after their father was shot and killed in front of their house. plus, one week after the santa cruz wharf collapse. see how you can help. >> always live abc seven news starts right now. >> good evening. i'm dan ashley. thanks for joining us for abc seven news at 1030. temperatures are dropping dangerously low. in fact, in some parts of the bay area tonight. let's bring in abc seven news weather anchor spencer christian for a look at the conditions where you live. >> spencer, the big chill okay, you're right about that, dan. the big chill indeed is going to be very cold tonight. we have a frost advisory and a freeze warning in effect. we'll start with the frost advisory. they're both in effect until 10:00 tomorrow morning. the frost advisory indicated in blue here covers the areas of the north bay coastal range right around the bay shoreline, the peninsula and the santa cruz mountains. the eastern all of the santa clara valley and the east bay hills and interior valleys. now we'll add to that the freeze warning and that covers the north bay

interior valleys and interior mountains and the east santa clara valley. so you can see it's going to be terribly cold. plants are at risk here. and uncovered outdoor pipes as well. temperatures will drop down to about 29in santa rosa. we'll see lots of low to mid 30s all around the inland areas, around the bay area and even around the bay shoreline. we'll see lows of 35 at fremont, 38 at san mateo. but tomorrow, well, it will be milder than the overnight will be, but it will be a chilly day under mostly sunny skies, highs rising only to the mid 50s. what about the new year's eve forecast? i'll have that for you a little bit later. dan. okay. >> spencer, thanks very much. bad timing for bart. a power outage today interrupd service between the coliseum and the oakland airport stations. sky seven captured this video of a train stopped on the tracks. you can see it there clearly. a service went out around 330 this afternoon at 6 p.m. bart was warning passengers of nearly 20 minute delays due to an equipment problem on the tracks. there's no word yet on what

caused the power to go out, and oakland family is asking for help after a beloved father was shot and killed right in front of his son and right in front of his house the day after christmas. abc7 news anchor dion lim sat down with the family, now living in fear. this is a story you'll see only on abc7 news. >> he was always at home here with us. it's hard. we were all happy. we don't understand why. >> ponciano tule bernal, also known as chano to his loved ones, was a cook by trade, passionate about soccer and as a father of six children, was a family man to his core, a role model to his 14 year old son. >> my dad inspired him to finish school for him and get a nice job. >> the day after christmas, at around 3 p.m, his son, who requested we not use his name or show his face, rode his electric scooter to pick up tacos at 11th and foothill. that's when he was confronted by three young

people. >> they wanted to steal his scooter. >> after learning about what happened, chano went out in search of the three individuals who robbed his son. when he found them, the juveniles followed him home and tragedy struck in an instant. on his front yard, when he got out of the car to confront them. >> but when they came out, they fired on him. when they pulled out the gun, he said, don't do it, don't do it. but they shot him anyways. >> it was very fast, right in the heart in front of his son and his brother. >> that's why i'm angry. he wasn't doing anything bad. >> chano's death comes as oakland police held a press conference and declared 2024 as the, quote, safest year since the start of the covid pandemic, with a 35% decrease in murders. its statistics chono's family doesn't believe it. >> we're tired of so much violence in oakland. something must be done or will march for justice, for police to pay attention, for the robberies to stop. we're tired. we can't leave our homes because there are robberies. they're taking

mueller was charged in court today for two 2009 home invasions and sexual assaults in mountain view and palo alto, respectively. santa clara county da investigators say they found mueller's dna on straps he allegedly used to bind one of his victims. >> what we have been able to do is to eventually solve these two serious crimes, even though 15 years lapsed. were these two investigations handled perfectly? no. >> mueller is already in prison for breaking into the vallejo home of aaron quinn and denise huskins. that was in 2015. he drugged and tied them up before kidnaping and sexually assaulting huskins. she turned up two days later, vallejo police falsely accused the couple of making it all up. coming up next, remembering former president jimmy carter. the funeral plans and the memories of long lasting relationships and friendships. plus what may have happened

former president jimmy carter, who died yesterday at the age of 100. millions of people across the united states and around the world are pausing now to honor him at levi's stadium. today. the videoboard carried carter's picture. flags here and all over the country have been lowered to half staff. president biden will

deliver the eulogy at carter's funeral next week. the 39th president was a peanut farmer before becoming georgia's governor by 1970, and then president seven years later. he died surrounded by his family and his hometown of plains, georgia. >> i think that plains impacted every facet of his life. i was talking to somebody this morning, and the thing about it is he always came home. he he always came home. >> that's such a good point. he never lost touch with from whence he came. carter's wife, rosalynn, died last november. the two were married for 77 years, if you can imagine. the state funeral for jimmy carter begins this saturday with a motorcade through georgia. it will begin in carter's hometown of plains and end at the carter presidential center in atlanta. carter will lie in repose there through monday so mourners can pay their respects. then next tuesday, the former president will be transferred to the u.s.

capitol, where he will lie in state until thursday that day. carter's funeral will be held at the washington national cathedral. his remains will then be flown back to georgia, where carter will be buried that evening next to his wife, rosalynn. and you know, spencer christians known jimmy carter for decades and had a unique friendship with him. and so we want to talk with him about that, not just the weather tonight, but about this unique relationship. you and i have shared a number of conversations. yes, we have your experiences with him and what a highly intelligent, kind, gracious, honorable man you knew him. >> brilliant man. i highly, you know, highly accomplished leader of the of the free world, nobel prize winner, author of 30 books and yet humble, down to earth, approachable, accessible. just a really good man. >> he was. and you know, he was a peanut farmer and certainly made a lot of money as a peanut farmer. yes, he did very well, but he was also he had a degree.

>> he was a nuclear physicist, physicist, naval officer. yeah, that's no joke. sunday school teacher. >> nuclear physicist. yeah. people know, you know, he had that. that warm grin and that smile. and people were, i think because of his easy manner, people could dismiss him who didn't know him at all as less than he might have been. >> so many people were dismissive of him. yeah. underestimated him. he was. he was a man to be reckoned with and just devoted his entire life, especially after his presidency, to serving humanity around the world, is a global humanitarian. he and mrs. carter. rosalynn. they had the carter center and they went into the most impoverished nations in the world to feed the poor and eradicate disease and build homes through habitat for humanity. and yet he's just such a humble, approachable man. you know, you could just sit down and call him jimmy if you wanted to. >> you can tell that about him. and, you know, history has not judged his presidency. presidency that kindly even at the time, he wasn't considered to have had an incredibly successful presidency. but

history has certainly judged what he's done after his presidency very favorably. >> yeah. we may never see one like him again. >> yeah. that's true. i like your story. when he first when you first met him, he said, what do you say, spencer? >> hi, spencer. i'm jimmy carter. nice to meet you. that's southern. you need no introduction, mr. carter. mr. president. >> anyway, let's talk a little bit about the weather. but i know you treasure that. those memories. oh, i really do. >> i treasure that relationship. it's getting cold out there, dan. it is? yeah. so let me give you a look at what's going on here. we have a few clouds moving through the sky, but it's basically clear right now. and we're happy. we're happy. we're lucky that the wind is calm, because with the plummeting temperatures, if we had strong, gusty wind, it would be really cold and uncomfortable out there. so right now we're looking at the 24 hour temperature change. you can see virtually every location in the bay area is a few degrees colder right now than it was at this time last night. more specifically, it's 50 here in san francisco, 49 in oakland and hayward, 45 in redwood city and half moon bay. moving along, looking along the bay bridge here

from emeryville. 39 at santa rosa, 37 already in petaluma. low 40s and many other locations. so on we go to our frost advisory. excuse me and our freeze warning. they are both in effect from from now really until 10:00 tomorrow morning. so we'll start with the frost advisory outlined here in blue. it covers the north bay coastal range, the bay shoreline, the peninsula and the santa cruz mountains, the santa clara valley and the east bay hills and interior valley. low temperatures in those places will drop to about 3233 degrees. now we add the freeze warning. the areas in the darker color here that covers the north bay interior mountains and interior valleys, and the eastern santa clara hills. low temperatures in those areas will drop down to about 2829 degrees. in the coldest spots, santa rosa will drop down to about 29 overnight 30 at lakeport, the inland east bay, 3435 degrees down in the south bay. low of 33 at morgan hill, 35 at san jose. so you can see it's going to be cold just about everywhere. then tomorrow it will not get much milder. in fact, it will be a lot like today

was. we'll have bright sunny skies for the most part. high temperatures right around 5556 degrees in most locations. 1 or 2 spots like san jose might hit 59 or 60 degrees. so don't expect a big warm up tomorrow. but tomorrow night, the new year's eve forecast calls fr mainly clear skies. it will be partly cloudy at times, temperatures dropping at 8 p.m. from about 49 degrees down to mid 40s. getting towards the midnight hours. so pretty uh- i would say uniform temperature range. they won't. it won't drop a lot, but it will start off cold and just sort of remain cold. here's the accuweather seven day forecast wednesday, new year's day. we start the new year with bright skies and dry and calm conditions. clouds increase on thursday, but it gets a little bit milder than on friday. chance of some showers, but as we get to the weekend, the first weekend of the new year looks like it will be clearer and drier, but still pretty cool. >> pretty cool indeed. much like yourself. >> well, i like that. thank you very much. >> all right, well, it has been

lot more than that actually. the nasdaq dropped by 2.35. and the s&p 500 is down by 64. the faa is now investigating a close call t los angeles international airport involving the gonzaga university basketball team. do you want. >> stop stop stop. >> that's the voice of an air traffic controller telling the pilot of a private jet carrying the team to stop, just as a delta air lines plane was taking off around 430. you can see that they're coming to a stop. this was on friday. investigators are not classifying this as a near miss because the plane jet, the private jet, did not cross into the runway, and delta plane was already in the air as it passed, but still uncomfortably close. and we are following the story, of course, of south korea's worst plane crash in decades. a team of u.s. investigators is there after a boeing passenger plane burst into flames, killing nearly everyone on board. video from yesterday shows the plane

skidding across a runway at high speed and crashing into a wall. 179 people were killed. two crew members survived and are recovering from non-life threatening injuries. they were flight attendants in the back of the plane. south korean officials say the pilots issued a mayday call after a bird strike. moments later, the boeing jet came down without its landing gear deployed. we talked live with abc's aviation analyst about about this on our 3 p.m. newscast today. >> the decisions made in the cockpit were obviously erroneous, but that doesn't mean they were wrong. the flight crew faced whatever they faced, and they didn't have a whole lot of time to make a decision, for instance, on how to get the gear down or how to electrically motor the flaps down. if they didn't have the hydraulics. >> members of the ntsb are working to help south korean officials recover the data from the plane's black boxes. that process is expected to take several more days. back here at home, it's been exactly one week since the end of the santa cruz
