forcing the closures and what it will mean if you have an emergency in oakland. >> it took a while, but the dungeness crab season is finally open, and people are waiting in long lines to get going. >> we do want to take a live look this morning out of washington, d.c. senators are preparing to meet at the capitol to certify the election as a record breaking winter storm hits millions of americans there, but fortunately, not here. >> good morning. on this monday, january 6th. >> we did hit a lot of fog on the way in, though. >> we did. and that fog kind of lingers through about 10 a.m. this morning. a live look outside. we'll take you to san rafael first. you can see 101 there and a little bit of fog off the headlights. santa rosa right now is reporting low visibility down to about a third of a mile. right now, a temperature of 47 degrees in santa rosa. but we'll flip it over to the east bay. we'll take a live look at okay this morning. clearly, you can see we are fog free from this view. temperatures right now 47 degrees. good visibility. but we do have that low fog along the coast and in the north bay. so

morning long we have been tracking a sigalert in pescadero, but we do have a good update for you. this has been cleared, so now both directions of highway one in pescadero are back open. it had been shut down since about 1:00 this morning, but the sigalert has cleared. the roadway is back open there, guys. >> gloria. thank you. today in the east bay, oakland is getting another change of leadership. the city council is voting to elect a new president, who will then take over as mayor until a special election is held in april. current president nikki fortunato bass is about to leave office to be sworn in as an alameda county supervisor. the changes in oakland's leadership come at a time when the city is facing a major budget crisis, and we're seeing some of those cuts happen this morning. fire stations will shut down stations 25 and 28. they're scheduled to stay closed for six months. the firefighters will be moved to other locations. abc seven news reporter lena howland is live in oakland with a look at what the closures mean. if you live in

oakland and you need help. lena. >> hey, reggie, good morning to you. we are. we are at fire station 25 right now. this is one of two fire stations in oakland that will be closing in about two hours. and it's considered to be one of the least busy locations. this comes as the city tries to balance its $129 million budget deficit. the oakland fire chief explained on friday that this is a brownout process that will keep the stations closed for at least six months and save the city $5 million. it's meant to keep oakland afloat as the city waits for long delayed money from the sale of the coliseum to go through. no firefighters will lose their jobs, but the local 55 union that represents oakland firefighters told abc seven news reporter j.r. stone it will impact response times. >> it's realistic that it's going to take 15 or 20 minutes for the surrounding companies that are already up on skyline boulevard to cover those areas. i mean, those are just facts. i'm not here to scare anybody, but i am here to just deliver

the straight facts, which is you will wait longer for a fire engine to show up. >> oakland's fire chief said data led them to these stations, which are among the least busy, according to the to the last published fire response report. oakland firefighters responded to more than 54,000 calls in 2023. fire station 28 responded to just 405. of those, fire station 25 responded to 834. both fire stations will be closing around 8:00 this morning, and the brownouts are expected or expected to last at least until july. live in oakland. lena howland, abc seven news. >> all right, lena, thank you. this morning, a massive winter storm is hitting washington, dc. just as congress is set to certify donald trump's win in november's election. gloria, this is the last step before trump's inauguration. and security is extremely high. >> today it is amanda. for the first time ever, the certification of the presidential election has been designated a special security event in washington, dc at the

request of the city's mayor. and this is all part of an effort to prevent violence like we saw four years ago from ever happening again. fencing is up all around the u.s. capitol building. the national guard is in place, and about 4000 additional police officers from around the country have been brought in as support. overnight, the u.s. attorney's office revealed it is evaluating whether to bring charges in roughly 200 new cases from january 6th, 2021. nearly 1600 people have faced charges so far. president biden is urging newly elected members of congress to stand up for democracy now! >> it's your duty to tell the truth, to remember what happened and not let january 6th be rewritten as, or even erased. >> security will remain heightened in washington, d.c. for much of this month. thursday is a state funeral for former president jimmy carter. his body will be flown to washington, dc tomorrow to lie in state ahead of his funeral. donald trump's inauguration day is on january

20th. reggie. gloria. >> thank you. new. this morning, president biden makes a move in his final days in office to ban offshore oil and natural gas drilling in parts of the atlantic and pacific oceans. the president announced an executive order that would block drilling in more than 600, 625 million acres of u.s. oceans. he says drilling could cause irreversible damage to coastal communities and is not necessary to meet the country's energy needs. if the incoming president, donald trump, wants to reverse the ban, he would need to get approval from from from congress. >> in san francisco, advocates are putting attention on what they're calling environmental racism in the bayview and hunters point. we are unstoppable. a clean world is possible. over the weekend, all things bayview and gray panthers protested the darling international rendering plant. the company turns meat waste into other products like fertilizer and pet food. residents have been complaining for years, saying it emits toxic odors and claims the area,

quote, reeks of death. >> my heart is full because we know that it takes everyone to get this done. not the government agencies, not the mayor's office, not the board of supervisors. but it's our community partners and our allies. that's the reason why they're considering leaving, and we want to let them know that we want them to leave. >> the company responded to the protest, saying they strive to be a good corporate citizen and neighbor and have, quote, comprehensive processes and protocols that are part of their day to day operations. >> dungeness crab season finally kicked off in the bay area after months of delays, and wait until you see the lines. hundreds of people were waiting for hours yesterday at san francisco's fisherman's wharf to buy fresh crab. the season usually starts before thanksgiving, but the state delayed it for the sixth year in a row because of migrating whales off the coast. one captain told abc seven his crew caught 7 to 8000 pounds of

crab overnight sunday. >> it wasn't as many, but the quality was very good. i think we've been averaging a little over 2 pound crab average. >> the off boat crab sales at fisherman's wharf are now taking place on a newly constructed dock created to help fishermen generate income. it's a welcome upgrade for the workers who have suffered financially because of these delays. >> the national weather service is warning of dangerous conditions along the coast today. they say to be prepared for sneaker waves, strong rip currents and breaking waves up to 20ft. the swell began this morning at 4:00 and is expected to last through tomorrow evening. it goes from mendocino county down to big sur. you're asked to stay away from the water, keep pets on a leash, and never turn your back on the ocean. >> yeah, amanda, some really good tips there. and just looking at current wave heights right now, this beach hazard statement is underway. it will last until 4 p.m. tomorrow. so waves right now 4 to 7ft. but

throughout the afternoon and through tomorrow easily could see waves approaching 20ft. so that's why we have the increased risk of rip currents and sneaker waves out there. the immediate concern we have this morning is that fog is creating low visibility here along the coast and through the north bay, many areas from napa to santa rosa, down through half moon bay, reporting visibility at a quarter of a mile or lower. that's why we have the dense fog advisory in effect through 10 a.m. this morning. outside of these areas, we do have clear skies, so better visibility is out there. here's a look at your day planner. today. we have that foggy north bay until 10 a.m. clear skies to the south throughout the afternoon. once we get rid of the fog, it's a mix of sun and clouds and a nice quiet afternoon. upper 50s to the lower 60s, so a high of 59. in concord today we'll go to 62 in san jose, 60 in san rafael, about 58. the high in half moon bay. now we do have warmer weather on the horizon. lots of sunshine. but late tonight into early tomorrow morning. we do have some gusty winds to talk

north korea says north korea fired a test missile into the sea between the korean peninsula and japan overnight. it happened as u.s. secretary of state antony blinken was holding talks with south korean officials over the north korean nuclear threat. blinken condemned the launch the last time north korea test fired a missile was early november. the time now is 613. we are taking a live look at washington, d.c. this morning. millions of americans are facing an intense winter storm from the midwest to the east coast. and for some, this is the biggest snowstorm in a decade. blizzard conditions could bring 15in of snow to parts of kansas and missouri. the snow has already caused really terrible driving conditions, and one person has died in a crash in cincinnati, ohio. people were trapped on interstate 71 for more than

seven hours after a semi trucks got stuck in the snow. >> just yelled down to one of the drivers who was standing there who got out to basically stretch his legs, and i yelled at him and i said, hey, how long have you been here? he said, three hours. that was an hour ago and there has still been no movement. >> yikes. now, schools and government offices in several states are closed today in response. if you have plans to travel east, just be prepared. 9300 flights were delayed or canceled yesterday. more of the same is expected today. people are braving that cold to pay their respects to former president jimmy carter. a live look this morning, his casket lying in repose at the carter presidential center in atlanta. until tomorrow morning. that's when the former president will be taken to washington, d.c, where he will lie in state, in the state, in the capitol rotunda. carter state funeral will take place thursday at washington's national cathedral, where president joe biden is expected to eulogize his

longtime friend. new at six poor polling numbers from former canadian prime minister justin trudeau or trudeau. excuse me, may be pushing the leader to step down. the liberal party leader has been asked to resign publicly by his own party members. now the public has been unhappy with the prime minister's handling of the budget and immigration of immigration issues. if trudeau steps down, it would leave his party without a designated leader ahead of their election season. current polls show the conservative party coming out ahead in the october election. in the north bay, a popular mexican restaurant is closed for good following a federal investigation into child labor laws being violated. casa has been in napa for 15 years. the u.s. department of labor says the restaurant allowed children to work outside, permitted hours during school days, and operate hazardous equipment. the restaurant has disputed these allegations. the department of

labor fined the business more than $45,000. see casa's website did not list a specific reason for the closure. the owner of the oxbow public market, where casa was located, told the press democrat the pandemic was a factor. building a better bay area is our mission at abc seven news, and this morning we have two breakthroughs to share for women in our local governments. for the first time in history. in its history, napa county's board of supervisors is made up of all women. the newest members took the oath of office saturday. napa county is the second county in the state to have an all women board. it follows los angeles county. >> it's a message to all, including our daughters and our sons, that we as a community are helping to open up the possibilities of who can be a leader. it means more opportunity for everyone. >> the new supervisors have varied backgrounds, including nonprofit work and experience in community based organizations.

there are multiple attorneys and a scientist. the board officially gets started tomorrow and our other breakthroughs. >> sonoma county will have more female judges than male judges. for the first time, they'll have 11 women and nine men on the roster. the county swears in the new judges later today. experts say diversity among judges helps better ensure fairness in the courtroom. the cat got out of the bag on a flight from vancouver to toronto on friday. a passenger says the flight just took off when all of a sudden a cat came running down the aisle. there it is. the flight attendants work to get the kitty, but it was a little bit of a struggle because they had to stay in their seats until the plane, you know, got to cruising altitude. eventually the cat did make it back to its seat. >> not the worst thing you could see on a plane. that's true. you know, i've seen far worse. yeah. >> have you? i do feel for those people, though, with the allergies. like allergies, you know, you're like, what is that?

clearly see the embarcadero center lit up. now you can barely see the base of some of these buildings. we have a dense fog advisory in the north bay until 10 a.m, but we are seeing that fog along the coast and through the city this morning, so that fog is going to linger until about 10 a.m. mild days ahead, above average afternoons. and we are looking at a pretty dry pattern. no rain in the seven day forecast, but we do have some winds to talk about later on tonight. temperatures right now, for the most part, we're generally starting out in the 40s right now. here's live doppler seven along with satellite. we are tracking this area of low pressure that's now diving into nevada. and the track of this system is going to usher in some stronger winds late tonight. and across southern california, they're going to go underneath a red flag warning tomorrow. we're talking wind speeds here across los angeles 50 to 80mph. so it is pretty rare to have a red flag warning this late in the season. but the reason why these areas have barely seen a drop of rain. so about halfway through the rainy season and we're

with a look at what's coming up on gma. >> it's still coming down, ginger. >> it is. we've even got some sleet mixing in. so good morning to you all. and i like giving stats. but i'll start with the stat that four of my toes are frozen on the left side. so that one gives you like within four hours four of your toes freeze. but truly the real statistics are that we are somewhere within a half foot range for snow so far within the beltway here in washington, d.c, so definitely going to be rivaling one of the biggest in more than three years, if not five years for the snowstorm. we are looking at impacts and snow emergencies from cincinnati back to kansas city, where they had their biggest snowstorm since 1993 over the weekend. and here, i don't know if you can see i'm on the national mall with the monument behind me. they've got a big snowball fight that takes place in a couple hours. that's going to be our fun. we'll get those four toes warmed up and then we're going to go do that. but i'll also be forecasting when it moves out because already we've seen ground stops from chicago cancellations here

>> a busy morning, everyone. good morning. it's monday, january 6th, so let's start with that forecast. >> first of all, i'm really glad it's not snowing that we're not in a blizzard like to the east coast is. >> yeah. and once that fog lifts it's nice and warm this afternoon. so we have to deal with that fog until about 10 a.m. this morning. here's a live look from our exploratorium camera. on a perfectly clear morning, you would see the entire san francisco skyline, the lit up embarcadero center, salesforce tower. you cannot see any of that. we have thick fog across parts of the city this morning. in fact, look at san francisco right now. visibility down to zero miles. that's as bad as it gets right now. 49 degrees at current temperature in the city. but we'll take you down south into the south bay. and we're not dealing with fog. so it's not widespread this issue out there this morning. in fact, clear skies in san jose right now, 45 degrees with a pretty light wind. so looking at the visibility map, it's along the coast and in the north bay where we're having that significant fog right now, down to zero miles in parts of the north bay. so it's for that fact. we have this dense fog

advisory until 10 a.m. this fog will be slow to lift this morning. once that fog does lift. we have a really nice afternoon on the way later on today. it's a mix of sun and clouds out there, and temperatures pretty close to average upper 50s to the lower 60s later on today. let's check in with gloria, see how we're doing on the roads this morning. >> good morning. as drew mentioned, it is going to be foggy for a lot of you this morning. if you are driving, there are some dense fog advisories that have been issued for different areas, and they include some of the bridges golden gate bridge, san mateo bridge and bay bridge. and looking live at our bay bridge toll plaza. camera. you can see it is foggy here as well. traffic also getting pretty crowded in this area. the metering lights did flip on at 539 and traffic is backed up to the foot of the maze. there are delays across the span to fremont street, and if you're going from hercules to san francisco right now, it will take you one hour. looking live at our richmond bridge camera, it is also very busy here. traffic is stop and go on westbound 580 from castro street to the mid span. but again, main

thing this morning. watch out for that fog. make sure you give yourself plenty of time and keep those low beams on. reggie. >> thanks, gloria. this morning we're about to see the impact of budget cuts in oakland. in just 90 minutes, two fire stations are going to close. fire stations 25 and 28 will shut down for at least six months. you can see the locations on your screen. abc7 news reporter lena howland live in oakland with with what the closures mean for emergency response in the city and how the neighbors are now reacting. lena. >> reggie. moments ago, we watched as oakland firefighters took down the american flag that was flying here outside of fire station 25, and we also saw two different fire engines leaving from this department. now, neighbors here at fire station 25 are now concerned about increased response times and say their loss is alarming. these closures come as the as the city is trying to balance a $129 million budget deficit. we talked to one neighbor who said it was a consideration when they

bought their house here in the oakland hills to have a fire house this close in proximity. back in october, the keller fire burned 15 acres in the oakland hills and damaged at least two homes and displaced hundreds of residents. the union representing oakland firefighters says fire trucks from closing stations 25 and 28 were among the first there. >> absolutely. they were among the first companies that were on scene fighting that fire. so without a doubt that that entire incident would have gone very differently with the absence of just these two fire engines, for sure. >> a lot of trees, a lot of houses, a lot of big houses. and it gets really dry in the summer. so yeah, that's scary. >> the oakland fire chief explained on friday that this is a brownout process that will keep the stations closed for at least six months and save the city $5 million. he added. these are considered to be the least busy stations in the city. firefighters from both of these stations will be sent to other stations across the city, and

these closures are expected to last at least until july. live in oakland. lena howland, abc seven news. >> all right, lena, thank you. >> the santa cruz wharf is officially back open two weeks after a 150 foot section of the pier collapsed right into the ocean saturday morning. santa cruz mayor fred keeley welcomed back business owners, community members and tourists to the popular wharf. the collapse happened december 23rd, when powerful waves slammed into the pier's already damaged south end. the dolphin restaurant and a restroom fell into the ocean. the area had already been closed to the public for nearly a year because of previous storms. >> how quickly could we get this wharf open safely? that's the most important economic development action we can take is get the wharf open so they can resume their businesses. >> engineers say the wharf is structurally sound, but mayor keeley says climate change is having an impact and will affect the wharf's future. >> now to a story we've been following here at abc seven

news. new testing shows a popular east bay park is safe after there were concerns about elevated radiation. documents detail decades of toxic dumping by the former stauffer chemical company, later acquired by zeneca. some of that dumping ended up at the city of berkeley landfill, which we now know as cesar chavez park. the berkeley city manager now says testing from the fall shows the land does not pose a risk to water quality or human health, though they found some tough to access. groundwater had elevated levels of radiation. >> it looks like the music will continue to play at a beloved and iconic music store in el cerrito. down home music has been in the same building on san pablo avenue for nearly 50 years. when the building went up for sale in october, the music shop and its neighbors worried they'd have to find a new home. now they expect to be able to buy the building thanks to fundraising and huge community support. >> you think about the old school barbershop. this is like the barbershop, but you come in

kicks off today in new orleans, and officials are working to shore up more resources for security as we're learning new details about the new year's terror attack that left 14 people dead. and gloria, investigators are revealing the suspect visited the city before the attack and documented part of the city with glasses made by menlo park based meta. >> that's right. amanda. investigators say that the 42 year old army veteran who carried out the attack traveled to new orleans two times before that attack. the fbi released this video that he filmed wearing meta glasses riding a bicycle around the french quarter. and they're also giving us a detailed timeline of the attack, saying that he drove from texas, arriving in new orleans around 10 p.m. on new year's eve at 12:15 a.m, he set a fire inside a house that he had rented in the city at 153. he can be seen placing a cooler,

which authorities say contained an ied, on bourbon street, and about a half hour later, he places another one. year by at 315 is when he raced his rented pickup truck down bourbon street, killing 14 and injuring dozens. authorities say that more people could have been killed, but the fire in the rental home burned out before it could spread, and the detonator in the ieds failed. >> lone actors or small cells of individuals who typically radicalize to violence online and who primarily use easily accessible weapons, have posed the greatest terrorism threat to our homeland. >> sources tell abc news the suspect recorded several videos in which he claimed that he had joined isis earlier this year. authorities are also looking into whether trips that he took to egypt and canada in 2020 3rd may have led to his radicalization. reggie. >> all right, gloria, thank you. in san francisco's outer richmond district, a neighbor is reporting damage following saturday's gas pipe rupture in

the area of 47th avenue and balboa street. a resident sent us these photos of his car's rear windshield. he says he found the damage shortly after an evacuation order got lifted. a geyser of water and gas spewed for hours after a city crew repairing a water line accidentally hit a gas line. the incident forced more than a dozen people in a two block area from their homes on the peninsula. >> an apartment fire has forced 12 people out of their homes. it happened over the weekend on north amphlett boulevard in san mateo. fire crews say one person was taken to the hospital. the red cross is helping fire victims. no word yet on what sparked the fire. >> president biden leading a ceremony for the nation's most influential people. this year's medal of freedom honorees include big names like bono, hillary clinton, bill nye, jane goodall and jose andres. the award is for those who have made great contributions to the security of the u.s. world peace, or toward cultural and

upcoming weekend, guys. >> all right drew thank you. we are working to find out more about a smoke shop burglary in west oakland. surveillance video you're watching shows that car ramming into the front of the business on san pablo avenue just after 4 a.m. yesterday. by the time police got to the scene, the shop was already wrecked. there were also robberies reported at an oakland gas station and a grocery store on saturday. no word from police on whether any of the cases are linked. in the south bay, thieves targeted another smoke shop over the weekend. they hit the one stop shop exotics at a strip mall on almaden road. neighbors say the store has been targeted before. you can see it appears someone drove through a security gate and into the store. it's unclear right now just how much was lost in the theft. >> the u.s. supreme court will hear arguments this week about whether americans can continue using tiktok. on friday, justices will be discussing a law that requires a social media app to break ties with its chinese based parent company, bytedance, or face a ban in the
