federal funding to help with the cleanup effort. some republicans now signaling money should come with conditions. the reaction from both sides, as thousands are still wondering what comes next. >> good morning. it is tuesday, january 14th. >> now we're going to turn to drew for a look at the weather. >> frost. it's cold out there. significantly colder this morning than we were this time yesterday by about 10 to 20 degrees. so here's a live look outside. this is our okay camera this morning. look at the current temperature right now in the east bay. we're down to 39 degrees under moonlit skies. it is clear out there. a northeast wind. currently, we're down to 34 in palo alto this morning. freezing mark in livermore. 46 in the city. but it's cold in the north bay. we're flirting with freezing in many areas in parts of sonoma and napa county this morning, so it's for that fact. a frost advisory is in effect for good reason. we're seeing these very chilly temperatures this morning. it will take several hours to warm up. so you need several layers this morning as you head out the door.

thankfully, winds are not strong. yesterday they were gusting 40 50mph. the winds are light. so here's future weather. we start to warm up after 10 a.m. by noon. we're in the 50s and later on today we're pretty much in the upper 50s to the lower 60s. so lots of sunshine here, close to average. we'll take a closer look at the fire conditions in southern california coming up in eight minutes. let's check in with gloria and see how the drive times are going. >> good morning to you, drew. good morning to everybody at home. drew mentioned the winds this morning. we do have a high d advisory in effect on the bay bridge. we're getting a live look at the bay bridge right now. you can see traffic is starting to fill in on the upper deck, but you won't have any issues right now. metering lights are still off this early in the morning. and we're going to get a look at your overall map. we are seeing mostly green, so no major slowdowns other than from the usual tracy to the altamont pass. we also have a report of a big rig crash. this is in the sunol grade on northbound 680 at sheridan road. it's blocking the center divide and the shoulder. we'll keep you updated on that. so give yourself a little bit more

time if you're driving in that area guys. >> all right gloria thank you. and this morning we are keeping a close eye on southern california, where dangerous fire conditions have returned. >> crews worked all night on a new fire that started in ventura county, near oxnard around 7:00 last night. it's called the auto fire. this area is in the pds red flag warning we've been telling you about as of this morning. forward progress of that fire has stopped. crews were able to keep the fire from spreading out of a local river bottom. our sister station in la had their helicopter over the fire last night. so here's how their reporter described the scene quickly became a five acre brush fire, and has since doubled to more than 10 to 15 acres in the middle of the santa clara river between the buena ventura golf course and the river ridge golf club. >> it quickly was driven by heavy fuel and heavy winds through here upwards of 30mph, at one point speeding westward towards victoria avenue. fire crews, after numerous water drops, were able to stop the forward progress of this fire.

just about 1000ft short of victoria avenue, which had to be shut down but came really close at one point as it made the run towards the west, where there was a whole bunch of agriculture just beyond victoria avenue. but you can see now those heavy, thick flames have now dwindled to a few major hotspots that they are now continuing to douse. with several helicopters on scene and a lot of kindling, this fire will likely be burning through the night. >> the auto fire burned 56 acres. >> the palisades fire started one week ago today. there is new help for survivors. a disaster recovery center is opening to assist people impacted by the fire. fire crews have been able to stop progress of the palisades fire. it hasn't grown in the past day, burning just over 23,700 acres with 14% containment. at least eight people are known to have died in the palisades fire. the cause is still not known, but investigators are zeroing in on a specific street in an area known as palisades highlands.

that's where they think the fire started. >> containment on the eaton fire near pasadena is up to 33%. more than 14,000 acres burned in this fire so far. evacuations are still in effect. yesterday, more people were allowed to return to see if their homes survived. an estimated 7000 buildings have been damaged or destroyed and 15 people have died because of this fire. three lawsuits have already been filed against utility company southern california edison, claiming its electrical equipment sparked the fire. socal edison says it has not been served the lawsuits. it shut off electricity to its distribution lines to altadena before the fire started. as winds pick back up today, socal edison is warning people of power shutoffs. they're doing this, of course, to prevent more wildfires. up to 121,000 customers in l.a. county could see their power turned off over the next two days. >> the only other active wildfire in southern california still on cal fire's map is the hurst fire. it has burned 800

acres near sylmar and is 97% contained. overnight, l.a. mayor karen bass issued an executive order to clear the way for people to quickly rebuild their homes. the order cuts red tape to make the process easier and faster. governor newsom signed a similar order last week. those orders come as the state braces for another hit to its already complicated insurance crisis. it's something seven on your side has been investigating. it stems from the state's fair plan, which provides basic fire insurance for high risk properties when other companies will not. the fair plan caps insurance payments for natural disasters at $3 million for residential property holders. that price tag is important. many of the homes that burned in southern california would exceed that price, and there are now at least 33 bay area cities where the average home value now exceeds $2 million, according to zillow. >> with the cap being at $3 million, you're talking about a high percentage of homes not

being able to get coverage up to a certain amount. that's going to drastically change how the market is going to be moving forward. >> so you just heard from neil canlas. he owns a real estate company that tracks market trends, and he predicts if the california fair plan does not raise the $3 million cap. buyers will encounter higher prices and interest rates. >> california is relying on the federal government to pay for the response to these wildfires and to help with the recovery. this morning there is a fight brewing in dc over that money. some republicans suggesting federal assistance should come with strings attached. abc seven news reporter lena howland is joining us in the studio this morning with the reaction to that. lena. >> reggie. good morning. while speaking with reporters, republican house speaker mike johnson suggested yesterday there should probably be conditions on any aid sent to help california deal with the devastating wildfires in the los angeles area. johnson went on to say there had been discussion among congressional republicans about tying any money sent to california to raising the

nation's debt limit. the speaker also saying he believes both state and local la leaders had been derelict in their duty. other republican leaders, blaming the fires on choices made by state and local leaders, including president elect trump, who has called on governor newsom to resign. >> obviously, there has been water resource mismanagement, forest management mistakes, all sorts of problems. and it does come down to leadership, but i'm hoping that they will take the approach, frankly, that i've taken over my years in congress. >> and that is we've seen disasters in every part of the country of different kinds, earthquakes and floods and fire and hurricanes. i have never once asked or even considered, is this a blue state or a red state? >> the notion of conditions on federal aid is not popular among many politicians. that includes some republicans as well as a majority of democrats, including senator adam schiff, who you just heard from, some calling it a

mistake and others say it sets a dangerous precedent for future disasters to come. speaker johnson says that while his personal view is that there should be conditions on any aid sent here to california, he wants to see what the consensus is among house republicans before possibly moving forward. live in studio lena howland, abc seven news. >> thank you. lena. we're staying on top of all the developments coming out of the wildfires in la county. get updates as they happen at abc seven news.com and the abc seven bay area app. >> five this morning in the accuweather forecast. we'll start you out in southern california this morning where the winds are ramping up over the next several hours. we're seeing gusts right now 20 to 40mph right now. so we do have that red flag warning continuing throughout the day and into tomorrow evening. that red flag warning again, gusts over 45mph. and we have that tag on it. it's a particularly dangerous situation because of the ongoing fires and the strong santa ana winds

picking up. so looking at the fire risk forecast today, we have this area highlighted in purple. that includes oxnard, thousand oaks, santa clara, santa clarita, acton. this is an area where we have some of the higher elevations, the higher terrain, the canyons as well. and those santa ana winds come out of the northeast and they race down the mountains. and this is an area that we're watching for. some of the strongest winds today could see winds in excess of 40 to 50mph. so here's future weather. the winds are going to stay active all day today. so even by noon we're seeing those winds elevated. that continues in the overnight hours. and first thing tomorrow morning we're still underneath that red flag warning. but by tomorrow evening the winds really back off. and much lighter conditions prevail thursday and into friday. so some encouraging news there. back here at home it's all about the frost advisory this morning. we have clear skies chilly temperatures early on. it's bright, it's calm and it's mild this afternoon with temperatures upper 50s to the mid 60s. we will take a

of your screen is united airlines flight from sfo that was involved in a mid-air close call. the incident happened on saturday as both planes were coming in for landing at the phoenix airport. they came within 875ft of each other vertically, 1200 feet horizontally. the only thing stopping them from colliding was an anti-collision system blaring in the cockpit. >> normally, aircraft shouldn't get within a mile of each other. in this case, they were less than 1000ft. >> the faa says to prevent more close calls, it's investing in new runway lights and stepping up the training of air traffic

controllers. >> alameda county supervisors could make a big move today in the long awaited sale of the oakland coliseum property. gloria rodriguez is here with the latest on this story that we've been following for months. gloria. >> good morning. amanda. it appears the sale of the oakland coliseum is finally just about done. the alameda county board of supervisors is meeting this morning and on the agenda is taking action on the long awaited deal. the a's have agreed to sell its share to the african american sports and entertainment group, but still need county board of supervisors to sign off. the city of oakland has agreed to sell its share, but needs the county to close on its end in order to receive roughly $125 million from the sale. the sale would be a huge boost for the city, as it faces a historic $129 million budget deficit, and you may remember many of the budget cuts that the city is facing right now are directly tied to not yet having that money from the sale of the coliseum site. reggie.

>> thanks, gloria. people across the country are stepping up to help animals in the wake of the wildfires in southern california. these animals arrived in washington state yesterday. it was a similar scene here in the bay area, as shelters are trying to make room for animals displaced by the fires. abc seven news reporter luz pena visited one of the shelters, taking in pets. it's marin humane. >> as fires continue to burn, volunteers from across california are responding to one of the biggest needs. l.a.to one animal shelters are facing sending down trained staff to l.a. to help the shelters there, because their staff is absolutely overwhelmed and exhausted. they're transporting dogs, cats, and other small animals out of l.a. area to free up shelter space. last week, the san diego humane society transported 39 dogs from the pasadena humane society. over the weekend, marin humane welcomed 46 animals to the bay area. >> you can see all the ones that have the pink signs on it. those

are all from l.a. county. guinea pigs, rabbits, hamsters, including a couple of babies that were recently born and with more powerful winds on the way. >> the mission to get animals out of los angeles is ramping up to take in some of the animals that were in shelters. >> they're already awaiting adoption, because if we transfer those animals to the bay area, then the shelters in la have space to care for the pets of evacuees. >> marin humane welcomed the first group of animals, hoping bay area residents adopt them here. >> i mean, like, look at the little face. there are a lot of fun. >> noodle is one of two dogs that came from la and now he needs a home. noodle, do you like the bay area? yes, yes. this week, another group of marine humane staff members began the journey to southern california. >> we're about halfway there. we will make it to pasadena in a few hours. >> responding to wildfires is something local animal shelters know too well. >> we're going to do everything we can for as long as we can.

>> in marin, luz pena, abc seven news. >> the upcoming grammy awards will be a fundraiser to support wildfire relief efforts. the ceremony on february 2nd will also honor first responders. the recording academy says along with the nonprofit musicares, it has donated $1 million to support music creatives and professionals affected by the fires. changes are also coming to this year's oscars due to the wildfires in l.a. county. the academy announced it is extending the voting period. the change will give members who may be affected by the fires more time to vote. nominations will be announced january 23rd, and you can watch the oscars live here on abc seven on sunday, march 2nd. >> a much anticipated announcement from beyonce has been postponed because of the l.a. wildfires. as you might remember, she first teased the announcement after a halftime performance on christmas day. today is that day. beyonce posted a statement on instagram talking about this delay. she says, quote, the january 14th

announcement will be postponed to a later date due to the devastation caused by the ongoing wildfires around areas of los angeles, and continue to pray for healing and rebuilding for the families suffering from trauma and loss. we are so blessed to have brave first responders who continue to work tirelessly to protect the los angeles community. beyonce, jay-z and their children own a home in bel air, and the family is now staying in las vegas. she also pointed to her foundation, be good, which is currently raising money to support people who have been affected by the fires. >> now what this means. what this signals no clue. >> yeah, i was talking to reggie this morning. i feel like this is not a tour now. probably an album. that's what i'm. this is what i'm just reading into the tea leaves somehow. yeah, i'm feeling it's more of an album. >> all i know is it's pure comedy. in the comments for something very serious. people are so unserious. >> everybody can wait. yeah. it's fine. wait. >> i think it's great she's being sensitive to the situation. >> absolutely, absolutely. >> yeah. >> so this morning we are

tracking the fire conditions down south here locally. it is cold this morning. a live look outside from our sutro tower camera. we have clear skies. it is a frosty start to our day. we have a frost advisory in effect. and what that means we have temperatures right now in the 30s this morning. so you're going to want several layers out there as we track these cold temperatures right now. the next few days we keep it sunny and mild. no change the extended outlook. we're staying dry the next ten days. so let's take a look at the rain calendar so far this month. san francisco, r example, we had some measurable rain back on the third back on that friday. a little bit of drizzle last monday, but that's about it for the month. we're more than an inch and a half below average. and as we add to this calendar over the next couple of weeks, i don't think we're going to see many numbers in the foreseeable future, which does not bode well when it comes to our rain totals. so looking at the driest january in the city now, these records go back to the 1850s. we're

currently in third place for the driest january on record right now, 2025 2015 holds a record. remember that we were in the midst of a terrible drought. we saw no rain that year. so looking at the rain forecast next ten days, again, totally dry for the next ten days. so that puts us towards the end of the month without any moisture in the forecast temperatures right now look at this 1015 degrees cooler right now compared to this time yesterday. it is chilly. good morning hayward 37 down to 33 right now in santa rosa. so the forecast today we'll have lots of sunshine temperatures upper 50s lower 60s. if you're out there early this morning check out the moon. it is a full moon this morning so it looks lovely. highs today right around average upper 50s to the mid 60s. here's the accuweather seven day forecast showing you a frosty morning right now with sunshine this afternoon. another cold start tomorrow. by the end of the week a cooling trend starts to kick in here, but we'll keep it dry for the

number one, critical fire danger returns to southern california today as firefighters make progress on the wildfires burning in los angeles county. crews were able to keep both the eaton and palisades fire from growing yesterday. >> number two, president biden is calling on congress to step up and provide disaster aid funding to california. his message comes hours after house speaker mike johnson said he believed there should be conditions on any money provided for relief and recovery efforts. >> and number three in northern california, it's all about a frosty morning. a frost advisory posted for big portion of the region this morning. many of us starting out in the 30s right now. so bundle up this morning. later on this afternoon, sunny skies continue and temperatures in the 60s. >> number four, santa clara county has finalized a deal to buy regional medical center. the hospital will be saved from closure, and the county will restore trauma services, among other things. >> number five, south bay representative ro khanna is

urging congress and president biden to extend the tiktok ban deadline. he has joined senator ed markey, introducing legislation to extend the deadline. 270 days if no action is taken, that ban takes effect sunday. >> and number six, we have wind advisories in effect for the bay bridge, altamont pass and north bay mountains. be careful with your driving today because of the winds. >> the ftc for number 7th may be getting ready to suee country's biggest apartment landlord. the wall street journal reports the lawsuit accuses greystar of charging renters hidden fees for things like trash removal and doing background checks on tenants. the company manages over 100,000 apartments, including dozens of buildings across the bay area. >> if you want to hang out at starbucks or use their bathroom, you're going to have to buy something. the coffee chain is reversing its policy of being open to everyone. even if you haven't purchased a thing. it's part of a new code of conduct that also bans harassment, smoking, drug use, panhandling
