department and for the city, because not every department is successful. >> a major milestone for the san francisco police department. seven years in the making. >> and new at six. a snapshot of the city before the new mayor starts tomorrow. >> from abc seven live. >> breaking news and that breaking news. a wildfire that is burning homes, cars and forcing people to flee for their lives on a dangerously windy day in southern california. good evening. >> i'm ama daetz and i'm dan ashley. thanks for joining us. it's been a brutal firefight for more than six hours. the palisades fire started about 1030 this morning with dangerous winds helping fanned the flames. it has already scorched more than 1200 acres. and there are mandatory evacuations. >> this is in the pacific palisades area. and while there's not an official count from cal fire, there is video showing numerous homes on fire. it moved so quickly. some people have abandoned their cars in order to escape, and firefighters have swooped in to make rescues. the fire chief for

los angeles county had this warning, telling people to be ready to evacuate. >> the national weather service has predicted that the winds are going to pick up and get worse. we're going to have the most significant wind event between 10 p.m. this evening and 5 a.m. tomorrow morning. >> part of the pacific coast highway is closed because of the fire. about 30,000 people have been told they need to get out of harm's way. and here's a live look now. as darkness has fallen, you can see the hills in the palisades area, 1200 plus acres still burning. the fire has just been fueled by terrible winds. and you can see the fire lighting up on those ridges there as the firefight continues, even into the night. >> yes, it is really a big factor for the firefighters. and sandia was warning us about this last night. >> yeah, she she was in fact a very vehemently in fact. and meteorologist sandhya patel is here now with the latest on the fire line. sandhya. >> yeah. dan and ama. unfortunately, not only life threatening, but a particularly dangerous situation continues

down in southern california. red flag warnings are going right now. wind gusts. malibu hills and malibu, 53 miles an hour. pacific palisades 28. you can see that the wind direction is coming out of the north northeast. as the winds descend down from the mountains towards the ocean, they pick up speed. so this situation is going to continue. isolated wind gusts 80 to 100 miles an hour. with the very low humidity in the region right now, as we look at the wind gusts, they will increase. as you just heard there, 43 miles an hour in san luis obispo, 32 at 145 in the morning, los angeles and the gusty winds are going to go on well into tomorrow. live view from our mount tam cam. we also are dealing with the winds. not quite as intense here, but certainly we've had our recent rains that is lessening our fire danger. mount amana right now gusting to 54 miles an hour. oakland is reporting gusts to 33. as we check out the wind advisory, it remains up until 10 a.m. tomorrow. watch out. never park under

a tree. obviously, tree limbs could go down. there could be a few outages. so something to keep in mind. those winds will remain gusty going into the night over 36 miles an hour at times. 46 calistoga at midnight. and you will notice the winds slowly backing off as we head towards around 7 a.m, but still going to be breezy in our hills. i'll be back with a full look at the forecast, which includes how much longer the winds will remain and how mild or warm it gotn your area. dan. >> okay sandhya, thanks a lot. now we are tracking the wildfire statewide. you can as well see the fires and the air quality at a glance. just go to abc7lity at news.com/fire map. >> a major milestone for the san francisco police department. it's no longer under the oversight of the california department of justice. abc seven news reporter suzanne fawn is here with us tonight with the reaction. suzanne. so the california department of justice just released this 124 page final report. it says the san francisco police department has successfully reduced its overall

use of force, substantially decreased the number of police shootings, and implemented policies to prevent racial bias in policing. >> it's a it's a really good feeling. >> san francisco police chief bill scott has been with sfpd for nearly eight years. he's worked with four mayors. he was brought in by mayor ed lee back in 2017 to help reform the police department, a department facing a series of troubling, fatal police shootings that included the 2015 shooting of mario woods in the city's bayview district. >> i came up through policing understanding reform. >> today, the california department of justice says sfpd has reached 264 of its 272 recommended reforms reforms, including reducing its overall use of force, driving down police shootings and installing new policies to deal with racial bias in policing. attorney general rob bonta said in a statement, quote, this report marks an important milestone in sfpd's years long effort to increase public trust by

improving its policing practices, transparency and accountability. >> the chief saying this i was brought here to help lead this reform in, and ita major accomplishment for this department and for the city because not every department is successful. >> we asked him how he managed to accomplish that. >> i'm really, really proud of our our members and all the different, again, collaborative efforts with nonprofits and people from advocacy groups and community members that sat on working groups and policy working groups for us to take this on. and we did it voluntarily. and we didn't give up when in 2017, professor david ball is with santa clara university school of law. >> it's good news insofar as like we want to encourage police departments to be, you know, more accountable and more aligned with, you know, what, what the public wants and what what the values of the state are. and i think that in california, we are really concerned about use of force and

about racial disparities. >> ball says the hard work must continue. >> this is not something where you can stop thinking about race, or you can stop thinking about use of force just because you've met the doj's requirements. it just means the doj is not going to be holding your feet to the fire. >> in san francisco is not the only police department that has faced scrutiny by the department of justice. alejo's of police agreed to a five year court oversight by the attorney general's office, and oakland pd remains under federal oversight. back to you. >> all right. thank you so much, suzanne. antioch just appointed a new interim chief of police days after the department reached an agreement with the federal department of justice following an investigation into a racist texting scandal. abc seven news reporter anser hassan is following the story. >> community, trust and crime reduction are our priorities. >> captain joe vigil was introduced tuesday as the new antioch interim police chief. it comes just days after this 25 page memorandum of understanding, or mou, was signed with united states department of justice following an fbi investigation into the

antioch police department that uncovered a racist textingthat scandal. >> i have been working with the doj and the federal doj since the very beginning of their investigation into us, so i'm very familiar with everyone involved. >> the agreement requires a systematic review of all policies, operations and training within the department, with an independent monitor who has to be selected by the end of march. vigil is replacing interim chief brian addington, who is retiring. >> i believe that we've seen the department stabilize. and one of our biggest priorities has been hiring, and that is progressing well. as of today, we do have 80 sworn officers, 65 who are on active duty. >> that's down from almost 100 officers before the texting scandal, which forced more than 40% of the department to be put on paid leave. addington says the department should be fully staffed by the end of the year, which is necessary to implement the mandates outlined in the agreement. still, many in the community have repeatedly raised concerns about cops involved in the texting scandal

allowed back to work. addington addressed those concerns. >> every single one of those cases were looked at individually for the merits of exactly what occurred, and the range was termination to some, being completely exonerated. >> antioch city manager betsy murray scott says almost 50% of the reforms were already underway before the mou was signed. >> this is actually a really great stipulated memorandum, an agreement we could have had a full blown consent decree and been under federal jurisdiction under a federal court with federal oversight, and that can be really crushing to a city. >> devin williams is the vice chair of the antioch police oversight committee, who will be working with the independent monitor. as a longtime community activist, he believes the interim chief vigil will continue the work around police reform. >> i believe because he's such a transparent figure, you know, as a leader, he's going to bring a lot to the table in antioch, anser hassan. >> abc seven news.

>> today is london breed's last day as san francisco m. tomorrow, daniel lurie will be sworn in, and he just announced his final top staff appointment. rounding out new positions in city government. abc seven news reporter monica madden has a look. >> this is a terrific pick. genius pick for daniel lurie because nobody really knows him. but i do. and i know for a fact that he's a good guy with a lot of compassion. >> friends and colleagues of san francisco's newest health and wellbeing czar hailing the pick. >> i think it's superb. he's going to be in this role. >> kunal modi is the fourth and final policy chief. new positions mayor elect daniel lurie created to oversee the city's 56 agencies. the goal more coordination and accountability. lurie's team says modi will, quote, focus on improving behavioral health, tackling unsheltered homelessness and improving the support and services provided to residents. >> he's one of those very special people who is both hard headed and soft hearted, by which i mean he can make the tough management decisions that

are going to need to be made. and he's completely fired with empathy for the most vulnerable citizens in our city. >> keith humphreys works with modi on the board of the saint anthony's nonprofit. >> he's good at the practical planning stuff of figuring out, for example, how many people are going through what how do we pay for all this? you know what comes from philanthropy? >> bringing in someone with knowledge of how to run systems, how to run nonprofits is a good thing because we need more oversight of that. >> recovery advocate tom wolfe, who was formerly homeless, is hopeful about modi and the entire incoming administration. >> a lot of it is well-meaning policy, but it's just not being implemented well. a new approach that's going to have to be a multifaceted approach to combines accountability and public health is going to have to take hold. >> saying there are needed reforms on the streets. >> there needs to be some type of bridge built between law enforcement and public health in tackling this crisis, because right now there is no bridge there. >> how much influence modi might have on strategy remains to be

seen. as the mayor elect's new policy, chiefs will have to wrangle with department heads and coordinate response to some of the city's biggest issues. monica madden, abc seven news. >> and the new mayor, in a lot of ways, is a new direction for san francisco. daniel lurie takes over after six years of london breed leading the city. here's a snapshot of san francisco at this moment. overall, crime is at a 20 year low. our abc seven data team fact checked statistics sent out by the city. homicides are down 35% in the past year, and auto break ins dropped more than 50%. homelessness is up, reaching a record of more than 8300 people at last count in 2024. san francisco has the highest homelessness rate per capita in the bay area, but most local counties saw homelessness increase, and it's also gone up around california. the san francisco's economic strokes have been big news since the

pandemic, and they're not over. the city's office vacancy rate was at a historic low of 5% pre-pandemic. it's steadily risen since, hitting 35% last year. a moment in time snapshot. today, mayor breed came to abc7 news to talk about her time serving san francisco, and we asked what advice she has for the next mayor. >> i'm giving them a lot of pieces of advice, but, you know, you know, being a mayor, you know, you think, you know, until you're mayor. and so i think more importantly, and what i've learned from getting advice from other mayors myself is, you know, you want to listen and then you want to be decisive around the decisions that you need to make. there's hard decisions. some people are going to love you for it, and some people aren't. but you have to always do what is in the best interest of the city so that you can walk proud and hold your head up when you go out there after you're done. >> some timely advice from the outgoing mayor. tomorrow is the day daniel lurie will be sworn

southern california tonight. look at this. the fast moving palisades fire is out of control near los angeles, and it isntrol being pushed by strong winds, trapping people who are trying to escape. started around 1030 this morning and has burned more than 1200 acres. let's take a look at a new 3-d feature from cal fire. it gives a much more detailed view of the fire zone as it's happening. the red area that you see. so that's where this is a mandatory evacuation order in place. the area that's shaded in yellow above that you can see there. that's an evacuation warning. those people should be packed up and ready to leave at a moment's notice. now the bright red area, that is where the fire is actually burning. what are all the white icons you see? well, those represent homes and other buildings, so it is a great

tool. >> it really is a great tool. and let's go back and talk about what's happening down south with the terrible fires burning, fueled by these incredibly powerful santa ana winds. >> that's right. meteorologist sandhya patel has been tracking it all for us. sandhya. yeah. >> and ama and dan, these winds have been destructive. as we take a look at a live picture from pacific palisades, you can see how shaky this camera is. and that's because those gusty offshore winds continue to fan the flames and fuel this fire. over 1200 acres. now, the last visible satellite imagery is showing you how far that smoke from the fire has traveled. you can see well out over the ocean. so this is traveling for miles because the winds are pushing the flames. so let's take a look at the current conditions. northerly wind gusting to 28 miles an hour. that north wind is going to continue to keep things really dry there. remember they haven't had much rain at all. i mean, when you're 1 to 4% of average in southern california in the middle of winter, this is a

particularly dangerous situation with red flag warnings going there close to 80 mile an hour winds here in the bay area. pine flat road, mount saint helens, 76 mile an hour wind gusts. oakland hills 35, blackhawk 58. you can see lower in san francisco bay and san jose. we did have the offshore winds that brought us the warmth. 72 a record high in santa rosa, 69 at kentfield. that's also a record, but you'll notice it was mild to warm. 66 in the city, 68, oakland 65, livermore, 63. in cloverdale, 70 degrees in san jose and 68 degrees in palo alto. looking at live doppler seven, we do have a lot of high clouds just kind of spilling over the top of this ridge of high pressure that is over the pacific. we have an area of low pressure inland, the winds going from the high to the low, funneling right through our state. so we're getting the gusty winds. but southern california is taking the brunt of this as we check out our winds right as we go, hour by hour, 7:00 tonight, 37 miles an hour.

come down into the 30s to 40s for most of you, and by afternoon it is another nice mild day. heading into the evening hours, it will cool off again. speaking of cooling off, 30s 40s out the door tomorrow morning. tomorrow afternoon you're looking at low to upper 60s. plenty of sun as we head into wednesday and those winds will back off. accuweather seven day forecast. the wind continues through the early morning hours. after that they ease and we'll hang onto that warmth. 70 on thursday could see some records. temperatures will come down second half of your weekend going into early next week dan and ama all right. >> thank you sandhya. >> all right. there is now a roster of 15 candidates to become the new alameda county district attorney, after voters in november took the unprecedented step of recalling pamela price, abc seven news reporter leslie brinkley has the details on what to expect in the selection process. >> 15 people turned in applications to become the next alameda county district

attorney by the january 6th deadline. so now the board of supervisors has a roster of 15 applicants to consider after the former da, pamela price, was recalled by voters last november. >> over the coming month, we are going to see, you know, the people that have turned in application being vetted in order to see who is the best qualified for the position. >> we interviewed many of those, probably 10 or 11 of those candidates, and there's a good, great pool of candidates for the supervisors to select. >> they include nine current and former alameda county prosecutors and attorneys from neighboring counties. things are going to move quickly, with the timeline calling for the board of supervisors to select finalists next week, and then conduct public interviews of at least three finalists the week of january 20th. by the end of the month, they'll select a new da who will be sworn into office on february 4th.

of the national egg shortage. and there is some good news, the u.s. department of agriculture tells abc news. egg production is expected to rebound this year, and prices are expected to decrease. bird flu hit the national supply of eggs, hard, limiting supplies and driving up prices. more than 130 million poultry birds have been affected by bird flu. the usda says the

only way to stop the spread of the disease is to kill all affected birds. >> girl scout cookie season returns next month with popular options like thin mints, of course, and tagalongs. but in the future, there will be some less flavor options. s'mores and toasty cookies will be discontinued after this year. s'mores debuted in 2017, and toasties came out in the 21 year. the organization did not say why it is discontinuing the cookies, but the lineup does change often. >> the mints are still there. we're happy. yes, from the carter center to the capitol today, president jimmy carter returned to washington, d.c. tonight. a look at the somber ceremony. >> evacuees abandoned their cars to get away from the wind whipped palisades fire. and the latest update just had a huge change in the number of acres

rapidly. high winds. those santa ana winds are fueling the flames of the thousands of people, many under evacuation orders. others are being told they need to be ready to leave. so some are told they have to get out right away. now here's a live picture in southern california of the palisades fire. again, 2900 acres plus have burned. you can still see into the night there that ridge line of fire as this thing continues to spread. we have seen numerous homes going up in flames along with cars as well. as bad as this situation looks, there have been no reports, thankfully, of anyone being injured. >> how long have you lived in this area? 17 years. how bad has this been compared to other fires? this is apocalyptic. this is we've we've had small fires, but nothing like this. >> firefighters did bring in a bulldozer to clear a roadway so they could get through. some people trying to evacuate simply abandon their cars to escape the flames on foot. >> whether coast to coast had a big impact today here on the west coast, the winds and

wildfires prompted president biden to reschedule travel plans to designate nate to a new national monument in southern california and on the east coast, snow delayed events for late president jimmy carter. the state funeral for carter shifted to our nation's capital today. >> that's right. the 39th president will lie in state for two days before a national funeral service, which will take place on thursday. >> let's take a live look at the casket in the capitol rotunda. reporter michael yoshida is in washington, d.c. and has the latest tonight. >> president jimmy carter lying in state at the u.s. capitol. family, friends and lawmakers saying their final goodbyes. >> it's amazing on these last few days to sort of for my family to see how much we share him with the world. >> carter's return to d.c. follows several days of celebrations of his life and remembrances in his home state of georgia. >> today, we gather to celebrate the life of a man whose works will echo for generations to come. >> a peanut farmer and navy

veteran who would go on to be governor of georgia before eventually serving as president of the united states from 1977 to 1981. after leaving the white house, carter's life as a humanitarian cemented his legacy. countless hours spent working with habitat for humanity. >> he focused on making the lives of his fellow men better, along with efforts of the carter center, fighting for human rights and health care access for families across the world. >> carter, a one term president turned nobel peace prize winner, remembered for the life he lived in service of others without question. >> he was a great public servant because of his beliefs, because of his faith, because of the principles that he stood for. i think that will always be important in remembering jimmy carter. >> in washington, i'm michael yoshida reporting. >> and carter's body will lie in the u.s. capitol through tomorrow. on thursday, carter's funeral will be held at the washington national cathedral.

his remains will then be flown to georgia, where he will be buried next to his wife, rosalynn. >> all right, let's come back home now. developing news san mateo county has responded tonight to sheriff christina corpus. $10 million claim that she filed against the county on monday. the first step toward a lawsuit. one major move they made was posting online the full transcript of the independent investigators interview with corpus chief of staff victor irongate. the county also refuted claims that she was discriminated against, saying, quote, the assertions in corpus claim that she has been discriminated against, harassed and defamed, and more so because she is both a woman and a latinx person, are completely baseless and a distraction from the issues that give rise to the present circumstances. >> we have new details today on the new year's day cyber truck explosion outside the trump hotel in las vegas. police now say the suspect used chatgpt to research explosives and what would set them off. newly

released surveillance video shows the suspect, matthew berger, pouring 20 gallons of fuel into the cybertruck onto it. before the explosion. fuel could be seen dripping from the vehicle when it pulled up to the trump hotel. investigators believe this was the first case on u.s. soil in which artificial intelligence helped a suspect build a device used in a terror attack. now, a spokesperson for openai, the company that created chatgpt, said in a statement, quote, our models are designed to refuse harmful instructions and minimize harmful content. in this case, chatgpt responded with information already publicly available on the internet and provided warnings against harmful or illegal activities. now to new details on the new orleans tragedy. the fbi is releasing a new photo of the new year's day suspect as they work to piece together what happened. they say this picture was taken months before he drove his truck down bourbon street, killing 14 people. the suspect was spotted riding a bike

through the french quarter on october 31st. you see it here? the fbi is now asking for anyone there that day between 2 and 6 p.m. to contact them. >> tonight, convicted vallejo kidnaper matthew mueller is facing new charges. investigators now say mueller may have begun his crime spree more than 30 years ago. abc seven news reporter melanie woodrow has covered the case for years and breaks down these new developments in the case. >> vallejo police, once mistakenly called a hoax, is now being called an american nightmare by seaside police. matthew mueller, already serving a 40 year prison sentence for kidnaping and raping denise huskins, is facing new charges. >> this is what law enforcement and survivors working together looks like. >> in 2015, vallejo police accused huskins then boyfriend aaron quinn of murdering her. when she reappeared, police accused the couple of staging an elaborate hoax. >> you are terrorized, going through the worst experience of your life and the people you go

to for help turn on you. >> it was alameda county sheriff's office lieutenant misty caruso who linked mueller to the vallejo kidnaping while investigating a dublin thwarted home invasion. the case gained further notoriety with a recent netflix documentary, sparking seaside police chief nick borges to reach out to huskins. >> he sent us a message on instagram through the police department. >> huskins and quinn, who are now married, were interested in speaking with mueller because we knew that there were things that just weren't followed up on. chief borges helped facilitate a letter writing campaign to the convicted kidnaper. >> you'll never know what's under a rock if you don't turn it. >> and we started flipping rocks, which ultimately gave way to a two day interview with mueller in a tucson prison. was he willing to talk to you without his attorney? >> he was, and i don't think he had an attorney representing him. he had already been sentenced to ■prison. at the time. there was no fresh charges at that time, in my view. >> there's no doubt in terms of his mental status and ability to speak with us. >> investigators say mueller's crime spree dates back to 1993, when he allegedly committed a

kidnaping and sexual assault at 16 years old. investigators would not say where as the case is still under investigation. >> that's two decades of this mindset that he was living in. by the time our case came about, they found storage units full of equipment to help him facilitate terrorizing people. >> other charges recently announced include two home invasions in 2009, in santa clara county, as well as a home invasion and attempted kidnaping in contra costa county. just two weeks after mueller kidnaped and raped huskins, that that's the sum total of the crimes that mueller has committed. >> i frankly, honestly doubt it. >> huskins said she's personally been in touch with at least one of the other victims. >> she just said, i didn't know how much i needed this. >> denise and aaron say they still believe that matthew mueller did not act alone. melanie woodrow, abc seven news. >> now to another notorious criminal. 13 pieces of evidence in scott peterson's murder trial will be rereviewed as part of his bid for a new trial.

their rvs, they're going to end up on the streets, and then the death toll is going to go higher. and what have you accomplished? we've already started a year off. we have more dead people than we have days in january. >> so far, it's known as the oversize and lived in vehicle enforcement program. 30 temporary towaway zones will be enforced by the pilot program. areas overrun by rvs near schools, waterways and interim housing facilities. this week, the city will begin putting up signage along chenowith avenue, letting owners know that they have two weeks to move or be towed away. >> my hope is that it not only gives relief to the residents and small businesses who have dealt with unmanaged, unsafe rv encampments for months, if not years on end, but that it also incentivizes people to take advantage of safe sleeping, safe parking, or one of the other options in our city or county. >> san jose will open 1000 new placements for the unhoused to go to this year, including 85 safe parking spots at a new berryessa site. they will join the 50 santa teresa safe parking spots to become the city's

spoke with the city attorney about their legal battle and what's next. >> after a year long legal battle, san francisco is declaring victory over two e-cigarette companies caught selling their products to city residents. >> to require these defendants to ensure that their products, flavored tobacco products and e-cigarettes can't be sold or distributed in our city. >> in 2019, san francisco declared war on e-cigarettes. the ban on selling these tobacco products went into effect in january of 2020. fast forward to 2023. the city attorney's office noticed at least two of these companies were still selling to san franciscans online. now they have to stop and pay $68,000 in penalties and fees. >> as part of the settlement, the companies on their website need to include language that clearly states that these products can't be sold into san francisco. their websites also can't allow san francisco

addresses to be used in shipping or billing address fields. >> ucsf's, director of the center for tobacco control research and education, believes these bans are crucial to prevent future addictions. >> we're concerned about flavored e-cigarettes in particular, because over 80% of young people start with flavored products. several studies have found that when young people start with e-cigarettes, they are between 3 to 5 times more likely to smoke cigarettes later. >> city attorney david chu said he knows there are other companies actively breaking the ban. >> there have been other companies that we've also gone after, and we're going to continue enforcing these laws until these products are no longer sent to our city. >> the passage of two new state laws that prohibit the online sale of flavored tobacco products across the state took effect this month. san francisco leaders are glad to see progress statewide. >> the fact that we were successful in going after these companies who were still selling

on the san francisco giants front since the signing of shortstop willy adames in early december. until today, espn reports the giants and justin verlander have agreed to a one year deal important pending the
