on the spot. no. >> just kidding. >> the person who starts with this competition business needs to be the first person to write

showed off a new tool to help them save lives. it's a hands free thermal imaging device that's mounted onto helmets. the menlo park fire protection district will be the first department in the world to use this device. it has a camera that helps firefighters see through smoke and navigate burning buildings more efficiently. >> the idea is simplifying the environment, displaying that right into the firefighters eyes so they can rapidly size up the scene. identify where a path to safety is, where a victim might be so they can rapidly make decisions. >> developers say the so-called see through helmet cam, as it's

eight minutes. let's check in with gloria to see the commute this morning. >> good morning. you know, it's looking pretty good out there right now. it is friday, so traffic overall is a little bit lighter this morning. that's definitely the case over at the bay bridge toll plaza. you can see that cars there are zooming right on through even though the metering lights are on. they flipped on about 545 this morning from highway four to san francisco. 42 minutes and when it comes to mass transit. good news. everything is on time right now. ace. bart. also caltrain. amanda. all right. gloria. >> thank you. developing news out of san francisco. police shot and killed a man accused of running over two pedestrians and a bicyclist. police say around 630 last night, a driver hit two pedestrians at kearny and post streets. that same driver then hit a bicyclist a block over on sutter, then drove away. then around 130 this morning, officers found the car and armed suspect at grant avenue and post street. they shot him. he was taken to the hospital where he died. the two pedestrians who were hit have non-life threatening injuries. officers were not able to find the

bicyclist. >> we're tracking developing news this morning out of washington, d.c, where republicans are scrambling to come up with a plan c for funding the government. >> a government shutdown is looming at midnight if a deal can't be reached. that would mean millions of federal workers will stop receiving paychecks right before christmas and hanukkah. >> abc news reporter christiane cordero live in washington, dc, to explain how a bipartisan funding plan blew up at the last minute. christiane. >> hey, reggie and amanda, good morning. so the first bipartisan deal sank when billionaire trump backer elon musk slammed it for wasteful spending. so house republicans scrambled to get a new version out, and now they're scrambling again. this morning, some 3.5 million federal workers and active duty military members are at risk of losing their paychecks this holiday season if congress doesn't pass a new spending bill by midnight tonight. billionaire and trump ally elon musk tanked the original bipartisan bill. then last night, a new republican

plan backed by president trump also failed. >> the musk, johnson proposal is not serious. it's laughable. extreme maga republicans are driving us to a government shutdown. >> the latest proposal would have suspended the debt ceiling for two years, giving trump more financial leeway to fund his agenda. but 38 republicans joined the majority of democrats in voting no. >> i am absolutely sickened by a party that campaigns on fiscal responsibility and has the temerity to go forward to the american people and say, you think this is fiscally responsible? it is absolutely ridiculous. >> among the millions of federal workers caught in limbo, the bittners of austin, texas. i have a mortgage payment still due january 1st. >> they don't care. >> jennifer's husband, army lieutenant colonel randall bittner, could be required to work without pay in a government shutdown, as would many other

the usual tips are still in play. check in online and arrive early at sfo. zach fuentes, abc seven news. >> all right. zach. thank you. the city of oakland is facing a severe budget crisis, and we're learning more about the city leaders. and they're making cuts to emergency services. in january, oakland will be temporarily closing two of its 26 fire stations. city leaders say the cuts to fire and police departments are necessary to balance the budget. while fire officials worry about the impacts, they are moving forward with the plans. >> we're doing some modeling with with our constituents to make sure that we're choosing wisely. there is no firehouse that we can, you know, comfortably lose and have no impact. >> officials say the cuts will be based on how many calls each station receives throughout the year. there are no planned layoffs. firefighters from the closed stations will be moved to other stations to reduce the amount of overtime work. oakland has seen homicides drop

significantly this year, reaching a level not seen since before the height of the pandemic. the city even went through a stretch of 46 days where there wasn't a single killing. the neighborhood with the biggest drop is east oakland. in 2020, the city reported more than 100 homicides annually. this year, there have been 73 homicides, a 35% decrease from last year at this time. the last time the number was this low was 2019, when there was a total of 78 homicides. and you can get detailed information about what crime is like where you live with our abc7 neighborhood safety tracker. it includes information and trends for oakland, san francisco and san jose. you can find it at abc7 news.com or on our app. >> today, about 10,000 starbucks workers will be on picket lines instead of behind a counter. right now, only stores in l.a, chicago and seattle are participating in this strike. the union says it does plan to escalate these over the next five days. if it can't reach a deal with the company. starbucks

says a union prematurely ended bargaining this week. starbucks is just the latest company to call for a strike this holiday season. as we told you yesterday on abc seven mornings in san francisco, a group of amazon workers just joined a national strike. as one strike begins in our city, another one is finally, or at least starting to end. last night, marriott workers in san francisco voted to ratify a deal with the hotel operator, ending the nearly three month long walkout. that means more than 1500 workers will go back to their jobs tomorrow. >> we were able to achieve a fantastic contract with big wage increases, securing our medical benefits, which has been one of our biggest issues here. >> the move is a glimmer of hope for about a thousand other hotel workers, who continue to strike at hyatt and hilton properties in san francisco. >> new. this morning, waymo has released new data suggesting its self-driving vehicles are safer than human drivers. a report from waymo and the swiss reinsurance company shows waymo vehicles faced about 90% fewer

60s. so live doppler seven along with satellite showing you there is a front off our coast this morning. all this moisture is headed north. we're just getting the high clouds streaming in from this front behind that system. this is the system we're tracking for saturday into sunday that will bring us some light showers back in the forecast. so the abc seven storm impact scale for saturday morning is a level one, a light system, rainfall less than a quarter of an inch. but along our coast we're going to have some rough surf. so a high surf advisory begins here tomorrow morning through sunday afternoon, where we could see breakers 15 to 20ft. so that is very dangerous. and we do have the risk of sneaker waves and rip currents. tomorrow we're going to switch seasons very early. the winter solstice occurs at 121 in the morning, signaling the start of winter. that is, when the sun's rays are directly over the tropic of capricorn. so we are switching to the winter season over the weekend. the next three days. today it's partly sunny. tomorrow we have morning showers, more scattered showers

in the redwood empire food bank in santa rosa, says the need for food assistance is far outpacing donations coming in. the rising cost of living is hitting clients hard, and food and cash donations are just not keeping up with demand. >> and our need is what it's never been before. and so it's not that people aren't giving, it's that the level of need and the cost of food and the cost of fuel is, is so extravagant that people's gifts are, are not making as big of an impact. >> the food bank serves five north bay counties, serving 142,000 people per year. new at six the oakland city council has approved a plan to redevelop the old site of the california college of the arts into new housing. the rockridge neighborhood campus has sat vacant since 2022. a developer now has the green light to build a 448 unit mixed use development

there that includes 23 low income units. the project has been scaled back several times because of community pushback. it could take years for construction to even start. the developer says the project is currently not financially feasible. >> now it's your morning money report. the biden administration is canceling more student loans. today, the white house is announcing an additional $4.2 billion in debt relief for 55,000 public service workers. this is part of the public service loan forgiveness program, which is designed to erase loans for people like firefighters and nurses. after ten years of continuous payments. in total, the president has erased nearly $180 billion in student debt for 5 million people. we're learning about another challenge to california's growing home insurance crisis. according to the chronicle, liberty mutual has announced it plans to drop all condo and rental policies. the company is california's fourth largest home insurer. the

girl's family is speaking after filing a lawsuit. over the 30 minute wait they endured for an ambulance. the 15 year old collapsed at a volleyball game. medical technicians were able to stabilize her, but after several calls to 911, dispatchers said there were no ambulances available to respond. after waiting for 30 minutes, the girl was wheeled to her mother's car and driven to the hospital, where she later died. >> when you call for help, help should come. >> wait times for ambulances have been on the rise as medical centers closed down in new york, the nation's biggest city. wait times have gone up two minutes in the past few years. an arizona third grader is being hailed a hero after saving his friend's life at school. eight year old thomas connelly knew exactly what to do when he noticed his classmate was in distress. he says he heard his friend crying and realized he was actually choking. thomas then grabbed his friend's shirt.
