weather anchor spencer christian. >> speaking of the weather, a chilly final monday morning of 2020 for some parts of the bay area under a frost advisory overnight. we're looking ahead to your new year's forecast. and good morning to you. glad you're with us on this monday, december 30th.us on this monday, december >> welcome back reggie. thank you. yes. we're going to begin with a check of the weather with drew. >> so it is chilly out there this morning. we are done with the rain that we had over the weekend. we have a nice afternoon on the way, but we have to deal with some cold temperatures out there right now. live look from the exploratorium camera. the embarcadero center lit up for the holiday season. we have clear skies up above. a little bit of patchy fog developing in the valleys of the north bay, but for most of us, we have clear skies. a huge portion of the region underneath this frost advisory this until 9 a.m. this morning. so a lot of us dealing with these chilly temperatures, we're talking numbers in the 30s and low 40s out there right now. so certainly you do want to bundle up 38 in santa rosa. currently we're down to 48 in the city. a cool 46 in san jose. a cold 39 right now in

livermore. just a little bit of slowing. there are one kind of, i would say minor incident. we have a stalledg rig at the slow lane of the san mateo bridge toll plaza. they are waiting on an extra heavy duty tow truck to get that rig out of there, but i'm not seeing any slowing at this hour. >> thank you sue. now to the tributes for former president jimmy carter, who died yesterday at 100. you're looking live at the white house. president biden ordering all flags on federal public buildings and grounds to be flown at half staff for the next 30 days. he has also set a state funeral and national day of mourning. that's going to be january 9th. reaction has been pouring in as news spread that america's 39th president passed away. jimmy carter spent his life, half his life, serving the american people. he was 52 when he became president and served just one term in the white house. and in the years after his presidency, he continued to serve the american people. president biden, addressing the nation last night, talking about carter's legacy of service. >> what i find extraordinary

about jimmy carter, though, is that millions of people all around the world, all over the world, feel they lost a friend as well, even though they never met him. and that's because jimmy carter lived a life measured not by words, but by his deeds. >> president elect donald trump acknowledged their political differences before writing. he did everything in his power to improve the lives of all americans. and for that, we owe him a debt of gratitude. >> abc seven weather anchor spencer christian knew president carter for decades. here are some of his recollections from the past 30 years. >> jimmy carter is perhaps the most deeply committed and most humble public servant i've ever met. this is candidate carter arriving at sfo for a 1976 campaign stop. less than a month later, he would be elected president. after leaving office, jimmy carter became america's most active ex-president, devoting his life to humanitarian causes. he's perhaps best known for his work

with habitat for humanity. in 2013, at the age of 89, he came to east oakland to help build homes for low income residents while washington fought over the budget. >> if they could just see what happens on a habitat project and use that same pattern in washington, with everybody working together toward a common goal, i think that would be a wonderful development. >> i asked him about his work with habitat during an interview for abc seven. the reactions of people watching the president, hammering nails and working on the home that they were going to live in, it was amazing. >> and it's amazing to me to see them working on their own house even harder. >> you know, his humanitarian efforts continued at the carter center, which eradicated guinea worm disease and helped reduce the spread of hiv and aids. the center is now working to rid the world of at least six other diseases. he was also among the first to warn about global warming and greenhouse gases in the late 1970s, and in 2001, he urged california to manage its power crisis. he was a serious,

no nonsense guy, but with a razor sharp sense of humor. i served as emcee at his 75th and 95th birthday celebrations, where prominent people from around the world came to honor him. not bad for a peanut farmer from plains, georgia, who became an american president, a nobel peace prize winner, a prolific author, and a global humanitarian. >> yeah. just remarkable. and that was our spencer christian reporting. more reaction now to the news of president carter's death. vice president kamala harris tweeted her condolences and a statement that says, in part, our world is a better place because of president carter. his life and legacy continue to inspire me and will inspire generations to come. >> house speaker nancy pelosi also issued a statement saying as president, his work to restore integrity to the political arena during a difficult chapter in our history was a testament to his firm faith in the sanctity of the public good, which he always placed above his own. people around the bay area. also remembering carter this morning. abc sen news reporter lena howland

joining us here in the studio with the impact that was felt here at home. lena. >> well, jimmy carter, supporters here in the bay area say there was so much more to his legacy, and a lot of it was built after his time in office here in san francisco. a photo of former president carter has been up above the host stand at john's grill for decades. the owner tells us the grill was a campaign stop while he was running for president. his post-presidential career is probably best known for his ties to habitat for humanity. president carter and his wife, rosalynn, worked tirelessly with the organization, including stops right here in the bay area, worked alongside of thousands and thousands of volunteers all over the world to build homes for those who need a place to live. >> i will always think that it was one of the honors of my life to have been his friend. >> and that was robert coughlin, who you just heard from. he worked for president carter in

time to get out here. we're going to come out here and go from there. >> and the national weather service says rain and snow could return to the region on friday. so if you're planning on driving to the mountains for the weekend, make sure to check for any road closures and chain requirements. people are drying out in the bay area this morning after a fast moving storm swept through yesterday. the storm drenched the north bay, where the ground is already waterlogged in windsor. this intersection was shut down to traffic because of flooding from a swollen creek inundated the roads. firefighters say the rain has nowhere to go because of the saturated ground. >> that's why we're seeing a lot of those relatively quickly issued flood watches, flood advisories for the national weather service, just because of how saturated the soils are. following the back to back storms we received this year that we do typically now get those rapid rises in streams and creeks with the rainfall that we receive. >> the rain made for some dangerous driving, causing spinouts like this one in santa rosa in the east bay. police in moraga say slick roads may have

contributed to a driver losing control and hitting a road sign. they say no one was hurt. >> it was rainy and windy, especially yesterday morning. those storms are now out of here. we have a really quiet week ahead. a live look from our san jose camera this morning. it is chilly out there 46 degrees right now under clear skies. frost advisories are in effect so you may wake up this morning. you get in your car, you may find a little bit of frost on your windshield, may take an extra minute or two to warm up under these chilly temperatures. we do have a little bit of fog out there. very patchy in nature. around livermore and napa. we are down to a quarter of a mile in those areas, but elsewhere we are doing just fine. so those limited areas of fog won't stick around too long. this morning. we have a lot of sunshine on the way this afternoon. looking at the morning planner. it is cold out there. you do want to bundle up temperatures in the 30s and 40s, and we are slow to warm today and in fact temperatures staying below average. get used to the 50s. that's where we will remain throughout the afternoon, a couple of degrees below where we

formation in a deadly christmas day plane crash in kazakhstan. the president of azerbaijan is now accusing russia of shooting down the plane unintentionally. yesterday, russian president vladimir putin apologized for the crash but did not take responsibility. many believe the plane was damaged by russian air defense systems attempting to fend off a ukrainian drone strike near the airport, where the plane was initially trying to land. that's where it was likely damaged before trying to divert to an airport in kazakhstan, where it crashed. >> if you look in detail to the pictures, these are all inwards oriented punctures, meaning that something from the outside went inside. so this is not the typical damage that you see simply due to an aircraft crash. >> 38 people were killed in the crash, 29 survived. several airlines have now suspended flights to russia. a team of investigators from the u.s. is heading to south korea to help figure out what caused a deadly plane crash there over the

weekend. 179 people died when the jet skidded off the runway. here's abc news reporter james longman. >> reporter the horrifying moment tonight, a boeing 737 crash lands at an airport in south korea. watch as the jeju air flight comes in to land with no landing gear deployed, the aircraft skidding at high speed before plowing into a wall and erupting into flames. south korean officials say air traffic control warned the pilots of a possible bird strike. moments later, the pilots issued a mayday call. at least 179 people killed, only two crew members surviving. the ceo of jeju airlines, bowing in apology and amid the grief. tonight, a search for answers. >> it was on its belly and on its engine, skidding down the runway for thousands of feet, and it was still going at least 100 miles an hour. when it goes past the camera, which is at the end of the runway. why it was that fast, why it landed on its belly. all of these are questions that the black box

will eventually answer. >> jeju air is a south korean low cost carrier with an impeccable safety record. the u.s. is sending a team of investigators to south korea. they'll help with decoding both the black box and the cockpit voice recorder, which have both been retrieved. that will hopefully help find some answers on what went so badly wrong. james longman, abc news in london. >> we're learning more about a crash involving two bharat patrol vehicles and a medical transport van in oakland. this happened saturday afternoon at seventh and mandela parkway, right in front of the west oakland bart station. bart officials tell the chronicle the officers were responding to an overdose call with their lights and sirens on when they crashed with a medical transport van. one vehicle came to a stop on top of a fire hydrant and nearly struck a crowded bus shelter. a witness says she saw a police officer crawl out of his crashed car. >> they had like three ambulances and then a tiny ambulance right there to the people on the stretcher. >> do they look like they were passengers in the car or the

police officer? >> there was one police officer that i know for sure because i saw him come out the car. >> three bart police officers and one other person are recovering from their injuries. all four had to be taken to hospitals. the chronicle reports the bart officers have non-life threatening injuries. we don't know the extent of the other person's injuries. caltrans fully electric trains will ring in their first new year's eve with free rides for passengers. the trains will be free starting at 8:00 tuesday until the last train leaves san francisco at 2 a.m. muni will also be free, and there will be additional service after the fireworks to the caltrain station at fourth and king streets. caltrain will operate on a regular weekend schedule on new year's day. >> this morning, we still don't know who's holding the mega millions lottery ticket worth $1.2 billion, but we are nowh hearing from the owners of the store that sold the ticket. you may remember a single winning ticket for friday night's drawing was sold at a convenience store in cottonwood. that's a small town south of

redding. if you've ever driven up i-5, you've driven right by the location where the ticket was sold. sunshine, food and gas is just off the freeway. the owners will get a $1 million retail bonus. >> there was uncertainty. and so it was like, did we really sell it? you know, how much do you think we're going to get? i would say there was a little bit of nervousness, too. for some reason, but a lot of overwhelming excitement. >> yeah, the owners wrote on the store's facebook page, quote, here's to dreams coming true and to the wonderful people who make cottonwood so special. >> i'll tell you, when i jumped at that push alert on friday, i was like, in california. i was like, i was like, where's my bay area? >> stay the bay area. >> then i opened it up. i was like, man, $1 million for that store. >> that's amazing. >> that's huge. yeah. >> no kidding. i wonder if it was someone passing through or it was someone who lived there. >> it could be anyone. >> if they're smart. we'll never know.

pretty big turnout. they offered donuts and latkes for attendees. children got to enjoy games and some arts and crafts. local leaders joined the festivities, including mayor matt mehan, santa clara county district attorney jeff rosen, and some san jose city council members. >> a big piece of jewish holiday tradition that went missing from oakland's lake merritt has now been replaced. abc seven news reporter tara campbell has details on the menorah lighting at the lake, and why it symbolizes rebuilding in more ways than one for jewish citizens. >> baruch atah adonai the lighting of this massive menorah alongside oakland's lake merritt, a symbol of a comeback. >> it's really special, and it's really important. i'm sure you know that last year the menorah got destroyed and thrown into the lake, and in response, the community rallied, replacing the vandalized menorah. >> we're really excited about this. this is a special day because this is the first time, one year later that we're able to light this thing up and to show that we're, you know, we're

in from a growing list of world leaders. carter's onem in office was defined by foreign policy. he brokered a historic peace deal between israel and egypt, but the 1979 iranian revolution caused both an energy crisis in the u.s. and the kidnaping of 52 american hostages, which played a role in his political undoing. after leaving the white house, carter could be found building homes with habitat for humanity even into his 90s. in recognition of his humanitarian efforts, carter was awarded the nobel peace prize in 2002. but carter considered his marriage to rosalynn to be his greatest accomplishment. >> rosalynn say, okay, finally, and staying with me all this long, the couple celebrated their 77th wedding anniversary last year before rosalynn passed away at the age of 96. >> and president biden has ordered a state funeral here in washington, d.c. in the coming weeks. carter's body will then be taken back to georgia, where he'll be laid to rest alongside

>> and spencer christian, not the only local resident greatly impacted by president carter's life and legacy. abc seven news reporter lena howland is here now on how the bay area is remembering the president. >> well, reggie, from campaign stops made here in the bay area several decades ago to the volunteer work he did here locally after his time ine office, it's clear former president carter is leaving behind a lasting impact. robert coughlin worked for president carter in the white house and the federal environmental protection agency. he also went on to write the book called surfer in the white house. he told us he will always think of it as an honor in life to have been carter's friend. he said he was impressed by carter's commitment to the environment and to human rights, and he didn't stop working after the white house. >> if anybody was going to go to heaven, it would have been joe. he's the only american president has been able to use the white house as a stepping stone to higher things. >> we have a third level up at

shortly after there was an emergency shelter at the marina community center, and neighbors say it quickly reached capacity. p-g-and-e's says a gas transmission line was leaking and crews are investigating what caused it. a man who antioch police considered armed and dangerous has been arrested. >> this is the antioch police department. excited residents with your hands up. >> officers say 30 year old marlon wheeler was initially able to get away after he shot at his girlfriend saturday night inside a home. antioch police say wheeler was arrested yesterday after a brief pursuit. wheeler had barricaded himself in his vehicle but eventually surrendered. a firearm was recovered. wheeler's girlfriend and her children were not injured. >> in the south bay, police arrested a suspect for manufacturing and selling ghost guns. ghost guns are homemade guns that don't have a serial number and can't be traced. police in san jose say detectives discovered a social media account in late october, used to buy and sell illegal

guns. the suspect was also importing high capacity magazines from florida and nevada to sell in san jose. >> silicon valley congressman ro khanna and republican senator eric schmitt are calling for reform on the h-1b visa program. >> you shouldn't have lower skilled things that could be done by american workers. you shouldn't have that kind of category in the united states. it shouldn't be for accountants or entry level it jobs. it should really be for exceptional talent. and we can have that balance. and i hope president trump actually looks at that bipartisan bill that would reform this. >> tech companies use the program to hire thousands of workers each year. president elect donald trump previously opposed the program, but has voiced his support saturday, after elon musk posted on social media that he's in favor of it. many conservative republicans who want to see more restrictions on immigration are opposed to the visa program. >> now it's your abc seven

mornings advancer. our way of giving you a preview of things happening today in the bay area. >> first, san francisco police are scheduled to hold a virtual town hall to give an update on the deadly shooting of aate on security guard. earlier this month, officers shot and killed 50 year old peter hodge on december 20th outside of the union square dior store before the shooting, police say hodge hit two teenage girls with his car. this was at sutter and kearney while trying to chase down a man on an e-bike who had scraped his car. the source tells abc seven news hodge eventually hit the back of the delivery driver's bicycle. police say witnesses saw the cyclist run off. hours later, officers shot hodge outside the store, where they believe he worked as a guard. it's still unclear what led up to the shooting. >> tonight the 49 ers host the detroit lions for monday night football. crews worked over the weekend to keep rain from soaking the turf at levi's stadium. you can see these large tarps covering the field. 40 niners fans heading to the game advised to give themselves some extra time to get to levi's.

we're quiet across northern california. southern california. another round of red flag warnings begins tomorrow. some strong santa ana winds. again, southern california has not seen nearly the amount of rainfall we have seen, so they still have some very dry vegetation. our snowpack is doing really well. statewide, we are above average for this time of the year. the northern third doing the best. that's not surprising. that is where the storm track has really been. but all in all, we have a good snowpack for this time of the year. visibility, though, in the bay is a bit of an issue in some areas. napa, livermore right now, some of our problem spots, but it's just very isolated fog around the bay shoreline. we're doing just well with clear skies and chilly temperatures. so looking at the morning planner, we have those temperatures in the 30s and in the 40s. and you notice we don't warm all that fast. we're still in the low 50s close to 10 a.m. so a live look from sutro tower looking lovely out there. we have that frost advisory in effect for most of us until 9 a.m. this morning. so it is a cold start. bundle up.

war. thousands of people are without power today after a deadly and rare december tornado outbreak tore through the south. 38 tornadoes were reported in multiple states from texas to georgia between saturday and sunday afternoon. four people were killed. close to a dozen tornadoes touched down in the houston area alone. more than 300 structures were damaged there, and several people were taken to the hospital. one woman says trees came crashing down on top of her home.
