over the incoming administration. good evening, and thank you for joining us. i'm dion lim. trump's second inauguration has been moved indoors because of frigid temperatures expected in the nation's capital. top trump officials say he is preparing to take more than 200 executive actions on his first day in office. and tonight, the nation's capital is getting ready for his return. from what we understand, preparations are underway, including security measures. fencing and barricades are going up around the capitol. tomorrow, there will be thousands of police officers and more than 1000 national guards present. now, hundreds of thousands of people will be at tomorrow's inauguration. and that includes many republicans from the bay area. abc seven news reporter suzanne vaughn spoke with some of them tonight. >> it's a very active tons of security. everything is fenced off. >> john dennis is the former chairman of the san francisco republican party. sunday night, he was heading to a ball organized by the california gop to celebrate the inauguration.

>> you can see him, you know, just inside the capitol area and lots of fencing up in, up and around. standing outside the saint john's church. and this is all this whole area is sectioned off, but there's a ton of activity. >> jeff burns is chairman of the contra costa republicans. he and his wife will also join the nearly 350 republicans from california at the ball. bay area republicans were hoping to see the president speak in person, but the freezing cold weather changed that. >> i'd be lying if i didn't say i was disappointed that, you know, that we can't be outside on the on the steps of the capitol. but it is really cold. and i was out today and it was snowing. >> dennis and burns planned to watch the inauguration at the capital one arena. protests are expected in washington, d.c, because of donald trump taking office for a second time. >> that's that's part of politics in the united states. i mean, there's protesters here. i know there's been protests back in san francisco.

>> some day. j.r. stone abc seven news. >> be sure to join us for live coverage of the inauguration tomorrow. it all starts at 6 a.m. right here on abc seven. moving on. new at 11. one person is dead and several others hurt after a terrible crash in san francisco. it all happened just after six tonight at sixth and harrison, where a driver ran into at least six other cars, including an empty waymo stopped at a red light. neighbors heard the crash and came running. >> i heard like like a thunderous noise. like an earthquake. like it lasted at least around 5 to 7 seconds. boom boom bang boom boom boom like thunder even shook the building. >> debris from the crash covered half a block. a dog also died in the collision. police say they've detained a possible suspect at the hospital, and that person may be connected to a series of hit and runs on two 8-80 in the moments before the crash. they are investigating whether drugs or alcohol played

a role. the driver of this car escaped serious injuries after an amtrak train crashed into it. this afternoon's collision happened in oakley at the big break road crossing, and a san joaquin train to bakersfield slammed into the car at about 5:00. one of the 140 passengers on board suffered a minor injury. firefighters tell us the driver of the car declined medical treatment at the scene, but was not seriously hurt. the collision is under investigation tonight. an adult and a child are in the hospital after nearly drowning this afternoon south of half moon bay. firefighters say a boy was swept into the ocean at cowell ranch state beach. a man went into the water after him and they both were caught in a riptide before being rescued by firefighters and taken to the hospital. we are still working to find out their conditions tonight. now that incident illustrates the risk on the water tonight across the bay area. the national weather service has issued a beach hazard statement where officials

are warning to watch for sneaker waves, which can knock people off their feet and quickly pull them into the ocean. riptide currents are also stronger than normal. so with that, let's bring in abc seven news weather anchor spencer christian talking about our accuweather forecast. and also these rip currents really going to be a problem. >> they will be a dangerous sneaker. waves or rip currents may develop and wave heights are elevated. so it's something to be concerned about. this beach hazardous statement will expire tomorrow evening by the way. so here's your 24 hour weather day planner. starting early tomorrow morning, 7:00. it will be chilly. it will be breezy as we're going to have winds intensifying tomorrow 40 degrees inland at 7 a.m, even colder in some spots. mid 40s at the bay and coast. by noon it will be bright sunny, but gusty temperatures right around 58 degrees inland and near the bay. 56 on the coast. going into the late afternoon hours the winds will ease just a bit. it will be sunny, breezy, mild temperatures in the low 60s inland and around the bay of

60 degrees on the coast, and by 7 p.m. of course, it will be dark. the sun will have set. it will be clear and crisp with temperatures in the low 50s. i'll have the full accuweather seven day forecast and a look at that beach hazard statement and a frost advisory and a wind advisory a little bit later. dion. >> lots going on. all right spencer thank you. well highway one through moss landing is back open tonigh. days after the huge fire at a lithium ion battery plant led to a lengthy closure. monterey county officials say that fire destroyed 75% of the plant. the inferno erupted thursday evening and burned into friday. that blaze put up huge plumes of smoke in the air, as you can see. now, tonight, air quality officials are looking into what impact, if any, the smoke has on people's health. >> if we're not seeing anything in our monitors, we can feel fairly comfortable that there's no exposure taking place. >> the plant is located on the elkhorn slough, home to a threatened california sea otter population. researchers are focusing on the fire's impact to

these mammals. >> we'll just be watching and watching, carefully picking up any otters in distress, ofg up course, and not seeing any otters that turn up dead to determine their cause of death. >> health officials are working on a plan to monitor water quality in the area surrounding that plant. two developing news tiktok is back, at least for now. the social media app restored service sunday after being shut down saturday night, impacting 170 million american users and influencers who depend on the platform for their income. i spoke with a san francisco content creator with 2.4 million followers on tiktok. anna brown, known as anna twinsies, says she can make anywhere from 5 to $20,000 per collaboration post, and that 90% of her income comes from tiktok. the ban was worrisome, but she's got a plan b.

days in captivity in gaza. >> we cannot imagine the horrors these three young women have endured in 15 months of hamas captivity. today we salute and embrace them and their families as they reunite after so long. >> 33 hostages will be released over the next six weeks, including two americans. palestinian prisoners in israeli jails will also be freed, beginning with roughly 90 people today. that ceasefire will also allow for aid to begin moving into gaza, including much needed humanitarian aid. the hostage release brings relief to the bay area's jewish community. leaders say they're optimistic the remaining hostages will finally come home, and palestinian americans are hopeful the ceasefire holds. abc seven news reporter cornell bernard is speaking to those on both sides. >> we've been waiting for 171 days for the hostages to be

released. >> joy has been wearing this yellow ribbon pin honoring the israeli hostages. as president and ceo of the bay area jewish community federation, she waited with most of the world to see what would happen sunday. >> we were delighted to see that three of the hostages, including romi, emily and aaron, were released today. >> 24 year old romi golden, seen on the left, was abducted from the nova music festival, says she met with her parents last year. >> my heart is just with them today and i hope that they are just elated with the news and to be able to hug her and bring her home. >> she says nearly 100 hostages are still in captivity. >> so we're really focused on bringing the hostages home, and we manage here in the bay area for all of northern california. security across northern california, for all of our jewish institutions. so i'm optimistic this will bring a moment of peace for us and hope, hopefully lasting peace in the region. >> we've seen, you know, cease fire deals broken not just in the last year, but for decades.

>> palestinian americans in the bay area are hopeful the cease fire between israel and hamas will hold. they've been calling for a cease fire and pushing for humanitarian aid to gaza during months of protest. >> we're cautiously optimistic. we're, of course, elated to see our people, the children in gaza, walking out into the streets and screaming and crying tears of joy, to finally have a glimmer of hope, of life. >> both sides agree the road to lasting peace remains fragile. >> this is a collective sigh of relief, but it's really only for today, because we have to do everything we can to make sure that the cease fire agreement holds. >> in san francisco. cornell, bernard abc seven news southern california is bracing for another round of rare and dangerous winds tonight. >> extreme fire danger is returning just as firefighters get close to containing the devastating palisades and eton fires. containment is up to 81% on the eaton fire. and as you

can see, drone video shows entire neighborhoods in altadena down to ashes. containment on the palisades fire is up to 56%. and today, firefighters reopened part of the burn area to residents. meantime, the state is putting more than 170 fire crews on standby to respond if new fires spark this week. now, bay area animal shelters are taking in pets from la by the dozens to make room for animals displaced by the fires. and tonight, there is some good news to share. the san francisco spca says all of the puppies that moved to is shelter have been adopted since the fires. 123 dogs and cats have found their forever homes. now, if you'd like to help in the wildfire recovery effort, we have an easy way you can donate. you can see that qr code on your screen, which will take you to a list of verified and vetted organizations that are helping survivors. and really, we were hoping for more relief. but the weather is not cooperating at all. >> not right now. so red flag

warning is going to be issued again for much of that area already affected by the fires. from tomorrow morning into tuesday evening, winds will be gusting up to 60mph or higher. and you can see on the satellite radar image here low pressure developing offshore there is contributing to the strong gusty winds that are developing down in southern california. meanwhile, high pressure will be in control of our weather, bringing us nice sunny skies, but it won't remain calm here very long. right now, the wind speeds are very, very light at five miles per hour and lower, but they are going to intensify tomorrow. and as a result, we have a wind advisory that will be in effect from 4 a.m. tomorrow to 1 a.m. tuesday for the north bay interior mountains winds. the sustained winds out of the north 20 to 30mph, with gusts up to 50mph at times, and there's a possibility of downed tree limbs and some power outages. we're looking at the forecast animation right now for the wind gusts notice tomorrow afternoon. the wind gusts will pretty much be at their peak here in the bay area, ranging from 30 to over 40mph in the windiest locations before tapering off late tomorrow night into the midnight hour

going into tuesday morning. now, 24 hour temperature change right now shows that it's several degrees warmer than this time last night, but it's going to get pretty cold tonight. in some spots, though. a frost advisory will be in effect from 1 a.m. to 9 a.m. tomorrow. this is for the north bay interior valleys, the east bay hills and interior valleys, the santa clara valley and the eastern santa clara hills. temperatures dropping down to as low as 33 degrees. frost will form, and it may damage sensitive plants. looking at current temperature readings 47 to 48 degrees right now, san francisco, oakland and hayward and redwood city, 43 and half moon bay and 51 at san jose. nice view from mount tam looking out across the bay under mainly clear skies. 43 right now in santa rosa, petaluma, napa, concord and livermore. fairfield is the chilliest spot right now at 37 degrees. let's take a look at our forecast headlines overnight. it will be cold. and i showed you that frost advisory. then for much of the day tomorrow gusty with a wind advisory in effect for the north bay interior mountains. midweek will bring us a little bit of a

todd ricketts and the widow of vegas business mogul and trump donor sheldon adelson to host the event. meta donated $1 million to support trump's inauguration committee. zuckerberg is one of several tech leaders who are forging closer ties to trump as he returns to power in the north bay. new parking rules are now in effect in napa, which officials say will reduce congestion on city streets. they'll also have a big impact on unhoused people living in rvs, rvs, busses and trailers can no longer park in the same spot for more than four hours. napa is the latest bay area city joining san jose in restricting rv parking. after a supreme court decision last summer allowed cities to be more aggressive in their homeless response. the turf wars are back on the peninsula. this week, leaders in palo alto are set to discuss the future of artificial turf on city fields. the city council is set to vote on whether to fund a six month study. the pros and cons of fake

turf. palo alto has three synthetic turf fields. the city put the replacement of one of them on hold. while it considers whether natural turf is better. that study could cost palo alto more than $230,000. well, to stay climate ready, we need to better understand the impact of natural disasters. and that includes wildfires. now, a team from stanford is searching for clues to a specific threat in areas around the los angeles fires. abc seven news weather anchor spencer christian explains. >> for stanford researcher scott findorff. wildfire danger is as much about what you can't see as about what you can. like the effects of superheated fires on the soil. in a recent study we profiled on abc seven, his team revealed evidence that intense heat can turn naturally occurring chromium into a dangerous form known as chromium six. and he says the big concern is the way chromium six and a host of other dangerous compounds associated with fires can spread, especially if

they're carried along as particulate matter in smoky air. >> so first, on the scientific end, they need to know what are those particle sizes? where are they going to get within your respiratory system. or potentially if they're small enough into your bloodstream so they can understand the toxicological effects that you might be seeing. >> and the danger is compounded in the case of the los angeles fires, because of all the metals, chemicals and toxins contained in urban structures. fender's team from stanford's door school of sustainability is currently collecting air samples, trying to understand the fallout from differing stages of a firestorm that stretched from rugged hills and canyons into dense urban neighborhoods. work that will include measuring the size of the dangerous particles themselves. >> so we want to know from 2.5 microns down to things that are as small as 100 nanometers, which would be a nanometer, would be 1,000th of a micrometer. we want to know the particles, that whole distribution, because that's going to determine how deeply

forty-niners playoff run, but this was not a normal season. it was one filled with injuries to key players. it started with an offseason filled with contract negotiation drama to ricky pearsall being shot during attempted robbery in union square over the summer. abc seven's chris alvarez recaps the season from the opening night win over the jets to a blowout loss in arizona, closing out a disappointing six and 11 campaign. >> the reigning nfc champion 40 niners began the 2024 season with sky high expectations, a convincing 3219 win over aaron rodgers. robert saleh and the new york jets furthered those beliefs. >> you know, i love where we're at, man. we just got to continue to stack weeks. >> stacking weeks became a problem for a team that showed early signs of not being able to close out fourth quarters. the 40 niners would lose three of

their next four games, with division losses in la and against arizona blowing fourth quarter leads in both. >> for like thursday is a must win for us, you know, and obviously we got to stop shooting ourselves in the foot if we want to be a good football team. >> the 40 niners got back on the right foot jumping for joy in a convincing win at seattle the following week in a super bowl rematch, patrick mahomes ran through the defense and brandon aiyuk was lost for the season. after a sunday night victory over the cowboys, the 40 niners entered the bye week four, and four small, consistent steps in the right direction lead to great results, and this was just one step. christian mccaffrey made his season debut in tampa. things got heated on the sidelines as the 40 niners escaped with a last second win. the rematch with seattle in week 11 was in the win column, until geno smith put the 40 niners to sleep with a last second touchdown scramble. >> it's not like us and uh, but that's just what we've shown this year. >> brock purdy's injured shoulder kept him out of the game in green bay, and the cracks in the foundation grew. when the 40 niners dropped their

third game in a row, losing mccaffrey for the season in a snowstorm in buffalo. two lackluster performances, dropping their playoff hopes. >> we're not as good of a team as those past teams, so that's kind of how i look at it. >> the 40 niners rallied to beat the bears in what would be their final win of the season, and days later, on a rainy thursday night against the rams, de'vondre campbell quit mid-game and the 40 niners dropped the ball with a chance to keep their slim playoff hopes alive. san francisco closed out the season with three more losses, falling to six and 11 overall, missing the playoffs for the first time since 2020. >> we never fully sold out for that year, but we always want to be competitive and feel like we have a chance to do that, and we felt that way about five years in a row. >> we have a high standard. we had high expectations. we fell short of that and it's our job to fix that. >> the college football national championship between ohio state and notre dame is in atlanta on monday night on our sister network, espn. it's the final game of the first ever 12 team
