in the bay area, we have quite the opposite beautiful view from our sky star camera at fisherman's wharf on that skystar wheel. not so beautiful the air quality. we do have some yellows indicating that the air quality is moderate. part of the problem is look at our winds. it's either calm or extremely light so the atmosphere isn't getting stirred up well, but certainly was a mild day. oakland's almanac averages 58 degrees today. you hit 63 five degrees above the average notice for the month. only 13 hundredths of an inch of rain. you're running just over an inch and a half below where you should be around this time. a live view from our mount tam cam a stunning view right now 57. in the city 50s from oakland to san jose, 48 and half moon bay. our highs today got up into the 60s. gorgeous view from emeryville. you will notice it's clear 55 in santa rosa. half moon bay was in the 50s. 45 in petaluma and 50 from napa to concord to livermore. sfo camera

is infected with bird flu. they have fully recovered. health officials are investigating how they got sick. this is only the second case of bird flu in a child. the first was in alameda county. the cdc has recorded 67 cases of bird flu in people. an elderly woman in louisiana is the only confirmed death. most people recover. >> norovirus is spreading across the country and the bay area. the number of tests coming back positive, hitting the highest level since 2019. when the germ is ingested, it can cause sudden and severe vomiting. and experts say proper handwashing is critical. >> it can be killed by just hand sanitizers, which kind of just stay on your hand. you have to get rid of it from your surface of the hand, and that's only achieved by washing it with soap and water. >> so hand hand sanitizers are

kia. movement that inspires. an update on the southern california wildfires eight days after they started. firefighters are making considerable progress and a red flag warning has expired for most of southern california. the palisades fire has burned over 23,000 acres. containment has edged up a little bit to 19%. the eaton fire continues to hold at just over 14,000 acres. containment is now at 45% there. the number of dead remains at 25. tonight, firefighters should be getting a break. the next few days now, going into thursday through the weekend, we're going to be entering back to more normal conditions. >> we expect here across this area of southern california in january. definitely some very moderated conditions there across the fire this weekend, which should help the

firefighting effort and the recovery efforts. >> there is the threat that the santa ana winds could kick up again next week. we'll have to see. >> a special airlift from the wildfire zone arrived today at moffett field in mountain view. take a look. a nonprofit donated a flight for 30 animals fromated l.a. shelters that are affected by the wildfires. these animals were moved from overcapacity shelters. >> the best thing we can do to help them is to actually clear out the animals that are in the shelter now and have been in the shelter, because that leaves room for the fire victim animals, the burned, the injured, the lost, the separated animals to get help close to where they live. >> the san francisco spca and three other bay area animal shelters will house the pets and to try to get them a forever home. the sf spca is currently waiving the adoption fee for all puppies. wildfire survivors do need a lot of support right now, as you can imagine. go to red cross.org/abc to help

the red cross respond to those in need. >> oakland is already feeling the impact of last week's closure of two fire stations. the fire chief sas the response time was delayed when a fire broke out early this morning in the oakland hills. it happened at a house under construction on lockhart street. the closest fire station, that station 28 on grass valley road, just closed last monday. it's about five minutes away, but crews had to be dispatched from station 26 instead. that's farther away on 98th avenue, across from bishop o'dowd high school. so it took crews about 19 minutes to get or 12 minutes, i should say, to get to the scene. >> the challenges are extensive in oakland, and we just want to make sure that we're not putting our firefighters in harm's way by getting to events where it's well involved and it's more involved than it would have been if we could have got there in a timely manner. >> firefighters say the house was unoccupied, so no one was hurt in the fire. they are still investigating what caused it. the two oakland fire stations that closed are set to stay that

way until at least july, to help offset the city's $129 million budget deficit. and we spoke with former congressmember barbara lee today on our midday newscast about oakland's budget problems. she recently. keep in mind, entered the oakland mayor's race. >> i want to open these fire stations as soon as possible. i hope they are open very shortly. and i think we have to look within. we have to make some tough decisions. but i think we can do that if we all come together. and i'm prepared to do what is needed. >> in april, oakland will hold a special election for a new mayor since voters recalled xiang tao. candidates must declare by friday. as of now, more than a dozen people have filed to run, and lee picked up some big endorsements today. former oakland mayor libby schaaf, plus assembly members buffy wicks and mia bonta say they will only endorse her in the oakland mayor's race. >> we've covered the fentanyl crisis in san francisco extensively, and the effort to find a solution to help build a

better bay area. today, san francisco mayor daniel lurie rolled out his first decree and introducing it to the board of supervisors. it's called a fentanyl state of emergency ordinance. and if the supes approve, it will loosen regulations to allow the mayor's office to seek donations from the private sector to address the fentanyl crisis. his proposal would cut red tape for contract approvals for things like building homeless shelters. >> it's really about contracting surging resources, making sure we can hire people more quickly. >> typically, when you get asked to provide emergency powers and waive certain policies, there's a plan that accompanies it that says exactly what you're going to do. we're going to do a, b, c, and d, and this is why we need these emergency powers to accomplish that goal. there's nothing in place. >> the mayor already has the support from five out of the 11 supervisors. city ordinances need six votes to pass. despite san francisco investing millions of dollars to help victims of crimes. domestic violence survivors in the city are

struggling to get legal representation. abc seven news reporter louis pena spoke to a survivor who spent months seeking help for this survivor of domestic violence, leaving her abusive relationship and reporting it to police was just the beginning of her journey. >> that pamphlet that the police had given me, i went down the line and i front, back, and i remember calling a hotline and i hung up after 30 minutes because no one answered. >> after six months searching for help, this survivor, who did not want to be identified, said she finally obtained legal counsel to fight her abuser. >> there were groups that just were really overwhelmed in 2022. >> san francisco voters approved proposition d to create the office of victim and witness rights, focused on providing services for victims, including domestic violence survivors. two years later, the office just opened. >> the other promise of this ballot measure was that dv

survivors would have a legal right to counsel, so if they needed legal help, they could get it. that there would be a guarantee. >> is that guaranteed right now? >> right now it's not guaranteed. >> ivy lee is the director of the office of victim and witness rights. she said they're beginning to gear up, but have noticed there's a huge financial gap to provide legal counsel to every survivor. >> over 13,000 calls for assistance from dv victims are fielded by legal service organizations and law enforcement every year. >> the nonprofit open door legal says many domestic violence survivors are having to stay in abusive relationships because there is not enough funding to do what the proposition promised would be about 2 million to do a pilot program to have citywide legal representation for domestic violence survivors in san francisco. luz pena, abc seven news. >> and if you or someone you
