>> thanks for joining us on saturday, i'm wade johnson. as we come on the air, there's a new threat from the devastating and deadly wildfires. about 9 million people across much of los angeles and ventura counties under a new red flag warning and on the alert. the emergency is not over. this firenado captured on camera in the pacific palisades. evacuations expanding, at least 11 killed. governor gavin newsom doubling the national guard to help battle the flames. ground and air assault continue. the fires talent the exclusive los angeles suburb of brentwood. finger pointing and controversy over what if anything could have been done to prevent the wildfires from causing so much death and destruction. we have team coverage in the fire zone.

matt rivers, brentwood. >> reporter: with fires still raging in los angeles, evacuations are expanding. brentwood and encino under threat as residents make their way out of the neighborhood. >> it's difficult but we're alive. >> reporter: in the skies above, firefighting aircraft diving again and again, dropping flame retardant chemicals and water to stem the threat. santa ana winds temporarily subsiding today, giving them and thousands on the ground a fighting chance. >> sitting here, probably did 50 drops between the whole line here. >> reporter: that's the difference between the first days, the winds so high, you didn't have the air support you normally would. >> and amount of resources here as well. >> reporter: as the first responders are making gains, palisades fire, starting day one of this, now expanding other directions. some homes here burning. the active flames we've been watching since the first day of

the fire now here in brentwood. you can see with the wind gusts, flames trying to force their way up from the bottom of the canyon, getting closer and closer to this house. this is somebody's patio we're on. you can see the firefighters doing their best to make sure the flames don't get this high. without these firefighters here, this house and other houses in the neighborhood almost certainly gone. residents have largely gone, others trying to bring desperately needed supplies to first responders in the area, traffic on some roads backed up nearly two hours. eaton fire, now 15% containment, palisades at 11%. over 12,000 structures have been destroyed in total. fire officials warning those strong winds that helped create the most destructive fire event in california's history are expected to ramp back up once again tonight and into next week. overnight, this flare-up

overwhelming a crew on the ground. firefighters on the front lines forced to retreat from the flames, leaving these vehicles behind. that flare-up spawning this firenado. and this harrowing video from earlier this week, a reminder of the hellish conditions endured by ground crews. this man fighting to save his girlfriend's house from oncoming flames, forced to leave. >> it's being eaten up by that valuable fire retardant, without it, would be in big trouble. >> reporter: but they're making progress. 11 deaths confirmed, eight from ethernet, three from palisades. and tonight at least 13 people are missing. abc news today learning the identity of two of the victims of the eaton fire. father and son, anthony and justin mitchell of altadena, both in wheelchairs awaiting

evacuation. his daughter remembering him as quote a great dad any little girl could want. the full scope of the loss of life still unclear. law enforcement arresting 27 in total, saying some violated a curfew implemented last night, others taken into custody on suspicion of looting. and officials warning business owners from taking part in price gouging. >> people that have been victimized, being victimized again in california in state of emergency, it's wrong. >> reporter: governor newsom doubling the amount of law enforcement deployed. they're beginning rescue and recovery efforts, using grid searches and cadaver dogs to locate the missing. we hope to find everybody safe, bring closure to the family. >> reporter: the atf will lead a task force to investigate the

cause of the fire. pressed by what could have started the eaton fire, the investigation is fluid. >> we're not going to leave any rock unturned, if this is a criminal act. >> still so many questions what caused the fires. brent, how long have some of the firefighters been out there? what are they most worried about in coming days? >> there's not much rest to be had. had a conversation with a firefighter who has been out here two straight days. but every firefighter to a man and woman fighting the fires say this is what they train for and wouldn't be anywhere else. but the jobs will get harder the next few days with the winds picking up as we speak, only going to get worse. whit. >> thank you. as the fires rip through southern california, new concerns about the city's response and readiness. the monster flames quickly wiping out communities and historic landmarks, fire

hydrants running dry and a massive reservoir taken offline for repairs weeks earlier. the governor calling for an investigation. >> reporter: as firefighters race to get the upper hand, new questions about the city's readiness for potential wildfires in los angeles. marcella couldn't believe it when the water turned off as she defended her grandma's home with a garden hose. >> i jumped on the roof, no water pressure, nothing. >> reporter: her own home nearby gone in the blaze. >> black smoke and dust, just really sad. i'm only 24. i was about to make two years, moved out of my parents', and i took pride in that, was very happy there. >> reporter: fire captain brown telling matt gutman that as buildings burned, the sprinkler systems depleted the much-needed

water for firefighters. >> as the homes actually do burn down, a lot of them with their own fire sprinkler systems, those systems become compromised, the house burns down and the water will free flow, we saw our gauges going down lower and lower, getting low on water. >> reporter: a 17 million gallon reservoir was taken offline for repairs before the fires broke out. battling flames over 100 feet tall, much of the palisades destroyed in a matter of hours. >> if you had all the resources and water, would it have made a difference here? >> been on the job 36 years and never seen weather like that, hurricane-force wind with fire involved, it was indescribable. >> reporter: california governor newsom demanding an independent investigation, calling the reported issues deeply troubling. the l.a. fire chief claiming recent budget cuts were cut for

the year and saying in an interview with kttv fox 11 los angeles that the city failed their department. >> when they're not getting what they need to do their jobs, it's enough. that's why i'm here. >> reporter: but the chief and mayor bass striking a different tone. >> we're focused on fighting fires and saving lives. any differences that we might have will be worked out in private. >> reporter: mayor bass, chief mcdonnell and i are in lock step together and will utilize every single resource at our disposal. >> reporter: officials have launched an investigation into the emergency alerts that incorrectly notified 10 million residents to be ready to evacuate. it was not human error but a breach of public trust and they've taken steps to prevent it from happening again. >> another thing causing

frustration. thank you. these wildfires could be one of the most expensive natural disasters in history. this has left californians struggling to keep home insurance. >> reporter: tonight many homeowners affected by the devastating wildfires in los angeles taking their first step toward rebuilding their lives. filing an insurance claim. as too many americans know, getting compensated can be difficult and in california the system is facing a crisis years in the making. insurance prices soared after the camp fire in 2019, at the time the deadliest fire in the state's history. carriers stopped coverage or writing policies in california entirely. state farm announcing in 2023 it would stop accepting new

applications from california residents, citing among other things, rapidly growing catastrophe exposure. so thousands have been left without coverage. >> these insurance people decided to cancel their fire. and we're going through this, and it just happened! they have no fire insurance. >> reporter: the california insurance commissioner issuing a one-year moratorium to protect homeowners. >> also calling on insurance companies to suspend any pending nonrenewals or cancellations that homeowners received before the fires started. >> reporter: this problem isn't unique to california. an investigation by the senate budget committee finding that climate change driven extreme weather events are leading to spiking costs across the country, particularly in louisiana and north carolina. this could lead to a housing

crisis like 2008. this could cascade, insurance impossible to find or prohibitively expensive. climate change is no longer an environmental problem only, but a looming economic threat. the private stopgap fire insurance program says they're aware of misinformation circulating about its ability to pay claims. but they want to assure homeowners they have prepared for this kind of disaster and intend to keep their commitments. abc news meteorologist, somara theodore. another round of winds on the way. >> that's right, continuing to fan the flames but also moving the smoke. heavy smoke expected to get worse. the national weather service has issued a red flag warning through wednesday. winds could gust as high as 60
