>> new year, new scams. this time you may be getting a text from someone claiming to be from fast track. the warning from officials this morning. >> good morning. it is thursday, january 2nd. >> a lot to get to you, but first, let's check in with drew. >> yeah. we're off to a quiet start today. it's a nice afternoon. get out and enjoy the mild air. today is the warmest day of the week. a live look from our exploratorium camera, showing you it's nice and clear out there. we'll look at our 24 hour temperature change, and we are running a few degrees warmer right now compared to this time yesterday. so certainly not our coldest morning this week, but it is cool out there. we're at 45, in san rafael, 43 in napa, down to 44 in san mateo. good morning danville. you're the cold spot right now. 39 degrees. a region by region today, expect mild air along the coast. will reach daytime highs in the low 60s under partly cloudy skies. tomorrow morning, you can see a return of rain. we'll talk about that in a few minutes. around the bay shoreline today. it is quiet. it is dry. partly cloudy skies this afternoon. temperatures above average in the mid 60s just feels very nice

later on today. and our inland forecast shows you bright today. upper 50s, lower 60s. but again tomorrow morning rain is back in the forecast. it's a level one on the storm impact scale. look at the details coming up in eight minutes. let's check in with sue and see the drive times. >> yeah, we're getting a little bit of activity a little pickup in your action this morning. we do have this bart delay. it's a major delay due to equipment problem on the tracks between daly city and millbrae. sfo. sam trans has a bus bridge ready for you. this is a look. the headlights. anyway, at northbound 880 in oakland, we had some debris in lanes. looks like maybe an old tire. a couple of cars hit it, then they were blocking lanes. you can see you've got a big a bit of a backup northbound on 880. here's a look at it from our maps. it's about a half mile to a mile backup at this point. we'll check back. >> all right, sir, thank you. we begin with developing news in new orleans. 15 people are confirmed dead and dozens more injured after a driver plowed a

pickup truck into a crowd celebrating the new year just over 24 hours ago. among those in the crowds of the new orleans tragedy were some bay area families. abc seven news reporter lena howland is live in studio this morning, with the story of these unharmed but shaken people. lena. amanda. >> that's right. we talked to a marin county firefighter who happened to be in town for a firefighter union convention. he told us he wanted to stay out in the french quarter a little longer on new year's eve, but instead, they opted to go back to the hotel, which could have been a life saving decision. firefighter john bagala took these photos. we're showing you now in new orleans yesterday, showing not a soul in sight on new orleans bourbon street, just outside of the crime scene area that is still closed off. bagala remembers hearing a tremendous amount of sirens once back at the hotel, but at the time he thought it was just a large fire somewhere else in the neighborhood. it wasn't until he woke up when he found out what happened. >> we worked our way back at

about 115 or so in the morning and cut straight through. within about a block and a half of where the incident first took place. i think as firefighters, the first thing for us is you feel a little guilt in the fact that we weren't involved, you know, i mean, it's knowing that there was that many injured folks out there, you know, all of us would have preferred that had we known. so we could have at least maybe helped out a little bit in the initial moments. >> and here are a few other photos bagala took from the scene. in them you can see some of the corner trucks on scene. he says there is still a massive area closed off to the public, and the silence has been unsettling. another local thai, we spoke with the notre dame tight end cooper flanagan's mother, who is from the bay area. they were out there for the sugar bowl, which got pushed back for today. but she says luckily their family members were not out there when this happened. she did say that some fans and family members of players are leaving before the game even happens, because they have to get back to work. live in studio. lena howland, abc

seven news. >> thank you lena. now we are going to take a live look at bourbon street in new orleans, and as you can see, it is still shut down to pedestrians coming in and out of there, just emergency vehicles and others. abc news reporter christiane cordero is live in new orleans with what we know about the investigation and the details emerging about the suspect. christiane. >> hey there. reggie aqui. so between the sugar bowl and the new year, there was so much to celebrate here in the french quarter as there often is. but this morning, as you mentioned, bourbon street is quiet and shut down. this morning, police vehicles and crime scene tape mark where new year's day celebrations came to an end just after 3 a.m. wednesday. investigators are combing through evidence trying to figure out how the driver of this pickup truck caused so much carnage, and why police have identified the suspect as 42 year old shamsuddin jabbar, a us born citizen from texas and an army veteran. >> the fbi also reported to me

that mere hours before the attack, he posted videos on social media indicating that he was inspired by isis expressing a desire to kill. >> officials say they found an isis flag, weapons and improvised explosive devices inside the truck, which was rented. they're now working to determine whether jabbar was affiliated with any terrorist organizations. the driver drove three blocks before crashing, then got out and fired at police with an assault rifle, according to officials. two officers were injured. the suspect is now dead. dozens of people total were injured. among those killed. 27 year old nicole perez, who leaves behind a four year old son, tiger beck, also 27, a former princeton football player and 37 year old reggie aqui hunter, a father of two in new orleans to celebrate the new year with his cousin. >> to just go out and have fun and you are murdered for no reason by someone that you don't know, someone that you've never done anything to, never seen before. no justifications. no

nothing. >> the sugar bowl game between georgia and notre dame at the superdome was scheduled to take place hours later, but organizers decided pushing it back to today was the best course of action. louisiana senator bill cassidy urged the game should go on, adding we must live our lives and those responsible for the attack can't win. now, between the eerie quiet here in the usually vibrant french quarter, we have seen trash trucks, street sweepers, power washers suggesting that they are getting ready to reopen this at least a pedestrian traffic as soon as today. guys, back to you. >> thanks for the report. california officials are on heightened alert. governor newsom's press office says the state threat assessment center is coordinating and sharing information with local law enforcement agencies. the post adds there are no credible threats directed at events happening here in california, but it urges the public to stay vigilant in san francisco. >> police echoing that call, especially at public events. what happened in new orleans is

top of mind for officials as they look to expand entertainment zones in the city. right now, there are two sanctioned zones that are similar to bourbon street one along front street, the other at thrive city outside chase center. the area around the arena was designed with increased security, including barriers to block vehicles. front street, however, is less secure since it is usually open to cars. doctor roy taylor has more than 40 years of experience in law enforcement, and he says planning is key. >> vehicles are easily acquired. they're easy to use as a weapon of mass destruction. so in planning, we have to make sure that we have enough bollards or some type of barricade that they're not able to circumvent them. >> so doctor taylor also says cooperation with other law enforcement agencies makes a big difference in stopping violence before it happens. we, of course, are staying on top of all the new information coming in about the tragedy in new orleans. and we'll bring you the latest online at abc seven news.com or the abc seven bay

area app. >> breaking news overnight out of queens, new york, where a mass shooting last night outside a nightclub hurt ten people. police say 3 or 4 men walked up. they started shooting, then jumped into a car and took off. no one has been arrested. obviously, there were concerns that this could be terrorism. police say it is not. they think this incident is gang related. >> take a live look outside. we are going to find a nice afternoon. santa rosa right now coming in at 47 degrees under partly cloudy skies. temperatures right now across the board are mainly in the 40s under those quiet conditions. so looking live at our exploratorium camera, we will find a nice looking day ahead to sunrise here. 725 this morning. it's cool out there, but it's not our coldest morning this week. no frost advisories or freeze warnings right now, but we're mainly in the 40s. partly sunny sky early on. gives way to brighter conditions this afternoon. expect a lot of sunshine by 4 p.m. and look at those daytime highs. a little

bit above average for this time of year into the 60s. we go later on today. here's live doppler seven along with satellite. we have this weak ridge of high pressure right now that is giving us a nice quiet afternoon. but here's our next storm system. this front will cross through tomorrow morning and bring us some showers first thing on our friday. but today it's all about sunny skies this afternoon. terrific out there. nice and mild. we'll go to a high of 64 in oakland, 63 in half moon bay, up to 68 in san jose. we'll hit 62 in the city this afternoon, 60 in san rafael, about 61. the high in concord. tomorrow, though, we do bring in the storm impact scale. tomorrow morning. it's a level one light storm for showers and isolated downpour. rainfall will be less than a half of an inch across the region. it's low impact with some slick roads tomorrow morning. so looking at our rain chances for tomorrow, once the sun gets up here, you can see we're in those showers throughout the morning, so expect a wet start to the day tomorrow before we dry out tomorrow afternoon. rainfall totals very light in nature. you

>> a year after a 20% rate increase sent utility bills soaring. there's some news from pg and e that might make you feel relieved. p-g-and-e's tells the chronicle bills will only be slightly higher this month compared to last january, less than a dollar more on average. p-g-and-e's customers pay some of the highest rates in the country. they have gone up 118% in the past decade. the issue has become a top priority in sacramento. governor newsom ordered state regulators to look into p-g-and-e's spending and make recommendations to reduce the impact on customers. those recommendations are expected to be released this month. president elect donald trump's inauguration on january 20th could be the most expensive ever. contributions to trump's second inauguration have surpassed $150 million. that's more than double biden's

inauguration. ceos from amazon, meta, uber and ford have all pledged 1 million each. flags on inauguration day will be at half staff to honor former president jimmy carter, who died on sunday, and fencing has already been put up around the u.s. capitol as a security measure before january 6th. vote certification. >> a spider monkey found during a traffic stop in the central valley is moving to the oakland zoo. the animal was seized monday when a chp officer pulled over the driver of a rolls royce in madera county. the driver is now accused of speeding, dui and drug possession. the madera county animal shelter posted video of the monkey, writing he is safely in the hands of the department of fish and wildlife, which is arranging now for transport to the oakland zoo. >> heavenly lake tahoe has reopened the lift that malfunctioned last week. the incident sent five skiers to the hospital. it happened at the heavenly mountain resort on the nevada side. it appears one of the chairlifts slid back into another as it was going up the

mountain in a message yesterday. heavenly said the lift has undergone a thorough inspection, and the u.s. forest service cleared it to reopen. >> the program that allows people with low and zero emission vehicles to drive in the carpool lane in california might be coming to an end. the program is set to expire in september. governor newsom signed a law extending it until 2027, but according to the chronicle, congress still has to approve that extension, and that hasn't happened yet. if the program ends, it would likely have a major impact on our roads. no matter if you're in the carpool lane or not. but it isn't exactly clear what. because it will all depend on how drivers react to this. we could see more carpooling, or we could see more public transit use, or we could just see more congestion in the regular lanes. why do i think it's choice c? yep. >> well, a heads up about a new scam targeting toll roads and bridges across the state. the scam comes in the form of a text message that claims you owe money for using a fast track

lane. it also threatens the loss of your license or late penalties if you don't pay. officials with toll roads, the company that operates fastrak, says it does not send text messages to non account holders. and if you do have an account, you should ignore messages asking for specific amounts of money. if you're unsure, you should go online and check your account. >> all right, we just got past the holiday shopping season, so there's a good chance that you're not in the mood to buy things right now. but in case you did, save a few dollars. shopping experts say there are a few things you might want to keep an eye out for, so bedding and bath items are on sale. fitness items are also a good deal, as businesses are trying to cash in on people's new year's resolutions. you can also stock up on things going on clearance like winter clothing and holiday decor. if you are looking for a tv, experts say wait until closer to the super bowl to make that purchase because usually that's when they go on sale. >> dry january is now underway for people taking a break from alcohol. this month, the owner

and executive chef of paleteria in los gatos says she is seeking the mocktail industry growing thanks to people choosing not to drink or taking a break from it. a recent report from the national academies of sciences, engineering and medicine says drinking moderately may have health benefits, but several other recent studies show consuming alcohol could raise your risk of certain types of cancer. >> a split right now, you know between how the us and europe looks at this more and more in europe, you hear, you know, the general health advice is there's no safe level of drinking in america. it's a little more debated. >> doctor keith humphreys from stanford university says taking a month off doesn't hurt and could give you a chance to reflect on the role alcohol plays in your life. >> i don't play more math games than when i'm in the doctor's office and they ask you how many drinks per week. the way that i'm rounding down, they're like, they're like, sir. >> dry 2025. >> like, what constitutes a

sunshine. some of this cloud cover is going to lift off to the north to find more sunshine this afternoon. and those very pleasant temperatures into the 60s. so we'll go high of 68 in san jose today, 64 in oakland, 62 in the city. we'll go to 60 in san rafael, about 61. the high in concord overnight tonight with additional cloud cover moving in and showers beginning in the north bay. we'll find temperatures not too chilly in the upper 40s to the lower 50s. on the abc seven storm impact scale. it's a level one tomorrow morning for showers. rainfall less than a half of an inch. this is a low impact event. here's future weather. 530 tomorrow morning. we'll track those showers first in the north bay by about 10 a.m. we're finding those showers more area wide, but it's fast. watch what happens heading into the afternoon. the showers are ending. we're finding increasing sunshine, so rainfall totals are going to be on the low end. for a lot of us. we're just expecting around half of an inch of rain or less with this storm system. when you talk about the snow, not a lot of snow coming, probably up to a foot over our

yesterday. so it's not our coldest morning this week, but it is chilly right now, down to 39 in danville currently 46 in santa rosa. good morning. 43 right now in palo alto, region by region. it's a nice afternoon. look at these temperatures along the coast under partly cloudy skies will go into the low 60s later on today. that feels very nice around the bay shoreline. you'll notice those clear skies giving way to a mix of sun and clouds and temperatures. today, a bit above average will go into the mid 60s for daytime highs, and inland. we're finding some chilly temperatures right now. upper 50s, lower 60s later on. today you can see tomorrow morning there we introduce rain back into the forecast. we'll talk about the storm impact scale coming up in six minutes. but let's check in with sue. see those drive times? >> it's turning out to be a bit of a busy morning depending on where you are. check out the richmond-san rafael bridge. this is not a normal backup, which is understandable. this is a result of a stall on the span about a quarter way across two marin county, bumper to bumper, approaching the richmond bridge.

due to that stall there trying to get it out of there. but getting to it is difficult because of the backup we also have. there's a look at the backup on the richmond-san rafael bridge. you're backed beyond the richmond parkway now at this point on 880 north, we had a couple of cars that hit a tire on the side of the road that's been cleared out of lanes, still blocking a lane. this is north 880 before hegenberger and quickly to the south bay. a big rig crash after 87. this pardon me northbound 87 after ama and dan still slowing things on your ride there. >> thanks, sue. live now a live look now at bourbon street in new orleans. in the last 20 minutes, the governor of louisiana toured the area, which is still an active crime scene. after yesterday's deadly truck attack, 15 people were killed. dozens more were injured. after a driver. you'll see it right here, rammed into a crowd of people celebrating the new year. security camera captures that moment just before the attack. as the truck barrels through the

street, a witness tells gma the truck missed him by only a few feet. >> we were we were in the middle of the street. the truck was coming right towards us, but luckily we did see it and hear it quickly enough to get ourselves out of the street. but unfortunately right in front of us, several others did not. >> police killed the driver after a shootout, according to the fbi. just hours before the incident, the suspect posted videos on social media indicating he was inspired by isis and expressed a desire to kill. investigators do not believe he acted alone, and there is a search right now for accomplices. >> this morning we're learning more about the man police say drove that truck through the crowd. >> he's been identified as an army army vet from texas. abc news reporter nicole d'antonio joins us live from dc with what investigators are now saying, nicole. >> well, authorities say he wanted to hurt as many people as possible, but this morning there are still so many questions, including whether he had ties to

isis and also if he acted alone. this morning, the fbi launching an investigation into the man behind the deadly new orleans attack, 42 year old shamsuddin jabar, is an army veteran and us born citizen from texas. he served in afghanistan more than a decade ago, from february 2009 to january 2010. since 2021, jabar worked at the accounting firm deloitte. the company saying, quote, we are outraged by the shameful and senseless act of violence and are doing all we can to assist authorities in their investigation. as the investigation continues, among the top priorities of authorities are to find out what, if any, ties are there to isis beyond the flag. authorities recovered from his truck that he used as a battering ram. >> an isis flag was located on the trailer hitch of the vehicle, and the fbi is working to determine the subject's potential associations and affiliations with terrorist organizations. >> also, officials are openly expressing their concern that jabar had help. sources say they

believe jabar was radicalized in the last few years, and that the war in gaza may have further radicalized him. his former classmate is in disbelief. >> it hurts. that's not the shame that i knew back in middle school. he did this and he hurt so many people. it's just hard to wrap my brain around that. >> investigators are also focusing on the assault style rifle and a handgun recovered from the scene, and multiple ieds found in the vehicle and other places in the french quarter. and police say they are now asking for the public's help. anyone who had contact with jabar over the last couple of days is asked to reach out to them. so guys, we will continue to follow this very closely. >> all right, nicole, thank you. and we have been getting more details on the victims of the new orleans tragedy, graduates, football stars, even parents were killed while on bourbon street celebrating the new year. abc news reporter andrea fujii has a closer look at the lives lost a football star, a young

bay area residents who are in new orleans during yesterday's attack. abc seven news reporter lena howland live to tell us about that. and it sounds like these individuals were quite shaken by what they heard happened. >> yeah, reggie shaken would be an understatement. a marin county firefighter happened to be there for a firefighter union convention, and he was out in the french quarter celebrating new year's eve only hours before the attack. firefighter john aguilar took these photos in new orleans yesterday. he even told us that he wanted to stay out in the french quarter a little longer. early wednesday morning, but instead, they opted to go back to the hotel right around 1:15 a.m, which could have been a life saving decision. he told us he cut straight through within about a block and a half of where the attack happened. while he did hear a tremendous amount of sirens. once back at the hotel, he thought it was for a fire. it wasn't until he woke up when he heard what happened. >> you know, it's i think the saddest part is watching the actual community here right now. this place was so joyful, so

excited last night to bring in the new year. just everybody having fun. i mean, this town was due to be, you know, completely packed this entire week. and now the heart of the city has just been carved out. >> aguilar also took these photos yesterday where you can see some of the corner trucks on scene. he says there's still a massive area closed off to the public, and the silence has been unsettling. now, we've also learned that the mother of the notre dame tight end, cooper flanagan, who is from the bay area, was also there in new orleans for the sugar bowl that has since been postponed for today. and she says luckily their family members were not out there when this happened. but some fans, some fans and other family members of players are unfortunately leaving before the game even happens because they have to get back to work. live in studio lena howland, abc seven news. >> all right, lena, thank you. and the san francisco and san jose police departments both say they have no indications of threats locally. but san jose

police say out of an abundance of caution, it's deploying what it calls extra high visibility patrols. governor newsom's press office says the state's threat assessment center is on heightened alert and, quote, closely coordinating and sharing information with local law enforcement agencies. this is despite no credible threats directed at california events. >> hours after the violence in new orleans, this explosion this happened just outside the trump hotel in las vegas. the driver is dead and seven others are hurt this morning, sources tell abc news. investigators have identified the person who rented the truck in colorado springs, colorado. colorado, but they are still trying to determine who was behind the wheel in las vegas. investigators are following leads in at least four states and overseas. they believe the blast was intentional. they have not confirmed if it is terrorism. >> i know everybody is interested in that word and trying to see if we can say, hey, this is a terrorist attack. that is our goal and that's what

we're trying to do. we have a ton of resources dedicated to this right now. >> new images show the bed of the truck was filled with gas canisters, camping fuel, and fireworks. police in las vegas say they're looking for specific links between the explosion there and the new orleans attack, and the truck in las vegas, and the truck used in new orleans. >> both attacks. they were both rented on turo app, which is based in san francisco. abc seven news went by the company's offices on new montgomery street yesterday. so far, turo leadership does not believe either renter had a criminal background that would have raised red flags. turo is considered a peer to peer car rental app, meaning a person can rent out their privately owned vehicles. turo issued a statement that read in part, we are actively partnering with law enforcement authorities as they investigate both incidents. we remain committed to maintaining the highest standards in risk management. >> warriors head coach steve kerr has long been outspoken in the aftermath of violent attacks, like the incidents in

>> reckless. absurd. unacceptable. that's what honolulu's mayor is calling an illegal new year's fireworks explosion that killed three people and hurt more than 20 others. incredibly, this is video of the incident as dozens of fireworks went off inside a home. at the same time. the blast was so powerful it blew out windows across the street. some of the victims, including

children, had severe burns and shrapnel wounds. >> essentially, it was a bomb. it was fireworks. but they were put together in a way that they were so explosive they took the table down, apparently, and then rocketed these fireworks into other caches of fireworks. >> and videos posted to social media clearly show there were other illegal fireworks going off across the city at the same time. it's a sight that we are accustomed to here in the bay area during holidays. police are now investigating if the person who lit the fireworks should face charges. some are now calling for tougher punishment for people caught with large amounts of illegal fireworks, including prison time. oakland saw its first murder of 2025. just hours after midnight yesterday, it capped a violent 24 hour period in which four people were killed. and it comes as oakland was marking one of the lowest murder rates in years in 2024. just this monday, city leaders were praising a drop in

oakland's homicide rate. now at a five year low. then deadly incidents on 14th street, 70th avenue, 24th avenue and jack london square. this all started on tuesday. community members saying the incident showed the city has a way to go before it can end violence. jorge galvez is with an organization that promotes violence prevention programs. >> people were feeling optimistic that the homicide rates had significantly gone down. i think we're going to have to harness on that energy that we had 16 years ago, and we're going to have to continue to resist, to affirm that the human dignity of black and brown people here in this nation. >> we reached out to oakland police. they were not available for comment. >> if you're going back to work today, remember you'll pay more for bridge tolls along with muni and bart. it now costs $8 to cross any of the seven state owned bridges. that's a $1 increase for the bay bridge and covers all local bridges except the golden gate. bart fares are

will measure the water content in the snowpack, a key indicator for the water supply in the coming year. they're conducting the survey at phillips station at highway 50 and sierra at tahoe. >> downtown san francisco is kicking off the new year with the return of downtown first thursdays. tonight, downtown will have plenty of food, outdoor bars and museums to explore. it will also feature a winter where pooch pageant, where you can watch a pet fashion show. the event runs from 5 to 10 p.m. now it's your morning money report this morning. >> the clock is ticking on a new budget battle in our nation's capital. overnight, the country's debt ceiling was reinstated, putting a limit on how much money the government can borrow to pay its bills. now, due to a law signed in 2023, the limit was set at the country's outstanding debt as of midnight, which is just under $36.2 trillion. however, we won't actually hit the debt ceiling today because treasury secretary janet yellen says the treasury is cashing in about $54 billion worth of securities. she estimates we will hit the
