issued in southern california, as the region braces for more high winds. the new help arriving from across the border. >> and we're taking a live look outside this morning, where winds are expected to pick up once again here in the bay area. drew is tracking the forecast and what you need to know as you head out the door. >> plus, transit schedule changes several agencies across the bay area making those adjustments starting today to allow riders to easily transfer to other transit systems. we'll explain how it all works. >> good morning. it's monday, january 13th. >> yeah, lots to get to, but we'll first check in with drew. >> yeah. we have a wind advisory in effect for parts of the region, especially in the north bay. and mainly napa county is seeing some of the strongest winds this morning. a live look outside from our sfo camera right now. we are seeing some breezy conditions here as well. winds are out of the north right now at 21mph. the other thing you notice, humidity is low 66%. so you feel some of this dry air. first thing this morning it's the hills of the north bay. look at some of these winds gusting 50 55mph right now. breezy in the oakland hills.

similar story along the peninsula as well. but it's the north bay that will see the strongest winds throughout the day. napa county, lake county and eastern sonoma county. that is where we'll find the strongest winds throughout the day. this is already verifying. we are seeing those winds gusting to close to 55mph. so the strongest winds are happening this morning into the afternoon and evening. you can see those winds really back off. so the strongest gusts are currently happening. here's a look at your forecast today. sunny and dry weather continues for another day. breezy from time to time and temperatures mainly in the 60s. let's check in with gloria. see those drive times this morning? >> good morning. we're going to get started at the bay bridge. the metering lights are on right now. they flipped on just after 530 this morning. starting to get pretty busy out there. also, we want to remind you that there are wind advisories in effect for the bay bridge as well as the altamont pass. just be very careful when you're driving out there this morning. there's also a wind advisory issued for the north bay hills in sonoma county. and you can see here your drive time from highway four to san francisco, 52

minutes. looking at your overall drive times. tracy to dublin, 52 minutes dublin to mission boulevard south 25 minutes 1 to 1 in cupertino 16 minutes. and looking live at our oakland 880 camera. we have no issues here. traffic is flowing nicely in both directions. reggie. amanda. >> gloria. thank you. developing news now. the death toll has risen over the weekend as the wildfires in los angeles county kept burning. at least 24 people have died and 16 are still missing. containment on the fires is up, but what's next is a real cause for concern. the fires are being fueled by severe drought conditions and strong winds. those winds return tomorrow. >> the national weather service has issued a rare pds red flag warning that stands for particularly dangerous situation. it's the highest level alert possible and it's the fourth time in three months one of these has been issued. our focus this morning remains on the palisades and eaton fires, still scorching their way into the record books. more than 12,000 structures have burned, becoming the second and fourth

most destructive fires in state history. investigators have not shared a cause for either of the fires yet. the eaton fire, near pasadena has burned more than 14,000 acres and only 27% containment, according to cal fire. at least 3400 fire crew members are working on containment for the eaton fire. >> the palisades fire has scorched through more than 23,000 acres, according to officials. that's roughly 37mi■s of land and property burned by wildfire. it's now only 13% contained this morning. last night, our sister station in la was over palisades village, where utility crews are working around the clock to restore power so people can get back to the area. >> one of the very few spots in the pacific palisades with power. electricity is a major issue here. before they can actually begin the recovery process and allow residents safely back into the pacific palisades. for that reason, a cavalry of utility crews are

arriving in the pacific palisades palisades, as we speak, to begin that process of restoring power. obviously, they are well aware of the winds that are coming in the next 48 hours or so. so it's going to be an extended process. but the good news is those crews are now in place. >> and here's a new perspective we're getting from inside the cal fire planes working to extinguish the palisades fire. yesterday in a news conference, the l.a. county fire chief said talks to repopulate evacuation zones will have to wait until after this next wind event, which is happening tomorrow and wednesday. today, fire crews in los angeles are getting some support from our neighbors to the south. mexican president claudia sheinbaum sent more than 70 firefighters to help with the l.a. fires. governor gavin newsom welcomed them as they arrived at lax over the weekend after a six hour orientation. the crews are now going to be dispatched to the palisades fire. that should happen later today. in addition to mexico, firefighters from canada are expected to arrive in l.a.

today. governor newsom says so far, eight states have sent crews to california in the wake of the fires. >> attorney general rob bonta is hoping to keep people safe financially. he's warning the public about illegal price gouging and fraudsters who may try to take advantage after this natural disaster. >> we've seen before that emergencies like this, in addition to bringing out the best in so many, also bring out bad actors who seek to use the trauma, the chaos of moments like this for their own gain. they see an opportunity. >> bonta says prices for goods shouldn't go up more than 10% of what they were before the fire. and he says anyone caught trying to scam others will be held accountable. >> the atf is now leading the investigation into the cause of the deadly wildfires in los angeles county. a task force which includes local, state and federal investigators is trying to determine how the fire started and if there's a connection between them. while no official causes have been determined, the task force will

look at all possibilities, including arson and equipment malfunction. southern california edison, a local power company, has filed two electronic safety incident reports pertaining to the eaton and hurst fires. those reports will be part of the investigation and whether the utility's equipment contributed to the fires. we're staying on top of all the developments coming out of the wildfires in la. get updates as they happen at abc seven news.com and the abc seven bay area app. >> here at home, it's being called the big sink, short for synchronization today. transit agencies across the bay area are making adjustments to their schedules in an effort to make your commute more efficient. abc seven news reporter lena howland joins us live from the dublin pleasanton bart station. now, with everything riders need to know for today. lena. >> well, amanda, the key thing that riders need to know before coming today is that bart is shifting their departure times. it's all part of a move to better coordinate schedules with the region's other transit

systems. at the same time, they will also be upgrading bart's aging train control system with a more modern one. bart says the move is known as the big sync. they say the change will improve safety and reduce waits for transfers between bart and other systems. they're coordinating their schedules to align with the golden gate ferry system. caltrain, smart train, and valley transportation authority. bart says transit agencies in the bay area work to align their schedules with each other twice a year, and this year, the number of transit agencies with full schedule change alignment has increased from four up to 20. since 2022, bart officials are urging everyone to check the times of the trains they normally take to avoid any surprises this morning. live in pleasanton. lena howland, abc seven news. >> this week, you may notice some extra people starting today, one of the biggest conventions of the year is returning to the union square area. gloria, city leaders and businesses hope to see a boom

downtown. >> they do reggie aqui. the j.p. morgan healthcare conference brings thousands of people to downtown san francisco every year. it happens at the westin saint francis hotel in union square. but the economic impact goes beyond just that one location. those who go to the conference stay at hotels around the city, visit small businesses and pack into restaurants. officials say the conference generates more than $90 million for the city's economy. >> the j.p. morgan conference is one of the most significant conferences that we've had. it's one of our longest lasting partnerships. >> there will be plenty of security, including sfpd ambassadors. there have also been some big changes right before the start of the conference. a long hotel strike just ended. there's also a new mayor, of course. the j.p. morgan healthcare conference runs through thursday. reggie aqui. >> gloria. thank you. breaking news out of japan, where a massive 6.8 earthquake has just hit the southwestern region. this happened around 9 p.m. local time, so that's around 4 a.m. our time. a tsunami warning

is also in effect now near the epicenter and nearby islands. no tsunami warning has been issued for the u.s. the extent of damage or injuries is not immediately clear. >> and of course, we'll keep you updated on the earthquake. if anything changes back here at home. it is chilly out there this morning, especially the inland east bay where we do have a frost advisory in effect through 9 a.m. good morning, san jose. a live look outside. we have clear skies. it is windy in our hills this morning. less wind throughout the afternoon and a lot of sunshine today with temperatures going into the 60s. another dry day ahead. low pressure over the central valley supplying us with those gusty winds in our hills this morning. this area of low pressure will dive south over the next 24 hours and will intensify. and that is why we have that red flag warning in effect across southern california. this continues through wednesday evening. this is our particularly dangerous situation, not only because we have fires currently burning, but because the vegetation is just so dry. and now we're seeing strong santa ana winds pick up once again. just got the latest numbers on some of these

some of our milder areas like santa rosa and san francisco, but chillier as you head inland. 39 right now in brentwood. good morning. we're at 42 in fremont, 43 in san jose. and those are the areas currently underneath the frost advisory this morning. so you may need an extra minute or two to warm up your car as you get going this morning with those chilly temperatures right now, but future weather showing you underneath clear skies, we get a lot of sunshine today. not a cloud to be seen in daytime. temperatures will be going into the 60s for the most part later on this afternoon. talking about the winds. they're strongest right now through the next several hours. heading into the afternoon, the winds are going to back off a bit. so that's good news in the north bay, where those winds are quite strong right now. from time to time we've seen some of these gusts hit the valley floor. in fact, earlier this morning oakland was seeing winds gusting over 40mph. and a lot of folks say in berkeley, the oakland hills, el cerrito area, we're feeling those winds. they'll weaken throughout the day. highs today into the 60s. we go feels very nice later on. overnight tonight, we'll have moonlit

market in napa says someone emailed food trucks claiming they were searching for vendors for this week's napa truffle festival. the email was fake. organizers told the press democrat at least one food truck owner fell for it. they shared their credit card information for a booking fee, and then saw food delivery charges roll in the nfl's opening playoff weekend ends tonight. the minnesota vikings take on the la rams. the game was supposed to happen in los angeles, but the league decided to move it to state farm stadium in arizona due to the wildfires. the rams earned a home game after winning the nfc west division. rams quarterback matthew stafford hoping to give la fans something to cheer for. >> every time we suit up, you know we're we're the los angeles rams. you know we play for the people in this community the people that support us. and this week will be, you know, another example of that obviously. and you know it's i'm sure hopefully a great escape for people who have been going through a lot of

forecasters have issued a rare warning a pds or particularly dangerous situation, saying powerful winds this week could threaten new communities in the disaster zone. >> the vegetation is still very, very dry, so that leaves a recipe to produce some very critical fire weather conditions. >> wind gusts up to 70mph are expected today. since last week,

fierce winds have turned wildfires into infernos, leveling entire neighborhoods. the fires have burned more than 12,000 homes and other buildings, making them likely the most destructive fires in u.s. history in the pasadena area. more than 39,000 structures are still under threat from the eaton fire. >> it was a nightmare. >> geoffrey and cheryl koo first spotted the eaton fire at 6:19 p.m. last tuesday on a hill near their home. >> i need you to come out here right now. >> their ring camera shows the couple loading their car to evacuate just ten minutes later. no, the sky turning bright orange as flames expanded around the hill. >> the point where i felt like this was going to be the last time i would see the house is when the sky was orange. >> the couple is seen evacuating at 653. they called it 34 minutes of terror. >> every moment i went into the house and out of the house, it. it was kind of. it was surreal.

every time i checked on the fire, it got worse. >> that couple's home mostly spared. it's unclear how the pacific palisades or the eaton fire started. the atf is leading the investigation. this as fema announced that active duty military will soon be deployed to join the firefighting efforts. and california governor newsom signed an executive order yesterday basically suspending, permitting, suspending the review requirements under the california environmental quality act. it's called sequa and the california coastal act, which is a really big positive sign for a lot of people who want to build really fast and serene, really thinking about you. >> our other friends and colleagues also down there, you shared the story about your neighbor being missing. we're really hoping that his family finds the answers there. but we also know that you shared on social media that this has really impacted you and your family.

>> yeah, i mean, they lost a home. and look, i am one ofe luckier ones. i closed on christmas eve on this home. i spent one night there. i do not have a lifetime of memories or a lifetime of belongings in this home, but this was a beautiful home and i worked really, really hard for it. and this was the first home that i went to as a as a homeowner from the beginning of the process. and i'm jus, i'm we're sad. i actually told someone, i said, i think this is day three, that i haven't cried all day. it is heartbreaking. it is heartbreaking to work so hard and to lose it. i don't know what else to say. it's sad. >> and doreen, we're thinking about you and sending our love and support from san francisco. thank you so much for working so hard while dealing with what you are. well, new this morg we're hearing from the president and ceo of southern california edison's parent company, edison

international. that's the utility company that supplies power to multiple regions in l.a. county, southern california. edison has told state regulators its equipment may be responsible for one of the smaller fires in la last week, but at that point, we had not seen any evidence on our system of electrical anomalies. >> electrical, electricalalies. disturbance. typically, when there's a spark created by equipment, you will see that kind of electrical anomaly. we haven't seen that. that said, we have not been able to get up close to the equipment yet because firefighters have not deemed the area safe for entry. >> edison international's ceo said on gma, 450,000 customers could be without power for the next wind event, governor gavin newsom has said the state is monitoring the impact to the insurance market and on electric utilities, in case one of them is found responsible for any of the fires. >> mentioned this a moment ago, but we're going to expand on it now. governor newsom says he is cutting red tape so wildfire

victims can rebuild faster. this is the executive order he signed yesterday, suspending some permit and state review requirements in an effort to speed up construction. the governor talked about the order on nbc's meet the press. >> and so we want to fast track by eliminating any sequa requirements. i've got coastal act changes that we're making. i want to make sure when someone rebuilds that they have their old property tax assessments and that they're not increased. >> the executive order also extends protections against price gouging on building materials and other essential goods. >> in pasadena, a fire relief brigade of volunteers and day laborers has been deployed to help with cleanup efforts. members of the community gathered at the pasadena community job center to organize food donations, clothes, and clean up the streets filled with debris. >> we know the city is doesn't have the capacity right now to help with the cleanup. you know, they're trying to support some of the, you know, the families

that have been affected. so that's why the workers have raised their hand to uplift the community. >> this movement was also organized to connect homeowners and contractors with skilled day laborers and workers. the bay area is stepping up to help people impacted by those wildfires. hundreds of people showed up for a drive-thru donation drive in emeryville yesterday. organizers were collecting things like clothing and toiletries to be transported to an outreach group in los angeles. >> we're californians as well. this horrifying event can't just sit around and do nothing. >> just seeing on the news of what's happening in southern california. it's just truly tragic. and we are just trying to help out any way we can. >> volunteers from san francisco's muttville senior dog rescue are in la to help clear some animal shelters. they brought dozens of dogs back to the bay area for adoption. we've listed some ways you can help the relief effort in southern california on our website, abc7 news.com. >> if you take public transit for your commute, you may notice

some changes that start today. multiple agencies are now adjusting their schedules to align. abc seven news reporter lena howland live at the dublin pleasanton bart station. with how these small changes could make your trip a little easier and more efficient. lena. >> hey, reggie. that's right. if you take multiple modes of public transit, bart is working to make sure that their schedules better align with our region's other public transit systems. starting today. they're shifting departure times to align with the golden gate ferry system, caltrain, smart train, and valley transportation authority. each transit agency has also put out new schedules to better align with bart. bart says the move is known as the big sync. they say the change will improve safety and reduce waits for transfers between bart and other systems. at the same time, bart's aging train control system will be upgraded with a more modern one. right now, bart runs trains on a fixed block system, meaning only one train can be on a section of track at

low pressure. responsible for the breezy conditions in our hills today. and this low is diving south the next 24 hours and will strengthen and will be responsible for the new red flag warning that is in effect across southern california. this lasting until 6 p.m. wednesday. and it gets the tag particularly dangerous situation. and what that means. that's the highest threat level when it comes to winds. it's meant to get your attention because it's the highest level of urgency. now, this is not a new warning, but it is rare. typically, it's only issued once every 5 to 10 years. but across southern california, this will be the fourth pds warning in the last three months. and every time one has been issued, we've seen a major fire start. so that is why we have the highest threat for these winds later on today. winds will pick up this afternoon here in southern california through the afternoon and into tomorrow morning. the winds will remain very active. it's not

francisco zoo is continuing to face an uphill battle in its efforts to host a pair of giant pandas from china. in an interview with the chronicle, the ceo of the san francisco zoological society said she is facing opposition from one of the zoo's major donors, who saye he isno longer donating and disagrees with spending $25 million on the panda project. she also said she needs the backing of new mayor daniel lurie and incoming president donald trump in order to move forward. lurie has said he is a supporter of the pandas, but is still assessing the plan to bring them to the zoo. >> new at six. the popular treasure fest is not coming back this year. the event draws thousands of people to treasure island the last weekend of every month for art, food, music and vintage finds. however, the organizers say they haven't been invited back. the treasure island development authority tells sfgate it was a logistical decision. apparently the crowds were getting too big, as development on the island takes

up space where the event is held. >> this morning, lawmakers in washington are preparing for a busy week ahead. confirmation hearings for president elect donald trump's cabinet begin this week, and that includes his controversial choice to lead the department of defense. former fox news host pete hegseth. and gloria, what else can we expect this week on capitol hill? >> well, amanda, there are 14 senate confirmation hearings that are scheduled for this week. for the first time, senators will have the chance to publicly question the nominees. and that includes pete hegseth, who spent several days on capitol hill last month working to drum up support. at least one democrat on the senate armed services committee wants more detail on his background. he is skeptical about hesketh's qualifications for the job. >> you look at his personal conduct, especially when he was managing veterans for freedom and concerned veterans of america. you know, these two organizations were financially financially mismanaged. there was reports of being intoxicated

pretty close to where we should be this time of the year. winds, though are pretty busy this morning, especially in our hills. we are finding the strongest winds for the next several hours. right around lunchtime the winds really back off and that leads to calmer conditions heading into the afternoon and into the evening. but nonetheless, we do have a wind advisory in effect for parts of the north bay area shaded in tan. basically the hills of napa, the eastern portion of sonoma county and lake county, for those winds already verifying upwards of 35mph. so highs today. there you go. we're pretty close to average for this time of the year. we'll keep it clear overnight. tonight we will have moonlit skies a full moon good visibility for that tonight 30s and 40s on the board. here's a look at the ten day forecast. no rain in sight across california. so looking at where we're at for the water year, we are in good shape for the city and the north bay. we're below average area wide from concord to oakland to san jose, and i would anticipate we start to chip away at these numbers. unfortunately, with dry skies ahead the next ten days, here's the accuweather seven day forecast. it's windy this

just joining us here are the seven things to know this morning. number one, critical fire danger returns to southern california today as crews make progress containing the devastating wildfires. 24 people are now confirmed dead. today, some schools will reopen. >> number two, more help is arriving. firefighters from mexico will be dispatched to the palisades fire today after arriving in los angeles over the weekend. crews from canada are expected to arrive later today. >> and number three, we are looking at a windy morning across parts of the north bay. a wind advisory is in effect all day today. we are already seeing winds in our hills verifying close to 55mph this morning. so a live look outside from the exploratorium camera. we have clear skies. we are anticipating a nice sunny day. a lot less wind this afternoon and temperatures into the 60s. >> number four, if you're in downtown san francisco this week, you may notice thousands of extra people. the jp morgan health care convention kicks off at the westin saint francis hotel in union square today. it runs through thursday.
