new menorah to mark the fifth night of hanukkah. the celebration tonight after last year's vandalism incident at lake merritt. good morning everybody. you are waking up to a level two storm moving through the bay area as we speak, prompting powerful wind gusts and a flood watch for the north bay. all of this happening quickly? yes. >> within the last two hours, we're quickly seeing the rainfall fill into the bay area. and as we take you to live doppler seven, you'll notice it's getting pretty heavy in parts of the north bay. so the national weather service has issued this area an advisory here from santa rosa to rohnert park, also sebastopol and glen ellen, where we're getting some pretty good rain rates. napa and fairfield getting into some rain also over the bay bridge into emeryville. wet weather. it's lighter in san francisco, but look what's offshore. this is all associated with the cold front that's going to move through the bay area rapidly this morning. so that level two for the next several hours, as the downpours, the gusty winds and the high rain rates could

bring some flooding on the roadways and possible power outages and downed trees. so through marin, napa, sonoma, the soil is saturated, could see even run off and landslides. but as we look at the wind advisory notice, san jose is exempt from this. also, that rain shadow effect not allowing for the rain to accumulate there, but looking at 30 to maybe 45 mile an hour wind gusts in the 60s out ahead of the front. winds are gusting to nearly 30 miles an hour at sfo, 25 in santa rosa. and look at the front as it moves through 6 to 8:00 this morning we've got heavy rain from san ramon to hayward to san mateo. then it is moving out after 10:00 and we are left with sunshine. some 60s today, but a quick turnaround to some dry northerly winds setting us up for a frost advisory for some areas overnight tonight steph. >> all right lisa thank you. we're following breaking news out of south korea where a passenger plane burst into

flames. all but two of the 181 people on board died in one of the country's worst aviation disasters. video from this morning shows the moment the plane skidded off the runway and slammed into a concrete fence as it went up in flames. this happened at an airport about 180 miles south of seoul, so in total 179 people died in this crash. emergency officials say the landing gear appears to have malfunctioned. the focus now is examining flight data and the black box that was recovered from the site. officials are also looking into whether a bird strike played a role in this. south korea's acting president has declared a week of national mourning. the south korean airline involved in the incident operates an all-boeing fleet. boeing has released this statement saying, we extend our deepest condolences to the families who lost loved ones, and our thoughts remain with the passengers and crew. back here

at home, things are back to normal in antioch this morning after police activity prompted a lockdown last night. >> this is the antioch police department. excited residents with your hands up. >> the lockdown was in effect near country hills drive in noel park circle around 10:00. a public message from the contra costa county warning system told residents to go inside and close and lock all windows and doors. the lockdown has since been lifted but no further details have been released. video does show there are bullet casing markers on the ground in front of the house. in oakland, four people were taken to the hospital, including three police officers, following a crash involving two bart patrol vehicles and a medical supply vehicle. it happened at seventh and mandela parkway, which is right in front of the west oakland station. the extent of all the injuries is still unknown at this point. abc seven news reporter anser hassan spoke to witnesses. >> a multiple vehicle crash

involving bart police blocked the intersection of mandela parkway near the west oakland bart station late saturday afternoon. >> it was like a big erupted noise, like it sounded like a skirt. and then you heard a boom like janice greene and her mom saw the accident from their apartment. >> green says people from her building rushed out to see what happened and to help. green says she saw a police officer crawl out of his car. >> he brought a stretcher to. they had like three ambulances and then a tiny ambulance right there to the people on the stretcher. >> do they look like they were passengers in the car or the police officer? >> there was one police officer that i know for sure because i saw him come out the car, but the other two i don't know. >> bart and bart police did not return requests for comment. >> mandela's three vehicles involved two bart pd. >> but in an email to abc seven news, oakland police did confirm that two bart police patrol vehicles were involved. the oakland fire department, which also responded to the accident, says three officers were taken to the hospital. a fourth person

who was in the medical supply vehicle was also hospitalized. >> people got to slow down when they drive in west oakland. >> igor duncan is another witness. residents say this is a busy intersection and that drivers often speed through yellow lights. duncan saw the crash from the bart platform. >> i was in the bart station at the time, heard a very loud noise, saw it from the top. there were two cars, one police car, and the car that hit him had run into the bus stop here and collided with the pillars. >> police don't know if alcohol or drugs were a factor in oakland, anser hassan. abc seven news reporter in the south bay, a suspect was arrested for manufacturing and selling ghost guns. >> ghost guns are homemade guns that don't have a serial number and therefore cannot be traced. police in san jose say detectives discovered a social media account in late october, used to buy and sell these illegal guns. the suspect was also importing high capacity magazines from florida and nevada to sell here in san jose.

the high surf advisory in the bay area expired just about an hour ago. the dangerous conditions were impacting beaches from santa cruz to north to north bay. the advisory came about a week after powerful waves and dangerous surf. waves were breaking between 20 and 30ft near san francisco's ocean beach yesterday. swimmers and surfers were urged not to risk entering the very dangerous waters. >> just looking at the sheer power of the ocean behind us. it's cold, it's rainy, it's slippery. we're asking folks to just please stay away from the water line. >> last monday, a portion of the santa cruz wharf collapsed during high surf, sending three city workers into the water. all were rescued safely. the wharf is closed indefinitely while engineers assess its structure. you can follow along as the forecast evolves with the abc seven bay area app. it gives you access to the same live doppler seven lisa and our weather team

>> we have our staff on sort of medium to high alert. not quite the high alert yet here they do everything from taking in surrendered pets to sending crews out into the field. because we have animal service officers out investigating complaints and cruelty and reports, we have to be really careful about taking in birds, any sort of foul animal, any sort of wildlife handling, meaning precautionary measures are already in place, making sure they use protective clothing and protective gear when handling birds wildlife, bringing them in their concerns also reaching beyond the birds as far as the cats go, because that's now a concern, is we definitely monitor the health and well-being of all animals while they're under our care. >> this week in oregon, a house cat died from the disease after eating pet food that tested positive for bird flu, prompting the portland based company to issue a nationwide voluntary recall. >> we do have many reports of cats acquiring bird flu,

predominantly from raw food sources, so this goes with raw milk as well as raw meats. >> the medical experts encouraging people to keep their cats away from a raw diet, and to consider keeping them indoors for now, and be on the lookout for symptoms of the virus. >> clinical signs we're looking at would be loss of appetite, lethargy, fever, severe depression, runny nose, gunk in the eyes, respiratory signs, and lastly, neurologic signs. >> meanwhile, back at marin humane, they have a message for would be adopters. >> we would encourage people not to be cautious about adopting, emphasizing it is safe to pick up one of these friendly little faces for yourself or your family. shelters all around the bay area are filled with animals that really would do well being in a home. >> tara campbell, abc seven news. >> no word yet on who's holding the mega millions lottery ticket worth more than $1 billion, but

the owners of the store that sold it are certainly ready to cash in. the winning ticket was bought at a convenience store in cottonwood, california. this is a remote area just south of redding, and the owners will get a $1 million retail bonus for selling that winning ticket. >> there was uncertainty, and so it was like, did we really sell it? you know, how much do you think we're going to get? i would say there was a little bit of nervousness, too, for some reason, but a lot of overwhelming excitement. >> the owners wrote on the store's facebook page, quote, here's to dreams coming true. and to the wonderful people who make cottonwood so special. congratulations to them. very exciting. this is also exciting. caltrans fully electric fleet will ring in their first new year's eve with free rides for all passengers. the trains, which debuted in september, will be free starting at 8:00 tuesday night until the last train leaves san francisco at 2 a.m.

muni will also be free that day, and there will be additional service after the fireworks to the caltrain station at fourth and king street. caltrain will operate on a regular weekend schedule on new year's day. today is the fifth day of hanukkah, and last year you may remember oakland's largest menorah was destroyed and thrown in lake merritt. this year, there's not one but two menorahs helping oakland celebrate. here's abc seven news reporter lena howland, and this was the sign that was in the lake. >> it was floating in the lake when we found it. >> a sign of resilience and hope on proud display outside of the chabad jewish center of oakland. this is the same menorah that was destroyed and thrown into lake merritt during hanukkah. >> last year we were able to get some great volunteers locally here to put together piece by piece, to bring it back to the way it was. >> rabbi dovid lepkowski has been the director of the center

for 18 years. but in the last year, he says anti-semitism has grown over the summer. at least one person was caught on camera throwing rocks at the center's windows on multiple occasions. since then, the center has replaced windows and installed new security cameras and a metal vestibule. >> once you get access into the first door, then you get questioned again, and then you go through the second door, so it's an extra layer of protection. >> the vandals were never caught, but rabbi lepkowski says police investigated each incident as a possible hate crime in the year after the october 7th, 2023, attack in israel. the anti-defamation league reported more than 10,000 anti-semitic incidents across the u.s. >> i think it's even more important this year to show, show your jewish pride, show the pride of the light over darkness. show the pride of this beautiful oakland symbol of the menorah, and then show that we're not going to back down. >> thanks to community donations collected last year, rabbi

in the northern part of the state. while southern california is really dry. they haven't seen any meaningful rain. so that is a really large contrast. and we continue that trend as we end the year. and you can see some embedded heavy rain here in the north bay with the flood watch. highway 12. sonoma, santa rosa down through nevado. and as we take you a little bit further westward towards the coast from marshall to inverness, looking at the wet weather, and now from southern marin to san francisco, the wet weather from the bayview district over to the bay bridge, over in the east bay from lafayette to moraga. 580 looking at lighter rain. but then we're getting into it around hayward and union city and back westward from half moon bay. pacifica highway one. so quickly moving in with this level two packing a punch with the downpours moderate at times, the gusty winds are wind advisory, and those rain rates anywhere from a 10th of an inch to a third of an inch in a short period of time

could bring some flooding on the roadways. even possible landslides, as the ground can't take any more water. so marin, sonoma, napa through this morning. this is the flood watch here where we're getting some heavier rain and our wind advisories. so sustained winds 20 to 30 miles an hour and the gusts from 40 to perhaps 50 miles an hour, except right here in santa clara. and that's where also you're going to have that rain shadow effect not picking up a lot of rain winds out ahead of it. out of the south, 60 degree temperatures. it's been mild to muggy out there, 3 to 7 degrees warmer than yesterday. and right now the winds nearly 30 miles an hour at sfo 25 santa rosa. look at that 50 mile an hour wind gusts along the north coast there nearly 40 miles an hour. oakland hills, the santa cruz mountains, 35 mile an hour. wind gusts. and at the surface, we're seeing these winds continue throughout the day. these are the gusts as we get into the afternoon. here's the cold frontal passage 8:00 across the bay, and winds are gusting to 20 and 35 miles an hour. this

lasts through 3:00. so the winds shift to the north, dries us out, brings the sunshine and that awfully cold temperatures throughout the overnight hours. there's a look at the moderate to heavy rain. 7:00 napa, san rafael and concord. it continues to push to the east throughout the later part of the morning. and then we've got a nice bright afternoon. so rainfall rates in a short period of time, a third to 4/10 of an inch here. and then you'll notice the santa cruz mountains getting a little bit more, maybe some of those downpours staying in one spot could bring upwards of a half inch. finally, cold air bringing over a half a foot in kirkwood and looking at highs today. some low 60s but breezy winds. it is chilly out there. then we get our frost advisory through 8:00 tomorrow, when the temperatures as low as 32 degrees. it's all over by about 11:00. and then we're looking at a drying trend as we usher in the new year. and the first week looks pretty nice with plenty

means having safer streets in san francisco. and despite all efforts to eliminate traffic deaths, the city has already surpassed last year's numbers. abc seven news. building a better bay area reporter lyanne melendez, shows us why that is expected to get better in the future. >> it's simple. drive 11 miles over the speed limit in san francisco, and soon you will receive a ticket in the mail for $50. >> like here at the embarcadero, where the posted speed limit is 30 miles an hour. if a car is traveling at 41 miles an hour or more over the speed limit, the owner of that vehicle will receive a citation. >> the faster you are caught driving, the more expensive the ticket cameras will be installed by february or early march 2025 at 33 locations that have had the most reported accidents

related to speeding. for example, the san francisco municipal transportation agency found that the worst location for speeding was this section of geary between seventh and eighth avenue. they calculated that 4440 cars were driving at 11 miles over the speed limit in a single day. i bet you are asking, how do they know that this section has so many cars driving at least 11 miles over the speed limit? if no cameras have been installed yet. we were wondering the same. here's how they did it a few months ago. pneumatic tubes like these were placed at that location to count the number of cars that were going through there, as well as how fast they were going. you calculated that you get 4400 people going past that speed limit. so i'm just going to do the math here. so times 50 at

now at 630. >> severe weather across the country impacting travel for millions of people returning home from their holiday destinations. and here at home. live doppler seven lit up in green right now. lisa is tracking a level two storm on our abc seven storm impact scale. good morning everybody. we're already seeing areas waking up in the dark. more on that in a moment, but it's in part due to these powerful wind gusts expected through 3:00 today. is that right? that's right. >> except for the santa clara valley, we have a wind advisory where we will see winds gusting to perhaps 50 miles an hour. already seen nearly 40 miles an hour in the oakland hills. and a flood watch for the north bay. that's where we're going to take you. where we see the moderate rain right now from valley ford road west of highway 101, rohnert park, and over into parts of napa as well. here we are along the coast from bolinas to southern marin, and there's some heavier rain as we get towards 680 dublin right now

between 500 and 80 and along the peninsula. half moon bay 280, in woodside, getting into some light to moderate rain. look at all that offshore. it's associated with a cold front that's going to move through in the next three hours. so downpours, gusty winds, anywhere from about 5/100 in the south bay to over a half inch of rain ponding on the roadways is expected as we're looking at a flood watch throughout the morning hours. santa rosa, napa, marin and parts of sonoma county looking at the saturated ground, the strong winds and you can see everyone highlighted there southerly winds allowing for 60 degree temperatures this morning. but look at the gusts. they are quite breezy here. the winds right now at the surface. and as we go through the seven 8:00 hour, we've got heavier rain from concord to oakland into fremont, 830 and then sunshine on the way throughout the afternoon. stephanie. >> all right. lisa, thank you. and as lisa mentioned, the level two storm is bringing strong wind gusts, which could lead to power outages, potential downed trees. and here's a look at the

outages in the bay area right now. so far, the only major one we're seeing is just north of pleasant hill, where over 530 people are waking up with no electricity. that could be up into the thousands later this morning. of course, they give us a range. if you're familiar with this area, it's the hidden lakes park neighborhood. crews are working to restore power there. now here's a live look from sfo. storms are disrupting holiday travel across the country, but things aren't looking too bad at sfo for now. so far, six flights have been canceled with 45 delays. nationwide, though, it's a different story. according to the website flightaware, there are already hundreds of flights canceled today across the u.s. and thousands more delayed. abc's nicole diantonio has the very latest. reporter. >> this weekend's severe weather causing problems for travelers heading home from holiday destinations. multiple tornadoes were confirmed across three states on saturday. parts of

texas, louisiana and mississippi all experiencing high winds and heavy rain in galveston county. wind damage knocking down power lines. a confirmed tornado in liverpool damaged multiple homes, and another confirmed tornado hit the town of splendora in the town of alvin. this elementary school, heavily damaged. across the street, the roof ripped off this home, the mayor of the neighboring town of manville tells abc he's grateful his town was spared, and says people living in the community are working together to help those most impacted. >> governmental entities are coming together, supporting one another. nonprofit organizations are helping out, and what makes brazoria county so special is that each of us are stepping up to the occasion, doing what we can to take care of our neighbors in need. >> another round of severe weather is in the forecast for the southeast today. the weather complicating travel plans. more than 7000 flights were delayed, with at least another 230 canceled on saturday. nicole d'antonio, abc news, new york.

>> developing news now azerbaijan's president says the passenger plane that crashed in kazakhstan was shot down by russia, but not intentionally. this, as russia's president, vladimir putin, apologized yesterday for that deadly plane crash. but putin did not take any responsibility. abc news reporter ines de la cuetara has the very latest. >> as investigators comb through the crash site where the passenger plane went down. a stunning statement from the kremlin russian president vladimir putin apologizing but not taking responsibility for the crash. the azerbaijan plane crashed in kazakhstan christmas day. experts from around the world have been pointing fingers at russia, blaming russia's anti-aircraft defense systems for damaging the plane. russia has been locked in aerial combat in the area, and its almost three year long war with ukraine. but while putin apologized for what he called a tragic incident in russian airspace, he did not accept blame for the crash. the head of russia's aviation agency blaming ukraine, saying the situation in the grozny airport area was

rather complicated on that day. and at those hours, ukrainian drones were conducting terrorist attacks on civilian infrastructure. lieutenant colonel friedrich koga was a ballistics expert on the investigation that determined malaysian airlines flight mh17 was shot down by russian forces in ukraine in 2014. >> if you look in detail to the pictures, these are all inwards oriented punctures, meaning that something from the outside went inside. so this is not the typical damage that you see simply due to an aircraft crash. >> 38 people were killed in the crash. miraculously, 29 people survived, some able to walk away from the wreckage, others in the hospital now speaking out. vafa shabanova saying about 20 or 30 minutes after takeoff she felt two explosions. a crew member says he heard three thuds above grozny and noticed he was injured. he says in the left arm, i don't know what touched me. i just looked and saw blood. but the conversation cut short, he says. i have to turn my phone off. they're not allowing me to

morning. quick soaking rain is bringing the last storm of 2024 with gusty winds and a flood watch for the north bay. and then how about a frost advisory through tonight and tomorrow morning? look at the moderate to heavy rain from napa. right now you can see the yellows from yountville american canyon highway 12 back through sonoma and sears point. and then as we get towards highway 37, this is the area that we don't need any more rain. we're seeing runoff, some potential flooding on the roadways, ponding there and then off the coast into san francisco. it's light rain, but more moderate rain moving in in the next 1515 to 30 minutes. and as we look at the lighter returns from five 8-80 to livermore, this too will fill in down into 680 and 880 from

fremont. light rain, but you two picking up anywhere from about a quarter of an inch today. and along the peninsula from pescadero. looking at that rainfall, santa cruz mountains could pick up upwards of a half an inch of rain. so a level two through 11:00 downpours, gusty winds, the rain shadow effect of the south bay really obscuring you from the heavy rain and the wind. but everyone else looking at a really quick mover that in the next 2 to 3 hours will cause some problems. in sonoma and napa. this will be downgraded as we get to about maybe noontime, but we've got some poor drainage, maybe some objects flying around here with the winds where they could gust as high as 45 to 50 miles an hour. so we've got that vigorous cold front bringing temperatures into the 60s out ahead of it with the gusty southerly winds and then a quick turnaround to dry north winds behind it. so anywhere from 7 to 11 degrees warmer winds up to 32 miles an hour. santa rosa, napa over 25 sfo. perhaps some problems there.

look at marin county, 54 mile an hour wind gusts. you go up above 500ft. so we're really getting into it in the north bay and the breeze takes us through the afternoon. but look at the wind shift. so we'll see the front push through 9:00 and then behind it the northerly winds. and then looking at the cold breeze and then the winds dialing back for a frosty night tonight. there's a look at the cold front 7:00 8:00 pushing through the bay. and then it's behind us with sun coming out by noontime. it's a dry afternoon and we'll be looking at rainfall rates from the next 2 to 3 hours to about a third of an inch in hayward, redwood city, only about a 10th in the south bay. and as we get towards the santa cruz mountains, you could see about a half inch. finally, the snow coming into play. it's in the 40s now in the mountains, but with this colder air in place, we'll get around 4 to 5in. from south lake to tahoe city. we are breezy throughout the afternoon in the upper 50s. these afternoon highs will feel cooler with the breezy winds,

but we're dry. and then from 2:00 to 9:00 monday morning, temperatures as low as 32 degrees. so for the next few hours it's rain. wind, possible flooding level two system. and then we're into a nice afternoon. monday cold start. the coldest day of the year could be tuesday morning, new year's eve, where temperatures will drop off into the 20s. and then for the first day of 2025, it's sunny. we'll wake up with fog as well though, so be could be kind of stubborn the next few days with all the wet pavement. then we're dry for the second half of the workweek and then monday night football as well tomorrow. >> all right. so for today though, to highlight the timing downpours through 11:00 you said. and then the powerful wind gusts through 3:00. >> that's right i think the wind the rain will lighten up significantly by about 10:00 by ten. >> okay. good to know. and this just in the faa issued an advisory due to fog and winds around sfo causing some delays between 1 and 3 hours. so check your flight. you know, for those

of national mourning. number three antioch police have lifted a lockdown that was issued overnight. it was in effect near country hills drive in noel park circle right around 10:00. no further details have been released. and number four, a crash involving two bart patrol vehicles and a medical supply car sent four people to the hospital, including three police officers. >> i was in the bart station at the time, heard a very loud noise, saw it from the top. there were two cars, one police car, and the car that hit him had run into the bus stop here and collided with the pillars. >> it happened at seventh and mandela parkway, which is right in front of the west oakland station. the extent of all the injuries is unknown at this point. number five, today, oakland celebrates the fifth night of hanukkah with a new menorah at lake merritt. this 15 foot menorah replaces the one that was vandalized last year and tossed into the lake. the celebration starts at 430. and
