noon. once we get into the afternoon, the rain pretty much exits and sun comes back to finish out the day. so rainfall totals. not a lot of rain with this short duration of our cold front. less than a half of an inch expected across the region. let's check in with sue and see how we're doing on the wet roads this morning. >> pretty quiet drew, although the roads are slick as you mentioned. take a look at oakland 880 past the coliseum. yeah, no stalls or accidents along 880. knock on everything. we hope it's a holiday light and friday light as well. there's a look at your drive from hercules all the way into the city. less than 30 minutes. smooth sailing through san rafael. those tail lights headed southbound past the civic center and on into central marin. no problems across the golden gate. it's looking good overall. green is great. not even a commute out of the central valley this morning, so we are anticipating light conditions the rest of the morning. here's a look at some of your drive times and maybe fog an issue in marin, but just

some slight slowing from san rafael into the city. >> nothing major, so thank you. developing news in new orleans, where bourbon street is back open to the public this morning. as you can see with this live look at the area. just two days ago, a driver rammed a pickup truck through a crowd of people celebrating the new year. the fbi now says the suspect acted entirely on his own. they also say he rented the truck he used in the attack on december 31st, and drove from houston to new orleans. the city reopened bourbon street yesterday, just 36 hours after the attack and 30 minutes before the sugar bowl game. now, as you know, that got postponed to yesterday. the game began with a moment of silence for the 14 people killed as flowers, candles and crosses now dot the french quarter. >> man, after all this happened, coming back to bourbon street, it just have an eerie feel to it. but looking around, the tourists look happy. they just walking around and they look like they're enjoying themselves. law enforcement on every corner. so it feels safe.

>> abc news is reporting bomb making materials linked to the attack were recovered by law enforcement yesterday at the suspect's home in houston. police say he originally planned to harm his family, but decided that would not get enough attention. investigators are still trying to determine how the suspect, a u.s. born army veteran, became an isis sympathizer in the wake of that attack in new orleans. >> the san francisco police officers union is asking for the department to reinstate its partnership with the fbi joint terrorism task force. the partnership was suspended in 2017 because of pressure from civil liberties advocates. abc seven news reporter suzanne fawn has a closer look at the concern. >> it's about keeping people safe. >> the san francisco police officers association says it's time for s.f. police department to step up. the psa posted on x, quote, the sfpd should rejoin the joint terrorism task force to work with all our law enforcement partners in keeping the people who live, work and

visit san francisco safe. >> we put out the tweet because you know what happened in new orleans? nobody wants to see that happen again. >> lieutenant tracy mccray says there will be a lot of eyes on san francisco because of upcoming events like the j.p. morgan healthcare conference. >> that's going to be really huge. and after what happened in new york, with the ceo being killed in february, there's the chinese new year parade and the nba all star game. security is paramount. >> the sfpd pulled out of the joint terrorism task force in 2017 during the trump administration. sfpd faced pressure from civil liberties advocates and members of the muslim community, concerned that the fbi and pd would target undocumented immigrants and muslim residents. law enforcement leaders say pd and the fbi share information now, but that more needs to be done even though there is information that is shared with the department, it's different from actually being part of this joint effort, this task force

where we would actually have someone dedicated to being on that task force, to not have sfpd involved in it. >> as a member of it, is ludicrous. >> former fbi agent rick smith says sfpd needs to be part of the task force. >> to be safe, you need law enforcement to talk together in real time to deal with these things. >> local leaders say what happened in new orleans is a wake up call. >> we have to double down on our relationships with federal partners, like through the joint terrorism task force. i'm going to do everything i can as a member of the board of supervisors to support that. >> a san francisco police department spokesman says it's time to rethink their membership in the jttf suzanne phan. abc seven news. >> the fbi is still working to determine the motive in wednesday's. tesla cybertruck explosion in las vegas. investigators do not believe that this was connected to the

terror attack in new orleans. authorities identified the suspect, 37 year old matthew lee berger, a decorated u.s. army green beret from colorado springs. they say he rented the cybertruck online in denver and then drove it to vegas. so this video showing the vehicle pulling in to the trump hotel, then leaving it comes back a short time later, and that's when it exploded in front of the entrance. >> the individual had sustained a gunshot wound to the head prior to the detonation of the vehicle. >> officials cannot say with 100% certainty that the body and the vehicle is live. berger. they say just before christmas, he legally bought two handguns found inside the car. there were also gasoline canisters and fireworks. the seven people hurt in the explosion have minor injuries. both the las vegas explosion investigation and the new orleans case are evolving fast. we are keeping. abc seven news.com and the abc seven bay area app updated with the latest

developments 24 over seven. you can download our app to get alerts when new developments happen in these investigations. >> happening today x49 dana stubblefield could find out if he's getting out of prison. he is set to be back in court a week after an appeals court overturned his rape conviction. abc seven news reporter lena howland is live in san jose with what his attorney wants to see happen to this case, and why he says stubblefield should be released. lena. >> well, amanda stubblefield's attorneys are hoping he will be released from prison today. they are also hoping prosecutors will rectify this by dropping all charges to bring you up to speed here. the former forty-niners player was convicted of raping a woman under the threat of a gun, who had come to his home to interview for a babysitting job in 2015. but his defense team says that's not what happened. they say the judge blocked admission of key police evidence. that includes the accuser's own confession that

she was a paid sex worker with her own website and business operation. stubblefield said the interaction was a paid, consensual transaction. the appellate court ruling last week that the prosecution violated the racial justice act by saying in its closing argument that it didn't search stubblefield's home for a gun over concerns that it would open up a, quote, storm of controversy amid civil unrest at the time over the police killing of george floyd. >> can't hold a trial that has the fundamentals of due process, the fundamentals of fairness, the fundamentals of the constitution, and keep referring to somebody as a big black man. >> the racial justice act went into effect in 2021, just a year after his conviction. this makes it illegal to convict someone on the basis of race, ethnicity or national origin. stubblefield's attorneys are expected to be back in court here at 9:00 this

morning, and they are expected to motion to have their client released. live in san jose. lena howland, abc seven news. >> all right, lena, thank you. even with winter here, we need more snow in the coming months. that's the word from state water managers after their first snow survey of the season. yesterday, they measured the snowpack at phillips station. this is south of lake tahoe along highway 50. they found 24in of snow. it's 91% of average for this time of the season, but only 37% of what's needed by april 1st to supply the water that's needed in much of the bay area. officials say the northern part of the state has been a lot more wet this season. >> central and southern sierra, we need some help. we need above average accumulation for the remainder of the winter to really catch back up. >> so besides providing water for us to drink, the snowpack also creates runoff that keeps our forests greener in the summer months, which can help reduce wildfires. the next snow survey is set for february 3rd.

>> and amanda, this time last year, we were at just 35% of average for our snowpack. so we're doing a lot better this year. and we have more snow coming this afternoon. a winter storm warning kicks in here at 7 a.m. we are expecting about 6 to 10in above 5500ft, and a lot of this will be falling later this afternoon. so if you're thinking of traveling to tahoe, it will be slick and slow. i do anticipate this afternoon and evening, probably some sort of chain controls on 80 and 50 as the snow falls down. back here at home, a live look at owaka this morning. you can see the tarmac is wet as we track that light rain currently falling in the east bay. 52 degrees right now as that light rain falls, here's live doppler seven along with satellite. you can see our front moving on shore. not a lot of moisture. so this is not an all day affair. it's the morning that we see the showers. sunshine is actually back later on this afternoon. so here's future weather. we'll track those showers throughout the morning. here's 9 a.m. as we track a few downpours crossing the region. even by 11 a.m. we're seeing some light rain, but by noon the showers are

the time now is 614. building a better bay area is all about finding solutions. that has been the goal of san francisco's vision zero, the city's plan to eliminate traffic deaths in ten years by the end of 2024. the year is over, and the plan did not work as everyone hoped. in fact, last year, more people died on san francisco streets than any year in the past decade. 41 people, to be exact, including two dozen pedestrians. people we spoke with think the high numbers are due to the lack of law enforcement? >> there's never anybody getting caught for like, running red lights or stop signs. minor traffic violations that tend to cause pedestrian injuries. >> city officials hope new programs like speed cameras will help with the problem. advocates are calling on mayor elect daniel lurie to re-adopt the vision zero policy, as san

francisco considers a future of traffic safety. >> the city will also take a new approach to public safety overall. incoming mayor daniel lurie appointed former san francisco police officer paul yep to be the city's first chief of public safety. abc seven news spoke with yep about the job. >> what i'm super excited about is that this will be the first time that a representative from the mayor's office will be coordinating all the emergency services and public safety departments for the city of san francisco, and the coordination is important because we want it to be all on the same page and hyper focus on our priorities as needed to make the city safe. >> yep. has been part of laurie's transition team. he was a member of the san francisco police department for 28 years. >> happening today. several family members of eric and lyle menendez will meet with the newly elected l.a. county district attorney. they are pushing for the brothers to be resentenced. the prior da asked a judge to resentence the brothers, who were convicted of killing their parents. this was nearly 30 years ago. the new da

your rainfall chances today, now through about noon, that's when we'll have the light rain moving through the afternoon. we actually start to dry out and sunshine is back in the forecast to finish out the day. but this morning we're anticipating anywhere from about a quarter to a half of an inch of rain. let's check in with sue, see how we're doing on those wet roads this morning. >> yeah. good morning drew. we are seeing some incidents pop up, and i'm guessing that it's because of wet roads and speeds. first, take a look at the golden gate bridge. it's slick and you've got three lanes in the southbound direction. some fog is forming in the north bay that may hamper your visibility over the waldo grade, and checking the bay bridge toll plaza. no metering lights, but it is wet, so watch those speeds. here's where we've got some issues on the peninsula. it is northbound 280 a solo crash after hickey boulevard blocking a lane there and over on 580 west after coolidge avenue. we've got an overturn here and i'm not seeing any slowing. but again, caution.

that killed 14 in new orleans. as part of this investigation, officials are trying to figure out how the suspect, us born army veteran shamsudin jabar, became an isis sympathizer. >> what i can tell you right now is that he was 100% inspired by isis. >> authorities now believe jabar acted alone in the bourbon street attack, planting explosives and ramming a rented pickup truck into a crowd. but they're unsure if he was radicalized online, on his own or recruited. new video shows the moment people began running for their lives after the driver turned onto bourbon street. dozens are still recovering, with injuries among those killed. 18 year old kareem badawi, a freshman at the university of alabama. >> a fun loving guy, uh- never looked for the center of attention. he was always there, though, just because he was a positive guy and well-liked. >> and 26 year old drew dauphin celebrating the new year with his younger brother, matthew. >> everybody that knows drew and knows matthew, they were they

were one. they were best friends. drew lived in birmingham, but he would go to the lake every weekend to be with his brother. >> 36 hours after the tragedy, the sugar bowl kicked off with a moment of silence for the victims as new flowers, candles and crosses dot the french quarter. now, in response to the fbi determining jabar was inspired by isis, the houston chapter for the council of american islamic relations unequivocally denounced the violence and joined the new orleans community in mourning the victims. one of those killed, kareem badawi, was a muslim american from baton rouge. guys, back to you. >> all right, christiane, thank you so much. and this morning, authorities are piecing together the final hours leading up to the moment a man blew up a cyber truck outside the trump hotel in las vegas. this also on new year's day. investigators don't think there's a connection to the new orleans attack. the suspect in the cyber truck explosion has been identified as

37 year old matthew berger of colorado springs, colorado. he was an army soldier on leave. new surveillance video shows the truck pulling up to the hotel around 730 wednesday morning. you'll see it leave driving along las vegas boulevard before returning to the valet area. around 8:39 a.m, the truck exploded 17 seconds later. yesterday, investigators searched berger's home in colorado springs. his wife reportedly told investigators he'd been out of the house since around christmas after a dispute over allegations of infidelity, similar to the attacker in new orleans. berger rented the truck on the san francisco based app turo, officials told abc news. he told the person he rented the truck from that he was going camping in the grand canyon. both the las vegas explosion investigation and the new orleans case are evolving fast. in fact, just moments ago, the white house announced president biden and the first lady will visit new orleans on monday. we're keeping abc seven news.com

>> we reached out to the santa clara county district attorney's office and were told, quote, we are studying the opinion. stubblefield's attorneys are expected to be back in court here at 9:00 this morning, again motioning to have their client released. live in san jose. lena howland, abc seven news. >> thank you. lena. two oakland fire stations will close on monday because of the city's budget cuts. that's according to the firefighters union. they are stations 25, which is located on butters drive, and 28, which is on grass valley road. station ten is already closed for remodeling and it won't reopen. firefighters plan to hold a news conference monday morning at city hall, as the city council is scheduled to hold a meeting. the union plans to demand the stations reopen because of the impact the closures could have on public safety. >> new this morning, a dramatic scene playing out in south korea overnight as the country continues to face chaos following the president's declaration of martial law last month. police tried to arrest the president for insurrection

as thousands of supporters were gathered outside the presidential palace. they ended up leaving after being met by hundreds of soldiers and guards protecting him. you may remember shortly after the president declared martial law, members of parliament overturned it. he was then accused of insurrection. >> two people are dead and 19 others are hurt after a plane crashed into a furniture warehouse in orange county, putting up a massive fireball. the ntsb says the single engine aircraft took off at about two yesterday afternoon from the fullerton airport. short time later, the pilot called and asked to immediately return to the airport. the plane made a turn and then crashed about 1000ft short of the runway. a worker at the furniture warehouse describes what he saw. >> all i saw is a big fire at the top of the ceiling, and there. fireball. and then it was black smoke. we didn't know. then our boss was shouting at

the third leading cause of cancer after tobacco and obesity, and it increases the risk for seven types of cancer that includes breast, colorectum, esophagus, liver, mouth, throat and voice box. the surgeon general is now recommending congress authorize a new cancer warning label to go on alcoholic drinks. this comes right at the start of dry january, which we just reported on earlier this week. you can see more about that trend right now at abc seven news.com. >> also new this morning, president joe biden has just blocked an acquisition of u.s. steel by japan's nippon steel. he made the vow back in march that he would block the deal, pledging to keep the industry domestically owned and operated. nippon steel has promised to protect jobs and invest nearly $3 billion in its facilities, but the deal faced bipartisan opposition by lawmakers, who do not want the american steel industry to be owned by foreign companies. nippon and u.s. steel have both previously vowed to

take legal action if the deal was blocked. if you own an apple device, you could be getting 20 bucks over accusations siri has been listening without your permission. the payments are part of a proposed $95 million settlement filed in federal court in oakland yesterday. five years ago, apple was accused of activating siri to record conversations even when people didn't use trigger words like hey siri. some of the recorded conversations were then allegedly shared with advertisers. apple is not admitting any wrongdoing in the settlement, which still has to be approved by a court. >> if you've been along sixth street in san francisco's soma neighborhood, then surely you have seen it. homelessness. open air drug use that many say is reaching a boiling point. it's why supervisor matt dorsey is calling for more arrests of drug users and a new strategy to clean up neighborhoods. abc seven news reporter monica madden spoke to him about it. >> reporter some say drug use in the sixth street corridor is

worse than ever. look around and you might see why. while crackdowns have focused on dealers, san francisco supervisor matt dorsey wants to take it a step further, making interventions that get people under arrest into drug treatment. and it's personal for him. >> something i consider nothing less than the obligation of my own survival as a recovering drug addict. we do need to be making arrests of drug users with an eye toward making sure that any criminal justice intervention we make is a medical and life saving intervention. >> it would be a significant shift in the city's approach, which has long focused on harm reduction strategies. >> what may have worked in the heroin era is not working in the fentanyl era. we are facing drugs that are deadlier than ever before in human history, and we're seeing levels of addiction driven lawlessness that we have never seen. >> with prop 36 now in effect. authorities can charge repeat drug offenders with a treatment mandated felony, giving people the option of rehab over prison time. >> nobody is asking for

draconian sentences like, you know, the bygone era of the drug war. what we are asking for is for people to be held accountable for drug driven lawlessness. >> what's that going to cost? >> i think the answer is that can we afford not to solve this problem? >> it's not the first time the city has tried this. in 2023, mayor london breed directed sfpd to make more drug related arrests. forced treatment wasn't welcomed by all. >> their risk of overdose sometimes sort of paradoxically, goes up. we've said you can't use humane and created a situation where they're not using opioids. their tolerance goes down and a relapse can be deadly. >> the ceo of san francisco's aids foundation telling abc seven news, in part, decades of research have shown that criminalizing people for their health conditions or circumstances perpetuates harm rather than fostering recovery. >> all of it comes back to public safety. a city that is as premised on being welcoming and

safe and clean for tourists and conventions, and shoppers and commuters cannot lose sight of how valuable it is to solve these problems. >> monica madden, abc seven news. >> california cities are getting help from the state to crack down on sideshows in 2025, governor newsom signed several laws that go into effect this year, focusing on loopholes in city laws and strengthening authorities power. some are similar to laws already in place in the bay area, like one that allows police to impound vehicles they believe participated in sideshows. opponents to the bill worry it could punish anyone who has a car within the vicinity of a sideshow. another law considers sideshows a street takeover, which gives prosecutors more leeway in court, and you can view all the new laws going into effect this year at abc seven news.com. new details in a plan from san francisco to install curb side ev chargers. the city is now choosing to put them in

dogpatch and to boost triangle. the initiative aims to provide chargers for san francisco residents who don't have access to off street parking. the city will need 5000 chargers by 2030 to meet the growing demand of electric cars in the pilot program, three companies have been chosen urban ev, it's electric and volt post in the south bay. >> enforcement just started for a controversial ordinance to reduce the number of homeless encampments near waterways. officials say the goal is to move unhoused people from near local rivers and creeks to help clear pollution and improve safety. enforcement includes a warning and education first, with 72 hours to voluntarily relocate. the next step would be a misdemeanor charge with a fine or jail time as punishment. >> the intention of the ordinance is not to result in criminalization. i think it would be a very successful deployment if it doesn't result in any criminalization at all. >> valley water says it plans to work with nonprofits to help provide education to those
