and a silicon valley congressman is calling for reforms of a worker visa program that's popular in the tech industry and causing a rift among republicans. abc seven news starts now. >> from abc seven live breaking news. >> we begin with that breaking news, the passing of jimmy carter at the age of 100. the carter center says he died peacefully today at his home in plains, georgia, surrounded by family. thanks for joining us on this busy evening. i'm j.r. stone. carter lived longer than any other u.s. president and was a celebrated champion of human rights. abc news reporter karen travers has a look at his remarkable life. >> when americans elected jimmy carter the 39th president of the united states, it was a vote for something new. it was a vote for >> so help me god. congratulations. >> james earl carter was born in plains, georgia, october 1st, 1924. in 1946, he graduated near

the top of his class at the u.s. naval academy. married rosalynn smith and served in the nation's developing nuclear submarine program. he returned to georgia to run the family business, a peanut farm, and launched a political career that took him from the local school board to the governor's mansion. >> jimmy carter do solemnly swear. >> then in 1976. >> my name is jimmy carter, and i'm running for president. >> carter defeated gerald ford in a race for the oval office. carter's single term was marked by a lagging economy and a nationwide energy shortage. inflation climbed to 15% in 1980, and carter's approval rating plunged. he blamed the nation's problems on what he called a malaise in the american spirit. >> it is a crisis that strikes at the very heart and soul and spirit of our national will. >> internationally, president carter was influential in efforts to make peace in the middle east, encouraging a treaty between israel and egypt with the camp david accords. but the event that seemed to doom his presidency was the taking of 52 american hostages at the u.s.

embassy in iran. they were held for 444 days. released just hours after carter left office. yet carter launched a post-presidency that many would consider more productive than his four years in office. in 1981, he established the carter center, sponsoring programs to promote human rights in the third world and monitoring elections in developing democracies. the former president and his wife volunteered their time and energy building low income housing for habitat for humanity. in 1997, carter was asked about his legacy. >> i would hope that that 50 years from now, whatever, that people would associate the words peace and human rights with my name. >> it was this work that in 1999 earned him the presidential medal of freedom, and in 2002 the nobel peace prize, leaving many americans remembering him best for his achievements after the white house. karen travers, abc news. >> abc seven weather anchor spencer christian has known jimmy carter since the late 80s,

and i want to start by saying my condolences go out. oh. thank you. thank you. jimmy, you first met him on good morning america, and we'll get to that in a moment. when did you last see jimmy carter and how did he look? >> the last time i saw him was in 2019, at his 95th birthday celebration, a joint celebration of his birthday. and mrs. carter's 92nd. and i was invited to emcee that event. wow. and he looked good. he really did. yeah. >> he was able to last all the way to 100. describe meeting him on good morning america. >> so i was sent to interview president carter, former president, in 1988, on the grounds of the carter presidential library. and he was out running, doing his morning run with the secret service agents, ran up to where i was setting up the camera, and he goes, hi, spencer. i'm jimmy carter. as if i needed an introduction. and the next thing he said was, the carter family really appreciates how kind you were to billy, his younger brother, when you interviewed him years ago, because a lot of people in the media made fun of billy carter, but i allowed him to keep his dignity and the fact that the president would express

that word of thanks to me for just a kind gesture was very, very touching. >> you build a friendship with him over the years. how did that how did that happen? and he was so active even after his presidency. and that's what really made him special. >> absolutely. well, i worked with the carters a couple of times on habitat for humanity and did live broadcasts for good morning america on those locations. i interviewed him a couple of times on release of new books. he authored about 40 books. in 1999, the year that i moved here, i was invited to emcee his 75th birthday celebration in americus, georgia. that went quite well. >> and you said there are a thousand people or so. >> yeah. yeah. it was a black tie event held in an old auditorium there. dignitaries from all over the world and members of congress, diplomats, media. it was amazing. and then i was invited back 20 years later for his 95th. but in between those two occasions, i also interviewed him a couple of times on the

release of various books that he wrote. >> i know we're sort of out of time here, but definitely somebody who is special to you. >> oh my gosh. very special to me. when jimmy carter smiles at you, you feel like smiling, too. >> well, thank you so much, spencer. sorry for your loss. we'll talk more about this online. >> j.r. yeah. >> today, speaker emeritus nancy pelosi is responding to the passing of jimmy carter. in a statement she said, quote, as president, his work to restore integrity to the political arena during a difficult chapter in our history was a testament to his firm faith in the sanctity of public good, which he always placed above his own. we also caught up with san mateo environmentalist robert coughlin. today. he worked in the environmental protection agency under carter's administration. coughlin says he met carter years earlier, when he was trying to stop a dam from being built on the stanislas river. after that, carter told him he was thinking about running for president, and then took him back to the airport the next day. >> and he said, can i call you again? i said, sure, i'll stick

with you until you lose. well, i'll stick with him forever. he's a wonderful man. >> coughlin described carter as an honest, compassionate, intelligent and strong man. we'll have a closer look at jimmy carter's life and legacy. you can watch jimmy carter a full life. a special edition of 2020 here on abc seven, starting tonight at 10 p.m. a fast moving storm swept through the bay area today, dumping a lot of rain, causing flooding in parts of the north bay. abc seven news reporter cornell bernard shows us much of the rain had nowhere to go because the ground is so saturated. >> an overnight storm drenching the north bay, where the ground is already waterlogged. some vineyards in the russian river valley are under water. flooding from a swollen creek inundating mark west station and starr roads in windsor with more than a foot of water closing both roads to traffic because it's too dangerous to drive through. this intersection has flooded before, during past storms and

as you can see, it's done it again, looking more like a river. >> it has been a very wet month. >> santa rosa fire marshal paul lowenthal says it's no wonder why creeks and streams are rising fast. >> that's why we're seeing a lot of those relatively quickly issued flood watches, flood advisories for the national weather service just because of how saturated the soils are. following the back to back storms we received this year that we do typically now get those rapid rises in streams and creeks with the rainfall that we receive. >> rain making for some dangerous driving causing spinouts like this one in santa rosa and in the east bay. moraga police say slick roads may have contributed to this crash on saint mary's road, where a driver lost control hitting this roadside. luckily, nobody hurt. in walnut creek, rain water was running off and umbrellas were up across town. >> we're trying to put away before the next rain. >> rain bringing challenges for vendors and shoppers at the sunday farmers market in sebastopol. thank goodness for tents. >> i've been here holding down

still no word from investigators on the cause of a crash involving two bart patrol vehicles and a medical supply vehicle in oakland. the crash happened yesterday afternoon at seventh and mandela parkway, right in front of the west oakland bart station. three bart police officers and one other person are recovering from injuries. all four had to be taken to the hospital, but the extent of their injuries is still unknown. one witness says she saw a police officer crawl out of his crashed car. >> they had like three ambulances and then a tiny ambulance right there to the people on the stretcher. >> do they look like they were passengers in the car or the police officer? >> there was one police officer that i know for sure because i saw him come out the car. >> one vehicle came to a stop on top of a fire hydrant and nearly struck a crowded bus shelter. a visa program commonly used to recruit tech workers is under scrutiny. and now a silicon valley congressman throwing his support behind reforming the

degrees in san francisco, right now, 58 at oakland and hayward, 60 at san jose, mid-fifties at redwood city and half moon bay. skies are clear now at the golden gate, 55 degrees up north at santa rosa, petaluma 52. that's our chilliest location right now. most other locations napa, fairfield, concord and livermore in the mid 50s. here's our forecast animation going into the evening hours starting at 6 p.m. notice clouds will continue to move out of the bay area. it will be clear overnight that's going to allow for radiational cooling. temperatures are going to drop sharply, and it's going to be quite chilly in the overnight early morning hours. in fact, a frost advisory will be in effect from 10 p.m. tonight to 9 a.m. tomorrow for all of the bay area except the city of san francisco and the peninsula coastline, temperatures will drop as low as 32 degrees. and of course, frost can kill sensitive plants and other vegetation. overnight, clear skies look for lows down to about 32 at santa rosa, 31 at lakeport. we'll see a mid to upper 30s in places like morgan hill, livermore, concord and low 40s near the bay. and then
