snow to supply the water in the bay area. >> plus, taking a live look outside this morning and the rain is returning today. drew and sue are tracking the forecast and the roads and how it will impact your morning commute if you're heading into work today. >> good morning. welcome to friday. it's january 3rd. yeah. >> and we'll start with that. look at the weather. >> we do have light rain that has returned to the region today. so this morning we will be in and out of the showers, some slick roadways out there over the next couple of hours. here's live doppler seven showing you that this front is just beginning to move on shore. we'll zoom in a little tighter. we're seeing rain developing in parts of marin, sonoma county. certainly mendocino county has some showers. we're about to see some light rain move into the city. and as you can see, this entire shield of moisture is moving east so it spreads across the region. over the next couple of hours. we are at a level one today. it's not a lot of rain, but it will create some slick roadways out there this morning. and we do have some large waves developing along our coast today. a high surf advisory will be in effect. so looking at the rainfall

chances, we're really honing in on about a four hour period between 8 a.m. and noon today. that's when we'll find the best chance of showers. working through your neighborhood. the afternoon we will actually see a return of some sunshine to finish out the day. so we're not talking about a lot of rain rainfall today. what to expect across the region. most cities will see less than a half of an inch of rain, but we do have some snow coming to the sierra. we'll show you the winter storm warning coming up in eight minutes. let's check in with sue and see how the roads are doing this morning. >> thanks, drew. yeah, we checked on chain requiremen. none required on any of the sierra freeways at this time. we'll keep checking for you a little closer to home. excuse me. it's moving nicely on the east shore freeway. gaps in the headlights. good thing at a pretty good clip. there's a look at your drive from hercules all the way into the bay bridge toll plaza and san francisco. gorgeous. across the golden gate bridge. three lanes southbound, three lanes northbound. at this hour, i think that's pretty much been the two holiday week configuration. and right now it's light traffic all the way

around friday and holiday light, guys. >> thanks, sue. developing news in new orleans where bourbon street is back open to the public this morning with tight security in plac. here's a live look at the areac. where just two days ago, a driver rammed a pickup truck through a crowd of people celebrating the new year. of course, it's only 7 a.m. there, so it's very few people ever at that time in new orleans, the fbi now says the suspect acted entirely on his own. they also say he rented the truck he used in the attack on december 31st and drove from houston. the city reopened bourbon street yesterday, just 36 hours after the attack and 30 minutes before the postponed sugar bowl. the game began with a moment of silence for the 14 people killed as flowers, candles and crosses now dot the french quarter. >> man, after all this happened, coming back to bourbon street, it just have an eerie feel to it. but looking around, the tourists look happy. they just walking around and they look like they're enjoying themselves. law enforcement on

every corner so it feels safe. >> abc news is reporting bomb making materials linked to the attack were recovered by law enforcement yesterday at the suspect's home in houston. authorities say he originally planned to harm his family, but decided that would not get enough attention. investigators are still trying to determine how the suspect, a us born army vet, became an isis sympathizer in the wake of that attack in new orleans. >> the san francisco police officers union is asking for the department to reinstate its partnership with the fbi joint terrorism task force. the partnership was suspended in 2017 because of pressure from civil liberties advocates. abc seven news reporter suzanne fawn has a closer look at the concern. >> it's about keeping people safe. >> the san francisco police officers association says it's time for s.f. police department to step up. the po posted on x, quote. the sfpd should rejoin the joint terrorism task force to work with all our law enforcement partners in keeping the people who live, work and visit san

francisco safe. >> we put out the tweet because you know what happened in new orleans? nobody wants to see that han again. >> lieutenant tracy mcrae says there will be a lot of eyes on san francisco because of upcoming events like the j.p. morgan healthcare conference. >> that's going to be really huge. and after what happened in new york with the ceo being killed in february, there's the chinese new year parade and the nba all star game. security is paramount. >> the sfpd pulled out of the joint terrorism task force in 2017 during the trump administration. sfpd faced pressure from civil liberties advocates and members of the muslim community, concerned that the fbi and pd would target undocumented immigrants and muslim residents. law enforcement leaders say pd and the fbi share information now, but that more needs to be done, even though there is information that is shared with the department, it's different from actually being part of this joint effort, this task force

where we would actually have someone dedicated to being on that task force, did not have sfpd involved in it as a member of it. >> uh- is ludicrous. >> former fbi agent rick smith says sfpd needs to be part of the task force. >> to be safe, you need law enforcement to talk together in real time to deal with these things. >> local leaders say what happened in new orleans is a wake up call. >> we have to double down on our relationships with federal partners, like through the joint terrorism task force. i'm going to do everything i can as a member of the board of supervisors to support that. >> a san francisco police department spokesman says it's time to rethink their membership in the jttf suzanne phan. abc seven news. >> the fbi is still working to determine the motive in wednesday's. tesla cybertruck explosion in las vegas. investigators do not believe it's connected to the terror attack in new orleans.

authorities identified the suspect as 37 year old matthew lee berger, a decorated u.s. army green beret from colorado springs. they say he rented the cybertruck online in denver and drove it to vegas. this video shows the vehicle pulling in to the trump hotel and then leaving. it came back a short time later, and that's when it exploded in front of the entrance. >> the individual had sustained a gunshot wound to the head prior to the detonation of the vehicle. >> officials cannot say with 100% certainty that the body in the vehicle is levels. berger. they say just before christmas, he legally bought two handguns that were found inside the car. there were also gasoline canisters and fireworks. the seven people hurt in the explosion have minor injuries. both the las vegas explosion investigation and the new orleans case are evolving fast. we are keeping. abc seven news.com and abc seven bay area

app up to date. and of course, we'll pass along any new information this morning as we as we get it. >> and happening today, x49 dana stubblefield could find out if he's getting out of prison. he's set to be back in court a week after an appeals court overturned his rape conviction. abc seven news reporter lena howland is live in san jose with what his attorney wants to see happen to this case, and why he says stubblefield should be released. lena. >> amanda, good morning to you. stubblefield's attorneys are hoping that he will be released from prison today, and they're also hoping prosecutors will rectify this by dropping all charges to bring you up to speed here. the former forty-niners player was convicted of raping a woman under the threat of a gun, who had come to his home to interview for a babysitting job in 2015. but his defense team says that's not what happened. they say the judge blocked the admission of key police evidenc. that includes the accuser's own confession that she was a paid sex worker with her own website

and business operation. stubblefield said the interaction was a paid, consensual transaction. the appellate court ruling last week that the prosecution violated, excuse me, violated the racial justice act by saying in its closing argument that it didn't search stubblefield's home for a gun over concerns that it would open up a, quote, storm of controversy amid civil unrest at the time over the police killing of george floyd can't hold a trial that has the fundamentals of due process, the fundamentals of fairness, the fundamentals of the constitution, and keep referring to somebody as a big black man. the racial justice act went into effect in 2021, just a year after his conviction. this makes it illegal to convict someone on the basis of race, ethnicity or national origin. stubblefield's attorneys are expected to be back in court here at 9:00 this

morning, motioning for their client to be released. live in san jose. lena howland, abc seven news. >> all right, lena, thank you. now, even with winter here, we need more snow in the coming months. that's the word from state water managers after their first snow survey of the season. yesterday, they measured the snow pack at phillips station, south of lake tahoe along highway 50. they found 24in of snow. it's 91% of average for this time of the season, but only 37% of what's needed by april 1st to supply the water that's needed in much of the bay area. officials say the northern part of the state has been a lot more wet this season. >> central and southern sierra, we need some help. we need above average accumulation for the remainder of the winter to really catch back up. >> besides providing water for us to drink, the snowpack also creates runoff that keeps our forests greener in the summer months, which can help reduce wildfires. the next snow survey is set for february 3rd. >> we're doing so much better this year than last year. last

year we were had about 35% of our average snowfall for the state. so the sierra is doing well. we're getting more snow later on today. a winter storm warning kicks in here at 7 a.m. most of the snow is going to fall later on this afternoon and this evening. so if your plans are to go to tahoe. morning is best afternoon. things kind of go downhill. we're expecting 6 to 10in of snow above 5500ft. our highest peaks could see 15in of snow throughout the afternoon and evening. here's live doppler seven. you can see our front moving on shore. light rain overspreading the region. that snow arrives later this morning and into the afternoon in the sierra behind this front it gets really quiet. so this is the last rain we'll see this week. next week looks very dry across the region right now in santa rosa. currently raining. it's 49 degrees, just a light breeze out of the northwest. we're not expecting windy conditions as this front moves through. so here's future weather by 7 a.m. it's raining in the north bay. we have those showers spreading south and east throughout the morning. here's 9 a.m. that rain is falling in the east bay, the

attention to san francisco's vision zero. it's the city's plan to make streets safer and bring traffic deaths to zero by 2024. and with 2024 over, that vision has not come to fruition. in 2024, 41 people died in on san francisco's streets, including two dozen pedestrians. that number even more than in 2014, when vision zero was first announced. that year, 31 people died. abc seven news reporter tara campbell looks at what ten years of work actually accomplished, and what's next? >> it's a record san francisco certainly didn't want to set, but now it's official. the city saw more traffic deaths in 2024 than any other year in the past decade, a decade that was devoted to dropping those deaths down to zero. >> it's absolutely working. i can't imagine what san francisco would be like if the city didn't invest in vision zero, didn't put the resources aside. >> dozens of cities across the country have taken the vision

zero pledge, but like others, san francisco is seeing the death toll rise, particularly among pedestrians. last year, 24 people died while walking the streets. >> it's combating decades of streets designed for vehicles versus for all of us. >> we spent tens of millions of dollars reconfiguring the streets, putting in protections, putting in bike lanes, putting in a lot of different things to try to make the streets safer. >> but abc seven insider phil matier says a lack of law enforcement is catching up. >> one of the reasons ticketing went down over the years was that they didn't have enough police. another one was that there was a concern that tickets were a form of racial discrimination, and that minorities and people of color wound up getting most tickets. >> there's never anybody getting caught for like, running red lights or stop signs, minor traffic violations that tend to cause pedestrian injuries. >> advocates have long been

pushing for the use of more technology to combat fast, distracted driving. the governor this past year signing off on a pilot project that will help catch people speeding through intersections. >> we believe that the pilot, the speed camera pilot that's going to be turned on in march, is going to be a game changer. >> san francisco will be the first of six cities to launch the pilot program. >> imagine 33 locations with speed cameras. so really changing people's behavior and having them obey the speed law. >> meanwhile, they're calling on mayor elect daniel lurie to re-adopt the vision zero policy. in his first 100 days in office. tara campbell, abc seven news. >> as san francisco considers a future of traffic safety, the city will also take a new approach to public safety. overall, incoming mayor daniel lurie appointed former san francisco police officer paul yep to be the city's first chief of public safety. and abc seven news spoke with you up about the job. >> what i'm super excited about is that this will be the first time that a representative from

the mayor's office will be coordinating all the emergency services and public safety departments for the city of san francisco, and the coordination is important because we want to be all on the same page and hyper focus on our priorities as needed, to make the city safe. >> yep. has been part of lurie's transition team. he was a member of the san francisco police department for 28 years. >> happening today. several family members of eric and lyle menendez will meet with the newly elected l.a. county district attorney. they are pushing for the brothers to be resentenced. the prior da asked a judge to sentence the brothers, who were convicted of killing their parents nearly 30 years ago. the new da delayed the case, saying he needed time to review it. most members of the menendez family say theof brothers should be released from prison. >> taking a live look at the u.s. capitol this morning where it could be a chaotic day, the 119th congress convenes today, the first order of business picking leadership positions. and it's not clear if house speaker mike johnson is going to

keep his job. yesterday, johnson met with fellow republicans who are undecided about whether to back his bid to retain the gavel. at least 16 republican members have not committed to voting for him. he cannot afford to lose more than one republica, and representative thomas massie of kentucky has already said he's a no. >> he doesn't have my vote. >> so you won't vote for him. >> he does not have my vote. >> will you change your mind? >> it would take a christmas miracle. >> johnson does appear to have the support of the majority of his party, and has the endorsement of president elect trump. oakland democrat barbara lee served her last day in the house of representatives, but she's signaling she's not done fighting for the people of her city. lee issued a statement saying, quote, it has been the honor of a lifetime to provide constituent services. she added she will continue to fight for working families, the middle class, low income and poor people. this is important because her name is being floated as a possible candidate to fill the seat of recall mayor

colorado springs, colorado. he was an army soldier on leave. new surveillance video shows the truck pulling up to the hotel around 730 wednesday morning. it then left, driving along las vegas boulevard before returning to the valet area. around 8:39 a.m, the truck exploded 17 seconds later. yesterday, investigators searched berger's home in colorado springs. his wife reportedly told investigators he'd been out of the home since around christmas after a dispute over allegations of infidelity, similar to the attacker in new orleans. berger rented the truck on the san francisco based turo app. officials told abc news he told the person he rented the truck from that he was going camping at the grand canyon. both las vegas explosion investigation and the new orleans case are evolving fast. we're keeping abc seven news.com and abc seven bay area app. we're keeping all of that updated with the latest developments. 24 over seven. if you download the app, you can

turn on notifications to then get a heads up when new information comes in. >> happening today, x49 dana stubblefield could find out if he is getting out of prison. he is set to be back in court a week after an appeals court overturned his rape conviction. abc seven news reporter lena howland is live in san jose with what his attorney wants to see happen to this case, and why he says stubblefield should be released. lena. >> well, reggie, after three years behind bars, stubblefield's attorneys are arguing today for his immediate release from prison. they say he is an innocent man. and key police evidence was blocked by the judge from ever being seen by the jurors. the former forty-niners player was convicted of raping a woman under the threat of a gun, which was never found. who had come to his home to interview for a babysitting job in 2015. but his defense team says evidence that wasn't presented at trial includes the accuser's own confession that she was a paid sex worker with her own website and business operation.

stubblefield said the interaction was a paid, consensual transaction. the appellate court ruling last week that the prosecution violated the racial justice act by saying in closing arguments that it didn't search stubblefield's home for a gun over concerns that it would open up a, quote, storm of controversy amid civil unrest at the time over the police killing of george floyd. it's now up to santa clara's district attorney to decide whether to retry the former 40 niner. >> they would have to do then is bring him back and start from scratch. and the question would be, will he get bail again? since he's now had his conviction overturned because he's convicted of nothing, not even a parking ticket. so he should be restored to where he was home with his family, where he should have been for the last few years. >> we reached out to the santa clara county district attorney's office and were told, quote, we are studying the opinion.

stubblefield's attorney is expected to be back in court here this morning at 9:00, motioning to have their client released. live in san jose. lena howland, abc seven news. >> two oakland fire stations will close on monday because of the city's budget cuts. that's according to the firefighters union. these are stations 25, which is located on butters drive, and 28, which is on grass valley road. station ten is already closed for remodeling and it won't reopen. firefighters plan to hold a news conference monday morning at city hall, as the city council is scheduled to hold a meeting. the union plans to demand the stations reopen because of the impact the closures could have on public safety. >> a dramatic scene in south korea overnight as the country's president defied an arrest warrant and ended up in a standoff with police at the presidential palace. this happened at the presidential palace, as i mentioned, where thousands of supporters and police were gathered. police ended up leaving after being confronted by what they said was a human wall of soldiers and the president's security team. you

may remember last month the president declared martial law and was then accused of insurrection under south korea's constitution. if a sitting president is accused of insurrection, the police have the authority to arrest him while he is still in office. >> now it's our abc seven mornings advance. we highlight some things happening here in the bay area today, nearly two weeks after massive waves took out the end of the santa cruz wharf, city officials announced the pier will reopen this weekend. >> officials say the wharf has been deemed safe after a sonar and engineering assessment. the original incident took 150ft off the wharf, including a part of the dolphin restaurant, and restrooms took them all into the sea. now, beachgoers and surfers are happy to hear the area won't be closed any longer. this is the best place. >> this is my piece. >> i shake because i'm just so excited to be here. >> go have you some calamari. >> so nearly 20 businesses on the wharf will also be reopening. there will be a reopening ceremony at 10 a.m.

commuters cannot lose sight of how valuable it is to solve these problems. >> monica madden, abc seven news. >> new details in a plan from san francisco to install curbside ev chargers. the city is now choosing to put them in dogpatch and post triangle. the initiative aims to provide chargers for san francisco residents who don't have access to off street parking. the city will need 5000 chargers by 2030 to meet the growing demand of electric cars. in the pilot program, three companies have been chosen urban ev, it's electric, and volt post. >> in the south bay, enforcement just started over a controversial ordinance to reduce the number of homeless encampments near waterways. officials say the goal is to move unhoused people from local rivers and creeks to help clear pollution and improve safety. enforcement includes a warning and education first, with 72 hours to voluntarily relocate. the next step would be a misdemeanor charge with a fine or jail time as punishment.
