paramount. >> the sfpd pulled out of the joint terrorism task force in 2017 during the trump administration. sfpd faced pressure from civil liberties advocates and members of the muslim community, concerned that the fbi and pd would target undocumented immigrants and muslim residents. law enforcement leaders say pd and the fbi share information now, but that more needs to be done. >> even though there is information that is shared with the department, it's different from actually being part of this joint effort, this task force where we would actually have someone dedicated to being on that task force, to not have sfpd involved in it. >> as a member of it, is ludicrous. >> former fbi agent rick smith says sfpd needs to be part of the task force to be safe. >> you need law enforcement to talk together in real time to deal with these things.

>> local leaders say what happened in new orleans is a wake up call. >> we have to double down on our relationships with federal partners, like through the joint terrorism task force. i'm going to do everything i can as a member of the board of supervisors to support that. >> a san francisco police department spokesman this afternoon says it's time to rethink their membership in the jttf, and the decision to reinstate the partnership between sfpd and the fbi's joint terrorism task force depends on the police commission. late today, the police commission chair told me that the jttf investigates more than terrorism. she says, quote, given the new administration and the various implications and possible consequences, careful consideration and evaluation is needed. live in the newsroom suzanne vaughn, abc seven news. >> suzanne, thanks so much. bourbon street in new orleans reopened today after that deadly truck attack on new year's day, which is being labeled as an act of terror. the fbi now says the suspect who was killed acted alone. today, we're getting a

new look at the attack from this surveillance camera on bourbon street. you can see a crowd of people running as the truck speeds down the street just after 3 a.m. yesterday. everyone in this video seems to escape injury, but the attack killed 14 people and wounded dozens more. reporter ivan rodriguez has the latest from new orleans. >> we're right outside the superdome in new orleans, which is hosting the sugar bowl. we're also about a mile away from where the attack took place on bourbon street. we're also seeing a sense of heightened security around the stadium here. also, more security on bourbon street. the fbi has confirmed that the attacker acted alone, and that he was 100% inspired by isis. sanitation crews in new orleans had a grim task before sunrise today, turning a horrific crime scene back into a public street. >> we were able to remove our victims, identify them and notify their families.

>> louisiana's governor toured bourbon street early this morning. the parish has been under a state of emergency since wednesday. >> right now in the city of new orleans, there is an unprecedented amount of law enforcement resources that are being utilized to close out and to hunt down and to finalize this investigation. >> this was an act of terrorism. >> the fbi on thursday confirming an isis inspired connection. >> he posted several videos to an online platform proclaiming his support for isis. additionally, he stated he had joined isis before this summer and it appears now he acted alone. we do not assess at this point that anyone else is involved in this attack, except for shamsuddin jabar. >> this hour, canal and bourbon streets are once again open, posting thousands of people in the city for today's sugar bowl and evening celebrations. new orleans police chief kirkpatrick mentioned that they are also hardening the target around

bourbon. that involves putting up existing barricades and also putting in barriers on sidewalks to prevent any vehicles from coming down. bourbon in new orleans. i'm ivan rodriguez. >> this is this situation continues to develop. and we'll bring you the latest on the attack at abc seven news.com and our abc seven bay area app. >> fbi investigators now say they don't believe the deadly cybertruck explosion outside the trump hotel in las vegas is connected to the new orleans attack, even though they happened fairly close together. they have identified a suspect, an active duty u.s. army green beret, and while the motive is unclear, they are treating this as a possible act of terrorism. abc seven news reporter jacqueline lee has the latest. >> authorities are now releasing the identity of the suspected driver of the tesla cybertruck that exploded into a ball of flames wednesday outside trump tower in las vegas. officials

confirming matthew allen burger rented the vehicle through the turo app and was driven to las vegas officials today showing this video of the cybertruck pulling into the hotel and then leaving before the explosion. this surveillance video part of the investigation, showing the moment the cybertruck returned. exploding within seconds, the driver was killed. seven others nearby were injured. >> we also discovered through the coroner's office that the individual had sustained a gunshot wound to the head prior to the detonation of the vehicle. >> officials say they cannot, with 100% certainty, say the body in the car is levels burger since it was burned beyond recognition. officials say they discovered two handguns inside the car, and they were lawfully purchased just before christmas by levels burger. there were also gasoline canisters and fireworks. investigators say burger rented the truck through the same app used to rent the truck in the new orleans terror attack. >> we are following up on all

potential leads and not ruling anything out. however, at this point, there is no definitive link between the attack here in new orleans and the one in las vegas. >> the app turo saying neither renter had a criminal background identifying any security threats. the u.s. army confirming levels. burger served in both the army and national guard from january 2006 to 2012, and currently serving in the army as a special operations soldier since december 2012. agents searching this home in colorado springs trying to figure out a possible motive. an official briefed on the probe says investigators spoke with levels burger's wife in colorado and said he would not hurt anyone. she also said he had been out of the house since around christmas, after a dispute over allegations of infidelity. jacqueline lee, abc news, los angeles. >> in southern california, two people were killed and 18 suffered injuries when the small plane crashed that they were in crashed through the roof of a building near the fullerton airport this afternoon. the crash set off a big fire inside

the building. more than 100 people were evacuated. ten of the injured people had to be taken to the hospitals. investigators say the pilot radioed for an emergency landing shortly before the crash, but it is unclear why. >> san francisco police are investigating a shooting at the mercy housing complex along bryant street. officers say two people were hurt. mercy housing officers were offers a supportive place to live for adults who have experienced homelessness. one person is dead and two others, including a toddler, were wounded in a shooting in san francisco's bernal heights neighborhood. police found the man, woman and child at a home on tompkins avenue not far from putnam street, just after eight this morning. the man died at the scene. the woman was taken to the hospital with life threatening injuries. the toddler was also taken to the hospital and is expected to be okay. san francisco's homicide rate dropped in 2024 compared to the year before. the city had a total of 35 murders. it's

through with his plea offer today for a serial car burglar ordered him released from jail after less than four months. the abc seven news i-team has been looking into the judge's reasoning in this case. dan norris is here. he was in court this morning with the story. dan. >> well, dan jr and dan san francisco da brooke jenkins took this case very seriously. instead of the general felonies unit, she assigned this to a major crimes prosecutor and pushed for a two year state prison sentence. but it didn't work. unlike judges in past hearings for repeat car burglar robert sanza, san francisco superior court judge bruce e chan denied our request for a camera in the courtroom at today's hearing for video or still pictures, and he went through with his offer in exchange for guilty pleas to five felonies receiving stolen property, accessory after the fact, possession of a firearm by a felon, concealed firearm in a vehicle, possession of ammunition. sansa will be released after less than four months in county jail. with sansa's history of re-offending.

how is this proper? >> i said what i had to say on the record. >> i tried to discuss the case with sansa's public defender, sylvia nguyen. he's been on probation several times and reoffended. i wanted to ask what will be different this time? >> people are kind of upset about what's happening here. how is this proper given his history of re-offending? >> the court made a very clear record, which is what the court made, a very clear record. you are in there. we made a clear record as well, so. thank you. is that all you have to say? that's all i have to say. thank you. >> as part of the plea offer, robert sansa had to admit a string of felonies over the years, starting with domestic violence. in 2019, several burglary convictions, evading an officer and resisting arrest. sansa also had to admit he was on probation when the crime was committed, and that his prior performance on probation was unsatisfactory. but during today's hearing, judge chan said it's important to be smart on crime, not just tough on crime. he went against the adult probation department

pre-sentence report that called for state prison time, and ordered sansa to be released on probation. as part of the judge's plan, he promised to personally monitor sansa's progress and if he reoffends, sansa will face a maximum sentence of three years, eight months in state prison. >> that's this case, and i made my commitment after his earlier cases that we would make sure that we held him accountable. >> da brooke jenkins is growing more vocal about what she sees as failures in the criminal justice system. >> i think we have a culture at the hall of justice here in san francisco of judges viewing property crime as less significant, finding opportunities to not hear trials and to send people back out to sadly use the courthouse as a revolving door. >> the judge on this case is bruce e chan. he's 68 years old, did his undergrad at stanford law school at uc davis, worked as a san francisco public defender for 18 years before governor arnold schwarzenegger appointed him to the bench in 2009. he's been reelected twice. his

current term expires in 2029. >> it seems like in the ten years i was there, you know, trying really hard, the city only got worse. >> that's former san francio police officer riley bandy. sansa has been convicted of running from police several times, and bandy got injured when sansa slammed into his patrol car april 27th, 2022. he sped away in a stolen car suspected in several auto burglaries that day, sansa rammed into houses, sideswiped cars, slammed into another, causing injuries. sansa faced a slew of charges, but in a plea deal with a different judge, all of them got dismissed except a single count of evading an officer. the robert sansa saga has driven officer bandy to retire. he worries about officers still on the force. >> then the question is, is that going to motivate police officers then to work harder? i don't see how that's possible. oh boy, san francisco, i'm just fed up there. i'm just fed up. >> sansa may be getting out of san francisco county jail any

time now, but he faces a $200,000 warrant out of contra costa county for fleeing an officer and resisting arrest. the da's office there tells me they are making arrangements to take sansa into custody. >> so more to come back through the revolving door once again. exactly right. going to be a lot of reaction to this story online. you've done some great work. thank you i appreciate that. thanks, dan. new developments in just a matter of days, people are invited to visit the storm battered santa cruz wharf. the city said today that the wharf will reopen on saturday. santa cruz will host a ceremony starting at 10 a.m, about 150ft of the end of the wharf collapsed during high tide on december 23rd. the portion affected by the collapse will remain closed. santa cruz officials say a sonar and engineering assessment determined the wharf was safe to reopen. now we've had some intense storms the last few weeks. high surf, as you know, we've been in a nice lull, but the rain is returning. sandhya patel has been tracking that in the past and she's tracking it

again tonight. >> that's right. and tomorrow we're going to see not only the rough surf, but the rain as well. j.r. and dan, let me show you a live picture right now from our santa cruz camera. well, things are pretty quiet right now along the coastline. that all changes come tomorrow. we do have that high surf advisory starts at 9:00. tomorrow night runs until sunday morning. current wave heights are 4 to 8ft. breakers are expected to build 18 to 25ft. there will be beach erosion and it is going to be dangerous to swim and surf, especially since there's a moderate to high risk of sneaker waves. so a beach hazard statement goes up tomorrow morning runs until sunday morning. just be careful if you're going to be at the coastline. let's talk about the rainfall and where we stand. sfo just over seven inches running behind at 78% of average. also below average. oakland at 69, san jose 68. you will notice that santa rosa is doing well over a foot of rain, 209%, and san francisco is above average at 121%. there

stocks closed lower today, with all three major indexes losing ground in the first trading session of 2025. the dow dropped 151 points to end trading at 42,900 and 392. the nasdaq lost 30 points and the s&p dropped 13. stock in tesla today dropped 6% as the comy reported its first ever drop in annual vehicle sales. the elon musk led company sold 1.8 million electric vehicles last year. that's about a 1% drop in sales when compared to 2023. tesla is facing increased competition from legacy automakers like general motors and ford, and decreased customer demand. >> delta airlines is number one in north america when it comes to airlines with the best on time ratings. 83% of delta's flights arrive on schedule, according to aviation analytics

in new orleans, courtesy of earth cam. bourbon street reopened to the public today following yesterday's deadly attack. as you can see, it is not terribly busy right now. 14 people died. dozens more were injured, as you know. at this time, investigators think the suspect acted alone. the fbi has gone through several hours of surveillance footage and is ruling out an accomplice. louisiana's governor believes new orleans is now one of the safest places anywhere.

>> we're going to keep those again who have lost loved ones in in mind, and we're going to get on to the business of this city and this great country. >> after being postponed, the sugar bowl was played today at the superdome in new orleans. there was plenty of extra security on hand to keep fans safe, as you can imagine. and joining us now is abc seven news insider phil matier. phil, everyone always wants to know, how could this happen in san francisco? we've seen dump trucks used as a way to block traffic. would that have helped here? probably they. ballads and barriers and bollards were under construction there. would that have made a difference? obviously it would have. >> anything could have made a difference, but nothing really could have. i mean, it's a question of degrees. yes. they could have rolled a bus up and blocked the street, but then how would people have gotten into the street? for, for new year's celebration. this is a problem that we've seen in the bay area, and we're going to see more of it. and it's not new necessarily. back in 2006, one of the most popular places to be

in san francisco on halloween was the castro. remember, it was a huge party in 2006. they had gotten increasingly difficult to get in there and dangerous. and so they put in metal detectors. they blocked off the streets, they did everything. and still nine people were shot that night. and that pretty much put an end to the celebrations. but we are as a society and as a city and an area that makes our living in good part, off celebrations. you have to be honest about it. and large crowds and large crowds. that is a part of our component. new orleans is the center of celebrations, probably for the united states, and this is the kickoff of their celebratory season, because new year's eve for us might be the finale for them. that's the beginning. then comes the super bowl, then comes mardi gras, then comes the real crowds. so how to deal with these these situations is something that today i was talking with my police sources in law enforcement sources here in the bay area, and they were saying this is becoming an increasing challenge, but there is some criticism online about the bollards being under

construction during one of the busiest times of year. >> does the police chief and ann kirkpatrick receive any like does she deserve any blame for that or the mayor deserve any blame for that? or is that something that you got to do? >> well, first of all, they yes, they deserve some of the blame for it because the work wasn't done on time. is someone going to blame them for it? not. chances are in in new orleans because the work is never done on time. jr. i mean, it is a constant set up where some plans just aren't followed through on. but even if the bollards were up, even if they had the area blocked off and you have a situation like this, there was nothing to prevent that driver from. instead of going down bourbon street, just staying on canal one of the busiest streets and doing that so or going around it. so when i talk to the law enforcement and i say we have the nba playoffs, i mean all star game coming to san francisco, what steps can you take? well, you can, you can you can put up the barriers. you can add police. they had 300 police

there. you can do a number of different threat assessments. we can do all those things. but it is a constantly and scarily evolving situation where the crowds are now attracting trouble as well, and it's just difficult. >> i'm always impressed every year at what a great job the new york police department does in times square, with upwards of a million people gathered there, they they have done a pretty good job. >> they've done a great job. and here we had a very calm and easygoing problems here. no problems here on the fireworks. and they were knocking on wood because it could have happened. >> that's true. it's scary. thanks, phil, very much. >> moving along now in san francisco's soma neighborhood near sixth street, some say the issues of homelessness and open air drug use are reaching a boiling point. it's why supervisor matt dorsey is calling for more arrests of drug users, and a new strategy to clean up the neighborhood. abc seven news reporter monica madden spoke to him about it, and it's a story you'll only see here on abc seven. >> absolutely, jr. in part, he's saying there's a need for this now because california just

implemented prop 36, increasing penalties for drug users. dorsey says he wants the city to be arresting 100 people per night in the sixth street corridor, with the police department estimating at least 200 people using drugs in that quarter mile stretch on a nightly basis. but does san francisco have the resources to put hundreds into detox and treatment programs? dorsey says there will have to be a way, some say drug use in the sixth street corridor is worse than ever. look around and you might see why. whileound and crackdowns have focused on dealers, san francisco supervisor matt dorsey wants to take it a step further, making interventions that get people under arrest into drug treatment. >> and it's personal for him, something i consider nothing less than the obligation of my own survival as a recovering drug addict. we do need to be making arrests of drug users with an eye toward making sure that any criminal justice intervention we make is a medical and life saving intervention. >> it would be a significant

shift in the city's approach, which has long focused on harm reduction strategies. >> what may have worked in the heroin era is not working in the fentanyl era. we are facing drugs that are deadlier than ever before in human history, and we're seeing levels of addiction driven lawlessness that we have never seen. >> with prop 36 now in effect, authorities can charge repeat drug offenders with a treatment mandated felony, giving people the option of rehab over prison time. >> nobody is asking for draconian sentences like, you know, the bygone era of the drug war. what we are asking for is for people to be held accountable for drug driven lawlessness. >> what's that going to cost? >> i think the answer is that can we afford not to solve this problem? >> it's not the first time the city has tried this. in 2023, mayor london breed directed sfpd to make more drug related arrests. forced treatment wasn't welcomed by all the risk of overdose sometimes sort of paradoxically, goes up.

>> we've said you can't use humane and created a situation where they're not using opioids. their tolerance goes down and a relapse can be deadly. >> the ceo of san francisco's aids foundation telling abc7 news, in part, decades of research have shown that criminalizing people for their health conditions or circumstances perpetuates harm rather than fostering recovery. >> all of it comes back to public safety, a city that is as premised on being welcoming and safe and clean for tourists and conventions, and shoppers and commuters cannot lose sight of how valuable it is to solve of these problems. >> and another new ordinance is going to impact this issue as well. those with a substance use disorder who refuse to accept treatment will no longer be able to receive county funded cash assistance thanks to prop f, which voters also approved in november. >> jor dan monica, thanks very much. building a better bay area takes time and after a lot of

a team effort. and along our coast, that team includes sea otters. yeah. a new study is adding evidence to their effectiveness at controlling an invasive species. abc seven news meteorologist drew tuma has a look. >> when we first met the hungry otters of elkhorn slough last year, they were chowing down on a species of burrowing crabs blamed for destabilizing the shoreline, thinning their numbers and rescuing sections of the estuary located at moss landing in monterey bay. now, researchers believe the otters could be a potential solution for controlling an invasive species that has invaded ecosystems up and down the west coast. green crabs. >> so back in the early 2000, i was just starting out as a graduate student at uc santa cruz, and the green crab population was growing explosively at elkhorn slough reserve. >> that's when estuary ecologist

rick jepson began trying to figure out why the green crabs native to europe were thriving. but somewhere in the middle of a research project, a strange thing happened. the trend began reversing, at least in elkhorn slough. so what had changed in this tiny sliver of the northern california coast? she believes it was the return of native sea otters documented by usgs surveys. >> given that the population size is about 120, they can probably eat somewhere between 50 and 120,000 green crabs at the slough per year, and i mean 100 100,000 green crabs consumed by otters. that's a lot. >> jepson and her colleagues began mapping the slough, pinpointing the location of otter populations versus green crabs. research coordinator kirstine watson says the modeling seems to confirm the trend. more otters, fewer crabs. >> so we use circumstantial evidence about spatial patterns,

like within elkhorn slough. the areas that have a lot of otters don't have a lot of green crabs, and the green crabs are nothing if not invasive, spreading rapidly. >> since being accidentally introduced into san francisco bay in the late 1980s, and coastal communities from california to washington state are spending millions in time and money to control the crabs, which compete with native sea creatures. could the otter be a help? >> i think there's a lot of promise that sea otter reintroduction to these areas would decrease the european green crab populations, as well as leading to healthier seagrass beds and salt marshes, and all the other benefits that come from having a top predator and restored food webs in the system. >> several groups are pushing state and federal officials to consider the idea of reintroducing sea otter populations to areas that were decimated by fur hunters more than a century ago. the idea is

expensive and likely to face opposition from the fishing industry. but in a world of changing climate and changing priorities, researchers say it's important to study all of our options. >> it's very hard to predict the future, although we feel like the system right now is more balanced than maybe it was 20 years ago. i don't think we should be too safe. >> at elkhorn slough, drew tuma, abc7 news. >> now, the elkhorn slough is a national research reserve. groups including the elkhorn slough foundation team up with major research centers to monitor changes to its environment. moving along, we've got rain in the forecast tomorrow, and that's not all. see sandhya's update

a controversial ordinance to reduce the number of homeless encampments near waterways. abc seven news south bay reporter zach fuentes shows you what that enforcement looks like. >> ecological and safety issues major factors in what valley water says led to the passing of the water resources protection zones ordinance. >> it's a law that our that our

board has passed that prohibits encampments on valley water property along waterways. >> valley water says they'll enforce it based on what they consider high and low priority level encampments. >> high priority is one that's creating impacts that valley water has to address immediately. the most egregious environmental or safety impacts. >> enforcement would include a warning and education first, with 72 hours to voluntarily relocate. the next step would be a misdemeanor charge with a fine or jail time as punishment. >> the intention of the ordinance is not to result in criminalization. i think it would be a very successful deployment if it doesn't result in any criminalization at all. >> advocates for the unhoused had raised concerns before the ordinance even passed, saying that it doesn't create a long term solution and that any criminalization should be taken out of the picture. >> it's the environment over the lives of our senior citizens because you are pushing them into nothing. so it's great that we have streams that are

beautiful and clear for nobody to enjoy because they're dead. >> other advocates say the only option that could work for everyone is providing more places for the unhoused to go. >> if we provide housing for people, we can have completely clean creeks. >> valley water said it plans to work with nonprofits to help provide education to those living along the waterways, but nearly a dozen have signed a letter to valley water saying they won't participate. still, some unhoused we've spoken with say they've gotten the message and are weighing their options. what would it take for you to move here if they asked you to do that? >> i would take the opportunity of housing some type of shelter, something better than what we're in now. >> throughout the year, valley water said it will be ramping up the enforcement slowly. they'll be reporting its progress after one year in san jose. zach fuentes, abc seven news. >> all right. let's go back and update the weather forecast. a nice string of clear days coming to an end. sandhya patel is monitoring it all. >> yeah, and we've got snow and
