season is back. how local fishermen are preparing ahead of the big day tomorrow. good morning everybody. it's saturday, january 4th. happy new year. >> happy new year to you. yeah. 2025 starting out dry. so yes, we had a little bit of rain yesterday and waking up to some cold conditions. in fact, as we look at live doppler seven, you can see the cloud cover and the rain up in the pacific northwest. a ridge of high pressure is building. so those clouds trying to go up and over that ridge. it is 39, in danville and gilroy, with 46 in hayward. up in the north bay, there's fog in santa rosa. it's pretty dense in spots, and we're in the low 40s there. 24 hours ago we were milder. so much colder, 8 to 9 degrees colder in the north bay, six degrees colder in san jose and hayward. and so at about 7:00 we're still in the mid 40s with the low clouds. high clouds take over in the afternoon, 11:00 low to mid 50s. and by the afternoon nobody's near 60. we're in the

mid and perhaps upper 50s in the south bay. we'll talk about a warmer sunday coming up steph. >> all right lisa thank you. happening today six days of funeral observances for former president jimmy carter. he died sunday at 100 years old. we'll take a live look from georgia right now at the phoebe sumter medical center in americus. that's where carter's family will gather in just a few hours from now. former secret service agents who protected carter will serve as pallbearers. they'll walk alongside the hearse as it exits the hospital. a motorcade will carry his body from his hometown of plains, georgia, to the carter presidential center in atlanta. that's where he will lie in repose through monday. on tuesday, carter's body will travel to the u.s. capitol, where he will lie in state. on thursday, carter's funeral will be held at the washington national cathedral. his remains will then be flown to georgia, where he will be buried next to his wife, rosalynn. jimmy carter

never had the chance to appoint a supreme court justice during his single term as president. however, legal experts say he made a lasting impact on the judiciary system. carter was the first president to make sweeping changes to the makeup of lower federal courts. here in the u.s, there was no administration in our history until you get to clinton, which is later that appointed the number of women and minorities to the court that carter and mondale appointed. bay area lawyer joe cotchett says carter appointed at least 18 female or minority judges. former president carter appointed 41 women and 57 people of color to the federal judiciary. appointments. during his presidency. back here at home, inauguration events for san francisco's next mayor, daniel lurie, begin today. the official inauguration is wednesday, but lurie and his team will begin cleanup events

around the city until tomorrow. tuesday night, lurie attends a interfaith ceremony at congregation emanuel, and on inauguration day, lurie will help serve breakfast at saint anthony's and take a cable car to delhi square. he will be sworn in as mayor in the civic center plaza at 1130, and that will be followed by a chinatown celebration with a night market and concert. all right. the santa cruz wharf is reopening today much sooner than people anticipated. there will be a celebration at 10 a.m. this morning to welcome visitors back. 20 businesses on the pier have been busy preparing, and someone from the community returned to the wharf. 100 year anniversary plaque you see here. it went missing among the debris when part of the pier collapsed a week and a half ago. santa cruz parks and rec is encouraging the public to return any other artifacts to their office. well, happening tomorrow, crab season is finally

about to open across the bay area, and usually the season opens in the middle of november, but it was delayed by migrating whales. abc seven news reporter suzanne fawn went to the docks and spoke to fishermen, crab fisherman mike harvey is happy to be back at work. >> i'm excited now to get going. finally. oh, i've been crabbing for 15 years. >> harvey is busy putting some of his crab pots away. >> we are allowed to use half our pots. so these are the ones that the extras. i'm just putting them back in the shed. >> on thursday, he and his crew loaded up his 58 foot boat, vaya con dios, and headed out. they dropped 250 pots down on the ocean floor. they'll wait until sunday to start harvesting. john barnett is the president of s.f. crab boat owners association. he and his crew have already made two trips to put their gear out. >> everyone's excited. fishermen are all gearing up and putting bait on the boat. >> this year, the commercial crab season in the bay area

starts january 5th. last year it started january 18th. the commercial dungeness crab season usually starts in mid-november, but it's been delayed for the past few years. >> we had a delay this year because of the whales being present, and all of the issues we've been having about fishing around whales at fisherman's wharf, people are enjoying the fresh seafood, including the crab that's from oregon or canada. >> it's very tender. yeah, in a few days that crab will very likely be from the bay area. >> they'll start being out there on the sixth. i would imagine, by then. so they'll be ready to roll. >> we really appreciate the public's patience. maybe the evening of sunday we'll have crabs off the boat sales. we'll have crabs in the fish markets. restaurants will be getting it, and that the public will have access to what they've been waiting for. >> fisherman mike harvey says the crab harvest is very promising. >> they're nice ones. >> this year in san francisco, suzanne phan. abc seven news.

>> in the east bay, a year after a massive menorah was destroyed at lake merritt, anti-semitic graffiti is showing up there now. and as abc seven news reporter tara campbell explains, residents say enough is enough. >> anti-semitic messages like this painted alongside oakland's lake merritt. >> it was really just shocking, really hateful things said, i don't even want to, i'll send you pictures, but i don't even want to utter it. it's so ugly. >> it started after the october 7th hamas attack on israel last year. this graffiti, one of the latest incidents, it showed up on the last night of hanukkah right beside this massive menorah. last year it was vandalized and thrown in the lake when it originally started. >> that was my that was my walking path with my children, was going around the lake and seeing just the pure vitriol was really too much. and so that's what motivated me to start doing things. some removal on my own. >> zoe levine taking matters

into her own hands, but quickly realizing it was like drinking from a fire hose. >> you know, there was just so much every day, just more and more totally unchecked that i kind of had to get more help. >> jonathan mintzer is with the bay area's jewish community relations council. >> jcrc surveys that we do with professional researchers show that post october 7th, 60% of jews in the bay area feel less safe than they did before, and over a third have directly experienced or witnessed anti-semitism. >> the hate hitting right at home for mintzer. he lives in oakland and walks these paths. >> it is time for our leaders to really step up, to speak out against this ongoing hate, to take corrective action and to really dedicate themselves to supporting the jewish community during this difficult time. >> calling on the city's newly elected leaders to take action. >> it would go a long way from to hear from the incoming mayor and the incoming district

attorney here in alameda, that anti-semitism and all forms of hate have no place here in oakland and alameda county. period. >> tara campbell, abc seven news. >> a decision on whether former forty-niner dana stubblefield will be released from jail has been postponed. now, stubblefield's attorneys were in court in santa clara county yesterday. they're asking for his release after his 2020 rape conviction was overturned. last week, an appeals court found a statement prosecutors made referencing stubblefield's race that violated an anti-discrimination law. the defense team has also long maintained the judge has blocked important evidence. >> there are some technical issues and some technical areas of law. this is an unusual case. the judge in this case allowed that the jury did not hear the truth. >> the hearing was delayed due to jurisdictional issues and stubblefield's release will be considered again in two weeks.

plea to secure the release of eric and lyle menendez after 35 years in prison. it was made by 20 family members during a meeting with the new los angeles district attorney yesterday. the menendez brothers were convicted of killing their parents back in 1989. prosecutors say they did it for financial gain, but the brothers say they shot their parents after years of sexual abuse at the hands of their father, jose menendez. new los angeles da nathan hochman says he's reviewing the evidence before deciding whether to move forward with resentencing supported by his predecessor. now, part of that process was speaking to the family. >> we're inputting that additional information that i received today, which was useful information into the entire decision matrix on what to do with this case. >> eric and lyle's family told the da they were prepared to support the brothers in any way possible if they are released from prison. the u.s. surgeon

general issued a new warning on alcohol. he says even moderate amounts increase your risk for seven types of cancer, making alcohol the third leading preventable cause of cancer here in america. he suggests updating the current warning on alcoholic drinks to include cancer risk warnings, like there are on cigarette packs. for example. alcohol warning labels have remained the same for nearly 40 years now. they currently warn of generic health problems, with specific mentions for drivers and pregnant women. >> it's not that surprising to see that these these guidelines have. the discussion has been going back and forth for so many years because the research is continuously evolving. >> congress would need to pass legislation to make a change to alcohol warning labels. governor newsom is continuing his crackdown on ultra processed food. he signed a new executive order. it instructs the state's public health department to

evaluate the impact of food dyes and provide recommendations on limiting any potential harm. it also instructs other agencies to look at how to limit the purchase of soda and candy through calfresh, and address food deserts. these recommendations are due by april 1st. now to a story we are following closely. oakland is temporarily closing two fire stations as the city deals with a growing budget deficit. station 25, located on butters drive and 28 on grass valley road, are being shut down on monday. they will stay closed for six months. the closures will save the city $5 million this fiscal year. now, oakland's fire chief says the temporary closure is happening while fire danger remains low. >> we're not directly in wildland season. this was an opportunity to use a couple of our hill houses that normally are in our high fire severity zone. we feel like we can cover these districts adequately.

>> chief damon covington says the fire department looked at data analytics and picked these stations for temporary closure because they are not among the city's busiest. the antioch police department will be under federal monitoring for five years. this comes after an investigation into racist text messages by police officers. it's part of an agreement announced yesterday. 13 antioch police officers have been fired or resigned as a part of this scandal. the texts used derogatory terms for blacks and encouraged shooting the mayor. under the agreement with the fbi, antioch police will hire a consultant to update department policies and training around the use of force hiring and investigations. and we're following a new development in san mateo county. embattled sheriff christina corpus has filed a $10 million claim against the county, alleging discrimination and harassment. it comes after a 400 page report alleged acts of intimidation, conflicts of interest and

corruption in the sheriff's department. the report also said corpus and her former chief of staff had an improper relationship and still do. they both denied it. sheriff corpus says the investigation is part of a conspiracy to defame her. she will address the legal claim on monday. in the north bay, caltrans will soon begin overnight work on highway 37. it's for a project designed to prevent flooding and combat rising sea levels. the work, starting monday night, will impact a 12 mile stretch of eastbound 37 in solano county. abc seven news reporter cornell bernard has more about this project. >> highway 37, a place where traffic, steel and asphalt meets eco sensitive north bay wetlands. >> there are a number of things going on on state route 37 right now, as we prepare to be more resilient to flooding. to address congestion and also to prepare for sea level rise. >> a long-term plan preparing this roadway for the effects of

climate change starts monday night, january 6th. caltrans is closing eastbound lanes of 37 overnight between highway 121 and railroad avenue in vallejo. a detour around the roadwork will be in place. >> that's about a 40 mile long detour. pretty significant. it's allow us to do geotechnical drilling so that we can get information that we need to design the new state route 37. >> flooding has become a routine issue on 37 during the rainy season in marin county, causing lengthy closures of the vital commute route. a plan to widen and elevate the entire 21 mile stretch is the ultimate goal, creating more bicycle, public transit and carpool options for all travelers. >> it's easily going to take over 20 years to do the entire ultimate project, which is going to be an elevated viaduct. >> environmental advocates hope to create a corridor where wildlife and infrastructure can coexist. in a statement, the sonoma land trust says our role is to ensure we can work successfully with caltrans to enable restoration on both sides

of the highway and reconnect the bay with the wetlands, both existing parcels and those yet to be restored. a series of public meetings on the project will be ongoing. monday's construction project will happen weeknights through february 1st in solano county. cornell, bernard. abc seven news. >> in the north bay, two large trees came down, a redwood and a fir that crashed onto this car, even taking off a chunk of this house. the owner says there's damage to two of her bedrooms there, and monte rio, right near guerneville. and a p-g-and-e's power pole was also destroyed in this incident. thankfully, there were no injuries, but the soil certainly saturated from all the moisture we got this past week. and looking ahead though, lisa is tracking a dry weekend. >> yes, we're even warmer tomorrow, so today is the cooler day out of the two, and then we're going to get into even warmer weather. so we'll switch to an offshore component that will be watching, especially on tuesday when the winds will get pretty gusty in the north bay.

but the flip side of that we will be warming up. we're going to see temperatures well above average, especially in the north bay. that's going to be for the next few days as we get into say, that tuesday, wednesday, even thursday time frame, that's in our extended outlook right now. you can see the clouds going up and over the ridge of high pressure and the rain confined to extreme northern california. it is 47, in oakland right now, 42 in danville with those low 40s in the north bay. so certainly cool there. 47 in oakland. good morning, san rafael 46 for you. and the visibility reduced in santa rosa at three quarters of a mile. you'll notice elsewhere no issues, good visibility. and from our exploratorium camera, our forecast headlines with areas of fog around the bay for the weekend, those large breaking waves are high. surf advisory will expire as we get into tomorrow morning, early sunday and then looking at our dry pattern with sunny and warmer weather into next week. so an extended break from the

rain. so here we go with the wave heights anywhere from 10 to 12ft right now, but they are forecasted to be up to 25 foot breakers. so very dangerous here. we'll get into some sun today, but a nicer afternoon tomorrow and the waves should be more confined to where they usually are, but still never turn your back on the ocean the next couple of days here. notice we start out with the cloud cover this morning, and by the afternoon some high clouds take over into sunday morning. we've got partly cloudy skies. we've got a warmer afternoon, a few high clouds again, and then early into monday, starting out with partly cloudy conditions and more sun on tap for your monday afternoon. as we look at the week ahead in terms of the north bay, look how mild this is santa rosa tomorrow, monday. and then we really get into those mid 60s on tuesday and wednesday, well above average. we should be about in the upper 50s this time of year. and this will be all due to those offshore winds usually allowing

mountain view. so bundle up out there. the afternoon highs just in the mid 50s with partly cloudy skies downtown over in oakland about 57 and peeks of sun with high clouds. and the warmest location will be in the south bay. san jose. upper 50s. partly cloudy. we get into a warmer second half of the weekend, and if you like that we're going to have much warmer temperatures for the week ahead. stay tuned for the details and some breezy winds as well. stephanie. >> all right lisa, thank you. today is the first day of a week long of funeral services to say farewell to america's oldest living president, jimmy carter. he died on december 29th at 100 years old. abc news reporter faith abubey has the latest from georgia. >> this morning, a motorcade taking former president jimmy carter from his hometown of plains, georgia. pausing for a moment at his boyhood farm before making the 100 mile trip to atlanta. arriving at the

carter center, where there will be a private funeral service and public viewing. tuesday, his body will be flown to washington, dc, where he will lie in state at the u.s. capitol. a national service at washington's national cathedral, planned for thursday before his remains are flown back to his georgia hometown for a private burial at the national service. his longtime friend, president joe biden, will deliver a eulogy. president elect trump also expected to attend. president carter will ultimately be laid to rest next to his beloved wife, rosalynn, in plains. he once called her his secret weapon. they were married for 77 years until she passed away just over a year ago. jason carter is one of his 12 grandchildren. >> i knew that he was ready, and i knew that, you know, he had said in these last few weeks that that, frankly, he he wanted to go see rosalynn. that was his words and that that made us all feel okay with it. right. he is at peace. we were at peace. >> carter was born into a humble family in rural georgia. they were peanut farmers. carter

enlisted in the navy, becoming a state senator, georgia governor, and eventually sitting in the most powerful office in america. >> i, jimmy carter, do solemnly swear. >> james earl carter, taking the oath of office in january 1977, serving just one term with challenges at home and abroad. but most agree his years after the white house were remarkable, building homes for the poor even into his 90s and through the carter center, bringing fair elections and an end to diseases in places around the world. >> he was an honest man. i think his his legacy would be his honesty, his faith. and in politics. that's kind of rare today. >> and the former president will lie in repose at the carter center in atlanta starting this evening. the public can visit with him and pay tribute starting tonight until early tuesday morning. faith abubey abc news, americus, georgia. >> all right. thank you. well, in washington, d.c, a standing

ovation for san francisco congresswoman nancy pelosi on her return to congress following hip surgery. it came as the house of representatives voted to elect a new speaker. the former leader of the house democrats received a round of applause from colleagues while casting a vote for hakeem jeffries to become the next speaker. but jeffries fell short and will remain minority leader. the house of representatives voted to reelect house speaker mike johnson by a razor thin margin. the 119th congress has convened, and there are some changes with the bay area's contingent. after a contentious election that included former san jose mayor sam liccardo as the winner. abc seven news south bay reporter lauren martinez spoke to him about his priorities. >> will you raise your right hand? >> friday marked the first day of a new congress. among those sworn in former san jose mayor and now congressman sam liccardo. >> congratulations. you are now members of the 119th congress.

>> on friday afternoon, we spoke with liccardo from his washington, d.c. office. >> i feel enormous pride for the opportunity and the privilege to be able to serve in this way. >> liccardo replaces longtime representative anna eschew. his district stretches from the south bay to the mid peninsula and coastal san mateo county. when not on capitol hill, liccardo will be at the same offices as you had in palo alto and half moon bay. >> well, we're trying to build teams in two cities right now, literally back home and in washington, dc. >> liccardo, a democrat, is a first term member in a minority party. he said he knows there are daunting challenges ahead, working with his party and the new administration. >> we think about the cost of housing, for example, the cost of childcare, and these are not issues that are finding their way into legislation or floor battles. those are the opportunities, i think, for young members like me to reach across the aisle, build coalitions, get some things done with relatively nonpartisan steps that can actually provide

real relief for families that are struggling every day. >> liccardo said he plans to build a strong network of relationships so he can be the way silicon valley needs in dc. >> we're going to actually be building out a platform to be bringing other members of congress out to the valley to be able to meet leaders in the community, to understand, for example, what are the needs, the innovation economy. >> during his campaign, liccardo used ai voice technology to speak to voters when he lost his voice. >> the last time i spoke with you, it was through the ai voice speech. so i just want to clarify this is you talking and not the eyes. >> although some people said they preferred the ai voice in the south bay. >> lauren martinez, abc seven news. >> longtime alameda county representative barbara lee has passed the baton to her successor in congress. >> 26 years in congress, seven and a half years in the california legislature and 11 years working for a member of

congress. when i came in 1998, i hit the ground running. >> lee talked with abc seven news from washington, dc, where she welcomed newly elected lateefah simon to the seat. lee says she's undecided about what to do next, and has not ruled out a possible run for mayor of oakland. she says she'll make a decision on that in the coming weeks. we'll of course, be following that. now to the latest from new orleans. president biden and the first lady will travel to new orleans monday to meet with grieving families and community members impacted by the new year's day terror attack. the fbi has revealed a new, detailed timeline of this attack. investigators now say the suspect drove a rented truck from houston to new orleans on december 31st. he reportedly posted multiple videos to facebook claiming he joined and pledged allegiance to isis. at 2:03 a.m, he is seen near bourbon street and the fbi says he planted those explosives in
