saw and heard. many things will tell you. then a new memorial menorah to mark the fifth night of hanukkah. the celebration tonight after last year's vandalism incident at lake merritt. good morning everybody. it's sunday, december 29th. lisa is tracking a level one system this morning. >> yeah, it's a vigorous one. we've got rain moving into the north bay right now. and a flood watch for marin, sonoma and napa as this front will bring some moderate rain and gusty winds. so the wet weather. our first stop up through santa rosa highway one, glen ellen and sonoma. looking at that wet pavement and down through marin county, inverness, lagunitas and mill valley and westward, moving into san francisco within the next 30 minutes. and we will be looking at this level one system to bring us through the morning hours with gusty winds, downpours, rainfall rates that could be high for a short time. but the rain shadow of the south bay a couple hundredths to a little over a half inch in the

north bay. still mild with 50s and 60s. those gusty south winds keeping the temperatures up 4 to 7 degrees milder than yesterday, and the breeze is up to about 15 to 18 miles an hour. here's the plan through six to about 730. the heavy rain moves through the central bay into the east bay, and then it begins to exit the south bay by the second half of the day, with sun making a triumphant return this afternoon. stephanie. lisa. >> thank you. breaking news out of south korea now where a passenger plane burst into flames. all but two of the 181 people on board died in one of the country's worst aviation disasters. video from this morning shows the moment the plane skidded off the runway and slammed into a concrete fence and went up in flames. you just saw there. this happened at an airport about 180 miles south of seoul. 179 people died. now that

number is rising as we speak. officials say the landing gear appears to have malfunctioned. the focus now is examining flight data. and the black box that was recovered from the site. officials are also looking into whether a bird strike played a role here. south korea's acting president has declared a week of national mourning. the south korean airline involved in this incident operates an all-boeing fleet. now, boeing has released the following statement saying, quote, we extend our deepest condolences to the families who lost loved ones and our thoughts remain with the passengers and crew back here in the bay area. things are back to normal in antioch this morning after police activity prompted a lockdown last night. >> this is the antioch police department. excited residents with your hands up. >> the lockdown was in effect near country hills drive and noel park circle around 10:00. a public message from the contra costa county warning system told

residents to go inside and close and lock all windows and doors. the lockdown has since been lifted but no further details have been released. but video does show there are bullet casing markers on the ground in front of the house. in oakland, four people were taken to the hospital, including three police officers, following a crash involving two bart patrol vehicles and a medical supply vehicle. it happened at seventh and mandela parkway, which is right in front of the west oakland station. the extent of all the injuries is still unknown at this point. abc seven news reporter anser hassan spoke to witnesses a multiple vehicle crash involving bart police blocked the intersection of mandela parkway near the west oakland bart station late saturday afternoon. >> it was like a big erupted noise, like it sounded like a skirt. and then you heard a boom like denise green and her mom saw the accident from their apartment. >> green says people from her building rushed out to see what happened and to help. green says

she saw a police officer crawl out of his car for the stretcher to. >> they had like three ambulances and then a tiny ambulance right there to the people on the stretcher. >> do they look like they were passengers in the car or the police officer? >> there was one police officer that i know for sure because i saw him come out the car, but the other two i don't know. >> bart and bart police did not return requests for comment on mandela's three vehicles involved two bart pd. but in an email to abc7 news, oakland police did confirm that two bart police patrol vehicles were involved. the oakland fire department, which also responded to the accident, says three officers were taken to the hospital. a fourth person who was in the medical supply vehicle was also hospitalized. >> people got to slow down when they drive in west oakland. >> igor duncan is another witness. residents say this is a busy intersection and that drivers often speed through yellow lights. duncan saw the crash from the bart platform. >> i was in the bart station at the time, heard a very loud noise, saw it from the top.

there were two cars, one police car, and the car that hit him had run into the bus stop here and collided with the pillars. >> police don't know if alcohol or drugs were a factor in oakland, anser hassan. abc seven news. >> in the south bay, a suspect was arrested for manufacturing and selling ghost guns. ghost guns are homemade guns that do not have a serial number and therefore cannot be traced. police in san jose say detectives discovered a social media account in late october, used to buy and sell illegal guns. the suspect was also importing high capacity magazines from florida and nevada to sell here in san jose. the high surf advisory in the bay area expired just about an hour ago. the dangerous conditions were impacting beaches from santa cruz north to bodega bay. the advisory came after a week of powerful waves and dangerous surf. waves were breaking between 20 and 30ft near san francisco's ocean beach

humane to protect both animals and people. >> we have our staff on sort of medium to high alert, not quite the high alert yet here they do everything from taking in surrendered pets to sending crews out into the field. because we have animal service officers out investigating complaints and cruelty and reports, we have to be really careful about taking in birds, any sort of foul animal, any sort of wildlife handling, meaning precautionary measures are already in place, making sure they use protective clothing and protective gear when handling birds wildlife, bringing them in their concerns also reaching beyond the birds as far as the cats go, because that's now a concern, is we definitely monitor the health and well-being of all animals while they're under our care. >> this week in oregon, a house cat died from the disease after eating pet food that tested positive for bird flu, prompting the portland based company to issue a nationwide voluntary recall. >> we do have many reports of

cats acquiring bird flu, predominantly from raw food sources, so this goes with raw milk as well as raw meats. >> the medical experts encouraging people to keep their cats away from a raw diet, and to consider keeping them indoors for now, and be on the lookout for symptoms of the virus. >> clinical signs we're looking at would be loss of appetite, lethargy, fever, severe depression, runny nose, gunk in the eyes, respiratory signs, and lastly, neurologic signs. >> meanwhile, back at marin humane, they have a message for would be adopters. >> we would encourage people not to be cautious about adopting, emphasizing it is safe to pick out one of these friendly little faces for yourself or your family. shelters all around the bay area are filled with animals that really would do well being in a home. >> tara campbell, abc seven news. >> no word yet on who's holding

that mega millions lottery ticket worth more than $1 billion, but the owners of the store that sold it are ready to cash in. the winning ticket was bought at a convenience store in cottonwood, california. this is a remote area just south of redding. the owners will get a $1 million retail bonus for selling that winning ticket. >> there was uncertainty, and so it was like, did we really sell it? you know, how much do you think we're going to get? i would say there was a little bit of nervousness, too, for some reason, but a lot of overwhelming excitement. >> the owners wrote on the store's facebook page, quote, here's to dreams coming true, and to the wonderful people who make cottonwood so special. congratulations to them. very exciting. well, caltrans fully electric fleet will ring in their first new year's eve with free rides for passengers. the trains, which debuted in september, will be free starting

at 8:00 tuesday night until the last train leaves san francisco at 2 a.m. muni will also be free, and there will be additional service after the fireworks to the caltrain station at fourth and king streets. caltrain will operate on a regular weekend schedule on new year's day. today is the fifth day of hanukkah. last year, oakland's largest menorah was destroyed and thrown in lake merritt. this year, there's not one but two menorahs helping oakland celebrate. here's abc seven news reporter lena howland, and this was the sign that was in the lake. >> it was floating in the lake when we found it. >> a sign of resilience and hope on proud display outside of the chabad jewish center of oakland. this is the same menorah that was destroyed and thrown into lake merritt during hanukkah. >> last year we were able to get some great volunteers locally here to put together piece by piece, to bring it back to the

way it was. >> rabbi dovid lepkowski has been the director of the center for 18 years. but in the last year, he says anti-semitism has grown over the summer. at least one person was caught on camera throwing rocks at the center's windows on multiple occasions. since then, the center has replaced windows and installed new security cameras and a metal vestibule. >> once you get access into the first door, then you get questioned again, and then you go through the second door, so it's an extra layer of protection. >> the vandals were never caught, but rabbi lepkowski says police investigated each incident as a possible hate crime in the year after the october 7th, 2023 attack in israel. the anti-defamation league reported more than 10,000 anti-semitic incidents across the u.s. >> i think it's even more important this year to show, show your jewish pride, show the pride of the light over darkness. show the pride of this beautiful oakland symbol of the menorah. and show that we're not going to back down.

>> thanks to community donations collected last year, rabbi lepkowski also ordered a second menorah to tower over lake merritt at 15ft tall, with plans to put it up in the same place where the original one was destroyed. >> we're still trying to figure out how to light it. if we need a bobcat or a cherry picker. >> they're inviting the entire community to come out for the lighting of the fifth candle of that brand new menorah sunday night at 430, right here at lake merritt. >> the fifth candle is, you know, that tipping point of five out of out of the eight lights, which shows that even at the darkest moments, we have more light than dark. >> in oakland. lena howland abc seven news. >> today is the fourth day of kwanzaa, and the san francisco public library is once again taking part in the cultural celebration. today's theme is cooperative economics. yesterday, the library hosted an event focused on collective work and responsibility, which was the theme of day three.

participants lit a candle, poured offerings, and honored their ancestors. >> kwanzaa was started in the 1970s, around the just after the civil rights movement, and as a way to gather the community of african americans together. it's really a time for african americans to come together as a people, celebrate our culture and enjoy good company. >> there was also a musical entertainment and a feast to rejoice in this time with the community. kwanzaa is a seven day celebration of african american traditions from december 26th to january 1st. turning to weather now and a live look outside, get ready for some wet weather and strong winds coming our way. lisa, we understand you just upgraded the storm to a level two. is that right? >> i did. yes. we are going to have perhaps a little bit of flooding in the north bay and some strong gusty winds. we have saturated soil and although this is a quick mover, we have the alerts on purpose because our

soils can't hold much more. and this is going to come in with a pretty good punch between about six and 8:00 this morning. so you can see already queuing up here in the north bay and then moving into marin and sonoma, bringing the heavier rain right along the coast there from point reyes to lima. so it's going to be another two hours or so before this moves across the heart of the bay area. but out ahead of it, we have those gusty southerly winds and as a result, national weather service putting up a wind advisory and that flood watch. so anywhere from 3/100 in the south bay to over a half inch in the north bay. and once again that dangerous surf. so these areas have been particularly hard hit. and so with that rapid runoff potential, the creeks and streams will rise quickly. but the good news is it will alleviate long term flooding because it is such a quick mover. winds from 20 to 30 miles an hour, except right here in the santa clara valley. they could gust as high as 45 to 50 miles an hour. and with those

breezy southerly winds, it is 61. in hayward right now, 60 in palo alto, and compared to yesterday, much milder. i'm sure you had the windows open yesterday. gusts up to 26 miles an hour already, where that rain is coming down and upper elevations up to 45 miles an hour. so the breeze stays with us right on through the afternoon. here's the cold front, the gusty winds 7 to 9:00. they are breezy to windy from san francisco and then all the way into the east bay. and then by 11:00 this loses its steam and we'll be left with a breeze. and those choppy conditions at the shoreline. here's a look at 6:00. we've got those heavy downpours over into napa and concord, and right through our eight 9:00 hour, we've got some pretty good rain from oakland to san mateo. and then we're getting the back half of it clearing out by 9:00 in the north bay. but notice from the east bay to the south bay still looking at some pretty good downpours, but sunshine moving in behind it. we've got dry northerly winds, so a big

change from the gusty south winds this morning to that drier air behind. and that's going to set the stage for a frost advisory for tomorrow morning. rainfall rates now coming down quickly. anywhere from about a half inch in the next hour or two total. in the north bay you notice about a third in oakland. so the rain not particularly impressive, but the short period of time that it's going to fall with the gusty winds creating that highlighted area really around the entire bay right through the first half of the morning hours. and then by the later morning hours, things really begin to settle down. but notice that rain shadow effect of the south bay, just about a 4/100 in santa clara, and that wind advisory exempt for the santa clara area, 4 to 8in of snow in the mountains. so with the breezy winds, low 60s sunshine on the way this afternoon in the accuweather seven day forecast, a level two early monday night football tomorrow, we've got a dry new year's eve, new year's day,

having safer streets in san francisco, and despite all efforts to eliminate traffic deaths, the city has already surpassed last year's numbers. abc seven news. building a better bay area reporter, lyanne melendez, shows us why that is expected to get better in the future. >> it's simple. drive 11 miles over the speed limit in san francisco, and soon you will receive a ticket in the mail for $50. >> like here at the embarcadero, where the posted speed limit is 30 miles an hour. if a car is traveling at 41 miles an hour or more over the speed limit, the owner of that vehicle will receive a citation. >> the faster you are caught driving, the more expensive the ticket cameras will be installed by february or early march 2025 at 33 locations that have had

the most reported accidents related to speeding. for example, the san francisco municipal transportation agency found that the worst location for speeding was this section of geary between seventh and eighth avenue. they calculated that 4440 cars were driving at 11 miles over the speed limit in a single day. i bet you are asking, how do they know that this section has so many cars driving at least 11 miles over the speed limit? if no cameras have been installed yet. we were wondering the same. here's how they did it a few months ago. pneumatic tubes like these were placed at that location to count the number of cars that were going through there, as well as how fast they were going. you calculated that you get 4400 people going past that speed

limit. so i'm just going to do the math here. so times 50 at least. right. $50. that's $220,000 at one intersection one day. that's a lot of money. >> it sure is. >> where are you going? what are you going to do with that money? >> all the money. first, it will go to covering program expenses. the cost of us for running this program. after that, it's all going to traffic calming in the city. >> traffic calming devices include improving crosswalks, no turn on red signs, adding delineators staggered traffic lights, and the most recent addition, daylighting, which means you can't park within 20ft of a crosswalk. this allows the driver to see the pedestrian before they get to the intersection. here's something we've noticed. i've been driving about 2 or 3 blocks now, and i have yet to see a speed limit sign. how do i know if i should

be driving 25 or 35 miles an hour? i don't know. are you going to increase those speed limit signs? yes. the number. >> yes. we will be posting more speed limit signs, so there's no confusion about what the speed limit is in an area and specifically near the speed cameras, we'll have a special placard that goes on the speed limit sign that says photo enforced. >> arizona based vera mobility will install the cameras with several privacy protections for privacy and security. >> right. we make sure that the what only is captured is the plate. no, the vehicle, not the back of the vehicle. no faces. it only captures that plate. >> the other 32 locations are expected to also bring in a lot of citations, but that's not the end game. according to the advocacy group walk san francisco, there's a 25% chance of someone dying if hit by a car traveling 25 miles an hour, but that number increases

right now at 530. severe weather across the country impacting travel for millions of people returning home from their

holiday destinations. and here at home, our storm has just been upgraded to a level two this morning, bringing powerful wind gusts across the region and a flood watch you mentioned for the north bay. >> that's right. soils are saturated. we're going to have soaking rain this morning. quite gusty southerly winds and then a sharp turnaround to cold northerly winds this afternoon. and it all happens within the next 4 to 6 hours. and you can see some of the moderate rain moving in already to the north bay, taking you into sonoma and napa where we've got light rain. but you can see the yellows here from novato, just about moving into nevada right off of the coastline from lagunitas, and rain rates of about a 10th to a third of an inch an hour, with those heavier downpours yet to move into san francisco. so this level two packing a punch with the downpours, the gusty winds, rain anywhere from a couple hundreds to over a half inch and some ponding on the roadways and

potential flooding here. marin, sonoma, napa where we have that saturated soil. so any of this, the debris in the roadways, saturated soil could allow for some trees or even power lines to come down. winds gusting to 45 to 50 miles an hour. right now we're in the low 60s out ahead of the system from the east bay to the peninsula, and that is even warmer than yesterday. so it has been an unusual december. winds gusting over 20 miles an hour at the coastline. and here is the plan. so from 6:00 it's in the north bay through 8:00, pressing into the east bay and peninsula, exiting the south bay by 10:00. and it's a sunny and pleasant afternoon after that. steph. >> all right lisa. thank you. turning now to a live look from sfo. storms are certainly disrupting holiday travel across the country. but here at home for now at least, things are pretty standard. no crazy delays that we are tracking at this

hour. however, that is subject to change. of course, with the intense winds we're expecting this morning, we'll keep an eye out for any advisories issued by the faa. so far, six flights have been canceled here at sfo, with 45 delays. nationwide, though, it's a different story. according to website flight aware, there are already hundreds of flights canceled today across the u.s. and thousands more delayed. abc's nicole d'antonio has the very latest. reporter. >> this weekend's severe weather causing problems for travelers heading home from holiday destinations. multiple tornadoes were confirmed across three states on saturday. parts of texas, louisiana and mississippi all experiencing high winds and heavy rain. in galveston county, wind damage knocking down power lines. a confirmed tornado in liverpool damaged multiple homes, and another confirmed tornado hit the town of splendora in the town of alvin. this elementary school, heavily damaged. across the street, the roof ripped off this home, the mayor of the neighboring town of

manville tells abc he's grateful his town was spared, and says people living in the community are working together to help those most impacted. >> governmental entities are coming together, supporting one another. nonprofit organizations are helping out, and what makes brazoria county so special is that each of us are stepping up to the occasion, doing what we can to take care of our neighbors in need. >> another round of severe weather is in the forecast for the southeast today. the weather complicating travel plans. more than 7000 flights were delayed, with at least another 230 canceled on saturday. nicole d'antonio, abc news, new york. >> developing news now azerbaijan's president says the passenger plane that crashed in kazakhstan was shot down by russia, but not intentionally. this, as russia's vladimir putin apologized yesterday for that deadly plane crash. putin did not, though, take any responsibility for it. abc news reporter ines de la cuetara has the very latest, as investigators comb through the crash site where the passenger

plane went down. >> a stunning statement from the kremlin russian president vladimir putin apologizing but not taking responsibility for the crash. the azerbaijan plane crashed in kazakhstan christmas day. experts from around the world have been pointing fingers at russia, blaming russia's anti-aircraft defense systems for damaging the plane. russia has been locked in aerial combat in the area in its almost three year long war with ukraine. but while putin apologized for what he called a tragic incident in russian airspace, he did not accept blame for the crash. the head of russia's aviation agency blaming ukraine, saying the situation in the grozny airport area was rather complicated on that day. and at those hours, ukrainian drones were conducting terrorist attacks on civilian infrastructure. lieutenant colonel fredrik koga was a ballistics expert on the investigation that determined malaysian airlines flight mh17 was shot down by russian forces in ukraine in 2014. >> if you look in detail to the pictures, these are all inwards oriented punctures, meaning that something from the outside went inside. so this is not the

typical damage that you see simply due to an aircraft crash. >> 38 people were killed in the crash. miraculously, 29 people survived, some able to walk away from the wreckage, others in the hospital now speaking out. shabanova saying about 20 or 30 minutes after takeoff, she felt two explosions. a crew member says he heard three thuds above grozny and noticed he was injured. he says in the left arm. i don't know what touched me. i just looked and saw blood. but the conversation cut short, he says. i have to turn my phone off. they're not allowing me to speak. several airlines, including those from azerbaijan, dubai and israel's main carrier el al, have now suspended flights to russia. ines de la cuetara abc news, london. >> dallas mavericks star luka doncic is the latest professional athlete whose home was burglarized. that's according to his business manager. it happened on friday night and nobody was home at the

time. thankfully, the dallas morning news reports about $30,000 worth of jewelry was taken. it marks the sixth reported pro athlete whose home was robbed since october. thankfully, no one was hurt. both nba and nfl players have been targeted, including kansas city chiefs star patrick mahomes and travis kelce. in florida, three fire crews and 12 train passengers were injured when a bright line train crashed into a fire truck in delray beach, just north of fort lauderdale. nobody was killed. it happened around 745 pacific time yesterday morning. according to delray beach fire rescue, the truck was en route to a call when the crash happened. authorities are investigating whether the crossing gates were working at the time of the collision. still ahead this morning, artificial intelligence, cannabis cafes and paid family leave. we break down some of the new laws taking effect in the new year. and we'll take you outside for a live look from our golden gate bridge camera. we are tracking a level two storm moving across

provide mechanisms to report these deepfake videos, and they have to take them down quickly. if you're a victim of doxing when someone posts personal information about you online, like your address or phone number, you can now sue for up to $30,000 in damages. ever heard of a cannabis cafe? you will in 2025. a new law allows cannabis retailers to prepare and sell food and beverages in newly created lounges. that means customers can buy and use cannabis at a business while they eat a meal or watch a live performance. interested in buying pet insurance? providers now need to tell you whether they base their premiums on the age of your pet or where you live, and if their policies exclude certain preexisting conditions. having trouble keeping track of your online subscriptions? service providers have to get clear consent for automatic renewals or continuing service, and they have to send you annual reminders of what you signed up for. the law also makes it easier to cancel automatic renewals if you need

to take paid family leave to care for a sick family member or a new baby. your employer can no longer require you to take vacation time. first, if you're a freelance worker, employers now must provide a contract in writing indicating that work will be performed and how much and when you'll be paid. california is expanding its protections against racial discrimination to include traits such as hairstyles or textures that are associated with certain races, and the minimum wage is going up to 1650 per hour. fast food workers have a higher minimum wage. karina nova abc seven news. >> workers now have an easier path if they want to take paid leave to care for a new baby or sick family member. it's just one of hundreds of new california laws going into effect january 1st. now we've compiled a more extensive list of those laws over on our website, abc seven news.com.

wins, allowing for a 60 degree temperatures this morning as a cold front is to the north and west of us. we're looking at sears point right now. highway 37 on live doppler seven, where the rain rates are really picking up here. so this is going to bring down maybe a third to a half inch of rain. and as we go back westward, it's lighter. but you can see it from sebastopol to penngrove, petaluma, dillon beach, highway one. and as you get further south into san francisco, looking at some very light rain. but look how quickly it's filling in off the coast there. so this is just within the last 2 to 3 hours. notice that it's filling in and it will be moving into san francisco, crossing into the east bay. and with it we're going to bring the gusty winds, the heavy downpours, a level two ponding on the roadways and possible flooding throughout marin, sonoma and napa throughout the morning

hours so we could see that rapid runoff, even some landslides, are possible. so we definitely need a break. we get so much at one time. we will, as soon as this afternoon see the sun arrive, but the breezy winds are going to stay with us. our wind advisory allowing for the winds to gust anywhere from 20 to 30 miles an hour. already doing that along the coast and the gusts up to about 50. so the sustained wind 20 to 30 miles an hour. with the passage of the cold front and out ahead of the front, 61 in oakland and hayward. so, so mild out there. and compared to yesterday, we really warmed up. it was muggy. had the windows open yesterday, you probably haven't had the heat on for a while. that's going to change. we have some chilly air coming in behind the system. coldest morning of the season could be on tuesday, so some big changes arriving. winds gusting to 22 miles an hour. half moon bay better than that in bodega bay and in the higher elevations, nearly 40 miles an hour. mount tam, up to 46 atlas

peak and nearly 40 mile an hour wind gusts in the oakland hills. so we're looking at these winds continuing throughout the next several hours. the cold front passes through the heart of the bay area after 8:00, and so we're getting our gusty winds 7 to 8:00. and then after about 9:00, you can see the peninsula. they're over 20 miles an hour, even up to 30 miles an hour. 10:00. and then this wind advisory stays with us as the winds along the coast will switch and allow for some cold northerly winds to keep it breezy throughout the afternoon. there's a look at the cold front 630 this morning, still in the north bay as we head towards 830. it's pushing through the east bay and the peninsula. and then 10:00 still in the east bay, exiting the south bay. rainfall amounts for a short period of time, bringing down about a third of an inch in oakland, maybe 4/10 up in novato, and not so much in the south bay. so we're looking at the colder air to bring snow in
