you that the bourbon street is open. >> bourbon street reopened in time for the sugar bowl, which was rescheduled from yesterday in the wake of the attack. the new orleans police superintendent may look familiar to you. that's ann kirkpatrick, who served as oakland's police chief from 2017 to 2020. she was the city's first female police chief. kirkpatrick was fired by an independent commission after reporting alleged misconduct within the oakland police department. she filed a lawsuit disputing her termination and won that suit. >> in the wake of the attack in new orleans, the san francisco police officers union is asking for the department to reinstate its partnership with the fbi joint terrorism task force. >> the partnership was suspended in 2017 because of pressure from civil liberties advocates. abc seven news reporter suzanne fawn is in the newsroom with a closer look at this concern. suzanne. >> dan jr. the police officers association says it's critical to have someone from sfpd assigned to the joint terrorism task force. now, the union

president says it's all about safety. she told me, quote, at the end of the day, what price are you willing to put on safety? >> it's about keeping people safe. >> the san francisco police officers association says it's time for s.f. police department to step up. the poa posted on x, quote, the sfpd should rejoin the joint terrorism task force to work with all our law enforcement partners in keeping the people who live, work and visit san francisco safe. >> we put out the tweet because you know what happened in new orleans? nobody wants to see that happen again. >> lieutenant tracy mcrae ss there will be a lot of eyes on san francisco because of upcoming events like the j.p. morgan healthcare conference. >> that's going to be really huge. and after what happened in new york with the ceo being killed in february, there's the chinese new year's parade and the nba all star game. security is paramount. >> the sfpd pulled out of the joint terrorism task force in 2017 during the trump

administration. sfpd faced pressure from civil liberties advocates and members of the muslim community, concerned that the fbi and pd would target undocumented immigrants and muslim residents. law enforcement leaders say pd and the fbi share information now, but that more needs to be done. >> even though there is information that is shared with the department, it's different from actually being part of this joint effort, this task force where we would actually have someone dedicated to being on that task force, to not have sfpd involved in it. >> as a member of it, is ludicrous. >> former fbi agent rick smith says sfpd needs to be part of the task force to be safe. >> you need law enforcement to talk together in real time to deal with these things. >> local leaders say what happened in new orleans is a wake up call. >> we have to double down on our

relationships with federal partners, like through the joint terrorism task force. i'm going to do everything i can as a member of the board of supervisors to support that. >> a san francisco police department spokesman this afternoon says it's time to rethink their membership in the jttf, and the decision to reinstate the partnership between sfpd and the fbi's joint terrorism task force depends on the police commission. we reached out and are waiting to hear back live in the newsroom. suzanne vaughn, abc seven news. >> suzanne, thanks so much. incoming san francisco mayor daniel lurie has appointed a former san francisco police officer as the city's first ever chief of public safety. paul yep spoke this afternoon with abc seven about what that job will entail. >> what i'm super excited about is that this will be the first time that a representative from the mayor's office will be coordinating all the emergency services and public safety departments for the city of san francisco, and the coordination is important because we want to be all on the same page and hyper focus on our priorities as

needed to make the city safe. >> yep. has been part of lurie's transition team. he was a member of the san francisco police department for 28 years, and abc seven news insider phil matier is with us today. >> phil, the chief of public safety position is new. so why did the mayor create this new role and what will paul yet be doing exactly? >> well, it's one of four sort of deputy deputy mayors that he's put in there to coordinate different issues, whether it's the health or he has another one for business development and housing development and transportation issues. and now this public safety. art agnos tried something similar for years back when he was mayor, and it didn't work out very well. we'll see how this one goes. but the challenges that are going to be facing. paul. yep. are there's a couple of things there that that need to be addressed, not the least of which is just what we were talking about. should san francisco be a part of the joint task force on terrorism? they got pulled out because of civil liberty concerns. that was in

2017. it's a different day. it's a different threat now, but it's still a sensitive topic in san francisco. and that's where policing and politics often merge or collide in san francisco. and that's what the mayor is hoping to try to avoid by having everybody come to the table. >> is this an illusion thing? you think he gets involved and gets in there? i mean, we've heard in the last week quite a bit about the low homicide rate in san francisco, but i will argue that one of the big concerns in san francisco are car break ins or homeless people, and how safe it is. >> a lot of those are down as well. okay. mayor. incoming. lurie, incoming. mayor lurie has got a lot of breaks going his way. crime is down. people are more responsive to the idea of public safety. there's a different district attorney now. brooke jenkins is much more law and order. they've sort of paved that way. people want the drug dealers off the streets. it's not a question of getting them off. it's a question of how to quickly get them off. so that is that is a difference. but ultimately it's going to come to the mayor because this city is

still 48miâ– !s. and if someone's got a problem or they've got an issue, they're going to go to you. they're not going to go to around you, to your various people. some of the issues that will be other issues that will be confronting is there's bill scott, the police chief in san francisco. okay. is he going to stay or is he going to go? it's really question is i think he's going to go. it's a question of when will the mayor go outside the department or go inside the department? i think he's going to go in. but who do you pick for police chief? who do you pick for fire chief? who do you pick for these key positions? in a town that is historically been obsessed with them, to the point where even your local district police captain is a subject of the mayoral debate? >> all right, you touched on it a little bit, but prioritize. you've got about 30s. so what is laurie's biggest challenge or challenges as he takes office? job one and two? >> would you say job one and two are one? is the public safety. that is number one. and number two is getting the downtown back on its feet and showing that. and that requires public safety. and by the way, we have the all

star game coming and we have big conventions coming. so big platform, big platform. he's already asked for a plan on those for safety, because while he's waiting for the policies to form, he's making sure he's got his bases covered. all right. >> thanks, phil, very much. well, one person is dead as we move on. two others, including a toddler wounded in a shooting in san francisco's bernal heights neighborhood. police found a man, woman and a child at a home on the 1000 block of tompkins avenue just after 8:00 this morning. the man died at the scene. the woman was taken to the hospital with life threatening injuries. the toddler was also taken to the hospital and is expected to be okay. >> the toddler i can't speak on the relationship at this time. again, it's early on, but investigators are here still trying to put together exactly what occurred. >> police say they are not considering the incident a homicide, at least not at this time. >> the santa clara police department introduced its new chief today. cory morgan was

immediately. the most egregious environmental or safety impacts. >> enforcement would include a warning and education first, with 72 hours to voluntarily relocate. the next step would be a misdemeanor charge with a fine or jail time as punishment. >> the intention of the ordinance is not to result in criminalization. i think it would be a very successful deployment if it doesn't result in any criminalization at all. >> advocates for the unhoused had raised concerns before the ordinance even passed, saying that it doesn't create a long term solution and that any criminalization should be taken out of the picture. >> it's the environment over the lives of our senior citizens because you are pushing them into nothing. so it's great that we have streams that are beautiful and clear for nobody to enjoy because they're dead. >> other advocates say the only option that could work for everyone is providing more places for the unhoused to go. >> if we provide housing for people, we can have completely clean creeks. >> valley water said it plans to work with nonprofits to help

provide education to those living along the waterways, but nearly a dozen have signed a letter to valley water saying they won't participate. still, some unhoused we've spoken with say they've gotten the message and are weighing their options. what would it take for you to move here if they asked you to do that? >> i would take the opportunity of housing some type of shelter, something better than what we're in now. >> throughout the year, valley water said it will be ramping up the enforcement slowly. they'll be reporting its progress after one year in san jose. zach fuentes, abc seven news. >> the california department of water resources kicked off the new year with the first snow survey at the central sierra snow lab, and the results have officials hoping for more storms to steer our way. abc seven news reporter leslie brinkley has the latest numbers on this first snow survey of 2025. >> at phillips station along highway 50, in the sierra, water officials were not ready to break out the champagne. >> our survey here today recorded a snow depth of 24in,

two feet of depth melted down. >> that's nine inches of water. to put that in perspective, that's 91% of average for this state, but only 37% of what is required by april 1st to supply the water that's needed in much of the bay area. last year, results showed only 28% in january, but heavier winter precipitation meant things were above average by spring. in 2022, things were flipped with 154% of average in january. but then things dried out. the snow survey isn't just about ski season. it's important because of climate change and erratic water supplies, leading to droughts and wildfires. experts say a la nina pattern seems to be emerging for snow on this date. >> the northern region is above 160%, so above the 80 corridor. got a ton of snow with those atmospheric rivers, but it was less and less as we moved south through the state. so the

central sierra region is about right, just below average right now. and the southern sierra is about 75% of average. so that's a big difference throughout the state, central and southern sierra. >> we need some help. we need above average accumulation for the remainder of the winter to really catch back up for the next two weeks. >> most storms seem to be tracking north of california. the next snow survey is set for february the 3rd. i'm leslie brinkley, abc seven news. >> well, it was a bit cold out today. it's great to see the snow, by the way. beautiful out. but that could be changing. >> yeah, that could be changing. although we need more rain, and it sounds like we're not going to get too many days of it in the near future. meteorologist sandhya patel is here with the forecast. sandy. yeah. >> we have more snow coming to the sierra, that's for sure. dan and j.r. and some rain in the bay area, but it's only going to be a one day deal. so let me show you the sierra snowpack statewide. it is now at 108% of average. but just as leslie mentioned, central sierra is running behind at

94% and southern sierra 75%. the northern part of the state doing fantastic at 161% of average. we do have a winter storm warning for the west slope of the sierra. 7 a.m. to 10 p.m. tomorrow. 6 to 10in expected above 5500ft. more over the peaks. with those gusty winds, driving will be hazardous, so you might want to hold off. looking at live doppler seven, you can certainly see the rain up in the northern portion of the state. it will eventually get down here, but not until tomorrow. right now on live doppler seven, we just have a few passing clouds. looking at the wider perspective, here's the storm system. the energy is going to our north. that all changes as we head into your friday. but that storm is also kicking up the swells. so a high surf advisory 9 p.m. tomorrow until 3 a.m. sunday. those breakers 18 to 25ft. we are talking about dangerous swimming and surfing conditions. beach hazards statement for the same time period. moderate to high risk of sneaker waves. so be careful out there. live view from san rafael. camera winds are

a deadly truck explosion outside the trump hotel in las vegas. the fbi now says they do not believe there are any do not connections between the explosion in vegas and the terror attack in new orleans. >> and while the motive is not clear, the incident is being treated as a possible act of terrorism. reporter tim caputo, from our sister station in los angeles, joins us live from las vegas with more on this developing situation. tim. >> you're exactly right, dan and j.r, they don't know exactly why this man did this. that's why the investigation continues. you see the hotel here behind me, it appears business baco back as usual. and it is at the hotel. the las vegas police officers who were blocking the entrance to the valet area where that cybertruck exploded are no longer there, although officers are still here. investigators, they've been working hard the

last day and a half. they have a whole lot of information about the suspect, and seemingly know every step he took between monday and wednesday morning when the incident happened. the one thing they don't know is the one thing everyone wants to know. why would he do this? matthew berger was a master sergeant in the elite green berets, a highly decorated, active duty army soldier who's now accused of taking his own life and blowing up a rented cybertruck in front of the trump international hotel in las vegas wednesday morning. police found his passport, military id wallet and all sorts of other personal items in the burned out tesla truck, which he also allegedly filled with fireworks, gas cans and other fuel. investigators don't know how it was detonated, but say whatever it was that blew up seemed rudimentary. >> the level of sophistication is not what we would expect from from an individual with this type of military experience. >> las vegas police also recovered two guns from inside the cybertruck, both badly damaged from the fire. the colorado man who owns the tesla truck said berger told him he was renting it to go camping in the grand canyon, but clearly

never went there. in fact, because charging stations track information, police know the exact route he took from denver to las vegas, but they still don't know what drove him to set off the explosion or whether he has any ties to terrorist groups. >> i said, we're running down investigative leads around the world. no information that we're aware of right now that connects this individual to any terrorist organization around the world. but that's obviously the thrust of the investigation is ruling out that there's any sort of terrorism nexus. and then again, getting at what the ideology is. >> i asked the sheriff about the many striking similarities between berger and the suspect in the new orleans terrorist attack, like how they were both at the army base formerly known as fort bragg. they both served in afghanistan and both used the turo app to rent the cars used to carry out the attacks, which happened within hours of each other. >> you know, it's an interesting thing during these kinds of investigations that if these turn out to be simply similarities, very strange similarities to have. and so we're not prepared to rule in or rule out anything at this point.

>> amazingly, no one else was seriously hurt. even that person on the far right of your screen standing next to their luggage. >> we're looking directly into trump tower from our room. and then i saw there was a second explosion. so i heard one and then saw the other one actually happen, and it was like fireworks were shooting off. >> even the outside of the cybertruck barely has a dent, as most of the explosion went up and not out as repairs are underway at the tower today, people are quick to point out you barely can tell anything happened here. >> almost no damage. the windows didn't even break out so very light. >> yeah, i was shocked that even the chandeliers, the glass and the chandeliers weren't even damaged. >> authorities say those two guns that were found in the cybertruck were purchased legally. they were actually purchased this week on monday in colorado. speaking of that stat, in colorado springs, a number of federal authorities were there today executing search warrants, speaking to family and friends. but again, to this point, they haven't learned anything. that gives them a sense of what the

motive was in this incident. >> dan jr, we see those patrol cars behind you. tim, how closely is tesla working with some of the law enforcement officials out there? >> you know, that map that we showed that showed the entire route that was essentially from tesla? they gave up that information fairly quickly. and we were told today by the sheriff that actually, technicians or officials from tesla are coming out here to las vegas, essentially to look over that suv, that cybertruck, to try to pull any additional information it can out of it. there are potential videos, there are potential audio, any kind of information they could pull from monday to wednesday morning to give investigators a better sense of exactly why this man would do this. >> all right, tim, thank you very much. live from las vegas. well, today's is oakland democrat barbara lee's last day in the house of representatives, but she is signaling she is not done fighting for the people of her city. lee issued a statement saying, quote, it has been the honor of a lifetime to provide constituent services. she added that she will continue to fight for working families, the middle

i'm much more of a night flight person. and by that time it's usually like sandy said, the crew issue where you might have had a delay in another city or they're, you know, missing someone. and so then if you're at like a 5 p.m. flight or later, i feel like that's usually where i, at least in the past, have experienced a lot of those delays. >> dominoes start adding up. >> exactly. all right. three alarms. three alarms. american's top resolution is to get more exercise. according to an ap poll that's followed by eating healthier, losing weight and drinking less alcohol, what many call dry january. but can they make it to the second friday in january? that's often referred to as quitters day, when many people abandon their resolutions. sandhya, are you actively involved in quitters day? >> you know what? j.r. i am in the past. i was in the past. so that's why i don't make resolutions. why even bother? because you know you're not going to actually go through with it. yeah at least i'm not. >> this year i'm calling it an aspiration, not a resolution. that way it's a little bit i have a little more leeway if i don't follow through on it.

in antioch. you can see some of those fire crews on the groundf right there. this is at the intersection of lone tree way and laurel road, right near highway four. the fire started just before 4 p.m. just a mess of a situation out there, but a heavy response from firefighters. in this video shared by an abc seven viewer, you can see those flames just shooting up into the sky. the building appears to be fully engulfed in that black smoke right there. crews managed to get the flames under control in about 15 minutes. there are no reports of any injuries or what

might have started this fire. we are continuing to follow this situation as we get new details. we'll bring them to you here on abc seven news. >> a gas station is going to be an intense fire. >> staying climate ready can often be a team effort. >> and along the bay area coastline, that team could include sea otters. a new study is adding evidence to their effectiveness at controlling an invasive species. >> abc seven news meteorologist drew tuma has a look. >> when we first met the hungry otters of elkhorn slough last year, they were chowing down on a species of burrowing crabs blamed for destabilizing the shoreline, thinning their numbers and rescuing sections of the estuary located at moss landing in monterey bay. now, researchers believe the otters could be a potential solution for controlling an invasive species that has invaded ecosystems up and down the west coast. green crabs. >> so back in the early 2000, i was just starting out as a graduate student at uc santa

cruz, and the green crab population was growing explosively at elkhorn slough reserve. >> that's when estuary ecologist rick jepson began trying to figure out why the green crabs native to europe were thriving. but somewhere in the middle of a research project, a strange thing happened. the trend began reversing, at least in elkhorn slough. so what had changed in this tiny sliver of the northern california coast? she believes it was the return of native sea otters documented by usgs surveys. >> given that the population size is about 120, they can probably eat somewhere between 50 and 120,000 green crabs at the slough per year, and i mean 100 100,000 green crabs consumed by otters. that's a lot. >> jepson and her colleagues began mapping the slough, pinpointing the location of otter populations versus green crabs. research coordinator kirstine watson says the

modeling seems to confirm the trend. more otters, fewer crabs. >> so we use circumstantial evidence about spatial patterns, like within elkhorn slough. the areas that have a lot of otters don't have a lot of green crabs, and the green crabs are nothing if not invasive, spreading rapidly. >> since being accidentally introduced into san francisco bay in the late 1980s, and coastal communities from california to washington state are spending millions in time and money to control the crabs, which compete with native sea creatures. could the otter be a help? >> i think there's a lot of promise that sea otter reintroduction to these areas would decrease the european green crab populations, as well as leading to healthier seagrass beds and salt marshes, and all the other benefits that come from having a top predator and restored food webs in the system. >> several groups are pushing state and federal officials to

consider the idea of reintroducing sea otter populations to areas that were decimated by fur hunters more than a century ago. the idea is expensive and likely to face opposition from the fishing industry. but in a world of changing climate and changing priorities, researchers say it's important to study all of our options. >> it's very hard to predict the future, although we feel like the system right now is more balanced than maybe it was 20 years ago. i don't think we should be too safe. >> at elkhorn slough, drew tuma, abc7 news. >> now, the elkhorn slough is a national research reserve. >> groups including the elkhorn slough foundation, teamed with major research centers to monitor changes to its environment. >> all right, let's go back and touch base once again with the full forecast from our meteorologist sandhya patel going to break it all down. >> yeah absolutely. and j.r. and dan let's take a look at a live picture from our san jose camera where it's a bright view. that's all changing. come tomorrow.
