starts right now. >> a budget crisis with fire stations on the chopping block. we are just nine hours out from the closure of two fire stations. as oakland tries everything to close financial gaps. good evening and thank you for joining us i'm dion lim. the stations that are closing are said to be some of the least busy locations in the city, but for their neighbors, their loss

is alarming. stations 25 and 28, both in the hills, will shut down in the morning, with the firefighters there moved to other locations. those brownouts are expected to last at least until july. they're all part of bigger budget cuts meant to keep oakland afloat, as the city waits for long delayed money from the sale of the coliseum to go through. abc seven news reporter j.r stone talked to the firefighters union about the impact these closures could have. >> reporter this may be the last time in a while that you'll see firefighters working at firehouse 25, in the oakland hills. it's one of two fire stations closing monday as the city tries to balance its $129 million budget deficit. >> i'm frustrated as i have as i have been this entire time, with the city's decision to place oaklanders public safety at risk. >> seth olear is vice president of the local 55 union that represents oakland firefighters. his concerns are echoed by those

who live near the closing. firehouse 25. >> it was kind of scary with all the high fire risks up here. >> i think we need to meet with the neighbors and try to send a some kind of petition to the alameda county or something like that, because this is very sad. >> it was a consideration when we bought the house to have a firehouse this close. >> back in october, the kellar fire burned 15 acres in the oakland hills and damaged at least two homes and displaced hundreds of residents. olear says fire trucks from closing stations 25 and 28 were among the first there. >> absolutely. they were among the first companies that were on scene fighting that fire. so without a doubt that that entire incident would have gone very differently with the absence of just these two fire engines, for sure. >> the oakland fire chief explained friday that this is a brownout process that will keep the stations closed at least six months and save the city $5 million. no firefighters will lose their jobs, but it's

mourns, investigators are sharing new information about the planning of last week's attack. abc news reporter christiane cordero has new video and new details. >> during an update today. the fbi says they still believe shamsuddin jabar, the man suspected in that deadly new year's day attack in new orleans, acted alone. >> we have not seen any indications of an accomplice in the united states, but we are still looking into potential associates in the u.s. and outside of our borders. >> authorities confirmed the suspect traveled to cairo, egypt, in 2023 and that he also traveled to ontario, canada that same year. >> this investigation is crossing state and international borders as our agents follow leads in houston, texas. atlanta, georgia. tampa, florida, and internationally. >> investigators releasing a video they say jabar recorded of the french quarter using metal glasses during a trip to new orleans in october, adding, jabar also made a trip to new orleans in november, both times staying in a rental home.

only mid 40s inland, but by midday, partly to mostly sunny upper 50s inland and at the bay and upper 50s on the coast. 4 p.m. a little bit after the peak of our warming. mainly sunny skies, low 60s inland, 60 around the bay shoreline, upper 50s at the coast. and as we get into the 7 p.m. hour, of course it will be dark, mostly clear, low to mid 50s across the entire region, but we will have much warmer weather later in the week, and i'll have that in my accuweather seven day forecast a little bit later. dion. >> looking forward to it. spencer. thanks to the north bay now where a popular mexican restaurant is closed for good after a federal investigation says it violad child labor laws. see, casa has been in napa for 15 years, and the u.s. department of labor says the restaurant allowed children to work outside, permitted hours during school days and operate hazardous equipment. the restaurant has disputed the allegations. the department of labor fined the business more than $45,000, and casa's website did not list a

specific reason for the closure. the owner of the oxbow publicre. market, where sikasso was located, told the press democrat that the pandemic was a factor. fresh catch straight from the sea. crabbers in the bay area brought in their first batch of dungeness crab today, marking the delayed start to our season. commercial crab season typically starts in november, but was delayed due to humpback whale migrations off the coast. now, the timing and other issues at sea have put crabbers in a pinch. abc seven news reporter cornell bernard was at fisherman's wharf when the first boats arrived with their catch today. >> go get some crab over here. >> the first dungeness crab catch of the season is in at fisherman's wharf. >> it's just good to get out on the water, you know, the delays. something we're kind of used to by now. yeah. so we just roll with the flow. >> captain pat lazzari says his crew on board the edward letter

caught about 7 to 8000 pounds of crab overnight. the fresh catch is quickly moved into holding tanks at pier 45. the crab season normally starts before thanksgiving, but the season was delayed for the sixth year in a row by the state due to migrating whales off the coast. >> i'm just happy to work again. >> captain matt balwani's says so far, the crab catch is good. >> it wasn't as many, but the quality was very good. i think we've been averaging a little over 2 pound crab average. >> captain matt is selling his catch direct to a hungry public who waited hours in this long line. >> we're beating the super bowl rush right now. we're getting a fresh catch. can't beat that. >> the off boat crab sales are happening on a newly constructed dock created to help salmon and crab fishermen generate income. >> salmon has been canceled for the last two years, so the crabbers are really like. this is the one chance these guys really get a chance to make money. >> it's been a really rough couple of years for the

seven. and tonight we have two breakthroughs to share for women in our local governments. for the first time in its history, napa county's board of supervisors are all women. the newest members took the oath of office yesterday. napa county is the second county in the state to have an all women board. it follows los angeles county. >> it's a message to all, including our daughters and our sons, that we as a community are

helping to open up the possibilities of who can be a leader. it means more opportunity for everyone. >> the new supervisors have varied backgrounds. they include nonprofit, community based organizations. there are multiple attorneys and a scientist. the board officially gets started on tuesday. to our other breakthrough, sonoma county will have more female judges than male judges for the first time. they'll have 11 women and nine men on the roster. the county swears in those new judges tomorrow. experts say diversity among judges helps better ensure fairness in the courtroom. now to a story we've been following here at abc sevenw testing shows a popular east bay park is safe after there were concerns about elevated radiation. documents detail decades of toxic dumping by the former stauffer chemical company, later acquired by zeneca. some of that dumping ended up at the city of berkeley landfill, which we now know asey

cesar chavez park. the berkeley city manager now says testing from the fall shows the land does not pose a risk to water quality or human health, though they found some tough to access. groundwater had elevated levels of radiation. well, it looks like the music will continue to play at a beloved and iconic music store in el cerrito. down home music has been in the same building on san pablo avenue for nearly 50 years. when the building went up for sale in october, the music shop and its neighbors worried they'd have to find a new home. now they expect to be able to buy the building, all thanks to fundraising and huge community support. >> you think about the old school barbershop. this is like the barbershop, but you come in here to talk. charlie parker instead of we're not talking sports. we're talking music. >> keep in mind, it's not a done deal yet. while the business is bid has been accepted, they are still fundraising. tonight was

the final night of winterfest at california's great america, and it may not be returning in november. the la times reports the park is notifying seasonal pass holders that the park will only be open from april 5th through late october this year, and that seasonal events will not be included. the theme park next to levi's stadium is expected to eventually close for good once the land it's sitting on is sold. the timeline for that is not clear. mexican bakeries are bustling with business ahead of tomorrow's three kings day celebration. bakeries like la mer on 24th street in san francisco's mission district are selling dozens of the traditional rosca de reyes cake. it's a sweet, flaky pastry decorated with dried fruits and other morsels, symbolizing the gifts that were brought to baby jesus on epiphany. when catholics believed three wise men visited him. the cake holds a figurine, usually of the baby jesus, inside the rose and the bread that we make.

>> we always put the baby a little plastic baby inside so people take it and cut it on the sticks. >> now if you get the plastic baby in your slice, you or your family are in charge of cooking tamales for everyone on february 2nd, or candelaria de. all right, once again, let's get a check of the weather situation with spencer and things feeling pretty mild out there. >> they are indeed, diana. as a matter of fact, it's going to get milder as we get later into the week ahead. here's a look at what's happening right now though, on our satellite radar composite image. skies have been mostly clear going through most of the night, but you can see a few high clouds moving in and we've got some showers well, to our north. some of that moisture is working its way down into the bay area, so it's presenting itself as a little mist. but you will see some of my live camera shots in a moment. right now we've got calm wind speeds under ten miles per hour all across the bay area, and it's a little bit milder by just a few degrees than at this time last night.

1 degrees milder here in the city, but 2 to 4 degrees milder in other locations. here's the view from our rooftop camera a clear view looking across the embarcadero. it's currently 51 degrees here in san francisco. oakland 4950 to 51 in hayward and san jose, 46 and redwood city, 50 at half moon bay. a nice view from mount tam. you can see some of that mist in the air, but it's pretty much a clear view. looking down onto the bay. 49 degrees at santa rosa 58 petaluma only mid 40s, low to mid 40s in fact at napa, fairfield, concord and livermore. and here's well now see this was a really misty view of the toll plaza at the bay bridge bridge just a moment ago. but some of that mist has lifted. so here we go. these are our forecast headlines overnight areas of light, fog and mist. the week ahead will bring us sunny days and it will be warming up. and this dry pattern will last through the week. the next seven days we see no rain in sight. we still though will be looking at the beach hazard statement, which goes into effect at 4 a.m. tomorrow to 4 p.m. on tuesday. wave heights will be elevated. breaking waves might reach heights of 20ft.

of course, under these conditions, there's a moderate risk of rip currents and dangerous sneaker waves when we go to the forecast animation taking us through the overnight hours, we'll see a few thin, high clouds sweeping through, as i mentioned, and the clouds will thicken a little bit going into about the 4 or 5 a.m. hour before they start thinning out again in the mid morning, giving way to mainly sunny skies overnight. low temperatures will be mainly in the mid to upper 40s, just a couple of chilly spots down to about 41 at fairfield and at livermore. then high temperatures tomorrow under mostly sunny skies in the afternoon. 58 half moon bay 59 here in san francisco, right around the bay shoreline. most locations will top out at about 59 or 60 degrees. not many locations will break the 60 degree mark tomorrow, but among them will be livermore, 61, san jose, 62, and up in santa rosa, about 63 degrees. here's the accuweather seven day forecast. notice how mild it's going to be both inland and at the bay, around the bay, and even at the coast. midweek, we'll see high

right now. if you waited until today to fly home from some parts of the country, you may have run into this. a blast of snow, ice, and plunging temperatures are making for dangerous travel from kansas to new jersey. abc news reporter alison kosik shows us these wintry conditions. for millions of americans across several states are under alerts, as a major winter storm makes its way across the country. blizzard conditions being reported in parts of kansas and missouri. first responders are struggling with these treacherous conditions, according to the kansas highway patrol. some areas seeing at least a foot of snow. this trooper showing how quickly that snow is falling. >> we've got a lot of drifting. i mean, this is my patrol car. if we get right here, you can see how much.

heading into a week of farewells as the nation honors former president jimmy carter. the nobel peace prize winner is lying in repose at the carter presidential center in atlaa until tuesday morning. members of the public braved the cold as they lined up to pay their respects. on tuesday, the former president will then be taken to washington, where he'll lie in state in the capitol rotunda. carter's state funeral will take place thursday at washington's national cathedral, where president joe biden is expected to eulogize his longtime friend. today marks one year since a scary incident that set off a ton of problems for boeing. a door plug blew off an alaska airlines flight mid-air shortly after takeoff from portland, oregon. it left a huge hole in the fuselage, forcing an emergency landing. no one on board was seriously hurt, and the company says it has made strides in improving passenger safety and quality control in its factories. the faa has increased its oversight of

boeing since the incident. staying climate ready is a team effort, and along the bay area coast, that team could include sea otters. abc seven news meteorologist drew tuma explains how otters could help control an invasive species. >> when we first met, the hungry otters of elkhorn slough last year, they were chowing down on a species of burrowing crabs blamed for destabilizing the shoreline, thinning their numbers and rescuing sections of the estuary located at moss landing in monterey bay. now, researchers believe the otters could be a potential solution for controlling an invasive species that has invaded ecosystems up and down the west coast. green crabs. >> so back in the early 2000, i was just starting out as a graduate student at uc santa cruz, and the green crab population was growing explosively at elkhorn slough reserve. >> that's when estuary ecologist rick jepson began trying to figure out why the green crabs

native to europe were thriving. but somewhere in the middle of a research project, a strange thing happened. the trend began reversing, at least in elkhorn slough. so what had changed in this tiny sliver of the northern california coast? she believes it was the return of native sea otters documented by usgs surveys. >> given that the population size is about 120, they can probably eat somewhere between 50 and 120,000 green crabs at the slough per year, and i mean 100 100,000 green crabs consumed by otters. that's a lot. >> jepson and her colleagues began mapping the slough, pinpointing the location of otter populations versus green crabs. research coordinator kirstine watson says the modeling seems to confirm the trend. more otters, fewer crabs. >> so we use circumstantial evidence about spatial patterns, like within elkhorn slough. the areas that have a lot of otters

don't have a lot of green crabs, and the green crabs are nothing if not invasive, spreading rapidly. >> since being accidentally introduced into san francisco bay in the late 1980s, and coastal communities from california to washington state are spending millions in time and money to control the crabs, which compete with native sea creatures. could the otter be a help? >> i think there's a lot of promise that sea otter reintroduction to these areas would decrease the european green crab populations, as well as leading to healthier seagrass beds and salt marshes, and all the other benefits that come from having a top predator and restored food webs in the system. >> several groups are pushing state and federal officials to consider the idea of reintroducing sea otter populations to areas that were decimated by fur hunters more than a century ago. the idea is expensive and likely to face
