of the fires burning right now in southern california, and how the bay area is stepping up to help. abc seven news starts right now. >> always live. abc seven news starts right now. >> this is the first time that it's almost clear as day. it's a clear blue day. there's no more smoke coming from the palisades fire. >> high above the largest wildfire in southern california, is calm and clear for now. worry, though, tonight over what comes tomorrow with more powerful winds in the forecast. good evening and thank you for joining us. i'm dion lim. we do want to take a look now at the status of those wildfires burning in l.a. county. this cal fire map shows there are currently three active fires. those two red dots on your screen near thousand oaks and just west of the eaton fire, are wildfires that are at or near containment. the two largest fires, the palisades and eaton fire, have burned nearly 38,000 acres, some 60mi■!s. that is the size of
6:01 pm
the entire city of redding. the biggest fire, the palisades, is 11% contained. and while some evacuation orders were lifted today in the eaton fire, now 27% contained 24. deaths are now blamed on the wildfires. that death toll climbed over the last hour. cal fire says flames have leveled more than 12,300 structures, but a sign of progress. abc news has learned that most los angeles unified school district schools will reopen tomorrow. abc news reporter alex stone has the latest from altadena. ravaged by the eaton fire in southern california, thousands of firefighters and first responders are working around the clock to contain the historic destruction from several major wildfires burning for five days now. >> while firefighters report they are making progress battling the blazes, that progress could be in jeopardy as a forecast is calling for a return of more powerful santa ana winds. the hurricane strength gusts
6:02 pm
that helped the fires intensify last week. >> these winds, combined with low relative humidities and low fuel moistures, will keep the fire threat in los angeles county very high. >> la's fire chief says they are ready. >> every available lafd firefighter is on hand and will remain in place through this wind event. >> firefighters from across the country and from mexico are arriving today to help. over 100,000 people are under evacuation orders, the sheriff saying he knows people want to return to see if their homes are still standing, but it's just not safe. >> some of these areas, they're literally look like war zones. there are downed power poles, electric wires. there are still some smoldering fires. >> fema now focusing on the recovery, starting to plan for how we're going to be able to bring in temporary structures for schools or other critical facilities that were lost. >> we need to really start to take this time to put that plan in place. >> california's governor is predicting that these fires will
6:03 pm
be the worst natural disaster in u.s. history, based on cost. the state of california now inviting president elect trump to visit the state. alex stone, abc news, altadena, california the palisades fire evacuation orders include areas of malibu and santa monica. >> abc seven news reporter zach fuentes is in santa monica and tells us why an effort to get evacuees access to their homes didn't go as planned. >> we're at a santa monica checkpoint right now. that's one of several here in southern california. you see behind me that it is being patrolled by the national guard. lapd isby here, too. the curfew was going on from 6 p.m. to 6 a.m, and many people got here before 4 a.m. in line in their cars, hoping to be escorted by police like many were the day before. but they found out some very difficult and disappointing news from the lapd chief this morning. take a listen to what he had to say. >> traumatic experience, certainly for everybody involved. we tried to be as compassionate as we could be by putting together a escorts that
6:04 pm
provided limited access for people to get into the area very deliberately and be able to retrieve medication or pets. in some cases, what we found was that was successful for those who we were able to accommodate, but the numbers became overwhelming. there was frustration, there were long waits to be able to do it, and we still tried to facilitate it, although we weren't able to do that for everyone today, we need to suspend that practice effective immediately. we have search operations now beginning. we will have cadaver dog deployment and that will result in crime scene preservation efforts and then the recovery of remains. >> so that was the last thing. anybody who had been lined up out here for hours this morning wanted to hear a loudspeaker came through telling them the news, and we got people's reaction shortly after. take a listen to what they had to say. >> one of the things that i would really appreciate is if the city of la would get
6:05 pm
organized so that people who have lost everything aren't waiting in ten hour lines all day. >> so i really appreciate what they're all trying to do. but like so many of us are trying to get parents, medication and so forth, that is the situation here. >> we are continuing to track developments right now in santa monica. zach fuentes, abc seven news. >> there is still so much heartbreak. so let's bring in abc seven news weather anchor spencer christian because spencer l.a. county is bracing for yet another red flag. high fire danger warning. what is the look ahead for the next few days? >> diana, it looks like the high fire danger is going to be present for at least the next three days. here's a look at the red flag warning for high fire danger. covering an expansive area of southern california, not only from in the l.a. area all the way down through san diego county. this is in effect until 6 p.m. wednesday. and of course, the humidity is dangerously low in the teens in some locations down below 10%, and the winds are still gusting up to 65 almost 70mph. on top of that red flag warning, i should point out
6:06 pm
a high wind warning will be in effect for the northernmost part of that area from 4 a.m. tuesday to noon wednesday, again with gusts up to 70mph. if there is any encouraging news, it is that the winds have been blowing out of the northeast, pushing a lot of the smoke from these fires out to sea, which has helped. it's given some improvement to the air quality there, but not enough because the fires continue to burn and smoke continues to collect. of course, i'll have more on this and our local forecast a little bit later. dion. >> all right. sounds good spencer. thanks. well a big weapon in the fight against the fires may be back in the air as soon as tomorrow. the canadian firefighting plane, known as the super scooper, has been grounded since it was hit by a drone on thursday while battling the palisades fire. the collision left a three by six inch hole in the plane's wing. de havilland aircraft canada, the plane's maker, tells us a replacement part should be installed today. >> it was pretty lucky, honestly, that it hit the wing and not a propeller or the wind or the windshield. something
6:07 pm
other that that would be more, more damaging to the aircraft. it was, you know, all things considered, relatively minor. and that's why the turnaround time has been pretty, pretty efficient. >> the plane can scoop up nearly 1600 gallons of water in less than 15 seconds, and can be back to the fire site in minutes. governor gavin newsom says he's cutting the red tape so wildfire victims can rebuild faster. he signed an executive order this morning suspending some permit and state review requirements in an effort to speed up construction. newsom talked about the order on nbc's meet the press. >> and so we want to fast track by eliminating any ceqa requirements. i've got coastal act changes that we're making. i want to make sure when someone rebuilds that they have their old property tax assessments and that they're not increased. >> the executive order also extends protections against price gouging on building materials and other essential goods. the bay area is stepping

6:09 pm
that's a big part for la. they don't even know where to begin right now. >> so many donations are coming in. it's really everything and anything. we have brand new shoes, women's clothes here, clothes here. there's even some brand new luggage. items will be trucked to la, where an outreach group will get it to families. >> couldn't have never anticipated how many people showed up, and it's been really beautiful to see. >> volunteers from san francisco's muttville senior dog rescue are in van nuys, helping clear some la shelters by bringing up to 50 dogs to the bay area for adoption. >> we've reached out to county and city shelters in the los angeles area to take the dogs that were already there. >> pre-fire it hurts my heart in the north bay. christopher brown from petaluma is using facebook to organize a convoy of relief supplies to southern california. >> we've had people donate money for gasoline for the trip. it's been a really positive
