in blue. basically many of our valleys this morning where we have some of those coldest temperatures. the frost advisory until 9 a.m. this morning for those overnight lows down to 32 degrees before the sun gets up here. so here's future weather. we have that clear sky out there right now. lots of sunshine later on today. the afternoon. very similar to yesterday when it comes to our temperatures above average back into the 60s. so today, about 5 or 6 degrees above average for this time of the year. let's check in with gloria, see how the commute is going today. >> good morning to you drew. good morning everybody at home. so far the roads are looking pretty good out there. no major delays, no major incidents to report at this time. we do have a commuter alert for you this morning. so if you take bart, we are seeing a delay about a ten minute delay on the san francisco line in the sfo direction. and then ace train one is five minutes late. caltrain is on time right now. and looking live at our san jose 101 880 camera, you're starting to see some more headlights driving into santa clara and sunnyvale, to the peninsula, to san francisco. but no major

issues there, just some traffic accumulating there. and then live at the golden gate bridge. nice and open here. no issues or any major delays. driving. excuse me. driving in and out of the city. reggie aqui. amanda. all right, gloria. >> thank you. we'll start in the east bay. oakland's fire chief says the community is seeing the impact of the closure of two fire stations, claiming there is proof response times are being impacted. it comes as city leaders and fire officials prepare to meet with the community today. abc seven news reporter lena howland is here in studio with what people can expect. lena. >> amanda, good morning to you. today, oakland city council member janani ramachandran is coming together with the oakland fire chief to talk about some of the impacts stemming from the closures of fire stations 25 and 28. and they want to hear from you. these fire stations closed last monday. the fire chief says this is a brownout process meant to save the city $5 million, while the city works to balance its $129 million budget deficit.

these closures were meant to keep oakland afloat, as the city waits for long delayed money from the sale of the coliseum to go through. but chief damon covington says the closures are already causing slower response times. just yesterday, a fire broke out at a house under construction on lockard street because the closest fire station is one that just closed. the chief says that what would have been a five minute response time turned into 12 minutes. earlier this week, alameda county supervisors unanimously voted to move forward with the sale of its ownership of the coliseum once escrow closes around the end of may, the city should receive its money from their sale of the coliseum. that's expected to include $7 million earmarked for the reopening of these impacted fire stations. that is sure to be discussed in more depth in tonight's town hall. it is virtual and it kicks off at

6:00. live in studio lena howland, abc seven news. >> lena. thank you. this morning, tens of thousands of people displaced by the la wildfires are anxiously waiting to find out when they can return to their homes. relief has arrived for firefighters. winds are dying down. humidity is rising. that should make it easier to make progress on containing the flames. here's abc news reporter andrew dymburt. >> this morning, more federal aid is headed to the california fire victims who desperately need it. >> we never imagined something like this happening, wiping out our entire community. >> fema says it's received 53,000 applications for its individual assistance program, a one time payment to cover costs for things like water, food and infant formula. fema also activating a program, paying for hotel rooms and a major insurance company. state farm, now says it will offer renewals even to some homeowners. it previously planned to drop. crews are making progress fighting the two biggest fires. the palisades fire was 21% contained overnight. the eaton fire up to 45% contained. many

residents are frustrated they're not being allowed back to their neighborhoods, but we saw why the fire zone is still so dangerous. >> we have open gas lines. we have exposed water lines, and so they're evaluating each property to determine if it's safe to enter. even for the companies that are going to be coming to repair those. >> along the pacific coast highway, crews searching the rubble for remains today. the family of evelyn mcclendon, who died trying to evacuate from the eaton fire, is expected to file a wrongful death lawsuit. her family suing southern california edison, claiming the power company failed to turn off utilities despite the high wind warning. southern california edison not commenting on the lawsuit, but saying our hearts remain with our communities during the devastating fires we are talking to individuals about not just what they saw, but what they smelled and they heard. the cause of each fire remains under investigation. authorities say more than 150 leads have been

generated from tips. investigators looking into the palisades fire have interviewed multiple witnesses. many elementary school students impacted by the fires are now back in class, as other schools around la welcome them in each of the kids with a story to tell. >> nightmares have no house and all my stuff being gone. my childhood memories might be gone. >> andrew dymburt, abc news, new york. >> remember, you can always find the latest developments on the fires in l.a. county at abc seven news.com. and we send alerts right to your phone if you have the abc seven bay area app. when new information comes in. >> heartbreak in hollister after three high school students died in a car crash. the teenage boys were all seniors at hollister high school. school leaders say a former student was in the car with them and is in the hospital in critical condition. the chp says the teens were driving on a rural road between gilroy and hollister tuesday night, when the 17 year old driver swerved into oncoming traffic and hit another car. two people in the

other car went to the hospital. a memorial is now growing at the site of the crash, and the school released a statement saying in part, this loss is profoundly felt by all of us, a sentiment also felt by community leaders. >> the kids is my concern and how their mental state and how that's going to impact them. this is our only high school, so this high school is a huge part of this community. >> school administrators say counselors will be available for students. the chp is still investigating whether alcohol or drugs were a factor in the crash. >> new developments in the case involving a former openai employee turned whistleblower, who was later found dead in his san francisco apartment. gloria, a bay area lawmaker, is now calling for the fbi to investigate his death. >> that's right. reggie aqui santa clara congressman ro khanna wants the fbi to investigate the death of 26 year old suchithra balaji. he was found dead in his apartment in san francisco back on november 26th. police had been there for a wellness check. the medical

examiner says balaji died by suicide and that there were no signs of foul play. but his parents did not believe it and hired a private investigator. >> he told me that he's taking a break, and in the break, he decided he is going to go into neuroscience and machine learning combination. he was planning his own startup. he had a great social life. he had a ton of friends, and just before his death, he went on a vacation. the news was announced on 18th of november that he will. he is a witness and he has key evidence against openai. within a week after that, our son is gone. >> balaji died just three months after publicly accusing san francisco based openai of violating u.s. copyright law while developing chatgpt. his information was expected to play a key part in lawsuits against the company. openai has said all of its work is legal under fair use laws. san francisco police say this is an open case. reggie. >> gloria. thank you. the fbi

raided a san leandro city council member's home yesterday. investigators remaining tight lipped about what they are looking for. our media partners at the bay area news group were first to report the home belongs to brian azevedo. he has not responded to our request for comment. azevedo did go on a trip to vietnam in 2023 that was sponsored by david loooooong. if that last name sounds familiar, that's the same family that owns california waste solutions. the company got swept into the oakland city hall scandal that saw agents raid then-mayor sheng tao's home last year. the investigation is looking into campaign contributions. >> federal safety regulators have closed their preliminary investigation into general motors, cruise robotaxis and are taking further action currently. last month, gm decided to put an end to its cruise autonomous car program. the company blamed competition and cost, but while cruise was operating in san francisco, vehicles would stall and there was an incident in which a car dragged an injured

person in the roadway. regulators were looking into how the cars dealt with pedestrians. >> we'll begin this accuweather update with a look from sutro tower this morning. it is cold. temperatures in the 30s and 40s. we have clear skies and later on this afternoon we'll have sunshine continuing. it is bright. it is mild after that frosty beginning right now 60s back on the board which is above average for this time of the year. so let's break it down region by region, hour by hour. will begin along the coast where we start out with those cooler temperatures right now. later on today, upper 50s with full sunshine around the bay shoreline. some areas are starting out in the upper 30s lower 40s, so it is cold for the next several hours. then we bounce back nicely later on today, mid if not the upper 60s. in some areas. it's sunny today, but you notice later on tonight we start to see a return of our marine layer, something we haven't seen in several days. so tomorrow morning we'll start out with fog giving way to sunshine inland. today it looks lovely but it is cold right now. some

i'm not happy with the way that pg&e handled the wildfires. yeah. yeah. i totally, totally understand. we're adding a ton of sensors. as soon as something comes in contact with the power line, it'll turn off so that there's not a risk that it's gonna fall to the ground and start a fire. okay. and i want you to be able to feel the improvements. we've been able to reduce wildfire risk from our equipment by over 90%. that's something i want to believe. the character of our people matter and must endure. now it's your turn to stand guard. >> president biden also expressed concerns about dark money in politics. those are donations that are hard to trace. he also called for an 18 year term limit on supreme court justices and a ban on stock trading in congress. fencing is up this morning on capitol hill ahead of inauguration festivities for president elect donald trump. carrie underwood. opera singer christopher macchio and country musician lee greenwood are scheduled to perform at the swearing in ceremony monday. several musicians will perform at a weekend victory rally, including kid rock, billy ray cyrus and the village people. abc seven will have live coverage on inauguration day starting at 6 a.m. on monday. san francisco mayor daniel lurie is tackling the city's drug crisis. lurie rolled out his first decree this week. yesterday, he started meeting with city leaders to

discuss it. it's called a fentanyl state of emergency ordinance. if the board of supervisors approves it, it will loosen regulations to allow the mayor's office to seek donations from the private sector to address the fentanyl crisis. his proposal would cut red tape for contract approvals for things like building homeless shelters. >> it's really about contracting surging resources, making sure we can hire people more quickly. >> typically, when you get asked to provide emergency powers and waive certain policies, there's a plan that accompanies it that says exactly what you're going to do. we're going to do a, b, c, and d, and this is why we need these emergency powers to accomplish that goal. there's nothing in place. >> the mayor already has the support from five out of the 11 supervisors. city ordinances need six votes to pass. across the bay in oakland, parents and students are demanding the city take action to deal with homeless encampments close to schools. they say the encampments are creating unsafe and unhealthy conditions. think

college now international community elementary, lazier charter academy and latitude high school are all sandwiched between international boulevard and 12th street in the area of east 29th avenue. parents say a number of issues, including repeat fires, drug use and prostitution, have resulted in lockdowns and constant fear. >> any day a kid can be snatched and taken into one of those trailers and we would never see them again. >> we've reached out to the city of oakland about their concerns. a member of the mayor's office says addressing encampments near schools is a priority. but they add the city, which faces a multi-million dollar budget deficit and a hiring freeze, does not have the staffing it needs to deal with these encampments. for months, we have been following the story of contaminated drinking water at oakland schools. we now know steph and ayesha curry foundation is helping oakland unified pay to clear lead from its water. the warriors stars

eat learn play foundation has helped put $650,000 toward water filtration systems for dozens of schools. testing last year showed lead in the water, forcing the district to shut off faucets right as the school year started. the district says making the water lead free could cost up to $53 million, money they don't have. tonight, the school board is set to discuss putting off other construction, so it could use bond money to pay for repairs. >> dance cams at sporting events are usually entertaining, and this video you're about to see is a man showing off his dancing skills at a farm show in pennsylvania. it's a moment to write something about. okay, you better drop it low. look at this child who's watching him. fascinated. what is going on here? >> oh, well, i don't know, but my knees hurt just looking at him. he's got the outfit and

amen. amen. can i get an amen up in here? okay. this morning we are tracking a nice day out there. it's a cold morning, and it will be a nice, mild afternoon. a live look from our east bay hills camera showing you it is a brisk morning. we have frost advisories in the 30s and in the 40s. sunshine this afternoon. very comfortable back into the 60s later on today. now the weekend. we have some cooler weather moving in here that's brought about by a cold front. that also will bring back a return of morning fog. in fact, our marine layer comes back first thing tomorrow morning. not only are the next ten days dry, but now we're tracking periods of gusty winds. next week, mainly monday and wednesday we could have some more offshore wind events. we'll keep you updated on that. we just got the latest drought monitor in in the last hour. and now that severe drought has expanded across southern california. last week, the severe drought was mainly confined to coastal areas around la and san diego. now it's expanded. in fact, about a quarter of the state now underneath a severe drought. nothing has changed across

northern california with this drought monitor, but that could change in the coming weeks, because we do look at the rainfall so far in this water year. and november and december were very kind to us in terms of rainfall. we saw several storms move into the bay area, especially in november. now in january, we're looking at a big deficit here where we haven't seen rain for the past couple of weeks, and now we're running more than two inches below average for the month. and if that continues with those dry conditions, we could see a difference in our drought monitor in the next couple of weeks. we'll keep you updated on that. looking at the storm door, nothing significant. the next ten days across california. so today it's all about those cold mornings out there. 30s and 40s. sunrise here at 723. it's sunny, it's mild, and we have calm winds, temperatures getting you into the 60s later on this afternoon. here's the accuweather seven day forecast showing you that chilly start today with sunshine this afternoon. fog returns tomorrow morning giving way to afternoon sunshine. we'll continue that over the weekend, and then we'll

give yourself a little bit more time. highway four to san francisco an hour, five minutes. pretty typical for this time of the morning. richmond bridge also busy as we see this time of the morning as well. traffic is slow on westbound 580 between castro street and the mid-span, but it does flow freely after that into san quentin and san rafael. amanda. >> all right. gloria, thank you. and as you wake up this morning, relief is arriving in southern california. officials say winds have died down and a red flag warning has expired for most of the region. firefighters are making considerable progress on the fires burning in the area. the palisades fire has burned more than 23,000 acres, and containment has edged up to 22% overnight. the eaton fire continues to hold at just over 14,000 acres, and containment there has jumped 10% overnight to 55%. the number of dead remains at 25. the improving weather conditions are giving fire crews a much needed break

now going into thursday through the weekend, we're going to be entering back to more normal conditions we expect here across this area of southern california in january. >> definitely some very moderated conditions there across the fire this weekend, which should help the firefighting effort and the recovery efforts. >> there is the threat of a santa ana wind event next week, but it is not like what we saw last week. wildfire survivors need a lot of support right now. go to red cross.org/abc to help the red cross respond to those in need. >> in the east bay today, a town hall is being held as the city of oakland begins to see the impact of temporarily closing two fire stations. the decision made because of budget cuts. abc seven news reporter lena howland is in the studio now. lena officials say they already have evidence to show that the community is being impacted. >> reggie. that's right. oakland fire officials say they are already experiencing slower response times because of these brownouts. and tonight, the fire chief and an oakland city council member are expected to face some tough questions about

it all in a town hall. fire stations 25 and 28 closed on monday of last week. they were expected to stay closed at least until july to help offset the city's $129 million budget deficit. this was meant to keep oakland afloat, while the city waits for the sale of the coliseum to go through. but earlier this week, alameda county supervisors voted unanimously to move forward with the sale of its ownership of the coliseum. we spoke with former congressmember barbara lee yesterday on her midday newscast about oakland's budget problems. she recently entered the oakland mayor's race. >> i want to open these fire stations as soon as possible. i hope they are open very shortly. and i think we have to look within. we have to make some tough decisions, but i think we can do that if we all come together and i'm prepared to do what is needed. >> in april, oakland will hold a special election for a new mayor since voters recalled shengtao. candidates must declare by

friday. as of now, more than a dozen people have filed to run. once escrow closes around the end of may, the city should receive its money from their sale of the coliseum. that is expected to include $7 million for reopening the impacted fire stations. tonight's town hall is virtual and it kicks off at 6:00. live in studio lena howland, abc seven news. >> thank you. lena. dozens of people voiced their concerns about oakland's police pursuit policy at a special town hall meeting. right now, officers are only allowed to initiate pursuits when they have a reasonable suspicion a suspect committed a violent crime or has a gun. critics say the policy is too restrictive and they are calling for change. others say it should remain as is because people have already gotten hurt during chases. last night's meeting came after governor newsom said he would continue to allow chp to help patrol oakland if the city makes changes to the policy. >> the police department is in the business of catching criminals, and i hope that as

you guys uh- do this new policy that you untie the hands of the police department. >> oakland police chief floyd mitchell will provide recommended changes to the pursuit policy. the police commission will review those suggestions and vote on the proposal january 23rd. if the commission disagrees with the proposal, city council will take up the debate. >> we're tracking developments in the historic ceasefire deal in the middle east. israel and hamas agreeing to a cease fire after more than a year, and some of the hostages held by hamas, including americans, could be released this weekend. but gloria, we learned overnight there are some issues holding up the deal being finalized. >> that's right, amanda, it seems there's a last minute snag this morning. israel is accusing hamas of backtracking on some parts of the deal and refusing to finalize approving it until those issues are worked out. overnight, there were celebrations in the streets of gaza as people celebrated. you can see the video right here. they were celebrating what could

news. >> governor newsom wants to give california families with newborns a three month supply of diapers. the plan would set aside almost $7.5 million this year to provide the diapers to every family with a newborn, regardless of their income. the program would aim to provide 40 million diapers next year. they would try to double the number, and that would cost 12.5 million. >> some unfortunate news along the peninsula, the gourmet grocery store that's been in business for nearly 30 years in downtown san mateo is set to close, according to the san mateo daily journal. draeger's market is expected to shut its doors at the end of february. a new mixed use development will take its place. draeger's has stores in menlo park, danville and los altos. the market owner says its priority is now to provide support for employees and offering them opportunities at other locations. >> well, time is running out for tiktok. >> the app is on track to be
