starts right now. >> firefighters on alert in los angeles with dangerous winds coming up again. the devastating

and deadly fires that scorched thousands of homes are settling down for the moment, but no one is letting their guard down. tonight, with more santa ana winds heading their way. good evening. thank you for joining us. >> i'm dan ashley and i'm ama daetz. we are heading into what forecasters are calling a particularly dangerous situation for los angeles. and even now, bone dry conditions are keeping firefighters busy. >> yeah. the latest fire is burning in ventura county, near the city of oxnard. here's a live look at those flames. they're calling this the auto fire. it's burned at least five acres in a dried out riverbed under 101. lots of brush to burn, but it's not threatening any buildings right now. the flames look much less intense than they did just an hour ago, so that's encouraging. we've seen a number of aircraft making drops on this fire. dozens of firefighters are working to get it under control before the winds get any worse. >> now on the palisades and eaton fires, firefighters spent the day putting out hotspots. neither fire grew at all. today,

containment is up to 33% on the eaton fire and 14% on palisades. 24 people have died in those two fires, and first responders are still not done searching the burned neighborhoods. this is no longer the raging firefight. it was nearly a week ago, and firefighters hope the intensifying winds don't change that. >> we're not in the clear as of yet. >> the entire region needs to be prepared to evacuate. >> a new warning tonight from fire crews in los angeles county, as they continue to work around the clock to stop the spread of the already burning fires. dangerous winds are in the forecast for this week. >> the anticipated winds, combined with low humidities and low fuel moistures, will keep the fire threat in all of los angeles county. critical. >> joining the response on the ground in pacific palisades today, federal investigators, we are going to fully investigate the origins of these fires. firefighters were going door to door in the palisades neighborhoods. they are urging the tens of thousands of people who remain under evacuation

orders to stay away for their safety. but it's a challenge for those who don't know what's left. >> they need that to file insurance claims. people just wanted to see what was left of their house. >> one woman who lost her home in the palisades fire made it out just in the nick of time. >> as soon as the one of the flames hit my back and burned my pants and i ran away, i noticed it's not time to take any of the stuff that i need to take. i ran away and i just left all my belongings behind. >> she did manage to grab her goat, as other displaced pets are getting help at a regional humane society, taking in about 600 animals. families are receiving aid at the santa anita racetrack. >> we're really hoping that we get more people that need these items to come in, pick up the donations just to see each person there just pouring their love and their energy into every single thing that they're doing. >> it's amazing. >> in altadena, where firefighters have a better grip on the situation, power crews

are trying to get things back up and running. >> established communities, generational family homes that have been passed down and it's extremely sad. >> one such home belonged to ernestine brown turner, who has lived in altadena since the 1960s. she hasn't ruled out rebuilding. >> i'm 82 years old, but i'm still alive. fully alive. i am thinking about it. i'm praying about it and says, lord, what's next for me? >> i'm optimistic. >> yeah, absolutely. well, we now go to abc7 news meteorologist sandhya patel, tracking those dangerous winds that are picking up overnight. >> yes, sandhya, these conditions aren't quite as bad as what la saw last week, but there is still cause for concern. absolutely. >> and that's because we're expecting damaging winds, even though they're not going to be as strong as last week's wind storm. so let's take a look at the graphics. this is a particularly dangerous situation. red flag warning gusts 45 to 70 miles an hour. relative humidity 8 to 15%. with

extreme fire risk. that means any fires that develop develop could become very large and rapidly spread across this region. the wind gusts at this hour. malibu 42 miles an hour. taking a look at the relative humidity. look how low it is right now. 16% there. malibu vista, malibu hills, 15%. looking at the hour by hour wind forecast 36 miles an hour. simi valley later on, going into the morning hours close to 40 miles an hour at times, and even stronger gusts expected as we head into wednesday morning. the windy pattern will be with us. very low humidity, critically dry conditions. you have severe drought going on in southern california. here's a live view of that fire right now. it is gusty across that region and there is a very high risk of seeing extreme conditions in the next couple of days. i'll be back with a full look at the forecast coming right up dan. all right. >> sandhya, thanks very much. now as those winds pick up, socal edison is warning of

another round of power shutoffs to prevent fires. up to 121,000 customers in l.a. county could see their power turned off as a precaution. the electric utility is facing a wave of new lawsuits claiming its equipment started the eaton fire. socal edison says the fire's cause is still under investigation, and that they have not yet been served with the lawsuit. >> california is relying on federal funding to pay for the response to these devastating fires and to help with the recovery. that's no small chunk of change. and tonight, some republicans in congress are suggesting it come with strings attached. abc seven news reporter tim johns joins us in studio here with reaction to the funding fight. tim. >> yeah. ama earlier today, republican house speaker mike johnson suggested there should, quote, probably be conditions on any aid sent to help california deal with these devastating wildfires in the l.a. area. that suggestion has already started receiving pushback from both congressional democrats as well as some republicans. speaking to

reporters monday, republican speaker of the house mike johnson saying he thinks there should be conditions on any federal aid money sent to victims of the catastrophic los angeles wildfires. >> obviously, there has been water resource mismanagement, forest uh- management mistakes, all sorts of problems, and it does come down to leadership. >> johnson went on to say there had been discussions among congressional republicans about tying any money sent to california to raising the nation's debt limit, the speaker also saying he believes both state and local la leaders have been derelict in their duty. johnson's proposal, drawing both support and criticism monday. >> i think it's appropriate. >> bill jackson is the chair of the san francisco republican party. he says while he doesn't support tying federal aid to national issues like the debt ceiling, he does think it's appropriate to have the federal government require california to make certain changes in order to receive disaster relief money. >> we need to not write endless blank checks for large disasters when simultaneously, state and

local leaders are not making the preparations and not allowing not demanding that local governments do their part to mitigate these disasters as well. >> the notion of conditions on federal aid is not popular among many politicians. that includes some republicans as well as a majority of democrats, including senator adam schiff. >> i am concerned about it, but i'm hoping that they will take the approach, frankly, that i've taken over my years in congress. and that is we've seen disasters in every part of the country of different kinds, earthquakes and floods and fire and hurricanes. i have never once asked or even considered, is this a blue state or a red state? >> california state senator scott wiener believes, if enacted, johnson's proposal could create a dangerous new precedent. wiener says despite the uncertainty, the state government will be there to support the l.a. area. but he acknowledges without federal help, that could be more challenging. >> we as a state are going to be there for la, just like we were there for northern california and other areas during

wildfires. >> now, speaker johnson says that while his personal view is that there should be conditions on any aid sent here to california, he wants to see what the consensus is among house republicans before possibly moving forward. i'm in the studio tonight. tim johns, abc seven news. >> all right, tim, thanks very much. we'll see. fire hydrants running dry in the early days of the fires have leaders in the east bay assessing preparations here. the oakland fire department says it will be meeting with east bay mud to discuss this issue. oakland has more than 3200 fire hydrants, but they're all owned and managed by the water utility. back in 2022, the abc7 news i-team found inspections of those hydrants were falling behind. with so many questions about water supply. oakland fire says departments across the east bay will meet with east bay mud to make sure they are as prepared as possible. >> manny's in san francisco is hosting a donation drive for la fire victims. goods are already piling up, ready to be taken down to southern california.

they're seeking nonperishable foods, toys, hygiene products and n95 masks, as well as gear like sleeping bags, tents and blankets. if you'd like to support the cause, bring some items to manny's from 8 a.m. to 8 p.m. this week. and if you'd like to help people affected by the la wildfires, you can donate at red cross.org/abc to help the red cross respond and help people recover in the south bay tonight. >> firefighters are investigating what caused a house to catch fire in san jose. they say live ammo was stored on the property and live wires were down, which made putting out the flames challenging. it happened near monterey and healy roads just before 4:00 this afternoon. the house is a total loss. the good news at least no one was hurt. >> in the north bay now, where santa rosa city schools is trying to figure out which schools to close in recent years. the district has been struggling with safety issues. the district has tried making improvements like increasing staffing and allowing the return of law enforcement to campuses. now there are also budget and

enrollment issues. some possible plans were laid out at a town hall tonight, including closing two middle school buildings, one high school and some elementary. another possibility closing half the elementary schools, two middle schools and one high school. they are also considering closing all middle schools and some elementary, then making high school buildings bigger to accommodate the extra students. the board is expected to make its final decision next month. >> at long last, santa clara county reached a deal to buy regional medical center, saving a critical medical facility from closure. it's a big win for the community and advocates in east san jose. the county will be able to restore trauma services along with stroke and heart attack services. plus, it plans to restore labor and delivery services that closed back in 2020. >> it's absolutely critical. it's a 258 bed facility, and it's the only trauma emergency room that's available in the east san jose area, which is incredibly densely populated.

attendance is high and the conference is expected to bring san francisco a big financial boost. first lady jill biden arrived in san francisco today. she will be a keynote speaker tomorrow for an event running around the running around the j.p. morgan conference. mrs. biden is scheduled to speak about the importance of advancing women's health research. it's part of a white house initiative to chinese social media. >> apps have topped the app store chart ahead of the looming tiktok ban. they're called red note and lemon eight. lemon eight is also owned by bytedance, the same company behind tiktok. both apps are feed based photo and video platforms. so-called tiktok refugees say they are seeking community elsewhere, and some american tiktok users are calling on their followers to download the apps, despite the u.s. government as well as meta, the media giant behind instagram and facebook. >> listen to this. the state of texas is suing all state, accusing the insurance company of illegally tracking drivers

through their cell phones. the attorney general of texas says all state gathered data on more than 45 million americans by paying mobile app developers millions of dollars to secretly incorporate tracking software. texas is accusing all state of then raising premiums or denying coverage based on that data in order to, of course, increase profits. allstate has not yet commented on these allegations. >> here is a success story. a rehabilitated guadalupe fur seal returned to the wild years ago and has now been spotted as an adult. take a look at sally fur, who was treated by the marine mammal center in 2017. it's the first time one of their rehabilitated pups has been seen full grown out in the world. sally fur was identified by that bright orange flipper tag you see there and appears to be in good health. >> all grown up and doing great. >> yeah. it's wonderful. >> that's great that they tracked him down. all right, let's talk about the weather forecast. of course, watching what's happening down south and our weather here. >> that's right. meteorologist

sandhya patel is here with more sandhya. yeah. >> it is going to be a dangerous situation the next couple of days. ama and dan. let's take a look at southern california. malibu reporting wind gusts right now, 44 miles an hour. here's the setup. high pressure is building in right there behind this area of low pressure that has dropped down off the southwestern southwest of california, southern california. so it's a dry, windy pattern that is setting up those downsloping santa ana winds. and that is going to result in high to very high fire danger across southern california as we head towards tomorrow. the oranges and the reds also indicating some very high to extreme fire danger. looking at that particularly dangerous red flag warning that stretches up and down the southern california coast until 6 p.m, and that does include some of those inland areas. so a particularly dangerous situation is the highest level of alert for winds of urgency and attention. it's a rare warning that's issued only every 5 to 10 years, on average

for southern california. this is the fourth warning in the last three months with extremely critical conditions ahead. looking at live doppler seven, we have just some passing clouds right now. temperatures have been dropping quickly as the winds have backed off. we had gusts over mount saint helena and the healdsburg hills over 70 miles an hour earlier in the day, but 26 right now, hawkeye atlas peak 17 miles an hour. it will remain breezy in the north bay hills for the next couple of hours. winds are dialing back, though, and a frost advisory goes up from midnight to 9 a.m. for all of these areas here, temperatures down to the mid 30s. frost will form. it's already getting cold. 39 in napa, 38 degrees in livermore. some of our chillier spots from our mount tam cam. it's a beautiful view there overnight going into tomorrow morning. breezy in the hills tomorrow morning does start off chilly, with areas of frost and the rest of the week dry, sunny days. continue looking at the temperatures are coming down tomorrow morning into the 30s
