>> so many questions, accidental or intentional. federal investigators are now looking into how the wildfires in los angeles were sparked, and if there's a connection between them. >> bay area artists doing what they can to raise money for people impacted by the wildfires, the pop up events, shows and performances. how you can help right from home, plus attention if you use public transit. >> multiple bay area systems are shifting their schedules this morning. how the changes could make your commute a bit smoother. >> good morning. it is monday, january 13th. >> yeah, we're going to first pivot to drew and talk about the weather. >> yeah. so windy this morning in some areas. a wind advisory is currently in effect for parts of the north bay. so outside this morning we'll take you to our okay camera where just a few hours ago the winds here were gusting over 40mph. i know a lot of folks around berkeley, oakland, alameda, the oakland hills as well. we're certainly feeling the strong winds this morning. right now winds out of the northeast at about 14mph. current temperature right around 50 degrees. so the winds not as

strong as they were a couple hours ago. but we'll still stay breezy out there. winds right now between 10 and 20mph. but in our mountains we have much stronger winds, especially in the north bay and the north bay mountains. from time to time, we've seen winds gusting 40 to 50mph with these dry offshore winds. so this is where we have a wind advisory currently in effect for the mountains of napa county and the eastern half of sonoma county, where we could see winds upwards of 40 to 55mph throughout the day. it's just a sunny day, breezy this morning. the winds back off. later on this afternoon. we'll have full sunshine out there and temperatures going into the low 60s. let's check in with gloria and see those drive times. >> good morning to you drew. good morning to everybody at home. so we want to get started this morning with a look at your overall map here in the bay area. and you can see there is the usual slowdown there in the altamont pass. we're also tracking a crash that's in richmond. this was on westbound 80 after cutting boulevard a fatal crash. the lanes have reopened here.

however, there are still some delays in the area. we still have some crews out there. chp and the coroner is on the scene. so again, westbound 80 after cutting boulevard in richmond. we'll keep tracking this for you throughout the morning. and looking at the traffic there, you can also see live the traffic in emeryville. s already getting pretty busy out there. it's on westbound 80, the connector ramp to southbound 880 that has reopened after an earlier big rig incident. guys. all right, gloria, thank you. >> developing news this morning. the death toll is rising over the weekend as wildfires in los angeles county continue to burn. at least 24 people have died, with 16 people still missing. >> containment of the fires is up. but what's next is cause for new concern. the fires are being fueled by severe drought conditions and strong winds, and those winds return starting tomorrow. >> the national weather service has issued a rare pds red flag warning, and that stands for particularly dangerous situation. it's the highest level of alert possible, and it's the fourth time in three

months one of these has been issued. our focus remains on the palisades and eaton fires still scorching their way into the record books. more than 12,000 structures have burned, becoming the second and fourth most destructive fires in state history. investigators have not shared a cause for either of the fires yet. the eden fire near pasadena has burned more than 14,000 acres, with only 27% containment, according to cal fire. at least 3400 fire crew members are working on containment for the eaton fire. >> the palisades fire has scorched through more than 23,000 acres, according to officials. that's roughly 37mi■!s of land and property burned by wildfire. it's now only 13% contained this morning. last night, our sister station in los angeles was over palisades village, where utility crews are working around the clock to restore power so people can get back to the area. >> one of the very few spots

in the pacific palisades with power. electricity is a major issue here. before they can actually begin the recovery process and allow residents safely back into the pacific palisades. for that reason, a cavalry of utility crews are arriving in the pacific palisades palisades, as we speak, to begin that process of restoring power. obviously, they are well aware of the winds that are coming in the next 48 hours or so. so it's going to be an extended process. but the good news is those crews are now in place. >> and this is new video from inside the cal fire planes working to extinguish the palisades fire. yesterday in a news conference, the l.a. county fire chief said talks to repopulate evacuation zones will have to wait until after this next wind event happening tomorrow and wednesday. >> they fire crews in los angeles are getting some support from our neighbors to the south. mexican president claudia sheinbaum sent more than 70 firefighters to help with the la fires. governor gavin newsom

welcomed them as they arrived at lax over the weekend. after a six hour orientation, the crews will be dispatched to the palisades fire later today. in addition to mexico, firefighters from canada are expected to arrive in los angeles today. governor newsom says so far, eight states have also sent crews to the state in the wake of the fires. attorney general rob bonta is hoping to keep people safe financially. he's warning the public about illegal price gouging and fraudsters who may try to take advantage of this natural disaster. >> we've seen before that emergencies like this, in addition to bringing out the best in so many, also bring out bad actors who seek to use the trauma, the chaos of moments like this for their own gain. they see an opportunity. >> bonta says prices for goods shouldn't go up more than 10% of what they were before the fire. and he says anyone caught trying to scam others will be held accountable. >> the atf is now leading a task force of local, state and

federal investigators trying to determine what started the wildfires in l.a. county. abc news reporter alex stone explains the potential causes they're investigating authorities investigating the origins and causes of the devastating wildfires in los angeles. >> the federal bureau of alcohol, tobacco, firearms and explosives, or atf, taking the lead of the newly formed los angeles regional wildfire investigative task force. >> this task force is made up of local, state and federal partners designed to investigate the cause of these fires and to see if there's any connection between them. >> it remains unclear how the pacific palisades fire started last week, but the agency says its certified fire investigators have been on the scene. professionals whose training includes starting their own fires in a controlled environment. >> if they can understand how they can set fires and how fires transition through a building, they can better understand how to investigate. >> according to the u.s. forest service, nearly 85% of wildfires in the united states are caused

by humans. culprits include unattended campfires, burning debris, equipment malfunctions, discarded cigarettes, and intentional acts of arson, and data collected by the california department of forestry and fire protection shows at least eight of the most destructive wildfires in the state's history have been linked to electrical and power lines. abc news learning southern california edison, one of california's major private utility companies, has filed two electronic safety incident reports pertaining to the eaton and hurst fires, a sign investigators might be examining if the utility's equipment contributed to an ignition. southern california edison is required to report any incidents potentially involving its equipment, that triggers an investigation by the state of california. alex stone, abc news, altadena, california. >> and we're staying on top of all the developments coming out of the wildfires in los angeles county. you can get they happen at abc seven news.com and the abc seven bay

area app. >> back here at home, it's being called the big sink today. transit agencies across the bay area are making adjustments to their schedules in an effort to make your commute more efficient. abc seven news reporter lena howland joins us live from the dublin pleasanton bart station. now, with everything riders need to know for today. lena. >> hey, amanda, good morning to you. the key thing that riders need to know before coming today is that bart is shifting their departure times. it's all part of a move to better coordinate schedules with the region's other transit systems. at the same time, they'll also be upgrading bart's aging train control system with a more modern one. bart says the move is known as the big sync. they say the change will improve safety and reduce waits for transfers between bart and other systems. they're coordinating their schedules to align with the golden gate ferry system, caltrain, smart train, and valley transportation authority. bart says transit agencies in the bay area work to align their schedules with each other twice a year, and this year, the number of transit agencies with

full schedule change alignment increased from four up to 20. since 2022, bart officials are urging everyone to check the times of the trains they normally take for changes to avoid any surprises this morning. live in pleasanton. lena howland, abc seven news. >> thank you lena. time now 509. this morning we are looking live from our sutro tower camera right now, and you can see it's jumping around a bit as we track some gusty winds this morning. the accuweather. day planner reflects that first thing. it's pretty windy right now in spots, especially in our hills where we have that wind advisory in effect for the north bay throughout the day, though, the winds do back off. so this afternoon there's less wind, but it's another sunny and dry day with temperatures mainly in the 60s. so a high of 61 in the city, 63 in santa rosa. but it stays breezy in the hills of the north bay today. 61 in oakland, 65 in san jose. not a cloud to be seen today. we'll have wall to

wall sunshine across the region. let's take you to southern california. we continue to track our major fires. now we're down to three. there were several fires that were contained over the weekend. now we're still tracking the palisades fire and the eaton fire. as firefighters work to contain these more and more. but another red flag warning is in effect across la, san diego, orange county as well. and this is being labeled a particularly dangerous situation. and what that means this is the highest threat level when it comes to winds. it's the highest level of urgency and attention. now, this is not a new warning, but it is extremely rare. typically, we only see one issued every 5 to 10 years. but across southern california, this is the fourth warning in the last three months. and every time a major fire has started. so it shows you how rare the events are unfolding across southern california. the winds will peak today through tomorrow. that red flag warning will end on wednesday. reggie. >> thank you drew. and unfortunate alert from out of town. coming up we're

>> they do. amanda. the j.p. morgan healthcare conference brings thousands of people to downtown san francisco every year. it happens at the westin saint francis hotel in union square. but the economic impact goes beyond just that one location. those who go to the conference stay at hotels around the city, visit small businesses and pack into restaurants. officials say the conference generates more than $90 million for the city's economy. million >> the j.p. morgan conference is one of the most significant conferences that we've had. it's one of our longest lasting partnerships. >> this week, there will be plenty of security, including sfpd ambassadors. there will also be some big changes right before the start of the conference. a long hotel strike just ended. there's also a new mayor, of course. the j.p. morgan healthcare conference runs through thursday. amanda. >> all right, gloria, thank you. the napa truffle festival kicks off this friday, but there are some issues ahead of the event. hosts of the north bay festival food festival say someone is pretending to be them and

stealing from local businesses. the owner of the oxbow public market in napa says someone emailed food trucks claiming they were searching for vendors for this week's napa truffle festival. the email was fake. organizers told the press democrat at least one food truck owner fell for it and shared their credit card information for a booking fee, and then saw food delivery charges roll in. >> it was the first full weekend of crab sales right off the boat in san francisco after a long delay. crabbers at fisherman's wharf say the catch isn't big in quantity, but it's excellent in quality. each crab averages about 2 pounds and they're selling for $12 a pound. crab fishermen say they wish they could have been selling sooner to be open before thanksgiving, so they could have thanksgiving. >> crab like normal used to open up, you know, november 15th. so that's what i would hope for again. >> crabbing season usually starts in the middle of november. it didn't open until last sunday because there was a

protection for migrating whales. >> now for an update on the two largest fires burning in los angeles. you're looking at the maps here. the palisades and eaton fire have burned at least 39,000 acres. that's some 60mi■. so that is the size of the entire city of redding. to put that into perspective, the palisades fire is at 13% containment. some evacuations were lifted yesterday in the eaton fire. that's now 27% contained. 24 deaths are blamed on the wildfires. cal fire says flames have leveled more than 12,300 structures. most schools in los angeles unified will reopen this morning after being closed since the fire started last week. school leaders there say they are replacing air filters to make sure campuses have safe air. >> we will reopen all sites based on an inclement weather protocol. what that means is that outdoor activity shall be

restricted. >> campuses that were damaged or still under evacuation orders, of course, will remain closed. the district says it is providing five days off for employees who were evacuated or lost their homes, and giving $500 to help staff members who were displaced, along with free childcare. >> certainly, the stories coming out of los angeles are heartbreaking. we're learning of a pacific palisades homeowner who watched his house burn from his tesla parked in the street. james borrow was in las vegas for the ces conference when the fire started. on his way home, he logged into his tesla's car cameras and watched as his family home became unrecognizable. the boroughs were dropped recently by state farm, and despite living near a fire station, his house and others on the block burned. >> there's literally a fire station three blocks from our house, and fire trucks didn't come to our house. so, you know, obviously there are things that could have. i'm sure there's a variety of things that could

have been last lines of defense. there was no first line of defense. >> despite being frustrated by what happened, burrow says his family is safe. >> the bay area is quickly finding ways to share support with la. yesterday, people gathered for a benefit concert held at the midway in san francisco's dogpatch neighborhood. it included multiple dj sets and a live art performance and auction. organizers say all the proceeds are going to nonprofits supporting fire response. violinist put on a fire fundraising concert to support la wildfire victims. it happened saturday in san francisco's hayes valley park. rose carol crowley says she has friends who have been affected by the fires, and hopes to raise thousands for recovery funds. >> beyonce's foundation will donate $2.5 million to wildfire relief. the be good

foundation says it will make the donation to the la fire relief fund to assist families impacted by the wildfires. it's also making sure funds go to churches and other community organizations. be good was established in 2013 to help with economic disparities within communities. and if you want to help people affected by the california wildfires, you can donate at red cross.org/abc to help the red cross respond and help people recover. >> yeah, a lot of people affected. a lot of people know family and friends down in southern california. my family was in pasadena. they had to evacuate because of the eaton fire. so they went to venice. so there's a lot that they have to sift through over the next couple of days, especially the winds. guys, it's windy here right now, and that same system overhead is going to cause those winds to accelerate tomorrow across southern california. so low pressure is creating a windy morning for a lot of us. a live look from the tam cam showing you it's shaking just a bit this morning where we do have a wind advisory in effect. it's not just windy, it's also cold out there. this morning. we have a

frost advisory as well until 9 a.m. so it's cold out there. we have winds in some areas, especially in the north bay mountains. that's where the wind advisory is in effect, the north bay mountains seeing frequent gusts to 50mph, not only today but through early tomorrow. now we're starting to get a little concerned, so to speak. the extended outlook remains dry over the next ten days, and of course, january, one of our wettest months. we have not seen much rain at all, so that would really kind of knock into our numbers, so to speak, after such a wet start to the season, this dry month is not very helpful. 40s and 50s out there right now, the frost advisories for the inland east bay where you can see fremont. livermore, brentwood. upper 30s, lower 40s right now. so here's the frost advisory does include san jose for temperatures into the 30s first thing this morning. future weather shows you clear skies today. a lot of sunshine will go into the low 60s, just a bit above average for this time of year with less wind. later on this afternoon, we'll show that in the wind

your week started, we are monitoring the situation happening in southern california. we now know at least 24 people have died between two devastating fires this morning. firefighters are rushing to put out hotspots before the high winds turn against them. >> the palisades and eaton fires have caused widespread devastation, but overnight crews saw much less fire activity. the eaton fire in altadena was burned or has burned more than 14,000 acres, with containment up to 27%. we saw minimal growth overnight on the palisades fire, sitting at more than 23,000 acres and 13% containment. but as it is, these fires have burned an area bigger than the city of san francisco, all in a matter of days. they've burned more than 12,000 structures, becoming the second and fourth most destructive fires in state history. investigators have not shared a cause for either of the fires yet. abc news reporter zohreen shah joins us live from the fire

fire started. the atf is leading the investigation. this as fema announced that active duty military will soon be deployed to join the firefighting efforts. i'm in touch with three of the people who lost their homes here in altadena. they want people to know that this was a community, and they're also really nervous still about rebuilding, because they wonder how an area like this could ever be insured ever again. >> amanda serene, thank you so much for your reporting. now, new this morning, we're hearing from the president and ceo of southern califora edison's parent company, edison international. that's a utility company that supplies power to multiple regions in l.a. county, southern california. edison has told state regulators its equipment may be responsible for one of the smaller fires in la last week, but at that point, we had not seen any evidence on our system of electrical anomalies. >> electrical, electrical disturbance. typically, when

there's a spark created by equipment, you will see that kind of electrical anomaly. we haven't seen that. that said, we have not been able to get up close to the equipment yet because firefighters have not deemed the area safe for entry. >> edison international ceo said on gma, 450,000 customers could be without power for this next wind event. governor gavin newsom has said the state is monitoring the impact the insurance market and on electric utilities in case one of them is found responsible for any of the fires. >> governor newsom says he's cutting red tape so wildfire victims can rebuild faster. he signed an executive order yesterday suspending some permit and state review requirements in an effort to speed upirements in construction. the governor talked about the order on nbc's meet the press. >> and so we want to fast track by eliminating any ceqa requirements. i've got coastal act changes that we're making. i want to make sure when someone rebuilds that they have their old property tax assessments and that they're not increased.

relief supplies to southern california. >> we've had people donate money for gasoline for the trip. it's been a really positive experience. >> cornell, bernard, abc seven news. >> if you take public transit for your commute, you may notice some changes starting today. multiple agencies are adjusting their schedules. abc seven news reporter lena howland is live at the dublin pleasanton bart station. with how these small changes could make your trip to work easier and more efficient. lena. >> yeah, amanda. that's right. if you take multiple modes of public transit, bart is working to make sure that their schedules better align with our region's other transit systems, all starting today. they're shifting departure times to align with the golden gate ferry system, caltrain, smart train, and the valley transportation authority. each transit agency has also put out new schedules to better align with bart. bart says the move is known as the big sync. they say the change will improve safety and reduce

discrimination claims. the lawsuit, filed in san francisco last week, focuses on a woman who says a host refused her rental because she has school age children. the san francisco based company allows hosts to designate properties as unsuitable for infants and children up to age 12. the federal government argues that policy is discrimination under the fair housing act. airbnb has not commented on the lawsuit, but says it forbids discrimination based on familial status. >> overnight, blue origin called off the debut launch of its new new of its new glenn rocket after a weekend of delays. now, the launch scheduled for this morning was scrubbed because of a technical issue. it was initially scheduled for last friday and then again yesterday, but it was postponed due to rough offshore weather that could have impacted the landing. the new glenn rocket is set to be the first competitor to elon musk's spacex falcon nine. it is larger than the falcon and packs twice the power. >> we can take 45 metric tons to

that is where we do have a frost advisory in effect until 9 a.m. this morning for those temperatures starting out, mainly in the 30s. so bundle up out there. future weather shows you clear skies this morning lead to sunny skies throughout the afternoon. temperatures today will go into the upper 50s to the mid 60s. pretty close to average for this time of the year, and we do keep it dry the next 24 hours. so it's windy this morning, especially in our hills later on this afternoon. lighter breezes, but still. temperatures will be in the low 60s for a lot of us. overnight tonight we have clear skies. it will be moonlit out there with a full moon out there. great visibility for that site, 30s and 40s as we head into tuesday. now, the next ten days, we're not finding any rain across california. so where we stand right now for our water year, the city and the north bay have above average rainfall. other areas like concord, oakland and san jose are running below average. but i would anticipate we're really going to chip away at these numbers, unfortunately, and likely the city will begin to dip below average with this dry weather ahead. here's the accuweather seven
