>> we're at a point, an inflection point in terms of the states support, an inflection point, according to the governor. >> but that state support of local law enforcement is not going away, at least not yet. good evening. thank you for joining us. >> i'm dan ashley and i'm larry beil. the chp support in the east bay is going to stay in place nearly a year after it began, and the oakland police department is glad to hear it. >> this has been a huge impact. >> today was the third extension, and it came just four days before the chp surge in the east bay was set to expire. the governor is extending it one more month, but he's calling on oakland's police commission to change opd's pursuit policy if it wants continued help from the state. >> someone that literally puts people's lives at risk. that occurs right in front of an officer in a vehicle. that officer cannot, under this

extreme pursuit policy here in oakland, pursue that suspect. this commitment from the state can't continue unless we see commensurate changes. >> current opd policy only allows officers to chase someone if the suspect committed a violent crime or has a gun. let's look at the timeline now. the chp deployment began in february. the governor sent 120 officers to the east bay, mostly in oakland. that was a 900% increase in chp officers in that area in july. the surge was extended for four months and the number of shifts was quadrupled, putting chp officers in oakland every day of the week. and just days before it was supposed to end in november. the governor extended it yet again through the end of the year, and today another extension was announced for one more month. the governor says the surge has resulted in more than 1000 arrests and has helped reduce crime in oakland. >> so is violent crime up or down in oakland? this graph goes back five years before the pandemic. violent crime, homicide, aggravated assault,

rape and robbery hit a five year high in 2023. there's been a decrease so far this year, but it only brings it down to similar levels in other recent years. and joining us now is abc seven news insider phil matier. phil, the governor touts the arrest numbers every time he extends the chp surge. put some perspective on those numbers for us. what are we seeing? >> what we're seeing is a reduction in some of the most violent crime, and they're now increasing arrests for other crimes as well. part of that is due to the chp presence, because they are on the streets and they are pulling people over. and if those people choose not to stop with a trunk load full of stolen goods, the chp pursues them. as a matter of fact, the governor pointed out today, the one time they pulled somebody over under that situation, they said, hey, what are you guys doing? you're not supposed to follow. you're not supposed to chase us. but they did. and as a result, they've taken 139 guns off the streets. they've made 155 felony arrests and as well as others. but the chp is also understaffed by 14% in the bay area. they

still like a lot of departments. they're under a bit of stress, and other cities want the chp to come in. so the governor is saying, okay, oakland, i'm hearing from our guys, the chp, we're doing all this. are you going to join in and help us? and so far, there's a feeling that oakland is not doing enough. >> everybody's cash strapped too. >> that's right. but the governor also made it clear that the cash strapped cities that we're seeing in the bay area cannot go looking to the state to become their police departments. okay. if you make that policy decision, we're going to spend it elsewhere. don't come to us. >> so oakland has said no to changing its police pursuit policy in the past. how likely are they to change? and whose decision is this? because the city is in the middle of an interim mayor going to another interim mayor going to a special election for the next mayor? >> it's very oakland, isn't it? i mean, we've just rotating police chiefs now. we have rotating mayors. it's a confusion, but the police commission is the first one that gets it. they've already sort of said no. what they did was they

got a letter from the governor asking for them to do it. they didn't. they chose not to. if they choose not to, it goes to the city council. if they chose and the city council then will be on the hot seat to decide whether or not to make these changes. we'll see how that goes. there will be a new mayor. this will be an issue possibly in the mayor's race. how do you feel about public safety and about this issue in particular? the timing of this is not all that coincidental. it's all coming to a sort of a head, larry. all right. >> you know, this is the third time the governor has expanded or extended this surge. why is this such a big deal to him and why? what can we read into it? >> well, we can read a couple of things. one, he genuinely concerned about oakland. i mean, it is the bay area. it is the center of the bay area. we're not seeing these problems right around there, but we're seeing similar problems in vallejo. they're looking for chp help, antioch, other areas it is it's highly visible and he is concerned about it. but he also is trying to say, we can't have

this. what he calls extreme outlier sort of philosophy going on in california. we cannot have cities or jurisdictions that are just looking the other way or saying, we're not going along with this for safety reasons or whatever. so he's making a local statement politically. and, dan, let's be honest, he's making a national statement, too. he's getting tough on crime. >> he has some ambitions, clearly. all right. thanks, phil, very much. >> all right. there have been several smash and grab burglaries this week in the east bay. and there's been a common method of attack. abc seven news reporter anser hassan shows you what is being done to try to tackle this problem. >> the gamestop in downtown san leandro is now permanently closed, following what police are calling a ram and rob, where suspects used a car to ram into a store to rob it. it happened friday morning. store management declined an interview, but say the suspects only made off with a few hundred dollars worth of merchandise. unlike what happened at its other san leandro location, this gamestop location was hit on christmas eve. management tells us the damage just to the front is

estimated at $20,000. they say the suspects took off with say upwards of 30 playstation fives, valued at $450 each. >> i don't approve of it because then i have to go to another store and stuff. everything's been messed up, but that's just what it is. >> san leandro police say the suspects in the christmas eve incident were arrested. the police department was not available for an interview. but in a statement to abc seven news says, quote, we are concentrating patrol and investigative resources in order to reduce the number of occurrences and also to apprehend those responsible for these wantonly destructive crimes. this is the fourth ram and rob incident reported just this week in the east bay. this one happened on thursday at the lucky's grocery store in oakland, california. governor gavin newsom addressed the issue at an event in oakland on friday, saying new legislation has been signed that will help law enforcement crack down on crimes beginning in the new year. >> those are included specifically as it relates to the package of bills that the

legislature advanced and i signed in august, brick by brick in hayward, which sells legos, was hit twice on tuesday. >> mayor mark salinas says he's been in contact with city staff and police about the incident. >> one thing that we do know is that a lot of these concerted groups are coming from outside of the bay area. >> salinas says there is a pattern in which stores selling specialized merchandise that are very popular, like legos or playstations, are being targeted. he says the city and property owners need to try new strategies to protect businesses, especially small mom and pop stores with metal roll up doors or with posts, you know, steel posts in the in the front of buildings to prevent cars from, you know, driving right into the building. mayor salinas says alameda county cities are in talks with the county on how to collectively tackle these types of ram and robb incidents in the east bay. anser hassan abc seven news. >> remember, you can get detailed information about what crime is like where you live

so current wave heights 15 footers at point arena 14 bodega bay. watch out until 4 a.m. we do have a high surf advisory. that's sunday breakers, 20 to 30ft, dangerous swimming and surfing and beach erosion. right now on live doppler seven, you can see the rain up in northern california seeing some snow in the mountains here. locally it is pretty quiet. a lot of cloud cover at this hour. we still have a flood warning for sonoma, california, and that's because of the urban and small stream flooding that continues in this area until 10 p.m. tonight. taking a look at the storm reports the last 24 hours we did see some damage. a lot of it was flooding. there were 20 reports. there were even some reports of wind damage. so definitely was a soaker. as we check out what happened in the last 12 hours, we did see the rain snow mix in the sierra and rain here in the bay area. here's a look at what you can expect hour by hour. 7:00 this evening. it's still quiet. isolated showers at 10 p.m. notice those temperatures aren't dropping much tomorrow morning, but there will be raindrops. temperatures will

dave kaval has resigned as the team president, a position he held for the past eight years. kaval was instrumental in the team's departure from oakland, but he's not going to be going along with the team to either sacramento or if they eventually get to vegas. in a statement, kaval says he'll be staying in

california to explore new opportunities. sandy dean, who has worked with owner john fisher for nearly 20 years, will serve as the a's interim president. personal perspective i've done too many interviews with dave kaval to count. actually seems like a pretty nice guy. very tough spot working for john fisher, who prefers to remain invisible unless he's asking for public funding in las vegas. kaval presided over two failed stadium attempts in oakland, so it's probably best for both parties to go their separate ways. and we'll see if fisher can actually get a shovel in the ground in vegas. to be continued. >> indeed. all right. today we got a new vantage point of the collapse of the end of the santa cruz wharf. about 150ft got taken out by big waves on monday, and it's possible that that end will never be rebuilt. abc seven news reporter zach fuentes has been on this story from the beginning. >> take a look at this video showing the moments powerful swell sent this portion of the santa cruz wharf collapsing into the ocean in these very moments, watching it happen in real time

were two lifeguards, myself and lieutenant hoffman could see the wharf collapsing into the ocean. lieutenant isaiah mullen and sam hoffman had seconds to act, and on jet skis, rushed toward the debris. >> we could see the true scope of what had happened, the amount of wharf that was in the water, the buildings and structures that were still standing on it, and two individuals standing on the wreckage waving us down for help. >> all the while, the two lifeguards were still dealing with the powerful waves. >> it caused the tide to suck in, sucking underneath the platform, kind of pulling us towards the structure. >> miraculously, the lifeguards were able to save two construction workers. a third pulled themselves to safety. no one was seriously injured. now, days later, attention turns to those most affected by the indefinite closure of the rest of the wharf, home of more than two dozen businesses owners who have already taken huge hits. >> i did own the dolphin. yeah, up until the 28th of last year, we had swells like this and we

lost some some pilings and that collapsed the floor of the dolphin. >> that was the portion of the wharf under construction at the time of the collapse, with work planned out to be done between september and march, the city friday shutting more light on why work was being done during a time of year where high surf is now expected. >> we are bound by a number of permits and regulations, part of which is through the california coastal commission that regulates our ability to do major project work and maintenance. >> on the wharf friday, debris cleanup was well underway, including the removal of the restroom facility that washed away to the mouth of the san lorenzo river. back at the wharf, the city said friday that it's not sure if it will rebuild. >> i don't think we can speak with any confidence at this point as to whether rebuilding that section of the wharf is feasible, or the appropriate thing to do in light of the increased frequency and power of these storm events that we're experiencing along our coastline. >> the city of santa cruz has declared a local emergency,

which opens the door up to federal and state funding. the city said they will also work to determine if the contractor who was doing construction at the end of the wharf, has any accountability in what happened in santa cruz. zach fuentes, abc seven news. >> incredible to see the power of the ocean. >> the waves still look so strong as well. and as we head into the weekend, more rain is on the way. >> that's true. meteorologist sandyha patel is here with the forecast. sandy? >> yeah, and dan and larry, we welcome the rain here in the bay area, but it is not going to wash out your weekend plans. let's talk about what it looks like right now from our sky star camera, as we give you a very unique view from our sky star camera at fisherman's wharf. it is certainly a murky view right now, as we do have some areas of fog reducing visibility. visibility down to three quarters of a mile and half moon bay, so watch out everywhere else it's between 8 and 10 miles. looking at live doppler seven, there is a lot of cloud cover on top of the areas of fog that we are seeing, but we are in a

temporary lull. next storm n atmospheric river, and it's aiming all of its energy across the pacific northwest and northern california. we're not going to get an atmospheric river, but we are going to get some wet weather out of it this upcoming weekend, and it is certainly going to be responsible for some strong winds. a high wind watch goes up for the tahoe area 1 a.m. to 8 p.m. sunday. watch out as those gusts come up to 65 miles an hour. ridge gusts 150 miles an hour. that is going to be damaging and travel may be difficult. so something to keep in mind if you do have plans to head up there. now, i do want to show you the rainfall totals. santa rosa airport picking up over an inch of rain. 8200 oakland 6900 and san francisco nearing an inch there in napa and hayward, a third of an inch in livermore and san jose, almost two inches in ben lomond. it is a foggy view on the golden gate bridge, mid to upper 50s right now from san francisco to hayward. san jose 54 degrees in half moon bay and a lovely view from our pier 39 camera for those visiting mid 50s napa. santa rosa,

57, in fairfield and 55 in livermore. from emeryville. visibility is okay through sunday morning. large breakers at the coast. tomorrow, scattered showers and sunday. it's a soggy start with brief downpours, so let's check out the storm impact scale, exclusive to abc seven news. today through sunday, we're looking at a level one. it's a light system, spotty showers through saturday. widespread rain, gusty winds for your sunday and dangerous and rough surf will continue. so those winds pick up out of the south sunday morning over 30 miles an hour, especially over the higher terrain. they will be stronger going into 9 a.m. still gusty, although not expecting strong winds here locally, it will be gusty enough that if the ground is so saturated, you could see an isolated tree going down or two heading into the late night hours. isolated showers saturday morning. some showers in the north bay at 8:00 most of the day is going to be okay. it's going to be a lot of cloud cover. and then here comes sunday. you'll see those downpours at 6:00 in the morning in the north bay at

8 a.m, pretty widespread rain across the region. and then by 11 a.m. it's already starting to push on out of here. by 3 p.m, you are looking at some sun breaks and just lingering clouds. rainfall estimates with this system anywhere from about a 10th of an inch in san jose to about an inch and a half in ukiah. just over that, i should say. your morning temperatures, 40s and 50s. keep those umbrellas close by. you might need them tomorrow afternoon, mid 50s to the mid 60s. and as we check out the accuweather seven day forecast, it is going to be a level one for tomorrow. spotty showers. some of you will see them. some of you will not. rainy start to the day on sunday. that is going to be when everyone gets in on the wet weather. a level one there and then. the niners are right here taking on the lions on abc seven news monday night. we will have dry skies at levi's stadium. morning fog giving way to sun dry for new year's eve. and as some people are ringing in the new year and starting off 2025, it is going to be dry weather wise. that pattern continues

stocks finished the week down in a broad sell off. even tech and growth stocks were affected, having driven the market higher during much of the short trading week. dow was down 333 points, closing just under 43,000. nasdaq fell nearly 300 points and the s&p 500 shed almost 67. wall street has just three more trading days in a year full of big gainst the markets have been unable to mount a quote unquote santa claus rally into the end of the year. silicon valley chipmaker nvidia will take center stage at the annual consumer electronics show next month in las vegas. the company expected to make several big announcements at this year's trade show. it will all begin on january 6th with a keynote speech from the ceo of nvidia, jensen huang. it's been a monumental year for the company, fueled by huge deals

bring a lot of new faces to san francisco government. in addition to a new mayor, san francisco is also getting four new members of the board of supervisors. current board president aaron peskin is termed out. >> his district covers the northeastern corner of the city, including neighborhoods like chinatown, union square, and the waterfront. and as abc seven news political reporter monica madden tells us, the so-called napoleon of north beach plans to rally the city's progressive base despite a moderate shift in this last election. >> what can people expect from aaron peskin? >> i mean, i'm going to stay civically involved. i love the city. i love these incredible neighborhoods, and i don't know how that's going to manifest, but i am sure that issues and

races will come along. not for me to run in, but we'll see. we'll see what the future brings. >> aaron peskin was first elected to the san francisco board of supervisors in the year 2000, playing a role in the city's politics for almost a quarter of the century. >> i have learned so much along the way. i mean, i was 35 years old when i first ran for office. i am 60 now. i'm sure there are things that i would do differently. i've learned that it's always better to start with honey than with vinegar. >> over the last two decades, the berkeley native has been elected five different times to the board. term limits restrict supervisors from having more than two terms in a row, but they can always return and return. he has. >> i love the city and i keep running for supervisor and i keep winning. and it's been a pretty wonderful chapter of my life. >> he fell short in his 2024 bid for mayor, standing out as the leading progressive in a crowded field to unseat incumbent mayor

london breed. peskin trailed breed in third place with political outsider but well connected daniel lurie, elected mayor. you had conversations with him. are you giving? is he asking you for advice? >> we had coffee yesterday morning down the street, and i'm here to i mean, as somebody who has a lot of government knowledge and knows how the city works and has been, i've been very interested in making government function. i've let them know that i'm around for advice, free advice. i'm not looking for a job with the administration, but i'm here as a resource. >> despite his loss, peskin says he's leaving city hall with his head held high, pointing to other progressive wins on the ballot like his proposition to create an inspector general's office for the city. peskin also backed the winning prop e to evaluate the commissions in san francisco. it was an alternative pitch to the heavily funded prop d, which would have slashed commissions down to 65 total and

give the mayor more power. what do you think the message is from voters about the state of san francisco? >> i think san francisco voters are remarkably smart. they're very well informed. they still embrace san francisco traditional progressive values at their base. and they actually buy incredible numbers, rejected a lot of the very conservative pushes that were on the ballot. >> going forward, peskin plans to rally progressive groups to combat what he calls special interests that put millions into san francisco's november election. >> $62 million was spent on the outcome of supervisors and mayors, races and ballot measures that could have been spent on all sorts of public good businesses to succeed and to thrive in san francisco. but i don't want them to use their influence in a way that benefits them at the cost of the san francisco taxpayer. >> abc seven news insider phil matier says the heartbeat of the

progressive movement in the city may be slowing down. >> it's a pretty nuts and bolts economic survival feeling in the city, and not one that has a lot of room for ideology. we'll have to see how the progressives go with the donald trump in the white house. however, the progressives will be raising their voices. the question is, are people listening now? >> while this chapter in public office might be over, peskin is still committed to public service. >> i'm not going anywhere. my interest in every aspect of the city is undiminished. and, you know, i'll just be on the outside of the tent. >> in san francisco, monica madden, abc seven news. >> well, staying in the city today, san francisco district attorney brooke jenkins charged the first case under prop 36. the new law just took effect last week after voters approved it by a two thirds majority in the november election. 29 year old jason barber was arraigned today on a felony charge. he's accused of stealing cough and cold medications and ice cream

from a walgreens in noe valley on christmas eve. the total value of the stolen items was less than $500, but he has prior theft related convictions. and under the new law, that makes the current case a felony. >> and so now for those who are repeat offenders in our stores in san francisco and across the state of california, if they have prior convictions for misdemeanor theft, and they continue to engage in that behavior, we can now charge them with a felony, which is what occurred in this most recent case that we filed today. >> the defendant pleaded not guilty and will be back in court next month. >> a program that brings in thousands of foreign tech workers to silicon valley is being targeted by some trump supporters critical of immigrant workers. the battle is over. the h-1b visa program for skilled workers, maga supporter laura loomer tweeted. it takes away jobs from american stem students. elon musk then came out in support of the visa program. abc seven news insider phil matier says incoming president trump may have opened

up a pandora's box of immigration issues. he may have a hard time controlling. >> immigration is a far more complex issue than just building a wall or tearing it down, and that's why it's been such a hot button issue that people don't really want to address. because once you start talking about, let's say, what are we doing at the border, you open up to say, well, what are we doing about tech visas? what are we doing about investment visas? there's a whole lot of doors and windows that people might not feel comfortable looking into right now. >> silicon valley companies rely on h-1b workers. google and meta each were approved for 5000 h-1b workers this year. mr. trump is asking the supreme court to delay a ruling on a potential tiktok ban until after he takes office. mr. trump wants his administration to pursue a political resolution to this issue. the request comes as tiktok and the biden administration filed opposing briefs to the court. the company argues that the court should strike down a law that could ban the platform by january 19th.

the biden administration says the statute is needed to eliminate a national security risk. >> happening now a vigil for the whistleblower researcher of openai, who died last month. the vigil is being held in milpitas for 26 year old suchir balaji. it comes at a time of new uncertainty around the circumstances of his death. his parents hired a private investigator yesterday to determine his true cause of death. they just do not believe their son would have died by suicide. >> he told me that he is taking a break, and in the break, he decided he is going to go into neuroscience and machine learning combination. he was planning his own startup. he had a great social life. he had a ton of friends and just before his death he went on a vacation. the news was announced on 18th of november that he will. he is a witness and he has key evidence against openai. within a week after that, our son is gone. >> vigil organizers say they are honoring his bravery and raising

awareness to corporate accountability in artificial intelligence. >> the oldest survivor of the japanese attack on pearl harbor in 1941 has died. warren upton of san jose was 105 years old. he was also the last remaining survivor on board the uss utah. upton passed away on wednesday at a hospital in los gatos after a bout of pneumonia. the utah battleship was moored at pearl harbor when japanese planes began bombing the hawaii naval base in the early hours of december 7th. it was the first ship torpedoed during that attack, and it sank 12 minutes later. the attack on pearl harbor led to the u.s. entry into world war two.
