winds gusting 40 to 50mph. so we'll take you into our hills first where the winds are strong. you see the oakland hills, the east foothills of san jose. we're gusting 44 to 46mph right now. strong winds in the north bay as well and along the peninsula. so we do have a windy morning for many right now. we'll take you down to the surface where those winds are strong in the north bay, the east bay along the peninsula, winds gusting 20 to 30mph. so windy today. and it will be warm this afternoon. let's talk about those winds first. you can see as we walk you through the day. winds are pretty strong this morning. we may likely see a little dip heading into the afternoon. and then they will strengthen once again later on tonight. that's why the wind advisory continues through tomorrow morning, but it will be a sunny and warm day. no fog this morning. we'll get temperatures this afternoon into the mid and upper 60s. above average for this time of the year. let's check in with gloria. see those drive times this morning? >> good morning. you know, the wind could impact your drive this morning as well. there are some wind advisories that are in effect in different areas. so

you always want to be very careful when you're driving in that wind. keep both hands on the steering wheel. and you could have difficulty driving those high profile vehicles. so again be very careful. looking live here at our golden gate bridge camera. no fog today the way we saw yesterday. and it is pretty clear they're going in and out of san francisco. looking at your drive times for this morning so far, looking at the usual slowdowns. highway four to the maze, 20 minutes. emeryville to san francisco 15 minutes. san francisco to sfo nine minutes. and looking live at our san jose 101 8-80 camera. there is a report of a minor crash on the shoulder after 87. it's causing a minor delay, but roads are open, driving into the peninsula and into the city. amanda. >> all right. gloria. thank you. today we're expecting to learn more details about new accusations being made against a man convicted in a notorious kidnaping in vallejo a decade ago. matthew muller is facing new charges in contra costa county for a crime that investigators say left the victim so afraid they never reported it. abc seven news reporter lena howland is in the

studio this morning. and lena, this is coming just days after muller was charged in the south bay. >> yeah, amanda. that's right. fresh off of mueller's appearance in a san jose courtroom last week after being charged with two felony counts of committing a sexual assault during two home invasion cases back in 2009. we have learned he is facing three new charges this week, this time out of san ramon. meanwhile, mueller is already in prison, serving a 40 year federal prison sentence for the 2015 kidnaping and rape of denise huskins of vallejo. in the san ramon case that we've just learned about, the contra costa district attorney says that mueller unlawfully held two men and one woman for ransom back in the spring of 2015. he demanded that one of those three withdraw tens of thousands of dollars from their bank account to secure the release of the others. they did just that, and the victims never reported the crime over fears that mueller would come back for them. the da says that mueller confessed to that crime during their

correspondence with him last year. here's legal analyst stephen clark. >> people thought this was a bizarre one off crime in the vallejo case, that mueller obviously had mental health issues, but now it looks like he is a serial sexual predator, and that has prosecutors going after him vigorously. >> all of this coming after the netflix docu series american nightmare was released, where mueller's actions in vallejo, in vallejo against huskins and her now husband aaron quinn back in 2015 were profiled. today, huskins and quinn will be back with the el dorado district attorney as he holds a press conference in seaside. he's expected to talk about how the reinvestigation of the american nightmare case has led to the filing of new felony crimes. live in studio lena howland, abc seven news. >> thank you. lena. oakland is going through a leadership change this week at a special city council meeting yesterday. council member kevin jenkins was selected as interim mayor.

jenkins is oakland's third mayor. in just the past month after voters recalled shengtao. he replaces interim mayor nikki fortunato bass, who will be sworn in as an alameda county supervisor today. jenkins will hold the office until the city's special election in april. former congresswoman barbara lee has taken a formal step to running for oakland mayor. she filed paperwork with the state. a spokesperson tells the chronicle an official announcement about that decision is coming later this week. >> san francisco is just a little more than a day away from having a new mayor. daniel lowery will be sworn in tomorrow ahead of the official inauguration events. celebrations begin tonight. abc7 news anchor dion limb walks us through a jam packed schedule that's full of historic firsts. >> this is a microphone check here in san francisco, california. >> monday night, the stage was nearly set outside san francisco city hall in anticipation of mayor elect daniel lowery's inauguration ceremony, set to kick off at 1130 wednesday. it's

been a jam packed few days leading up to lowery's swearing in as the 46th mayor spent part of his weekend beautifying six san francisco neighborhoods. >> he's out here. he's working in the community. that's a good thing. so we see you trying. so let's see what happens next. >> tuesday, lowery will participate in an interfaith ceremony at congregation emanuel. bill lee, a former longtime city administrator who has worked under five different mayors, has taken notice of lowery's active schedule. >> it's very unusual that after the election, that mayor elect would still be out there every single day. there you go. >> lowery kicks off inauguration day itself, volunteering at saint anthony's, walking through the tenderloin and grabbing a hot chocolate with his family in ghirardelli square before his swearing in. but even more unprecedented is what's on tap for that night. >> for the first time in history, the celebration will take place in the heartbeat of san francisco and chinatown, i think is also the heartbeat of asian america.

plus veterans will soon be eligible for honorable discharges. the department of defense has agreed to settle a lawsuit that included people kicked out of service under the don't ask, don't tell policy. lgbtq plus service members were not allowed to openly serve until 2011. now, an estimated 30,000 veterans can have their discharge papers updated. this will enable them to receive veterans benefits. a judge still has to sign off on that settlement. >> in california, republican lawmaker has introduced a bill that would ban trans students from girls sports teams. the bill was introduced in sacramento yesterday by assembly member kat sanchez of rancho santa margarita. it comes at a time when the topic is being debated across the country. you may remember over the past year, san jose state's women's volleyball team has been at the center of a fight over the issue after a player on their team was accused of being transgender. the team was targeted in a lawsuit to ban trans women from

competing on ncaa as a women's sports teams. >> mcdonald's announced it is joining a number of other high profile companies to roll back diversity programs. gloria is here to explain what that all means. >> good morning reggie. mcdonald's is just the latest fortune 500 company to roll back diversity, equity and inclusion practices. the fast food giant cites a supreme court decision outlawing affirmative action in college admissions, and the company says it is not abandoning all of its dei practices. but it will retire some of its specific goals. and some of those include the end of a dei supply chain pledge, participating the surveys from outside groups. they're going to be pausing those. also, they're going to be letting go of ■its so-called representation targets. this is other major companies like ford, john deere and walmart also rolled back on their dei policies. and starting today, mcdonald's is pushing its new value menu. >> if mcdonald's is going to be more aggressive on pricing, then it follows that other restaurants are going to have to

do the same. >> so in case you're wondering, the new menu adds on to its $5 meal deal that was released back in june. brands like subway, kfc and wendy's have all released their own value menu deals, and mcdonald's hopes to boost revenue after october's e coli outbreak disrupted sales for 2024. now, let's switch gears. talk about the weather. andrew, i know we had a lot of fog yesterday. today it looks like the big story is the wind. yeah. >> and those winds have kept us clear this morning. no fog to contend with. but it will be a windy day today. take a look at the day planner. we have a wind advisory all day today. and with those winds, you will notice it's not too chilly out there this morning. we're mainly starting out in the 50s. we'll keep that breeze all day long. it is mild this afternoon. later on today, those temperatures into the mid and upper 60s. but those winds will gust 20 to 40mph at times. we continue to have a beach hazard statement along our coast through this evening. we saw the increased risk of rip currents and sneaker waves. just be aware of that. here's live doppler seven along

with satellite low pressure diving through nevada right now is creating a pressure gradient. and that is cause for all those winds that we're experiencing here locally and across southern california, southern california, underneath a red flag warning. and the reason why they have barely seen a drop of rain so far this year. northern california has seen a lot of rain. southern california some of these areas have barely seen a drop. that is why the red flag warning is in effect across southern california. be aware of that. if you're heading towards la, even san diego, the next couple of days. some of these winds could gust close to 100mph, creating extreme fire danger there. a close look at the sunny seven day forecast coming your way, guys, in about eight minutes. >> reggie aqui drew. thank you. paying respects to jimmy carter, the former president will be taken to d.c. today before his funeral this week. no snow means slow business. a popular ski area. feeling the impact of a lack of fresh snow this winter and migration in marin county. many visitors heading to the north bay

(vo) you can. visit wellsfargo.com/getfargo. waiting in line this morning to visit the casket of former president jimmy carter at the carter presidential center in atlanta. in a few hours, the 39th president will be transported to the u.s. capitol, where he will lie in state ahead of his funeral on thursday. carter's funeral will be held at the washington national cathedral. his remains will then be flown to georgia, where he will be buried next to his wife, rosalynn. the bay area will see

some impact of president president joe biden's executive order, made late last month to honor jimmy carter. thursday, all departments and agencies of the federal government will be closed. so if you take a look at your screen, you'll see post offices will be closed. mail will not be delivered on thursday, according to usps. package delivery will be limited. some federal courts, immigration service centers and stock markets will also close. national parks, landmarks and historical areas will generally be open, although some sites here in the bay area will be closed. the national park service says people should check individual park websites to get more information. as far as city and local governments go, they could be closed. some counties are considering closing, so again, make sure you check online. abc news will have special coverage when president carter's body is moved to dc later today and on thursday for his state funeral. you'll be able to see it live wherever you watch abc seven. >> developing news in southern california, where critical fire

danger has prompted cal fire to send crews from the bay area to san bernardino and ventura counties. firefighters from the north bay, san mateo and santa cruz left yesterday. they will be on hand to respond to any wildfire that breaks out. the major issue is what's being called a life threatening windstorm set to hit this afternoon. wind gusts of up to 100mph are expected in some areas, and conditions are extremely dry. the region has only seen a 10th of an inch of rain since may. that's why officials and residents are preparing now, probably tomorrow when the winds kick up. >> i'm not going to leave home. i'm going to stay in case i have to evacuate. i don't want to be caught away from home and not be able to get back there and get my stuff and get my dog to try and prevent fires caused by downed power lines. >> officials are considering power shutoffs, like what we've seen here in the bay area and across northern california in recent years. those could impact 100,000 homes and businesses today and tomorrow. southern

california's ski industry is also seeing a big impact from this dry winter. in big bear, one of the most popular ski areas, visitors are finding no snow, rather warm conditions in town. >> i'm up here is like so beautiful. it's like, man, there's no snow up here. it's kind of bummed out. >> while a lack of snow is a big impact for businesses, local merchants are keeping a positive attitude. >> it'll come sooner or later. we know there is. you know, business can be down a little bit, but it will happen eventually. >> we'll get the snow up on the mountain. big bear mountain resort says it saw not one inch of snow in december. all the snow on their runs is man made, and there isn't much of it, because it's been too warm and dry to even make snow. they were only able to accommodate about half the normal number of skiers over the holidays. >> have you ever thought, i want to go on vacation? i specifically want to stay in an airbnb that is themed to pizza. well, dreams really do come

true. look at this connecticut airbnb. it's exactly what i said it was. it's pizza inspired. it's giving pizza hut in the 80s. oh, i guess new haven calls themselves the capital of pizza. i myself have never heard of new haven being known for their pizza, but okay, manifest it. the people who own the place spent months renovating and hunting for the perfect pieces for the space. they say the idea for the airbnb came from their friends, and over the past year, the place has had guests from all over. >> we have a guest book in the kitchen that people sign and write a little note on, and just to read some of those things. some people even draw us pictures and thank us. and, you know, it was great. >> okay. >> this is the heart of 100 years of pizza history, according to new haven residents, it's oh, see, there's a pizza hut. okay, i knew that

morning. we are looking at sfo where we do have clear conditions out there, but it is windy. a wind advisory is in effect through tomorrow morning. so it's not only windy today, it's also going to be a warm afternoon. and we keep those warm winter temps for much of this week. by thursday, some of us could get close to 70 degrees by the afternoon, and we are rain free through the seven day forecast winds right now. this is the immediate concern the wind advisory is in effect. you can see for good reason that offshore wind gusting 20 to 30mph and a lot of spots. and when we have this offshore wind, it does create warmer temperatures. you look at the 24 hour temperature change and we are much warmer compared to this time yesterday by about 10 to 15 degrees in some spots. so that is creating our starting temperatures mainly in the 50s this morning. so you're not feeling our typical winter chill first thing right now 56 in the city we're at 57 in sonoma. look at san jose. we're at 60 degrees right now. if we stopped right here this morning, that would be a typical daytime high for this time of the year. but we're

going to the upper 60s in the south bay. so here's a look at the winds today. just prepare for a windy day. thankfully we had such a wet winter. we don't have any elevated fire concerns, but we could have some trees come down. we could see some isolated power outages because of these winds. they don't back off until tomorrow morning. here's noon on wednesday and the winds are much lighter. so today it is windy, it is sunny and it is warm mid to upper 60s for daytime. highs overnight tonight will continue those winds with temperatures in the upper 40s to the lower 50s. looking at the rainfall across northern california the next seven days we do take a break from the storms. we are going to stay dry and sunny through the weekend. so here's the accuweather seven day forecast the next seven days for you. it's all about the gusty winds today. mild air this afternoon. we lose the winds tomorrow, but we gain some warmth as we head towards thursday. thursday there are some areas close to 70 degrees. we'll keep it sunny and we'll keep it dry through the weekend guys. >> thank you. good morning america coming up at 7:00 right here on abc seven. >> and ginger zee has a look at

it has worsened to a record level. that's according to new federal numbers out this month. the region's unhoused population grew 6% to nearly 39,000 people in 2024, and that number is a new high. federal data shows homelessness increased the most in contra costa and san mateo counties, each up about 20%. in san francisco, numbers were up

10%. and in santa clara county, homelessness grew by 5%. homelessness actually went down in alameda county. statewide, there are an estimated 187,000 homeless people living here in california, 3% more than last year. elephant seals are returning to the point reyes national seashore for breeding season. many folks are making the trip to drakes beach to see the seals from a safe distance. the beach parking lot could close when seal pups are born on the beach. to give them a safe space. the national park service asks the public to check their website before you visit. next, at 6.30, playing pickleball, two legendary bay area athletes coming together today in san francisco for that special event. and later, why ricky pearsall says he wants to talk to the teen suspect accused of shooting

could cause some issues. if trees do come down, we'll take you into our hills right now where you can see, you know, the oakland hills, the east foothills, mount umunhum gusting 40 to 50mph right now. strong winds in the north bay mountains as well down to the surface. we are seeing some of those winds where from sfo to san jose to santa rosa, winds are gusting 20 to 30mph. so this morning we are dealing with these winds. you can see throughout the day the winds remain pretty active, maybe a little weaker early into the afternoon. but they do ramp back up later on tonight. that is why the wind advisory is in effect through tomorrow morning. so we have the winds with us. it will be a sunny day and it will be a mild day. daytime highs mid and upper 60s. let's check in with gloria. see those drive times this morning. >> yeah. you know those winds could impact your drive this morning. so keep both hands on the steering wheel. we're getting a live look at our bay bridge toll plaza camera. and definitely traffic is building there. it's backed up to the foot of the maze and the metering lights are still on at this time of the morning. from highway four to san francisco.

it will take you an hour and three minutes. and looking live at our richmond bridge camera, traffic is stop and go there, so might take you a little longer to get through that area. looking at your drive times for this morning. tracy to dublin 53 minutes san rafael to san francisco 16 minutes. antioch to concord, 27 minutes. and we're also tracking developing news from the live desk. a strong earthquake struck in tibet near mount everest, killing at least 126 people overnight. those are the latest numbers we just got in. and according to the usgs, a 7.1 magnitude quake was centered near the nepal tibet border. 50 aftershocks have been recorded since the earthquake struck the epicenter of the quake lands right between the indian and eurasian plates. that area has a history of large earthquakes. chinese state media is reporting at least 130 people were injured. more than a thousand homes were damaged. chinese president xi jinping has called for an all out search and rescue effort in the region. so of course we will keep you updated on that. reggie.

>> all right, lena, thank you. after two years of deficits. governor newsom says california is going to have a budget surplus next year. but he won't say exactly how much. the governor made the announcement yesterday at a news conference revealing the new $322 billion state budget in turlock. according to the chronicle, newsom suggested the surplus would be small. this new budget projects $16.5 billion in additional revenue for the state, and savings attributed to eliminating government positions, improving efficiencies and cost cutting measures. >> new this morning facebook and instagram dumping fact checkers for something that meta ceo mark zuckerberg is calling community notes. zuckerberg announced the change in a video posted to facebook this morning. he says the platform will focus on reducing mistakes, simplify policies and work to restore what he is calling freedom of expression. he also added the community notes will work similar to similarly to how elon

>> first, the san mateo county board of supervisors will choose its new president today. longtime district five supervisor david canepa is expected to be tapped to head the board. the supervisors will also swear in former former congresswoman jackie speier and mayor of east palo alto, lisa garcia, to lead districts one and four. the board holds its annual reorganization meeting starting at 9 a.m. today. >> the city of antioch is announcing a new interim police chief as the current interim chief retires. the new leadership comes as the department deals with multiple shootings this week and new federal oversight as a part of the agreement with the department of justice. a-p-d will hire a consultant to review and update its policies, procedures and training efforts. a civil rights attorney says creating change will be difficult, and we're trying to change that culture. >> and that's a task because you have officers who were trained on a certain culture, and then you're trying to change that culture. >> all the changes stem from a series of scandals in recent years involving both racism and

terror attack in new orleans. the state attorney general is ordering a full review of the security plans for new year's eve and the sugar bowl, as investigators continue to uncover details about that deadly attack. yesterday, the president and the first lady paid their respects to the 14 people killed. their visit starts a 14 day mourning period, one day for each victim. the president spoke to the families during a memorial service. >> my wife, jill and i are here to stand with you, to grieve with you, to pray with you, to let you know you are not alone.

the rest of the nation is looking at you as well. >> the president approved new security measures for mardi gras. that season officially started yesterday. investigators have shared new images of the explosives left on bourbon street and new video of the suspect planting them. police say those explosives never detonated. >> a major development on california's high speed rail project. the first set of tracks has been laid. governor newsom was in kern county yesterday afternoon to pile in the first railroad tie. it's a major milestone for the 171 mile corridor between merced and bakersfield. more than $11 billion has been invested so far. the governor says it's money well spent to build the backbone of a rail network that will eventually reach san francisco and los angeles. >> to the cynics that are filled with cynicism, that stand on the sidelines and don't engage, we're here making this work.
