hospital, including officers. what witnesses saw and heard. then a new menorah to mark the fifth night of hanukkah. the celebration tonight after last year's vandalism incident at lake merritt. good morning, everybody. you're waking up to a level two storm moving through the bay area as we speak, prompting some power outages, strong wind gusts, and we know flood watches and advisories across several bay area counties. >> yeah, that's right. we have had excessive rain, gusty winds on saturated soil. and as we start out with live doppler seven right now, you can see some of the areas lit up in yellow the past hour and taking you into the heavier rain right now around dublin and 680 pleasanton looking at moderate rain as we head down towards the santa cruz mountains. a half an inch of rain already. and so your advisory is until 1145, while further north we're going to see this rain lighten up quicker, but redwood city is soggy. 280 and more rain behind the cold front from napa to

vallejo this morning. so looking at this level two system allowing for rainfall rates to increase with the heaviest rain as it pushes through the santa cruz mountains and the east bay. and here's a look at our advisories from alameda to marin. also sonoma and boulder creek here until 1030. a flood watch for marin, sonoma and napa. throughout the mid-morning hours. we have saturated soil, gusty winds, and so that soil can't take any more moisture. so with the wind, we're looking at the possibility of some landslides, trees coming down and the gusts now just under 30 miles an hour at sfo. but the delta is at 30 miles an hour. and we have fog out there over a mile, visibility at best in the city and in novato. here we are at about 9:00. you can see the heaviest rain in the east bay by 1030, still in the south bay, breaking out into sunshine and some cold northerly winds this afternoon. steph. >> all right lisa thank you. developing news out of south

korea now where a passenger plane burst into flames. alt two of the 181 people on board died in one of the country's worst aviation disasters. first, a warning. the video about to be shown may be hard to watch as it captures the moments of this crash. as you can see in this clip, the plane skidded off the runway and then slams into a concrete fence, erupting in flames. this happened at an airport about 180 miles south of seoul. 179 people died in this crash. emergency officials say the landing gear appears to have malfunctioned. the focus now is examining flight data and the black box that was recovered from the site. officials are also looking into whether a bird strike played a role in this. south korea's acting president has declared a week of national mourning. the south korean airline involved in the incident operates an all-boeing fleet. boeing has since released the following statement, saying, we

extend our deepest condolences to the families who lost loved ones and our thoughts remain with the passengers and crew. back here at home in the east bay, there's a mandatory evacuation order underway in san leandro right now because of a gas leak. you can see the area pinned shortly on this google map. it's happening in the area of washington and lewelling. if you live west of washington, you're being asked to evacuate right now. and if you need a place to go, police have indicated the marina community center or the san leandro senior center is open. now we're learning new details about what prompted a shelter in place order in antioch last night. police say a man barricaded himself inside a home near country hills drive and noel park circle after he shot his girlfriend. >> this is the antioch police department. exited residence with your hands up. >> police say the responding

officers spent several hours trying to de-escalate the situation and take the suspect, 30 year old marlon wheeler, safely into custody. they say when a swat team entered the home, wheeler was no longer there. he is considered armed and dangerous. and if you know anything about his whereabouts, you're asked to call police. the victim and her three children are safe, and the shelter in place order has since been lifted in oakland. now, four people were taken to the hospital, including three police officers, following a crash involving two bart patrol vehicles and a medical supply truck. it happened at seventh and mandela parkway, which is right in front of the west oakland station. the extent of all the injuries is still unknown. abc seven news reporter anser hassan spoke to witnesses. >> a multiple vehicle crash involving bart police blocked the intersection of mandela parkway near the west oakland bart station late saturday afternoon. >> it was like a big erupted

noise, like it sounded like a skirt. and then you heard a boom like janis green and her mom saw the accident from their apartment. >> green says people from her building rushed out to see what happened and to help. green says she saw a police officer crawl out of his car. >> he brought the stretcher to. they had like three ambulances and then a tiny ambulance right there to the people on the stretcher. >> do they look like they were passengers in the car or the police officer? >> there was one police officer that i know for sure because i saw him come out the car, but the other two i don't know. >> bart and bart police did not return requests for comment. >> that was three vehicles involved, two bart pd. >> but in an email to abc7 news, oakland police did confirm that two bart police patrol vehicles were involved. the oakland fire department, which also responded to the accident, says three officers were taken to the hospital. a fourth person who was in the medical supply vehicle was also hospitalized. >> people got to slow down when they drive in west oakland. >> igor duncan is another witness. residents say this is a

busy intersection and that drivers often speed through yellow lights. duncan saw the crash from the bart platform. >> i was in the bart station at the time, heard a very loud noise, saw it from the top. there were two cars, one police car, and the car that hit him had run into the bus stop here and collided with the pillars. >> police don't know if alcohol or drugs were a factor in oakland, anser hassan. abc seven news. >> in the south bay, a suspect was arrested for manufacturing and selling ghost guns. ghost guns are homemade guns that do not have a serial number and therefore cannot be traced. police in san jose say detectives discovered a social media account in late october, used to buy and sell these illegal guns. the suspect was also importing high capacity magazines from florida and nevada to sell here in san jose. the high surf advisory in the bay area expired around 4:00 this morning. the dangerous conditions were impactingus beaches from santa cruz north to

bodega bay. the advisory came after a week of powerful waves and dangerous surf. waves were breaking between 20 and 30ft near san francisco's ocean beach yesterday. swimmers and surfers were urged not to risk their lives entering the very dangerous waters. >> just looking at the sheer power of the ocean behind us. it's cold, it's rainy, it's slippery. we're asking folks to just please stay away from the waterline. >> last monday, a portion of the santa cruz wharf collapsed during high surf, sending three city workers into the water. all were rescued safely. the wharf is closed indefinitely while engineers assess its structure. now you can follow along as the forecast evolves with the abc seven bay area app. it gives you access to the same live doppler seven lisa and our weather team use. we'll also send alerts with breaking news updates and we have plenty of them this morning. lisa, how's it looking out there? >> yeah that's right. well, we're taking you down to santa

. >> amid intensifying concerns over the spread of bird flu. efforts are underway at marin humane to protect both animals and people. >> we have our staff on sort of medium to high alert, not quite the high alert yet here they do everything from taking in surrendered pets to sending crews out into the field. because we have animals. service officers out investigating complaints and cruelty and reports. we have to be really careful about taking in birds. any sort of fowl, animal, any sort of wildlife handling, meaning precautionary measures are already in place, making sure they use protective clothing and protective gear when handling, uh, birds, wildlife, bringing them in. they're concerned means also reaching beyond the birds as far as the cats go, because that's now a concern is we definitely monitor the health and well-being of all animals while they're under our care. >> this week in oregon, a house cat died from the disease after eating pet food that tested positive for bird flu, prompting the portland based company to

issue a nationwide voluntary recall. >> we do have many reports of cats acquiring bird flu, predominantly from raw food sources. so this goes with raw milk as well as raw meats. the medical experts encouraging people to keep their cats away from a raw diet and to consider keeping them indoors for now and be on the lookout for symptoms of the virus. clinical signs we're looking at would be loss of appetite, lethargy, fever, severe depression, runny nose, gunk in the eyes, respiratory signs and lastly, neurologic signs. meanwhile back at marin humane, they have a message for would be adopters. >> we would encourage people not to be cautious about adopting, emphasizing it is safe to pick out one of these friendly little faces for yourself or your family. shelters all around the bay area are filled with animals that really would do well being in a home. >> tara campbell, abc seven news

no word yet on who's holding that mega millions lottery ticket worth more than $1 billion, but the owners of the store that sold it are ready to cash in. >> the winning ticket was bought at a convenience store in cottonwood. it's a remote area just south of redding. the owners will get a $1 million retail bonus for selling that winning ticket. there was uncertainty, and so it was like, did we really sell it? >> um, you know how much do you think we're going to get? i would say there was a little bit of nervousness too, for some reason. but, um, a lot of overwhelming excitement. >> the owners wrote on the store's facebook page, quote, here's to dreams coming true and the wonderful people who make cottonwood so special. congratulations to them very exciting. well, caltrans fully electric feet will ring in their first new year's eve with free rides for all passengers. the trains, which debuted in september, will be free starting

at 8:00 tuesday night until the last train leaves san francisco at 2 a.m. muni will also be free, and there will be additional service after the fireworks to the caltrain station at fourth and king streets. caltrain will operate on a regular weekend schedule on new year's day today is the fifth day of hanukkah. happy hanukkah last year, you may remember oakland's largest menorah was destroyed and thrown in lake merritt, but this year there's not one but two new menorahs helping oakland celebrate. here's abc seven news reporter lena howland, and this was the sign that was in the lake. >> it was floating in the lake when we found it. a sign of resilience and hope on proud display outside of the chabad jewish center of oakland. >> this is the same menorah that was destroyed and thrown into lake merritt during hanukkah last year. >> we were able to, um, get some great volunteers locally here, um, to put together piece by

piece to bring it back to the way it was. >> rabbi david koski has been the director of the chabad center for 18 years. but in the last year, he says anti-semite ism has grown over the summer, at least one person was caught on camera throwing rocks at the center's windows on multiple occasions since then, the center has replaced windows and installed new security cameras and a metal vestibule. >> once you get access into the first door, then you get questioned again, and then you go through the second door. so it's an extra layer of protection. >> the vandals were never caught, but rabbi koski says police investigated each incident as a possible hate crime. in the year after the october 7th, 2023, attack in israel, the anti-defamation league reported more than 10,000 anti-semitic incidents across the u.s. >> i think it's even more important this year to show show you jewish pride, show the pride of love, of the light over darkness. show the pride of this beautiful oakland symbol of the menorah and then show that we're

theme of day three. participants lit a candle, poured offerings, and honored their ancestors. kwanzaa is a seven day celebration of african american traditions from december 26 through january 1st, turning to weather now we have a lot to get to this is a live look outside from our mount tam camera. marin is one of four counties currently under a flood watch and flood advisory. this morning that, paired with gusty winds, is serving up a strong level two system. lisa is tracking for us. lisa with the latest yes, yes, that is certainly right steph. >> we're looking at some flooding around alameda county, crow canyon road. so this rain coming down quickly and it's moving out quickly as well. but unfortunately the ground can't absorb it. and we're looking at over a half inch of rain here already in the santa cruz mountains. this flood advisory goes to 1145. and taking you up into the east bay right now, where we're also looking at some flooding. here you can see seventh street light to moderate rain out towards 580. the

peninsula awfully soggy for you back westward at 880 in union city. and here's 280 where we're looking at some of the heavier rain just west of 280. so be careful out there. it is really slippery, the san ramon valley, and you can see the back edge of it already in the north bay, but still some heavy downpours from san rafael. marin county until 1015. and right here are all the advisories from west of petaluma, central sonoma, southeastern marin, northwestern alameda and santa cruz, which all have the advisories. so this level to packing a punch, moving out in the next two hours, and bringing upwards of a half inch to three quarters of an inch, ponding on the roadways and looking at our flood watch, marin, sonoma and napa as the soils can't take any more water. so you add in 30 to 40 mile an hour wind gusts and we could see some of those trees come down and the surface winds are quite gusty as well. at the airport, over 30 miles an hour, up to 40

miles an hour. in novato, the upper elevations, they've been over 45. at oakland, there's a look at a wet tarmac sfo, still 60 miles in san jose. temperatures coming down this afternoon as gusty north winds replace those southerly winds. it is 56. in santa rosa, only 54 in petaluma. so already we're beginning to erase that warmth that we had overnight in the north bay. so hour by hour notice in the next 30 to 40 minutes, the rain is progressive. it moves to the south and the east, still along the peninsula and the south bay through about 1030 and then 11:00. it's exiting the south bay. and we do need the rain in the south bay, but unfortunately it's coming down awfully quick. so we're going to pick up anywhere from about a 10th to 2/10 from the peninsula to and the santa clara valley to over a half inch in some spots where that rain is just a ponding a little bit. there around san ramon valley, perhaps a third of

an inch or better around livermore. and you can see the end coming into play here up in the north bay winds quite gusty there out of the south right now, peninsula and south bay, they're switching to a northerly component. we picked up two inches of rain in mount tam and already those north winds moving in. and that's going to allow for that cool air this afternoon setting us up for a chilly night overnight highs today. we've probably reached them already in the lower 60s. then we have our frost advisory overnight from two in the morning to nine in the morning. the coldest morning we could see is on new year's eve. so we are not done with this wild weather. the accuweather seven day forecast calling for the rain exiting by about 11 12:00. then we're in to a frosty night. a cold monday morning, a cold new year's eve. temperatures could be as cold as the 2040s on tuesday morning, then it's a bright and sunny new year's day. notice. the rest of the week is dry and come. we'll be right back. so wrap up

the rain with live doppler seven now on the abc seven bay area streaming app. >> welcome back. building a better bay area means having safer streets in san francisco, and despite all efforts to eliminate traffic deaths, the city has already surpassed last year's numbers. abc seven news building a better bay area reporter leanne melendez, shows us why. that's expected to get better in the future simple drive 11 miles over the speed limit in san francisco and soon you will receive a ticket in the mail for $50. >> like here at the embarcadero, where the posted speed limit is 30 miles an hour. >> if a car is traveling at 41 miles an hour or more over the speed limit. the owner of that vehicle will receive a citation . >> the faster you are caught driving, the more expensive the ticket can. cameras will be installed by february or early march 2025 at 33 locations that

have had the most reported accidents related to speeding. for example, the san francisco municipal transportation agency found that the worst location for speeding was this section of geary between seventh and eighth avenue. they calculated. that 4440 cars were driving at 11 miles over the speed limit in a single day. i bet you are asking how do they know that this section has so many cars driving at least 11 miles over the speed limit? if no cameras have been installed yet, we were wondering the same. here's how they did it a few months ago. pneumatic tubes like these were placed at that location to count the number of cars that were going through there, as well as how fast they were going. you calculated that you get 4400 people going past that speed

limit. so i'm just going to do the math here. so times 50 at least drive $50. that's at one intersection in one day. that's a lot of money. >> it sure is. where you could. >> what are you going to do with that money? >> all the money? uh, first it will go to covering program expenses. the cost of us for running this program. uh, after that, it's all going to traffic calming in the city. wait. >> traffic calming devices include improving crosswalks. no turn on red signs, adding delineates staggered track lights. and the most recent addition is daylighting, which means you can't park within 20ft of a crosswalk. this allows the driver to see the pedestrian before they get to the intersection. here's something we've noticed. i've been driving about 2 or 3 blocks now, and i have yet to see a speed limit

sign. do i know if i should be driving 25 or 35 miles an hour? i don't know. are you going to increase those speed limit signs? yes a number, yes. >> we will be posting more speed limit signs. so there's no confusion about what the speed limit is in an area. and specifically near the speed cameras will have a special placard that goes on the speed limit sign that says photo enforced. >> arizona based verra mobility will install the cameras with several privacy protections for privacy and security right. >> we make sure that the what only is captured is the plate. no, the vehicle, not the back of the vehicle, no faces. it only captures that plate. >> the other 32 locations are expected to also bring in a lot of citation. but that's not the end game. according to the advocacy group walk san francisco go, there's a 25% chance of someone dying if hit by a car traveling 25 miles an hour. but that number increases

flood advisories and for counties. yeah. and then it's out of here. yeah. so it all comes down within a two hour period. >> and that's creating the flooding over in the east bay and alameda county. and as we go in closer, you can see the heavier rain as we take you over there around highway 84 and fremont, newark, 8-80, union city, sonoma and over a half inch of rain in the santa cruz mountains. ben loman, scotts valley it's beginning to break up a little bit on the peninsula, but still soggy on 280 there and further to the north, we've got the downpours from pacheco. concord also towards kensington and berkeley, and highway for the north bay. well, good for you that the rain has stopped, but the flooding is going to take a little bit longer to have those waters recede. so the downpours, the gusty winds, the flooded roadways, you can see from marin county over to northwest alameda county, west of highway one near petaluma, central sonoma, down through the santa cruz mountains, boulder creek, and then this flood watch for marin, sonoma and napa for the next

just in from the national weather service. there is some flooding in the area near the cesar chavez exit, so keep that in mind. some vehicles are swerving to avoid the lanes so if you can stay home, i would right now it's not a good time to be on the roads. the storms are really disrupting holiday travel across the country. at sfo this morning, there is still an advisory in effect that is implementing a ground delay due to the wind and fog in and around this area. it's anywhere between an hour to three hours. so far, six flights have been canceled and more than 170 other flights have been delayed. nearby at oak and san jose bonita, we are also seeing nearly 80 delayed flights combined nationwide, though it continues. according to the website flightaware, there are already hundreds of flights canceled today across the u.s. thousands more delayed. abc s nicole d'antonio has the very latest on this weekend's severe weather causing problems for

were delayed, with at least another 230 canceled on saturday . nicole d'antonio, abc news, new york. developing news overseas now. >> azerbaijan's president says the passenger plane that crashed in kazakhstan was shot down by russia, but not intentionally. this, as russia's president, vladimir putin, apologized yesterday for that deadly plane crash. but putin did not take any responsibility for it. abc news reporter inés de la terre has the very latest as investigators comb through the crash site where the passenger plane went down. >> a stunning statement from the kremlin. russian president vladimir putin apologized, but not taking responsibility for the crash. the azerbaijan plane crashed in kazakhstan christmas day. experts from around the world have been pointing fingers at russia, blaming russia's anti-air defense systems for damaging the plane. russia has been locked in aerial combat in the area in its almost three year long war with ukraine. but while putin apologized for what he called a tragic incident in russian airspace, he did not

accept blame for the crash. the head of russia's aviation agency blaming ukraine, saying the situation in the grozny airport area was rather complicated on that day and at those hours, ukrainian drones were conducting terrorist attacks on civilian infrastructure. lieutenant colonel friedrich koga was a ballistics expert on the investigation that determined malaysian airlines flight mh17 was shot down by russian forces in ukraine in 2014. >> if you look in detail to the punctures, these are all inwards oriented punctures, meaning that something from the outside went inside. so this is not the typical damage that you see simply due to an aircraft crash. >> 38 people were killed in the crash. miraculously, 29 people survived, some able to walk away from the wreckage. others in the hospital now speaking out. saying about 20 or 30 minutes after takeoff, she felt two explosions near about $30. a crew member says he heard three thuds above grozny and noticed he was injured. he says in the

towards pleasanton. we've got a lot of wet weather and then up further to the north we are looking at still more wet weather around pleasant hill and the peninsula. things are starting to break up a little bit. you'll notice, but still around half moon bay, san mateo, wetrillionoadways and then up towards emeryville. we've got a shower pulling out of berkeley there and albany, but still looking at oakland avenue there with some soggy conditions. and you add in those 30 mile an hour winds and the rainfall coming down at a quick pace. and that's why we have the flood advisories from sebastopol, sonoma, marin, alameda and santa cruz, santa cruz, that one lasts until 1145. but this will be lifted and this will be a really nice afternoon. after we get through about noon time, when the rain rates will really come down quickly and you can see what's left of our flood advisory through southern marin and up to the north there. so the winds are quite gusty still and they're going to switch

around to the north. so southerly winds ahead of the front kept us in the 60s all night long. now we're beginning to see those breezy north winds up elevations over 40 miles an hour. mount tam, the east bay hills. check a look at. take a look at. okay, where it is certainly miserable out there. right. 60 degrees in san jose and blustery winds coming into play throughout the afternoon. just 54 in petaluma. so i think we've reached our high temperatures and temperatures throughout the rest of the afternoon. even with some sunshine seen going to be pretty cool out there. so look at the next couple of hours, 10:00 through 11:00. we're slowly beginning to see this rain and the gusty winds move out of the area. moderate snow in the sierra nevada, and we will be looking at the winds backing off all together overnight. and that's going to bring in the frost into monday morning and tuesday morning. so here's a look at those totals as we end the rain in the next one hour or so. a third of an inch san mateo with about the same in concord and lessen that in the north
