the chiefs. >> announcer: live from times square, it's monday, good morning america. >> robin: we weren't sure if some of those teams were gonna make it or not. it was an exciting weekend. good morning america on this martin luther king jr. day. let reese take a live look at the memorial in d.c. on this monday morning. and in just hours we know donald trump will be sworn in as the 47th president of the united states. he will be only the second president to serve two nonconsecutive terms. it will be a day of ceremony and tradition, including a stop at the white house for a reception, with president biden before they all go to the capitol. >> rebecca: and trump and his family arrived in washington over the weekend for a celebration of his unprecedented political comeback. his supporters have been gathering in the bitter cold. you see them there. even though they will not be able to see the president-elect being sworn in due to the extreme weather. the ceremony will take place indoors in the capitol rotunda. >> george: president-elect trump held a rally for his supporters last night near the white house. he promised them a brand new day

of american strength and prosperity, dignity and pride. we have team coverage from the ceremony to president-elect trump's game plan for his first day back in office. of course, the severe weather as well. chief white house correspondent mary bruce starts us off. good morning, mary. >> reporter: good morning, george. well, donald trump is starting the day at blair house trb presidential guest house. in just a few hours he will again be sworn in, becoming the 47th president of the united states. but the day not going as originally envisioned. the bitter cold here is scrambling plans at the 11th hour, forcing the swearing in ceremony to move indoors to the capitol rotunda for the first time in 40 years. it means far fewer people will be able to attend the ceremony. the guest list has had to be slashed. and there will be no parade down pennsylvania avenue. it also means trump will be able to avoid the potential for smaller crowds because of the dangerous weather. now, in addition to former presidents, dignitaries and members of congress, tech billionaires elon musk, jeff

zuckerberg made the list. >> george: mary, we're going to have the traditional departure from blair house in just a little bit for a ceremony at the church, st. john's church, this morning. >> reporter: the historic day kicks off shortly. the trumps will be making their way across lafayette park for that traditional service there. then the bidens will be welcoming the trumps back to the white house. a longstanding tradition, one that donald trump did not participate in four years ago. joe biden is adamant that, unlike trump in 2021, he would participate and par take in the peaceful transfer of power. from there they will make their way to the capitol. today a triumphant return for president trump and a bitter departure from joe biden. >> george: mary bruce, thanks. >> robin: gonna bring in rachel scott for more on what donald trump is planning to do on day one of his new administration. rachel, i know you spoke with

the president-elect as he was preparing to depart for washington for the inauguration. good morning. >> reporter: robin, good morning. i spoke to president-elect donald trump by phone and he made it very clear he wants to move very quickly on these executive orders, just within hours of taking the oath of office. president-elect donald trump is expected to sign them here, that will take the place of the parade that typically goes down pennsylvania avenue. his team said he plans to take up to 200 executive actions today alone. by comparison he only signed one in 2017. trump told me there would be a big focus on immigration. a small group of republicans were briefed over the weekend. sources tell me he outlined some of the executive orders that could include declaring a national emergency designating mexican drug cartels as foreign

terrorist organizations, sending dei or gender related directives, repealing limits on off shore drilling. the president-elect trump is expected to talk about these executive orders and actions today during his inaugural address. just moments ago we did receive some excerpts of the speech where the president-elect is expected to say today i will sign a seery of historic executive orders. we will begin the complete restoration of america and the revolution of commonsense. now, trump told me the three major themes of his speech today, unity, strength and fairness, george. >> george: rachel scott, thanks very much. let's bring in our chief washington correspondent jon karl. what a difference four years makes. >> george, when donald trump takes that oath of office this morning, it will be the culmination of the greatest political comeback in american history. in fact, nothing else is even close. over the weekend, president-elect donald trump returned to washington feeling vindicated and triumphant. >> we won. to pariah by many for his refusal to acknowledge that defeat. trump has vanquished his political enemies, celebrating his inauguration weekend with a fireworks celebration, a visit to arlington national cemetery and a big rally with his supporters. it's fun to stay at the ymca. he even appeared alongside the band the village people for a performance of their hit ymca. a staple at trump campaign rallies. >> we not only want a mandate, but we built a new american majority that will lead our country to unparalleled success for generations to come. >> trump's road back to the white house was littered with criminal investigations. federal indictments

and even a 34-count felony conviction in new york, a first for an american president. trump still denies all wrongdoing calling the probes and prosecutions a witch hunt. despite all, trump breezed through a crowded republican primary and knocked out not one, but two democratic opponents. first, joe biden after a devastating debate, and then kamala harris. along the way, trump narrowly escaped an attempt on his life at a rally over the summer in butler, pennsylvania. rising to his feet, bloodied and shouting, fight, fight, fight. an image that came to define his campaign. another would-be assassin just nine weeks later, spotted and spotted by the secret service just hundreds of feet from trump. one big question as donald trump takes back the white house is how much time he will devote to settling old scores.

he promised retribution. at times he spoke about going after his enemies, but he also said that success would be his retribution. this much, george, is clear. donald trump comes back to the white house with more experience and more popular support than he has ever had. >> george: he's also promising pardons for those convicted of the crimes on january 6th. do we know much more about the scope of the pardons, whether it's going to include people who actually attacked police officers? >> jonathan: well, look. he's made absolutely no secret of the fact that he's talking about very wide pardons for what he calls the january 6th hostages, those who have been convicted for attacking the capitol and are currently imprisoned. we don't know it's going to be all of them, but it sounds like it's going to be a far-reaching pardon and george, it's possible he will do it today. it's possible that, in fact, he will do it while he is still on the capitol signing pardons at the very place that came under attack january 6th four years ago.

>> george: thanks very much. and now to the unprecedented security in d.c. after those two assassination attempts. federal law enforcement officials warned there is a heightened threat for the inauguration. our chief justice correspondent, pierre thomas, also there in washington. good morning to you, pierre. >> reporter: robin, good morning. we're here at the d.c. police command center, the nerve center for inauguration security being led by the secret service and d.c. police. security at an all-time high because authorities say this is a particularly dangerous moment. two attempts to kill president trump last summer, and that deadly terror attack in new orleans on new year's day are front and center as the nation's capitol is now on lockdown with unprecedented security for today's inauguration. >> we have to be prepared for everything. we cannot take anything for granted. >> reporter: for the next 24 hours, the city is a fort fortress, reinforced with 36 miles of steel fencing. >> we're in a heightened threat environment. we've got the president-elect who there have already been two

assassination attempts on. >> reporter: more than 8,000 national guardsmen arriving to assist with security. they joined 25,000 law enforcement now stationed throughout the city led by the secret service, d.c. police, and capitol police. the fbi and all federal agencies on high alert. s.w.a.t. and tactical teams everywhere. the potomac river covered as well, and temporary air restrictions in place. >> this d.c. police helicopter will be part of the layers of security in play to protect the city during the inauguration. >> reporter: authorities say all this is necessary and perhaps the most dangerous threat environment since 9/11. >> we have to think about the lone wolves. we have to think about domestic terrorism. >> reporter: this is the most security for an inauguration i've seen in my 25 years as a correspondent. every resource available is being deployed. the good news? the severe weather and changes to inauguration plans will likely lead to fewer people on the street making it easier for

police to identify anything suspicious, rebecca. >> that is good news and a giant operation. we think see it. thank you. some 20,000 trump supporters are expected to pack capital one arena to watch the inauguration on its big screens. deborah roberts is outside the ari that arena. good morning, deborah. >> reporter: good morning, and if you thought the cold weather would be a deterrent for those coming here for the inauguration, think again. take a look behind me. folks have been gathering since about 4:00 a.m., and they stretch down this -- about four to five blocks down this street with the hopes of getting swint this capital one arena. we've talked to folks from pennsylvania, from albany, new york, from everywhere. multi-generations saying they want here. one gentleman saying he's wearing a heated vest just to make sure he can withstand the cold. the big problem as you say is that arena holds 20,000 and we're told more than 200,000 were ticketed for inauguration

events. so they are all gamenibling tha they can get inside to glimpse this event. some say they have a backup plan. maybe they'll spill over into sports bars. they are determined to be here to glimpse history, and many of them hoping of course, to get a glimpse of the president later in the day. george? >> george: okay, deb. thanks very much. let's bring in ginger for more on this. we see how bundled up deb is. it's cold across the northeast. >> it made a dent into our deficit in new england. connecticut for example, a lot of folks are still a half a foot below average. even after getting half a foot, this is connecticut. baltimore got 1 inch and that puts them at nearly 3 inches above average. so we have had that flip-flop where southern areas are getting more snow than northern areas, but everybody's cold today, and i mean cold alerts from washington state down to florida, over to texas and new mexico. almost every state in the nation has some sort of cold weather or frost or freeze alert. you see where those windchills take you into the teens this morning as far south as austin. it feels like 18 this morning.

when that cold air meets this coastal storm, tomorrow houston to pensacola. we're talking about a historic snowstorm. houston has not seen 3 inches of snow in 65 years. could do it tomorrow. so from there, we've shut down schools all the way through alabama, mississippi, louisiana. the airports are already shut in advance of this storm in houston, and we're going to see it right through the florida panhandle. some places could see 1 to 3-plus inches. some sleet mixing in other places and robin, i've got to tell you, this one's big. you know. you don't get snow on the gulf coast like this often. >> you do not and it's a big efferent when you do. thank you. it was a snowy win for the eagles. uh-huh. philly and for the bills in buffalo. will reeve is tracking all the exciting action on the field. countdown to the super bowl is on. good morning, will. >> reporter: and then there were four, robin. good morning. a fantastic weekend of playoff football. each game was better than the last. we had a surprise upset. we had comebacks falling

college national championship game tonight in atlanta. that's coming up. also ahead, tiktok, back up and running. elizabeth schulze is tracking the latest. good morning to you, elizabeth. >> reporter: good morning, robin. tiktok is working this morning, but is it here to stay? i will have more on president-elect trump's plans to try to save it coming up. plus, the first hostage and detainees are home under the ceasefire agreement. chief foreign correspondent ian pannell is standing by in israel with the latest. but first, we're going back to ginger because there's more extreme fire danger in southern california. >> yes, and thank goodness, such good conditions over the weekend. they made a huge advance on those fires getting containment up in the palisades and eaton. it's more about where new fires could start thanks to a huge wind event again. we have a little bit of a northerly component. you can see through the san fernando valley, western san gabriel, and through thousand oaks and malibu. we're in the extreme fire risk. this is as bad as it gets

warning-wise. a big part of the problem is we're having that upper-level support again. we'll get that offshore flow, but enhanced a bit. we had a mountain wave wind event, and they're warning about that. talking 80 to 100-mile-per-hour winds today, tonight, and into tomorrow. red flag warnings go all the way down here, but it's that northern part we're worried about the potentially dangerous situation. your local weather in 30 seconds.

terrible crash in san francisco. it happened last night just after 6 p.m. at sixth and harrison streets. a person drove into at least six other cars, including an empty waymo stopped at a red light. the dog alsopped died in the collision. police say they've detained a possible suspect at the hospital. that person may be connected to a series of hit and runs on two 8-80 in the moments before the crash. investigators are looking at whether drugs or alcohol played a role. san francisco mayor daniel lurie released a statement on that deadly crash, saying in part, it is a tragedy to lose someone on our streets and our thoughts are with all those affected and their families. we hope those injured will make a full recovery. i want to thank all our first responders. sfpd is conducting a thorough investigation. meteorologist drew tuma has a quick look

washington correspondent, jon karl, for more on this, and jon, we know there are now pre-emptive pardons being issued by president biden for those who were targeted during the campaign, received threats from donald trump. >> jonathan: this is a major development, a big last move, one of the last moves for president biden. as you know, george, during the campaign, donald trump spoke about retribution. he and his supporters talked about prosecuting people like anthony fauci, members of the january 6th committee, mark milley, general mark milley, the former chairman of the joint chiefs of staff who trump even suggested could face the death penalty. so president biden has just issued pre-emptive pardons for all of them saying, quote, these publicer is vanlts servants hav nation with honor and distinction and do not deserving to targets of unjustified and politically motivated prosecutions. again, this is anthony fauci, the committee members and staff of the january 6th committee,

and this is general mark milley. also members of the capitol police who testified before the january 6th committee. at the end of this statement, announcing these pardons, president biden makes it clear this is not an admission of guilt. he says the issuance of these pardons should not be mistaked that any individual engaged in wrongdoing. he's protecting them from possible and in some cases, threatened political prosecutions. >> george: explain in practical terms how this is likely to work, jon. >> jonathan: well, this means that, you know, there have been talks from prominent supporters of incoming president trump. have talked about a special prosecutor to go into -- have criminal prosecutions of these individuals with a pre-emptive pardon. they would not be subject to those political prosecutions or any prosecutions. we don't know the details, how exactly sweeping this is, but we've seen pre-emptive pardons in the past. we saw of course, president

biden do a pre-emptive pardon of hunter biden and president ford years ago, do a pre-emptive pardon of president nixon. it basically closes off future prosecutions. >> george: no reaction yet from president-elect trump, but we know he's planning pardons today as well? >> jonathan: he's planning pardons of the members of the -- people who were prosecuted for breaking into the capitol, attacking the capitol on january 6th. pardons we expect, will be issued today. >> george: the question, is whether that extends to people who committed violent acts. robin? >> robin: it is going to be quite a day. now to tiktok springing back to life after the incoming president vowed to issue an executive order delaying the federal ban. elizabeth schulze is in washington and has the latest for us. good morning, elizabeth. >> reporter: hey, good morning, robin. it's been whiplash for millions of tiktok users after the app briefly shut down over the weekend and then flipped back on. now president-elect trump is vowing to save it, but his options to do that under the law are limited. >> y'all, are we back?

back. >> reporter: the law is still in effect, but trump says his administration won't immediately enforce it. trump also suggesting the u.s. should own a 50% stake in tiktok, without offering details about how that would work. tiktok welcomed users with the message, as a result of president trump's efforts, tiktok is back in the u.s. now tiktok as of this morning, still isn't on the app stores of apple or google. so you can't download it or do software updates, and other apps owned by bytedance like the popular video editing app, january cut, are also not available right now. >> george: thank you very much. we have more breaking news. the ceasefire deal is holding this morning with hostages and palestinian prisoners freed. chief correspondent ian pannell is in israel. good morning, ian. >> reporter: good morning george. what a 24 hours it's been. this plaza has been front and center of the to bring the hostages home, and in gaza,

finally some relief for the first time in 15 months. families able to go outside without fear of being killed, but just look at what they saw. this morning, overwhelming relief and emotional reunions in israel as the first three hostages are released as part of the u.s.-backed ceasefire deal. and emotional celebrations among palestinians in the west bank overnight as the first group of prisoners is released. our tom soufi burridge is there. >> we can feel the sense of euphoria there as the first palestinian detainees, women and young men, are welcomed back like heroes into the west bank. >> reporter: and israeli tanks pull back and the gun falls silent. this is what they leave behind, shocking images this morning of a wasteland of dust and debris. entire communities, lives gone. over 46,000 died here according to the hamas health ministry. the reconstruction will take years. the 15-month war began after

hamas massacred 1,200 in israel and kidnapped 250. it was from this devastation that the hostages emerged. after more than a year in captivity, emily damari, romi gonen, and back safe in israeli hands. and 471 days since they were kidnapped, back in the arms of their loved ones. this, the start of a three-part ceasefire and hostage release deal. the first phase expected to see the return of nearly 2,000 palestinian prisoners and the gradual release of 33 hostages over the next six weeks. not all of them are alive. a reminder that this is just the very beginning of a difficult and fragile peace process. we are expecting to see two americans among those released over the next few weeks. there are many things though, that could still go wrong, and i think one of the most striking things about the images yesterday, we're seeing the men
