>> reggie. the dramatic scenes were about to show. you ended with half a dozen san francisco police officers firing on a union square private security guard. it happened earlier this month. police say that guard had been accused of running over multiple people on a busy sidewalk in his suv only hours before the shooting. new surveillance footage shared last night showed that scene. >> hello, me and my friend just got hit by a car. it was a van and they were on the sidewalk and they hit me and my friend with the car, okay? they ran him slosser. >> and that's just a small part of the 911 calls, which immediately came in from two women on the sidewalk who had been injured before that. surveillance video shows the driver of a black suv chasing an e-bike rider in union square. seconds later, the suv slams into that e-bike, sending the rider airborne. the driver of the suv took off after taking a bag on that e-bike, but around

seven hours later, officers say they found that suv and the suspect, 50 year old peter hodge, an armed security guard working outside of the well-known dior store and police body cam video. you can hear officers attempting to make an arrest. >> they gave him multiple requests to put his hands up and turn around. >> mr. hodge moved his right hand toward his waistband. area officers number four and five yelled out, hey, he's reaching! he's reaching, reaching! mr. hodge quickly took a shooting stance with his feet shoulder width apart, two hands on the handgun slightly bent forward while pointing at the officers in the street. >> who struck hodge, who later died at the hospital. as for the e-bike rider, police say they still haven't been able to find him. sources say that hodge chased down the rider on the e-bike after his suv. we asked police about that on monday but have not received clarification. live in studio lena howland, abc seven news.

>> lena thank you. now to the south bay. startling video shows a driver accelerating right through san jose's crowded christmas in the park event, just missing some of the people who were there. police say officers tried to pull the driver over sunday night for a ticket, but he took off driving the wrong way on market street before cutting across plaza de cesar chavez. much of the area is blocked off for the christmas in the park crowds. because of that safety concern, officers did not chase the driver. officers searched for him yesterday and arrested him. >> we're learning the details of the funeral arrangements for jimmy carter. as people across the world are memorializing the former president and humanitarian at levi's stadium. yesterday, the video board had carter's picture. president biden will deliver the eulogy at carter's funeral next week. the public will begin paying their respects this weekend. saturday, a motorcade will carry carter's body from his hometown of plains, georgia, to the carter

>> the time is now. 614. this morning, new video shows the burnt remains of that boeing 737 that slammed into an airport wall in south korea. an american team is at the site where 179 people died. investigators are looking at a new image of the plane that appears to show a puff of smoke coming from one of the engines, suggesting a bird strike just before trying to land. the pilots called for a mayday and bird strike. minutes later, the plane made contact with the runway. with no landing gear down, it skidded into a concrete wall at the end of the runway and caught fire. >> we don't know what happened in those four minutes between when the crew declared an emergency and the crash itself. why did they make the decisions that they made? why land fast?

why land with the gear up? and why land so far down the runway? they weren't able to stop the aircraft. >> there are also new questions about the concrete wall at the end of the runway, which protects communication antenna. some experts are asking why the wall was positioned there, and why it wasn't made out of a material that could break apart more easily. stop stop stop. >> exactly what you don't want to hear from air traffic control a close call. lax involving the gonzaga university basketball team. that was the voice of a controller telling the pilot of a private jet carrying the team to stop. just as a delta airlines plane was taking off. this was last friday afternoon. investigators are not classifying this as a near miss, because the private jet did not cross into the runway, and the delta plane was already in the air as it passed. a search in monterey county for two people who disappeared in the high surf one week ago has officially been called off. both incidents happened december 23rd. one of

the victims, thought to be a man in his 30s, got swept away at marina state beach. cal fire says the other victim was a traveler from asia. that person disappeared from pebble beach. >> the santa cruz harbor is still recovering from last week's massive swells. now, crews are getting a better sense of how bad the damage is. docks broke apart and many boats sank. some of them were people's homes, now gone. >> initial estimates are probably exceeds the 2011 tsunami. the docks are badly damaged. infrastructure is damaged. there are a number of boats that are still on the bottom. >> the u.s. coast guard is assisting harbor patrol as they work to assess the damage and clean up. the community is also coming together to raise money for repairs. and yesterday we gave you a heads up about scammers setting up fake fundraisers to cash in on the santa cruz wharf collapse. this morning, we're learning of a legitimate fundraiser to help the nearly two dozen businesses impacted. this disaster fund has been set up to support wharf

>> time now is 643. the man convicted of a notorious crime in vallejo now faces new charges in two other crimes, thanks to advances in forensic dna testing. matthew mueller was charged in court yesterday for two 2009 home invasions and sexual assaults in mountain view and palo alto. santa clara county, da investigators say they found mueller's dna on straps he allegedly used to bind one of his victims. >> what we have been able to do is to eventually solve these two serious crimes, even though 15 years lapsed. were these two investigations handled perfectly? >> no. mueller is already in prison for breaking into the vallejo home of aaron quinn and denise huskins. that was back in 2015. he drugged and tied them up before kidnaping and sexually assaulting huskins. she turned up two days later. vallejo police falsely accused the couple of making it all up. that saga saga began on march 23rd,

2015, when mueller broke into quinn's home, tied him up and kidnaped huskins. as he mentioned, huskins turned up alive two days later near her parents huntington beach home on march 27th. authorities labeled the case a hoax, claiming they found no proof of a kidnaping. in june of 2015, the alameda county sheriff's office arrested mueller as a suspect in a home invasion robbery near dublin. investigators soon found similarities between the robbery and the huskins kidnaping. mueller pleaded guilty to kidnaping charges in september of 2016. he was sentenced to 40 years in prison in march of 2017. >> a new development in the menendez brothers bid for freedom. their attorney is now attempting to change the prosecutor's handling of the brothers resentencing case. he's filing a petition to have the california attorney general's office take over from the office of the newly elected los angeles district attorney. the defense lawyer claims there is a conflict of interest with diaz, with the da's office, with a

da's office employee who he says formerly represented a family member who wants to keep the menendez brothers in prison. >> it's kitty's older sister. it's. it's jose's older sister. those are the people that i'm really looking out for to have a voice in this process. >> the menendez brothers have been incarcerated since 1996 after being convicted of murdering their parents. >> federal authorities are issuing a warning to multiple professional sports leagues after several high profile players have been broken into their homes during the games. the fbi says organized theft groups are targeting these athletes. the groups come from south america and conduct surveillance, using public information to prepare for the burglaries. they are able to bypass alarm systems using things like wi-fi jammers. whether you're a high profile star or not, experts say staying proactive, both with technology and other means is crucial because you need redundancy, you need cameras, you need lights, you need motion sensors.

>> sometimes you need dogs. the whole key in crime prevention is what i call is a term called target hardening. you harden the target in this case your house. but you have to do it consistently. >> luka doncic of the dallas mavericks is the most recent star who had his home burglarized. there are no reports of any bay area athletes who have been targeted. >> now it's our morning money report. a major update this morning in california's effort to address the home insurance crisis. it's an issue we've been covering for a while now. people in wildfire prone areas having their insurance canceled. the state has just issued a new rule that could get people more insurance, but it will also mean everyone could end up paying more. in the new year, insurance companies will be allowed to pass on the cost of reinsurance to policyholders. that's basically insurance for insurance companies. in exchange, insurers that have stopped providing coverage because of wildfire risk will have to start issuing policies again. >> it's a carrot and a stick. you get to do this, but you have to do that. and so for

consumers, we're all sitting here with our fingers crossed saying, okay, i hope this works. >> some estimate we could see some insurance rates spike as much as 40%. once that new rule takes effect. california has been the only state that did not allow reinsurance costs to be passed on to customers. >> many people's p-g-and-e's bills will also be going up in the new year, but the company says the bills will be steadier overall in 2025. p-g-and-e's says the average electricity and gas customer will pay 1% more on january 1st than they did at the beginning of 2024. the rates for gas alone will go up by more than 8.5%, so the company can pay to replace old pipelines. state regulators expect electric rates to fall through 2025 and 2026. all this comes after a year of record price hikes for p-g-and-e's customers. the walmart knockoff of an iconic fashion accessory is taking over

as we head into the new year tomorrow. now, our next chance of rain comes on friday, and you'll notice rainfall totals early on. we're looking at, for a lot of us, a quarter to a half of an inch of rain, a little bit higher in parts of lake and mendocino county. here's the accuweather seven day forecast showing you it is dry for new year's eve today. a quiet start to the new year. tomorrow a little warmer thursday. scattered showers back in the forecast on friday, but that system is out of here for the weekend. sunshine is back with warmer air on sunday. >> reggie aqui drew. thank you. good news for people who enjoy fishing. a popular lake in monterey county has been restocked with fish following a die off last summer. the department of fish and wildlife let the public know that more than 4,000 pounds of rainbow trout have been put back in lake san antonio. officials found the die off was caused by a natural algae phenomenon because of the high heat in july. >> the fda is planning to collect samples of certain aged cheese to test for bird flu. they'll be testing aged cheese made from raw or unpasteurized cow's milk. pasteurization is a process that kills viruses and

bacteria. the fda says samples that test positive for the bird flu will be evaluated on a case by case basis. meantime, the usda is testing raw milk itself for bird flu. the current bird flu strain was first detected in u.s. dairy cows that was back in march. >> and more on that now. diners in california and across the country are paying more because of a nationwide egg shortage that has caused, in part, by the bird flu. restaurant owners are raising prices to offset their costs. the owner of one eatery in san luis obispo says it's his first price hike in decades. he has added a menu surcharge of $1 per egg for certain meals. >> a couple of weeks ago, we were paying $51 for a box of eggs, which is 15 dozen, and that went to 110. when i saw they had to charge the extra dollar per egg or whatever, i was like, oh, i'll get oatmeal and sausage this time. >> it's unclear when the price of eggs is going to begin to go down again. >> san francisco's curbside ev

charging pilot program is entering its next phase. yesterday, mayor london breed announced three companies have submitted proposals to provide new curbside ev charging stations. the companies are urban ev, it's electric and vault post. san francisco needs 5000 chargers by 2030 to meet the growing demand of electric cars. a better bay area and a more beautiful bay area. in the span of six days, a san francisco artist painted a dozen utility boxes along the embarcadero, all with the same theme robots. >> these robots are like here, like saving the humans, because we've gotten kind of caught up in, like, a rat race. >> so the art is part of a program called paint the void. it started during the pandemic when the city hired local artists to paint murals on empty storefronts. >> i can get i can get behind these robots because they're painted on. >> yes. they're not moving around like boston dynamics, doing flips, doing all of that.
