5:00 pm
it's right now. >> i think a truck just punched the gas and mowed over the barricade. >> an attack that police say was, quote, hell bent on creating carnage. at least 15 people died. when investigators
5:01 pm
say a man intentionally drove through a crowd on bourbon street in new orleans. >> it was chaos and very, very scary. >> the fbi is now investigating it as a terrorist attack. the driver is dead, but officials say he likely didn't act alone. >> for those who may have played a role in this horrific act of cowardice, we will find you. >> with that, we say, good evening and thank you for joining us. i'm dion lim. new information is coming in tonight about that truck attack. investigators say the suspect set out to kill as many people as possible, and was apparently inspired by isis. less than an hour ago, president joe biden spoke about the attack. >> i directed my team to make sure every resource, every resource is made available to federal, state and local law enforcement to complete the investigation in new orleans quickly and to make sure there is no remaining threat to the american people. >> the president said that just hours before the attack, the
5:02 pm
suspect posted videos indicating he wanted to kill people. let's get to abc news reporter trevor ault right now at the scene in new orleans. he joins us live. trevor, still a very active scene. give us an idea of the very latest. >> absolutely, dion, this is a heinous attack that happened in one of the busiest tourist areas in the entire country. right behind me is the iconic bourbon street. and this is where this attack occurred over the course of several blocks. so it is an enormous crime scene. and as you said, a very active one right now with fbi investigators coming in and out. they've also brought in those floodlights that you can see to light up the scene, as the investigators will likely be here through the night, as there are also potentially some coconspirators in this attack who may be on the run tonight. state, federal and local authorities searching for possible accomplices after a 42 year old man from texas flying an isis flag, barreled a rented ford f-150 pickup down bourbon street, killing at least 15 people and injuring dozens more.
5:03 pm
>> he was hell bent on creating the carnage and the damage that he did. >> law enforcement tracking this disturbing surveillance video showing the pickup coming down canal street around 315 this morning, before veering right into pedestrians. >> we have the people that got hit by this car. >> you just heard this squeal and like the rev of an engine and then this huge, loud impact and then the people screaming. >> but what we saw was insanity. i mean, something out of a movie, the graphic nature of it. and it was unbelievable. we instantly counted, i'd say ten bodies. >> authorities identifying the suspect as 42 year old shamsuddin jabar, a u.s. citizen, an army veteran from texas. they say he was speeding down bourbon, wearing body armor and firing an ar style rifle out of the truck, racing about three
5:04 pm
blocks before crashing. >> we do not believe that jabar was solely responsible inside that ford f-150. >> authorities say they found multiple homemade pipe bombs packed with nails. sources tell abc news on that flagpoles tell wrapped in that gray jacket is a black flag bearing the isis insignia. police spending much of the day scouring downtown new orleans, detonating multiple possible ieds in multiple locations. atf agents swarming this home two miles away, believed to be an airbnb linked to the suspect. >> we are aggressively running down every lead. >> and tonight, the stories of the innocent victims are coming into focus. 18 year old kyra dido from gulfport, mississippi. she was set to start nursing school this month. 37 year old reggie hunter, who came to new orleans from baton rouge with a cousin on a whim. >> and just living your life, trying to have fun. and for this to happen to you, it's so it's senseless. >> 27 year old nicole perez. her
5:05 pm
employer says she was a great mom. >> she was being a mother and a father, and she was doing a really good job. >> and one of these indicators to authorities that the suspect likely did not act alone is the fact that they found those multiple potential ieds all over town in different areas of new orleans. and, of course, now authorities are urging anyone who had contact with this suspect in the past 72 hours to contact them immediately in new orleans. trevor ault, abc seven news. >> it is so frightening, trevor. many thanks to you. now, meantime, california officials are on heightened alert following today's deadly attack in new orleans. governor newsom's press office tweeted that the state's threat assessment center is coordinating and sharing information with local law enforcement agencies. the post adds there are no credible threats directed at events happening in the state, but urges the public to stay vigilant. the san francisco police department is also asking people to remain vigilant, attending public events as the city looks to expand its own
5:06 pm
entertainment zones. right now, the city has two sanctioned zones, one along front street and the other at thrive city outside chase center. police say there are. they are now aware of any not aware of any current security threats. and abc seven news reporter monica madden digs into how law enforcement can prepare and respond to these types of attacks. >> a new state law allows cities to open up entertainment zones, areas where people can walk around with to-go drinks similar to what you see on bourbonimilar street. so as san francisco looks to expand these zones, safety is top of mind. there's always a balance when it comes to fun and safety, which is paramount as san francisco looks to breathe back life into downtown through entertainment zones. and after a deadly new year's attack on new orleans famed bourbon street, public safety leaders nationwide are asking how tragedies like this can be thwarted. law enforcement experts say there are ways to prepare for what's known as soft
5:07 pm
threats, danger that may not be immediately apparent. >> pre-planning and collaboration with other agencies and departments really make the big difference. >> doctor roy taylor has more than 40 years of experience in law enforcement positions. what does it look like in preparation to have law enforcement ready to respond to a situation like that as quickly as possible? >> anytime a human who is willing to give up their life for their cause is interested in, you know, committing some type of crime like this, it's very difficult to limit every possible conceivable access. so i don't think there's ever a perfect plan. >> while there are limitations, taylor says coordination amongst law enforcement agencies and physical barriers can help. >> vehicles are easily acquired. they're easy to use as a weapon of mass destruction. so in planning, we have to make sure that we have enough bollards or some type of barricade that they're not able to circumvent them. >> the city's new entertainment
5:08 pm
zone at chase center is already bolstered by barriers, but the other one, on front street in the financial district doesn't have the same. at least for now. and some local leaders say they like the idea of adding more physical barriers bigger than these ones, if they're going to permanently close a road to traffic. and there's always the issue of emergency vehicles having access as well. in san francisco, monica madden, abc seven news. >> we are staying on top of all of the new information coming in about the tragedy in new orleans. and we'll bring you the very latest online at abc seven news.com or on our abc seven bay area app. federal authorities are investigating a cyber truck explosion outside the trump hotel in las vegas as a possible terrorist attack. security camera footage shows that cyber truck explode into a ball of fire shortly after pulling up into the valet area. the driver in this incident was killed and several bystanders were also
5:09 pm
injured. the tesla cybertruck was rented in colorado and was loaded with fireworks when it exploded. police identified the driver, but are not identifying that person yet. they are investigating to see if the explosion was connected to the attack in new orleans. >> we don't have any indication of that here in las vegas. no overt isis flag, as was seen in in new orleans. but again, we are investigating every aspect of this. >> the cybertruck was rented using the same app used to rent the pickup truck used in the deadly attack in new orleans. oakland has seen one of its most violent 24 hour periods, with four homicides since yesterday. it all comes as oakland officials were praising one of the lowest murder rates in years in 2024. abc seven news reporter anser hassan has a closer look at this crime spike. >> on monday, oakland's leaders were praising the drop in the city's homicide rate, now at a five year low. >> a 34% decrease in the number
5:10 pm
of homicides to date. a 33% decline in firearms related shootings. >> then came the four fatalities just since tuesday morning. >> what that says to me is that we, as a community, have a long way to go. >> wanda johnson held her annual vigil to mark the killing of her son, oscar grant, at the hands of bart police officer johannes mehserle in 2009. her work since includes trying to mend the relationship between the black community and law enforcement, something advocates say is working. >> we've been able to help them improve some of their systems, some of their internal accountability systems, some of their police processes and their policies. so i think the short answer is yes. >> but when it comes to the issue of community violence, johnson says more needs to be done. >> we're still seeing people losing their lives senselessly, and it's up to us to come together as a community and work to bring a healing to, especially our young men. >> oakland police say the first fatal shooting was 7 a.m. tuesday in the 1300 block of
5:11 pm
14th street. 12 hours later, a man was stabbed to death in the 1900 block of 70th avenue. around 10:15 p.m, a shooting incident near jack london square left one dead and three hospitalized. then came the first fatality of 2025, a shooting about 3 a.m. in the 2400 block of 24th avenue. >> people were feeling optimistic that the homicide rates had significantly gone down. >> jorge galvez is with the organization communities united for restorative youth justice. he says that optimism comes from the proven success of violence prevention programs like ceasefire, which is attributed as the cause of the drop in oakland's homicides. >> i think we're going to have to harness on that energy that we had 16 years ago, and we're going to have to continue to resist, to affirm that the human dignity of black and brown people here in this nation. >> oakland police were not available for comment in oakland, anser hassan abc seven news reporter starting today, it's illegal to park within 20ft of a crosswalk anywhere in

5:15 pm
prosecutors. i-team reporter dan noyes joins us once again with the latest on what has become a very familiar case here. >> that's right. you know, diane, if you follow the i-team at all, you know the name robert sanza. he has a long rap sheet of breaking into cars and running from police. but in a hearing tomorrow on his latest case, a san francisco judge plans to give him a deal and release him. september 7th of last year, an sfpd undercover team spotted someone they call a known auto burglar, 27 year old robert sanza, with a juvenile who was breaking into cars at the palace of fine arts. police followed the suspects into oakland, where they had to use spike strips to make an arrest. now, in a deal arranged by judge bruce e chan, sanza is pleading guilty to five felonies receiving stolen property, accessory after the fact, possession of a firearm by a felon, concealed firearm in a vehicle, possession of ammunition. sanza has a decade long history of similar crimes, including car burglary, grand
5:16 pm
theft, hit and run, shoplifting, and domestic violence. he's been on probation several times and reoffended. yet judge chan is giving sanza probation again. >> we were prepared to go to trial. we wanted to see accountability for a man that has continued to victimize people in san francisco and wreak havoc on our streets. >> the prosecutor offered a two year state prison sentence during pretrial, but sanza and his public defender turned it down. so after tomorrow's sentencing hearing and with judge chan's intervention, sanza could be out of san francisco county jail after less than four months in custody. >> i have to say that this is a failure of the criminal justice system. >> to learn more about judge chan's reasoning, the i-team purchased the certified transcript from sansa's change of plea hearing. chan said, i'm not here to satisfy what some media account says, or what some people from some other state think should happen. he appears to be referencing the victims in past i-team reports. on september 1st, 2023, sansa broke into this couple from indiana's rental car and
5:17 pm
took cash, an ipad and a $3,500 laptop. he was on probation for that when he got arrested. in the current case, what do you say? >> surprise, surprise, surprise. i mean, you keep doing the same thing. you expect you're going to get the same results. >> judge chan admitted he's now offering the plea deal over the objection of prosecutors, saying the easiest thing would be just to have you go to jail for two years and you are not my problem anymore. i'm going to make it my problem to see if we can do something different. chan said he will monitor sansa personally to make sure he's taking advantage of the probation department programs for employment and counseling. and if sansa doesn't, he faces the maximum three years, eight months in state prison. >> it's just crazy how this is. this is okay in san francisco. that's to me, it's mind boggling. >> officer riley bandy had a run in with sansa april 27th, 2022. sansa was driving a stolen vehicle reportedly used in multiple car break-ins that day. police had him on a dead end
5:18 pm
street in north beach, but he sped away, took out a garage on alta street, sideswiped cars, hit bandy's patrol car, injuring his back, drove onto the sidewalk, damaging more homes. took out another car, causing more injuries before a foot chase and arrest in chinatown. sansa faced a slew of charges, but in a plea deal with a different judge, all of them got dismissed except for a single count of evading an officer. riley bandy has had enough. he retired after ten years on the force. >> the insanity of all of this, this is how it's goino be. it's just not smart for me to be a police officer in the city i love anymore. it's madness. >> bandy worries how officers will continue to do their best when someone like sansa gets released on a plea deal after a plea deal. again and again, sansa also has an open case out of contra costa county for fleeing a police officer and resisting arrest, and two special allegations in that case. he has a prior felonies in napa and san francisco, and that
5:19 pm
he committed second degree robbery as a juvenile. so a long history and he'll be out soon and hopefully will go the right way. >> but who knows with all of that, with that lengthy rap sheet, you really understand the frustration of law enforcement in cases like this. >> exactly right. all right. >> good work dan. thank you dan. well, the new year is ushering in higher bridge tolls around the bay area and fare increases for muni and bart. starting today, it costs $8 to cross any of the seven state owned bridges. that's a $1 increase for the bay bridge and covers all local bridges except the golden gate. bart fares also went up today, 5.5%. the average fare now costs an additional $0.25, now $4.72, and the regular muni fare increased $0.25 to 2.75. the monthly pass for adults is now priced at $85, up $4 from last year. well, 18 million roses were part of this new year's day tradition. we'll find out how the floats fared
