surprise for this monday morning. we will check on speeds in just a few minutes, but it looks like it's about a 40 minute drive from tracy up and over into a very foggy livermore. so heads up there as well. and we still do have this stalled rig at the toll plaza of the san mateo bridge. not really causing too much slowing. we're waiting for an industrial sized tow truck to get that out of there. >> sue. thank you. now to the tributes for former president jimmy carter, who died yesterday at 100. you're looking live at the white house. president joe biden ordering all flags on federal public buildings and grounds to be flown at half staff for the next 30 days. and he's also set a state funeral, a national day of mourning that is going to be january 9th. reaction has been pouring in as news spread that america's 39th president passed away. jimmy carter spent half of his life serving the american people. he was 52 when he became president and served just one term in the white house. but for the years after his presidency, he continued to serve. president biden, addressing the nation last night, remarking about

carter's legacy of service. >> what i find extraordinary about jimmy carter, though, is that millions of people all around the world, all over the world, feel they lost a friend as well, even though they never met him. and that's because jimmy carter lived a life measured not by words, but by his deeds. >> president elect donald trump acknowledging their political differences before writing. he did everything in his power to improve the lives of all americans. for that, we owe him a debt of gratitude. >> abc seven weather anchor spencer christian knew president carter for decades. here are some of his recollections from the past 30 years. >> jimmy carter is perhaps the most deeply committed and most humble public servant i've ever met. this is candidate carter arriving at sfo for a 1976 campaign stop. less than a month later, he would be elected president. after leaving office, jimmy carter became america's most active ex-president, devoting his life to

humanitarian causes. he's perhaps best known for his work with habitat for humanity. in 2013, at the age of 89, he came to east oakland to help build homes for low income residents. while washington fought over the budget. >> if they could just see what happens on a habitat project and use that same pattern in washington, with everybody working together toward a common goal, i think that would be a wonderful development. >> i asked him about his work with habitat during an interview for abc seven. the reactions of people watching the president, hammering nails and working on the home that they were going to live in, it was amazing. >> and it's amazing to me to see them working on their own house even harder. >> you know, his humanitarian efforts continued at the carter center, which eradicated guinea worm disease and helped reduce the spread of hiv and aids. the center is now working to rid the world of at least six other diseases. he was also among the first to warn about global warming and greenhouse gases in the late 1970s, and in 2001, he

urged california to manage its power crisis. he was a serious, no nonsense guy, but with a razor sharp sense of humor. i served as emcee at his 75th and 95th birthday celebrations, where prominent people from around the world came to honor him. not bad for a peanut farmer from plains, georgia, who became an american president, a nobel peace prize winner, a prolific author, and a global humanitarian. >> more reaction now to the news of president carter's death. vice president kamala harris tweeting her condolences and a statement that says, in part, our world is a better place because of president carter. his life and legacy continue to inspire me and will inspire generations to come. >> house speaker nancy pelosi also issued a statement saying as president, his work to restore integrity to the political arena during a difficult chapter in our history was a testament to his firm faith in the sanctity of the public good, which he always placed above his own.

>> governor newsom issued a statement saying in part, president carter was a man of rare character whose beliefs ran true and ran deep. president carter's candor and compassion, moral leadership, and sense of duty set a standard we all should aspire to, and people around the bay area are also remembering carter. >> this morning, abc seven news reporter lena howland is joining us live in studio with his impact here at home. lena. >> well, amanda, jimmy carter supporters here in the bay area say there was so much to his legacy, and a lot of it was built after his time in office here in san francisco. a photo of former president carter has been up above the host stand at john's grill for decades. the owner tells us the grill was a stop on a on a campaign, on his campaign trail while he was running for president. his post-presidential career is probably best known for his ties to habitat for humanity. president carter and his wife, rosalynn, worked tirelessly with the organization, including stops right here in the bay

heading to the sierra had to deal with treacherous road conditions because of the rain, snow and fast moving winds. the weather didn't stop some people from braving, braving the blustery drive, the visibility in front of you. >> it makes it a little harder, but it's still fun. like i said, we're coming from the bay area, so it's always worth it. we don't have much time to get out here, so on days like this, it's our it's our only time to get out here. we're going to come out here and go from there. >> the national weather service says rain and snow could return to the region on friday, so if you're planning on driving to the mountains for the weekend, make sure to check for any road closures and chain requirements. >> people are drying out in the bay area this morning after a fast moving storm swept through yesterday. that storm drenched the north bay, where the ground is already waterlogged in windsor. this intersection was shut down to traffic because of flooding from a swollen creek inundated the road. firefighters say the rain has nowhere to go because of the saturated ground. >> that's why we're seeing a lot

of those relatively quickly issued flood watches, flood advisories for the national weather service just because of how saturated the soils are. following the back to back storms we received this year that we do typically now get those rapid rises in streams and creeks with the rainfall that we receive. >> the rain made for some dangerous driving, causing spinouts like this one in santa rosa in the east bay. police in moraga say slick roads may have contributed to a driver losing control and hitting a road sign. nobody was hurt. >> 609 in the accuweather forecast. we're done with the rain for the time being. it was a wet weekend. now we have some chilly air overhead. santa rosa right now coming in at 36 degrees, just a light northwest wind at five miles per hour. we do have a frost advisory in effect until 9 a.m. this morning. just a little bit of patchy fog. we've seen a big improvement in napa over the last hour, up to two and a half miles before that, it was a quarter of a mile visibility. still some issues around livermore, but elsewhere we're

doing just fine with clear skies up above. so looking at the morning planner, got to bundle up this morning with those frosty temperatures first thing. and you notice on the planner we don't warm all that quickly. in fact, later on this afternoon we'll keep those temperatures in the mid 50s for daytime highs. here's live doppler seven along with satellite showing you quiet across northern california. we will remain rain free until about friday. so much of the week ahead is going to be a quiet one. looking at the forecast today, that frost advisory early on, we have our sunrise here at 725 this morning. it will be a cool afternoon with temperatures in the 50s. looking at the niners forecast, it's a nice evening with clear skies, but it is chilly by the fourth quarter. we have temperatures already into the mid 40s. just a quick look at new year's eve. it is going to be dry. patchy cloud cover out there, but bundle up tomorrow night as we welcome the new year. temperatures in the low and mid 40s. >> reggie drew thank you bart patrol vehicle crash. the new details. we're learning about the incident that sent four people, including three bart

unintentionally. yesterday, russian president vladimir putin apologized for the crash but did not take responsibility. many believe the plane was damaged by russian air defense systems attempting to fend off a ukrainian drone strike near the airport. that is where the plane was initially trying to land. it was likely damaged there before trying to divert to an airport in kazakhstan. that's where the plane crashed. >> if you look in detail to the pictures, these are all inwards oriented punctures, meaning that something from the outside went inside. so this is not the typical damage that you would see simply due to an aircraft crash. >> 38 people died in that crash, 29 survived. several airlines have now suspended flights to russia. and now we're learning more about a crash involving two bart patrol vehicles and a medical transport van in oakland. this happened saturday afternoon at seventh and mandela

parkway, right in front of the west oakland bart station. bart officials tell the chronicle the officers were responding to an overdose call with their lights and their sirens on when they crash into a medical transport van. one vehicle came to a stop on top of a fire hydrant and nearly struck a crowded bus shelter. a witness says she saw a police officer crawl out of his crashed car. >> they had like three ambulances and then a tiny ambulance right there to the people on the stretcher. >> did they look like they were passengers in the car or the police officer? >> there was one police officer that i know for sure because i saw him come out of the car. >> three bart police officers and one other person are recovering from injuries. all four had to be taken to hospitals. the chronicle reports the bart officers have non-life threatening injuries. the extent of this of the other person's injuries is still unknown. caltrans fully electric trains will ring in their first new

year's eve with free rides for us. the trains will start at 8:00 tuesday night as no fares until the last train leaves san francisco at 2 a.m. muni will also be free, so you can get a ride after the fireworks to the caltrain station at fourth and king streets. caltrain will operate on a regular weekend schedule on new year's day. >> this morning, we still don't know who's holding the mega millions lottery ticket worth $1.2 billion, but we are now hearing from the owners of the store that sold the ticket. you may remember a single winning ticket for friday night's drawing was sold at a convenience store in cottonwood. that's a small town south of redding. if you've ever driven up i-5, you've driven right past the location where the ticket was sold. that sunshine, food and gas, and it's just off the freeway. the owners will get a $1 million retail bonus. >> there was uncertainty. and so it was like, did we really sell it? you know, how much do you think we're going to get? i would say there was a little bit of nervousness, too, for some reason, but a lot of overwhelming excitement.

tradition in oakland is lighting up lake merritt once more. last year, the giant menorah was destroyed and thrown into the lake. the community rallied and replaced the vandalized menorah, making it even taller than before. now standing at 15ft, community members shared how their resilience was important in a time of rising anti-semitism. >> this is a special day because this is the first time, one year later, that we're able to light this thing up and to show that we're, you know, we're as strong as ever. >> those who came to the lighting ceremony yesterday shared their joy at seeing the tradition return. the confetti is a go for the biggest new year's eve celebration in the nation. this morning we're counting down to coverage here

brokered a historic peace deal between israel and egypt, but the 1979 iranian revolution caused both an energy crisis in the u.s. and the kidnaping of 52 american hostages, which played a role in his political undoing. after leaving the white house, carter could be found building homes with habitat for humanity even into his 90s. in recognition of his humanitarian efforts, carter was awarded the nobel peace prize in 2002, but carter considered his marriage to rosalynn to be his greatest accomplishment. >> rosalynn say, okay, finally, and staying with me all this long, the couple celebrated their 77th wedding anniversary last year before rosalynn passed away at the age of 96. >> and we know president biden ordered a state funeral here in washington, d.c. in the coming weeks. carter's body will then be taken back to georgia, where he'll be laid to rest alongside his beloved wife, rosalynn. guys, just a long lasting love story here. >> remarkable. all right, nicole, thank you so much. and

as some of you may know, our very own abc seven weather anchor spencer christian has his own personal history with president carter. he knew jimmy carter for more than 30 years. >> i got to see them in many different settings. so this picture is from jimmy carter's 75th birthday celebration in americus, georgia, which i had the honor of emceeing a big event. thousand people there, black tie event, dignitaries and senators and congress members. sam donaldson from abc news was there. wow. and this is from his 95th. now, this is a joint celebration of president carter's 95th birthday, which was in 1999, 19, 2019 and mrs. carter's 92nd. but i also got to work with them a couple of times on habitat for humanity. >> spencer went on to describe the former president as a devoted philanthropist. >> spencer christian, not the only local resident greatly impacted by president carter's life and legacy. abc seven news reporter lena howland has more

community center, and neighbors say it quickly reached capacity. p-g-and-e's says a gas transmission line was leaking, and crews are investigating what caused that. >> a man who antioch police considered armed and dangerous has been arrested. this is the antioch police department. >> excited residents with your hands up. >> officers say 30 year-old marlon wheeler was initially able to get away after he shot at his girlfriend saturday night inside a home. antioch police say wheeler was arrested yesterday after a brief pursuit. wheeler had barricaded himself inside his vehicle but eventually surrendered. a firearm was recovered and wheeler's girlfriend and her children were not injured in the south bay. >> a suspect was arrested for manufacturing and selling ghost guns. ghost guns are homemade guns that don't have a serial number that can't be traced. police in san jose say detectives discovered a social media account in late october, used to buy and sell illegal guns. the suspect was also importing high capacity

>> first, san francisco police are scheduled to hold a virtual town hall to give an update on the deadly shooting by a of a security guard. i should say 50 year old peter hodge was shot and killed by officers on december 20th outside the union square dior store. police say hodge hit two teenage girls, two teenage girls, with his car while trying to chase down a man on an e-bike. hours later, officers spotted hodge outside the store where they believe he worked. that's when the shooting happened. police have not said why officers shot hodge. >> tonight, the forty-niners host the detroit lions on monday night football. crews worked over the weekend to keep rain from soaking the turf at levi's stadium. you see those large tarps covering the field right there? 40 niners fans heading to the game are advised to give themselves extra time to get to levi's stadium. heavy traffic and delays are expected on major roads around levi's. a stretch of tasman drive closed overnight. vta will be running additional service for fans. stadium parking will open at 145 this afternoon. pre-game

two crew members survived and are recovering with non-life threatening injuries. south korean officials say air traffic control warned the pilots of a possible bird strike. moments later, the pilots issued a mayday call. >> it was on its belly and on its engine, skidding down the runway for thousands of feet, and it was still going at least 100 miles an hour. when it goes past the camera, which is at the end of the runway, why it was that fast, why it landed on its belly. all of these are questions that the black box will eventually answer. >> members of the faa and boeing will travel to the site of the crash to assist south korean officials in their investigation. >> this morning, a warning out to people involving a scam involving last week's partial collapse of the santa cruz wharf. officials say scammers posing as businesses on the wharf are asking for donations. the city says fund raising efforts will be communicated through the official city of santa cruz website and their social media pages. the wharf was closed indefinitely after

150ft of it broke off last monday after being hit by 30 foot waves. three people fell into the water when the collapse happened. no one was seriously hurt. >> thousands of people are without power today after a deadly and rare december tornado outbreak tore through the south. 38 tornadoes were reported in multiple states from texas to georgia between saturday and sunday afternoon. four people were killed. close to a dozen tornadoes touched down in the houston area alone. more than 300 structures were damaged there, and several people were taken to the hospital. one woman says trees came crashing down on top of her home. >> it sliced through my bathroom and my closet. so if i had gone to the bathroom, i'd have been dead. >> the severe storms disrupted holiday travel for many people across the country. according to flightaware, thousands of flights were delayed or canceled over the weekend, and those issues are continuing today. >> now it's your morning money report. big lots has a deal to keep hundreds of its stores open

predominantly from raw food sources. so this goes with raw milk as well as raw meats. >> medical experts are encouraging people to keep their cats away from raw food diets and consider keeping them indoors. >> dozens of mysterious and rarely seen offshore killer whales were spotted in monterey bay. evan brodsky of monterey bay whale watch posted this video showing more than 60 of the orcas last week. he says it's the first time such a large pod has been spotted in the area since 2021. the off shore orcas get their name from their tendency to live in deep waters far away from coastlines, so seeing them is truly special if you don't follow them on social media. i don't mean the whales, but i mean whale watch. bay whale watch. please do, because they post every time they see them. and it's really remarkable. >> imagine being on one of those, you know, cruise ships or not cruise ships. >> it's like the whale watching tours. >> watching tours. >> i still want to do all of this activity. please stick
