trump poised to kick off his second term today. >> trump will be sworn in right there at the u.s. capitol at noon. the inauguration, forced indoors by the frigid temperatures. >> trump is vowing to waste no time wielding his executive powers on a wide range of issues. abc's perry russom starts us off. reporter. >> this morning, abc news has learned president elect trump is preparing to take more than 200 executive actions on his first day back in office. trump at a rally in washington last night. >> i will act with historic speed and strength and fix every single crisis facing our country. we have to do it. >> number one on his to do list. immigration. trump is expected to declare a national emergency on the us-mexico border. ordered troops to build more infrastructure along the border and relaunches remain in mexico. policy for migrants. federal agents were also expected to plan mass deportations in chicago and other sanctuary cities, targeting high priority criminal targets that dhs teams have been investigating for

months. >> and ice goes out there to know exactly who they're looking for, pretty much where they'll find them. it's a well-planned operation. >> but now, when and where those deportation rates could take place is now reportedly being reconsidered after initial details were leaked. officials in mexico are ramping up shelter capacity, bracing for an influx of deported migrants in border cities by the time the sun sets tomorrow evening. >> the invasion of our borders will have come to a halt. >> trump is also expected to issue executive orders that will roll back limits on offshore drilling, repeal rules on electric vehicles and rescind dei and gender related directives from the biden administration. >> we're going to restore patriotism to our schools, get radical, left woke ideologies the hell out of our military and out of our government. and we are going to make america great again.

this morning, trump will share tea with president biden at the white house. biden will attend trump's inauguration, a tradition trump did not follow when biden took office four years ago. perry russom, abc news, washington. >> perry, thank you and count on abc news for live coverage throughout the day. turning to the weather now, a rare winter storm warnings are going into effect today in the deep south, just as a snowstorm moves out through new england. this is a live look at snowy hartford, connecticut. roads were covered with some areas outside new york city getting up to eight inches today. bitter cold temperatures for about half the country. meanwhile, houston's two airports will be closed tomorrow, with the area expected to get up to five inches of snow. that storm will move across the entire south. let's get some forecast details now from accuweather's jeff cornish. jeff good morning. >> good morning. we've got a cold week monday through friday. cold all week long, 15 to 25 degrees below the historical averages. so this is doctor martin luther king junior day very cold all the way down to

the gulf coast. also inauguration day a biting breeze, windy out there 25 degrees. accuweather. real feel temperature of 12. it's an indoor inauguration in washington, d.c. because of the weather. but look at this. this is going to be a huge shutdown for traffic and life into places like houston, lake charles, into new orleans, snow and ice in areas that seldom see weather like this. 1 to 3in of snow through tuesday night in the light blue, 3 to 6 in the second shade, even 6 to 12in in eastern north carolina there will be some ice. power outage concerns. we're also concerned about fire danger returning to southern california. back to you guys, jeff. >> thanks for that. turning to the middle east, where some hostages are finally free after more than a year. abc's ian pannell is there. >> it's been a day of high emotion, of hugs, tears and relief. the first three hostages released from gaza as part of that fragile ceasefire deal. and after 15 months of hell, the guns finally falling silent 470

days after the attack on israel on october the 7th. this is how the day unfolded. three young women romy gonin, emily demari and lauren steinbrecher, brought from captivity by the very same group that massacred so many and took them captive. incredibly, it's gunmen back on the streets once again controlling the crowd. the women were handed over to a red cross convoy before heading back into israel. incredible scenes here. after 15 months of heartbreak, of dashed hopes, of disappointment. finally, the first glimpse of one of the hostages in gaza on her way home, three daughters on their way out and three mothers anxiously watching it unfold. and when news came through that they were on their way home, an emotional dam burst wide open. romy, gannon's dad, unable to keep his feet on the ground any longer with the sun beginning to

set. emily doran and romy exiting the red cross cars, their faces say it all now. inside idf vehicles, the former hostages back on israeli soil. here in tel aviv, jubilant israelis watching the transfer live as the former hostages changed hands, laughing, cheering and crying. celebrations today for israelis and for palestinians too. for gazans, this was the first time it was safe to be out on the streets in 15 months. almost 2000 palestinians held in israeli jails also expect to head home again, despite the pain of a war that's cost more than 46,000 palestinians and more than 1800 israeli lives. the ceasefire is a seed of hope planted amid the ruins. this ceasefire is extremely fragile and the incoming trump administration will have its work cut out, making sure this deal doesn't break down. ian pannell abc news in tel aviv, israel. >> ian thank you. tiktok is
