drizzle and fog. and now as we get into a look at the big picture from live doppler seven, you can see it swept through early this morning. another one on its heels. visibility right now is really bad. along the coast, two miles san jose, palo alto. and as you look outside from our east bay hills camera atop vollmer peak, there's fog, low 50s downtown, upper 50s, half moon bay, and oakland. and from pier 39, a lot of clouds out there with low 50s. and as we go through the next several hours, the clouds will kind of thin out and they'll thicken up again as the rain returns late this afternoon into the evening hours. dangerous surf as well. highlighting that throughout the next several days. so 1030 we are partly sunny. and then look at the clouds line up again. and here comes the rain in the north bay by later on this afternoon it presses south and east by about 8:00 over the entire bay area, and it continues to exit right on through the late hours. so this is a weaker system, a level one. we'll get into a level two late monday into the early morning hours of

tuesday, tracking that for christmas eve in a few minutes. stephanie. >> all right lisa, thank you. now to honoring a lege, rickey henderson, known as the greatest athletic of all time. the baseball trailblazer was the oakland a's all time leader in runs scored, walks and stolen bases. henderson's wife, pamela, confirmed in a statement the hall of famer died at ucsf. she says ricky lived his life with integrity and his love for baseball was paramount. now, rickey is at peace with the lord, cherishing the extraordinary moments and achievements he leaves behind. henderson has been a pioneer in baseball since he made his debut in e major leagues with the a's backe in 1979, and he was considered one of the greatest all around players, but is best known for his ability on the base paths. he's the all time stolen base leader, setting the record for bases stolen in a season, swiping 130 back in 1982. and that was only his second full

season in the majors. then he set the career record a decade later. >> but today, i am the greatest of all time. thank you. >> that iconic quote. henderson stayed involved in the world of baseball after his retirement. he would show up to spring training, and there's also an a's coliseum field named after him. henderson was 65, and he would have been 66 on christmas day. abc seven news reporter tara campbell tells us more about his impact on the city of oakland. >> he was an amazing, amazing soul. morning to so many of us inside this oakland sports bar. >> the news is tough to take. major league baseball legend and oakland a's icon rickey henderson passing away friday, just days away from his 66th birthday. >> honestly, it hit me tremendously hard, not just

because he passed, because of the timing of the passing is just. unreal. >> his absence felt across an entire city. henderson's name marking baseball fields and on these walls, his face forged into history. >> i think he did more than just play ball and break records for a club. i think he definitely embraced culture. he focused on oakland. >> there was nobody more quintessentially oakland than rickey henderson. >> howard bryant is an espn writer. he also penned a book on henderson's life. >> rickey grew up in oakland. rickey went to oakland. >> rickey played for the oakland a's, calling the legendary leadoff hitter and base stealer a true giant. >> there are very few people in this sport that you can look at in any sport, in any industry, where you can say, were you one of the top 5 or 10 people to ever do what you did as an occupation? and he's one of the few people on earth who can say that. >> and his passing made

particularly painful as the a's exit oakland. >> and for rickey to pass two months after the a's leave town permanently. there's just something very poignant and very bittersweet and sad about that. >> and that loss felt by these fans. >> now, the fact that the a's are leaving, that also brings up the fact that the a's were our childhood. we grew up with that. it's a loss. >> tara campbell, abc seven news. >> now, the a's released the following statement, saying in part, quote, rickey was undoubtedly the most legendary player in oakland history and made an indelible mark on generations of a's fans over his 14 seasons wearing the green and gold. now, his fellow bash brothers, jose canseco, played with hendern during their glory years of 1989 to 1992. canseco sent this message on x, saying in part, quote, i'll never forget all the incredible memories we created together. memories i'll never forget. rest easy, my friend.

and san francisco giants legend barry bonds shared this message on facebook. he wrote i'm so glad we were able to see each other recently and laugh about old times. the san francisco giants organization is also reacting to henderson's death. it released a statement calling henderson one of the greatest players of the game, then went on to say, quote, a true bay area legend. rickey's larger than life personality and love for the game made him a beloved figure across the baseball world. our thoughts, prayers, and deepest condolences go to rickey's family, his friends, his teammates, and all those whose lives he touched. he will surely be missed and forever remembered here in the bay area. you can read more about henderson's life and legacy over on our website. abc7 news.com. well, we've told you before, the port of oakland is looking to expand the oakland airport. but now two lawsuits filed last week are trying to block that expansion. the group againse plans claims the port fails to

meet environmental standards. abc seven news reporter anser hassan spoke to those involved in this lawsuit. >> the oakland airport is looking to expand its first major expansion projects since it was built in the 1960s, but two lawsuits are seeking to block it. >> by doing this additional gates and increased airport traffic. these communities will be getting additional pollution in an area that are already overburdened by pollution. >> doctor paul english is a scientist who is part of the stop okay expansion coalition, which filed a lawsuit against the port of oakland. the port owns and operates the oakland airport. the main claim that the airport's final environmental impact report, or eir, does not meet the standards of the california environmental quality act, also known as sequa. one issue that the port conducted a health risk assessment as part of the eir. the coalition wants a health impact assessment. the argument is that the health impact assessment focuses on

inequities in ways the other data does not. of the predominantly low income neighborhoods that the lawsuit claims, which already suffer health effects from the current airport operations. >> when you look at the data, answer these east oakland zip codes. they have rates of emergency visits for asthma that are three times the state average, copd rates that are twice the state average, and heart attacks, which are 45% higher than the state average. >> the expansion project includes constructing new terminal facilities that meet new environmental standards, and to meet the increase in passenger and cargo demand projected over the next two decades. the port's final eir was certified in november. the port of oakland declined an interview request, but in a statement to abc seven news, it counters by saying, quote, the eir is a product of years of careful study, community outreach, and careful deliberation. >> ceqa exists precisely for situations like this, which is to prevent the government and

developers from trading community health without disclosing those impacts for the sake of profit. >> sarah chen is an attorney with communities for a better environment, which filed a separate second lawsuit on thursday. one of the claims that the expansion project is not fully defined. another violation of ceqa, for example. they claim there is almost no analysis of what could be a doubling of fossil fuel storage and distribution at the airport. >> and this instead is, you know, providing a potentially changeable uh- plan, saying up to 16 gates, up to this many gates, decommissioning very vague definitions of things, which leaves the door open for, you know, the port to make decisions in the dark later. >> in oakland, anser hassan abc seven news. >> we're following new developments. union employees at the hyatt hotel here in san francisco unanimously approved a new union contract. the vote ends a three month strike and brings hundreds back to work for the busy holiday season. unite

here local two negotiated a tentative contract with the hyatt hotels corporation before ratifying the vote yesterday. the agreement is the same one ratified by marriott union workers on thursday. the terms include wage increases, along with new protections against understaffing and workload increases. nearly 650 workers, though, still remain on strike at the hilton hotel nearby in union square. all right, let's get you outside. good morning. >> good morning to you, stephanie. as we head outside, you'll notice that it is awfully foggy on top of mount tam, but a mild 51 degrees, and we have more mild air throughout the day today, even the clouds thinning out. and we also have some sierra snow to talk about. that's from our level two system arriving into christmas eve, so stay tuned. a lot of details on that coming up please. >> thank you. also ahead, demand for food assistance going up. over the past year, the north bay community bringing in turkeys to help.

abc seven. >> welcome back. a live look at the white house this morning. as we told you yesterday, president joe biden signed a short term government funding bill avoiding a government shutdown. congress passed the bill following late night negotiations, and it's good news for americans who will now get paid over the holidays. but that only pushes back the issue further down the line. abc news reporter johny fernandez has the very latest latest from washington. >> president biden signed into law a short term funding bill saturday morning after lawmakers sent it to his desk following last minute negotiations on this vote. >> the yeas are 85, the nays are 11. the bill is passed. >> the legislation will fund the government until mid-march, providing $100 billion inh, disaster relief and 30 billion in economic assistance for struggling american farmers. >> it's good news that the bipartisan approach in the end prevailed. it's a good lesson

for next year. both sides have to work together. >> democrats getting behind the bill after republicans stripped that last minute request from president elect donald trump to raise the debt ceiling, the limit on how much the federal government can borrow. the house had overwhelmingly passed the legislation on friday. >> we also in this bill, as you know, took care of americans who desperately needed and deserved the assistance. >> it was the third attempt by house speaker mike johnson to fund the government, after president elect donald trump and billionaire elon musk tanked his first bipartisan bill and republicans plan b failed on the floor thursday. some democrats, frustrated with musk getting in the way of ordinary americans and their paychecks at the behest of the world's richest man who no one voted for. >> the united states congress has been thrown into pandemonium. it leads you to the question of who is in charge. >> an averted shutdown means millions of government employees

won't have to go without pay over the holidays. johny fernandez, abc news, new york. >> back here at home, the san mateo county sheriff's campaign is now being investigated for potential finance violations. the complaint was filed during christina corpus 2022 campaign. state election regulators are looking into local contributions allegedly going significantly over the set limit. the complaint also reported the campaign failed to disclose spending on social media ads as well as banners. the announcement of the investigation came shortly after county supervisors decided to schedule a special election to give them the ability to remove her from office. after those allegations of abuse of power. that election is set for march. in the south bay, addressing homelessness and protecting our environment are key parts of building a better bay area, and an outreach effort is underway to help relocate people living near waterways. abc seven news south bay reporter lauren

martinez shows us the first steps now being taken. >> the city of san jose is preparing to relocate 1000 homeless people living along creeks and rivers. on tuesday, mayor matt mehan joined anday, outreach team off coyote creek to see, after the recent rains, the amount of plastic and metals, the shopping carts, the trash. mehan said the city has about 147 miles of waterways right now. they're concentrating on 12 miles that are most impacted by the homeless. the city has started counting how many people are there in preparation for next year, when encampments along waterways will be cleared. >> this count was later in the day as people were awake, going out tent by tent, talking to people and actually having them fill out a survey and individually surveying every single human being. >> the city approved an unprecedented $27 million investment for this cleanup effort. mehan said the funds will help add over 1000 safe and

managed places for people to stay. >> they come in different forms. this is safe parking and safe sleeping. prefabricated modular units, converted motels. most of the units will be rooms with a door that locks path. >> santa clara county is a statewide agency helping the city and valley water gather an accurate head count. >> athletes with services and not enforcement. >> regional director tamara chavez says her team has the expertise to build trust with people and connect them to the right support. >> it might be hygiene kits, it might be food, it will be water. it might be pet food for their animals that are living with them and part of their families. and being able to do that with humanity and with a non-judgmental way of seeing folks predicament and listening to the stories, listening to what happened. >> last month, valley water approved an ordinance that prohibits homeless people from camping on its property. enforcement starts january 2nd,

which includes a warning 72 hours to voluntarily relocate, or the next step would be a misdemeanor charge with a fine in san jose. lauren martinez, abc seven news. >> a warning for you this morning if you're visiting the beach this weekend, large swells are hitting the coast of monterey, santa cruz and san mateo counties until tomorrow. we're talking about beaches that can expect surf between 10 and 20ft high, but that could even double in certain areas. a second, larger swell will build tomorrow. state parks officials warn people to use caution near the ocean by staying off those rocks and low lying areas. marin county health and human services is opening up its severe weather emergency shelter for its homeless population. ahead of the incoming storm. marin county is working to get people off the streets and into their shelters. the overnight shelter is open at the marin health and wellness campus at 3240 kerner boulevard, right in san rafael. starting on

monday at 5 p.m. through tuesday at 6 a.m, individuals are allowed to bring personal belongings to the shelter, and there is also shelter available for families. this comes as we're tracking a series of storms over the next couple of days. lisa is tracking the latest on this next one coming in tonight. >> that's right. it's a weaker one and we are building some breaks into these systems, which is definitely some good news. in fact, that first break coming today with a few peeks of sun and then that level one system tonight, the progressive systems after that. so we'll get to that in just a moment. but as we look at our visible picture, you can see with a little bit of rainfall on there, that system pushed on through and another one queuing up along the coast. fog has certainly been an issue and you can see a couple of mile visibility here. this is going to improve and we will get into a quick mover later on tonight. that's a level one system for evening rain

showers to return. it could be as soon as the late afternoon in the north bay. that brings the slick roadways and that rough and dangerous surf going from a surf advisory to a high surf warning this afternoon as those breakers get huge. okay, right now we're 53 downtown, 57 in oakland. you can see that it's not looking too bad. pretty gray though, out there from the golden gate. 59 san jose from our exploratorium camera. a few breaks in the overcast, which is nice to see. 54. santa rosa 52 by the delta and in livermore. so we saw eight and nine footers yesterday, 14 15ft now and then by 4:00 it's a high surf warning. these go up to 30 and 35ft. now mavericks could be up to 40ft as we get into tuesday noontime. so extremely dangerous conditions at the coast. you can see a little rain left over in the pacific northwest into salt lake city. but really much of the nation is dry. so as you head into phoenix in the 70s, there, the nation's midsection partly cloudy from 50 to 60. oklahoma and

texas. and we have a little snow in boston. it's cold, but notice no big storms right there. that's some good news. and then also the break behind the heavier system on christmas eve brings cloudy to partly sunny conditions christmas day. so we'll talk about this one in a moment. it's a level two and then for the evening hours it will be dry for hanukkah sun setting there at 456. so looking at the hour by hour forecast right now shows a bit of a break. and then the clouds increase. and here comes the rain for 5:00 in the north bay. it moves over the heart of the bay nine 10:00 and then it exits. monday. a few light showers in the north bay, but we've got a good break again. this is 3:00 before the overnight rain comes. and this is your heavy rain, thunderstorms, wind and that level two system packing a punch. so throughout the day today, that next system a 10th to a third higher amounts in the north bay adding on the tuesday morning christmas eve. part of it will bring up to two inches in the north bay, maybe a half inch elsewhere. it's also going

fully remedied. >> getting dropped by your insurer is bad enough. what's even more frustrating for olivia rivera ochoa when the reason cited about her castro valley property is nowhere to be found. >> there's no hazards or anything. >> just wait. it gets worse for kathryn kaufman in san francisco. she was dropped in may by liberty mutual because, according to google earth, they found algae mold on my roof. turns out there was no mold, just like the hoovers we profiled last week who also got dropped by liberty. >> they sent me some aerial views that showed absolutely nothing. >> in catherine's case, she also got an inspector to come out. roof no issues. chimney checked. she even bought a new hvac system. the school bus driver and sfusd teacher was trying to make ends meet working four jobs. yet after three months of investments, she's still got drunk. why? >> what they told me was that

the pictures i sent were in the wrong format. you're done. so i sent them in another format, and i said, the roof is solid, the work is done. >> turns out the last straw for liberty mutual was a picture formatting issue. >> i offered them more money. i offered them inspections. i offered to do anything they needed or wanted, but they said nope nope nope nope nope nope. >> in olivia's case, they needed more pictures, but they never stated exactly what they wanted. >> but the lack of clarity was the issue. >> the person i talked to told me no, they want the left side of your yard, which i did. send them the left side, but they want more of the left side of the yard. >> liberty mutual sent her this inspection report stating she was dropped because of a debris hazard around her property, but all it said was not on her roof. the company never specified where the image only included a red arrow pointing to the side of her house. >> then they said, oh, that that arrow wasn't supposed to specify an area. >> she says the company could never tell her what area they

>> you're watching abc seven mornings live. >> good sunday morning, everybody. thank you for joining us. more rain coming in tonight. lisa is tracking the latest and it's looking really gloomy out there. >> it really is. but we got rid of one system. there's another one queuing up behind it. and as we look at live doppler seven radar and satellite, you can see how quickly that one moved through. probably sleeping and never noticed it. well, we're looking at the fog right now all around the bay with the clouds stacked up a couple mile visibility down in san jose. it is already 57 degrees in santa cruz. highs in the low 60s today with 59 there in the south bay, mid 50s on the peninsula. and there's a look at the shark tank temperatures in the north bay in the low 50s. our level one system comes in later on this afternoon in the north bay. the evening for the rest of us slick roadways, the rough and dangerous surf out there through the next several days. and as we go through the afternoon, a few breaks allowing for temperatures to come up into the 60s today for a mild

afternoon. then the clouds thicken and the rain has arrived in the north bay late afternoon. it sweeps across the entire bay throughout the evening hours. we'll talk about that stronger level two system in a few minutes. stephanie. >> lisa. thank you. we'll take a look at this. the city of oakland is showing its love for one of its most beloved natives. tributes likest this one on your screen are popping up around the city as people learn about rickey henderson's death. henderson's wife confirmed his death after much speculation about his health. abc seven sports director larry beil has a look back at the life of one of the greatest athletes to ever come out of the bay area. >> i'm the greatest of all time. >> rickey henderson is still the all time stolen base leader, the greatest leadoff hitter ever ase well. perhaps the greatest baseball player ever to come from oakland. rickey henderson was born on christmas day, 1958, in chicago and moved to oakland when he was just a toddler. a three sport athlete at oakland technical high school, rickey

turned down football scholarships to sign with his hometown oakland a's back in 1976 and made his major league debut just three years later. and he literally was off and running. in 1980, his first full season in the majors, he broke the american league record for stolen bases, which was set by ty cobb. and in 1982, rickey stole 130 bases, still the all time record. in the mid 80s, henderson was traded to the new york yankees. he led the american league in stolen bases every year of the 80s, except for one when he had a down year and seattle's harold reynolds had 60 stolen bases in 1987. and years later, reynolds remembered the phone call that he received after the season was over from rickey henderson. >> man, you ought to be ashamed. i go, what are you talking about? he said, 60 stolen bases. you ought to be ashamed. rickey has 60. >> at the break, henderson was given a hero's welcome in his return to oakland in mid-season 1989, and he helped the a's to

california department of finance, it's due to a single demographic. immigrants from abroad are making up for a large part of the surge. the state's population decreased for the first time in 2020 to 2021. factors included people moving out of state due to the pandemic, as well as a declining birth rate. states that are seeing the most growth are florida and texas. now to this a heartwarming toy collection drive brought out some generous south bay residents and car enthusiasts. santa clara county supervisor betty duong helped arrange this event in san jose. the hundreds of toys collected will go to the children's advocacy center of santa clara county. that's the agency helping children who are survivors of abuse and neglect. >> the child advocacy center gave out their last toy on thursday night to a child that was brought in. so these are these are supplies that are desperately needed. and the great thing is that if you miss us today, the child advocate center will receive toys and

returning tonight. slick roadways, our high surf advisory being replaced with a high surf warning. so right now looking out at santa cruz where it is 57 degrees. low 60s today you can see it looks kind of bleak, doesn't it? but temperatures are awfully mild out ahead of the system that will change behind it the stronger one. and that's some good news because we need some snow in the mountains. 55 in redwood city, 53 in san francisco. and you can already see it's looking a little bit brighter in san jose, there at the shark tank. 51 in concord with 54 santa rosa and looking at about 50 in petaluma. so this is where the waves have really doubled in size overnight. and then as we get into late tonight, even stronger, because we'll see anywhere from 30 foot breakers to even 40ft as we get down towards mavericks into monday night and tuesday. so the shower activity continues from seattle to eugene and salt lake city, but the rest of southern california into phoenix, 60s 70s and then the nation's midsection. it is dry. it's

quiet. it's cold where you would expect it to be in the northern tier, also in the northeast, with 20 from boston to new york and pittsburgh with cool day in atlanta and 70s in florida. so we get a break today and then again on christmas day. this is the heavier system that's going to be a level two early morning hours. even scared our reindeer away. and then for hanukkah, a sundown on wednesday dry and cold with temperatures in the 50s. so hour by hour, looking at those clouds, trying to thin out throughout the early part of the afternoon. and then they'll increase because this system is on the way, bringing showers to the north bay. and then by 9:00 everyone is soggy again, the slick roadways, we get a break. this is monday morning. we're dry. a few showers monday afternoon. that's nothing to what's going to come in late in the overnight hours. this is while you're sleeping christmas eve. look at the heavy downpours. thunderstorms. but look how abruptly it ends into the late morning hours on

tuesday. so through tonight, with the weaker system, a couple hundredths to a third, north bay getting more than that. and then we're going to add in early tuesday. and we could see an inch to two inches in the north bay, half inch to three quarters of an inch elsewhere, san francisco, maybe about an inch of rain, maybe shy of that. here's a look at the cold weather behind the system that will bring maybe 6 to 12in of snow in the mountains come tuesday, but today it is all about the 60s and the mild weather, with 63 in oakland upper 60s with a few peeks of sun level one system late today and then again late on monday, really into a level two early hours of christmas eve and hanukkah. on wednesday there is our break. a few showers right into friday. next weekend though, could be trending much drier. stephanie. >> all right lisa thank you. to sports now the 40 niners are hoping for a win this afternoon as they take on miami. abc seven sports reporter sarah hodges has more on that. plus, steph curry weighs in on how

rickey henderson impacted his life as a young athlete. until today. >> morning, sports fans, it's a sad day in the bay. baseball hall of famer outfielder and oakland a's legend rickey henderson died at the age of 65 friday night. henderson is major league baseball's greatest leadoff man and base stealer in history. the oakland native shattered the stolen base record with 1406 swipes. he's the only player to steal 130 bases in a single season. he redefined baseball's leadoff position, becoming the all time leader in leadoff home runs with 81. he won two world series titles, won an mvp, appeared in ten all star games. he's a gold glove winner and a three time silver slugger award winner. after the warriors game in minnesota, another bay area legend, stephen curry, offered his condolences. >> shout out condolences to the entire henderson family. growing up, you know, as an adult in the in the bay area, especially what he did
