couple of weeks, we have these mornings where temperatures are downright cold, as low as 32 degrees right now. also, some patchy fog in the north bay and in the east bay first thing, but the fog does not linger all that long. we have a lot of sunshine coming our way today. temperatures were in the 30s. that's why we have the frost advisory in effect, but we'll warm up nicely later on this afternoon. we are also tracking some gusty winds in our hills, especially in the north bay, where we see winds gusting over 50mph. right now, that is exactly where we have a wind advisory currently posted until 1 a.m. tomorrow morning. peak winds here right around noon today, where those strong gusts close to 50mph will likely occur again. so today it's windy in our hills of the north bay. we'll have a lot of sunshine. it feels a lot warmer than yesterday. daytime highs will get you into the low and mid 60s. now we do have another red flag warning across southern california today. we'll show you that coming up in eight minutes. but let's check in on the commute and see how the roads are doing. gloria. >> all right. thank you so much. actually, we're going to go to some breaking news

right now just hours before leaving office. president biden has issued preemptive pardons for those targeted during the election by president elect donald trump. it's an unprecedented use of presidential power to protect people that trump talked about prosecuting. we're talking about doctor anthony fauci, members of the committee that investigated the january 6th attack, and general mark milley, who trump suggested could face the death penalty. in a statement, the president said, i believe in the rule of law, and i am optimistic that the strength of our legal institutions will ultimately prevail over politics. he went on to say, baseless and politically motivated investigations wreak havoc on the lives, safety and financial security of targeted individuals and their families, even when individuals have done nothing wrong and in fact have done the right thing. t part is important because he's making it clear that he does not believe any of these people have done anything wrong. in less than 15 minutes, president elect trump and his family are expected to begin the first in a long day of events to mark his second inauguration, and trump is promising to take action on day one with what could be

it. lena. >> amanda, good morning to you. several bay area republicans are already there in washington, d.c, with high hopes for the next four years. and right now, they're getting ready for a busy day of events. this comes after a jam packed weekend to help kick off today's inauguration. sunday night, we caught up with the chairman of the contra costa republican party. he was heading to a ball organized by the california gop to help celebrate the inauguration. we're told nearly 350 republicans from california were expected to attend that ball. bay area republicans were hoping to see the president speak in person today, but the freezing cold weather changed that, and he will now be sworn in and deliver his inauguration address from inside the capitol rotunda. >> i'd be lying if i didn't say i was disappointed that, you know, that we can't be outside on the on the steps of the capitol. but it is really cold. and i was out today and it was snowing and burns, who you just

anna brown is known as anna twinsies, and she says she can make anywhere from 5 to $20,000 per collaboration post, and 90% of her income comes from tiktok. the ban was worrisome, but she says she has a plan b. >> last couple of weeks everyone was talking about that and but i was like literally like thinking that they will figure something out to prevent it. some of them say maybe vpn will work to have someone from abroad to manage their accounts. i mean, everyone has different plans, but no one knows for sure what's going to happen. luckily for me, i was like so happy that my instagram accounts suddenly started taking off. this year, i probably would be able to make it even without tiktok. >> now, the future of tiktok is still uncertain. abc news reporter andrew dymburt explains what could happen next. >> over the weekend, just hours after the video sharing platform shut down for its 170 million users in the u.s, it came back

to back tiktok, restoring service shortly after president elect trump stepped in, promising to delay enforcement of the ban by signing an executive order when he takes office today. >> and as of today, tiktok is back. >> trump saying his administration will not enforce hefty fines against tech companies like apple, google and oracle, which keep tiktok working. but trump's options to save the app are still limited. the law requires tiktok's chinese parent company to divest its stake in tiktok's u.s. platform due to national security concerns, but it also gives the president the power to decide what counts as a qualified divestiture. trump is now suggesting a partnership, but let the united states of america own 50% of tiktok. >> i'm approving on behalf of the united states. >> before trump's reprieve, the app's 14 hour shutdown left content creators reeling. >> i feel like sometimes people forget that there are people on the app that are using this as their income,

and so you're kind of in the middle and it feels like they don't really care. >> although the app is back for now, apple and google are not allowing new downloads or software updates for tiktok, while users wait to see if some kind of sale can be made. andrew dymburt, abc news, new york. >> developing news one person is dead and several others are hurt after a terrible crash in san franc. it happened last night just after 6 p.m. at sixth and harrison streets. a person drove into at least six other cars, including an empty waymo stopped at a red light. neighbors heard the crash and came running. >> i heard like like a thunderous noise. like an earthquake. like it lasted at least around 5 to 7 seconds. boom boom bang boom boom boom. like thunder even shook the building. >> debris from the crash covered half a block. a dog also died in the collision, and police say they've detained a possible suspect at the hospital. that person may be connected to a series of hit and runs on two

8-80. in the moments before the crash. they're investigating whether drugs or alcohol played a role. san francisco mayor daniel lurie released a statement on that deadly crash, saying in part, it is a tragedy to lose someone on our streets and our thoughts are with those, all those affected and their families. we hope those injured will make a full recovery. i want to thank all our first responders. sfpd is conducting a thorough investigation. >> the driver of this car escaped serious injuries afr an amtrak amtrak train crashedfr into it. this collision happened yesterday in oakley at the big break road crossing. a san joaquins train to bakersfield slammed into the car around 5 p.m. one of the 140 passengers on board suffered a minor injury. firefighters tell us that the driver of the car declined medical treatment at the scene, but was not seriously hurt. the collision is still under investigation. >> in this update, we're looking across the country for extreme cold. today, numerous states are feeling a bitter, bitter

blast of arctic air. some areas nearly 50 degrees below zero. look at the current wind chills right now. 45 below in fargo. neay 30 degrees below zero in minneapolis. 17 below in chicago. this cold air as far south as texas. houston feels like 19 degrees right now. and this is going to be a big snowstorm for some states that don't see snow very often this time of the year. winter storm warning stretches all the way from texas into the panhandle of florida, where some areas like new orleans could pick up more than a half a foot of snow. that is something they have never seen before. this one model paints eight inches of snow across new orleans through early tomorrow morning. even the panhandle of florida six inches of snow. so these are areas that certainly do not see this type of snow. and that is going to create some issues where we do have that winter storm back in california. another red flag warning is posted across southern california. could see isolated wind gusts through tomorrow 80 to 100mph. gloria.

dreams begin here. welcome to the goodnight club. people in southern california are bracing for another round of dangerous winds for the fifth time in just three months, the national weather service has issued what it normally what is normally an extremely rare, particularly dangerous situation. red flag warning winds could peak at speeds close to whae saw the day the palisades and eden fire started earlier this month. humidity is once again dangerously low. to prepare, governor newsom has ordered 790 firefighting personnel to the los angeles area. he's also put 170 fire engines, water tenders and aircraft

on standby. that's more than double what was in the area ahead of the january 7th firestorm. crews took advantage of better conditions over the weekend to make good progress. containment on the eden fire is up to 81%. the palisades fire is now 56% contained, and yesterday part of the burn area was reopened to residents desperate to see what is left of their homes. firefighters in altadena and pacific palisades are now shifting their focus to recovery. teams are sifting through piles of dangerous and hazardous debris. at least 27 people died in the fires. and now search and rescue dogs are looking for even more remains. >> 35 years ago, a husband was cremated and that was where his remains were. the dog was able to detect that. so it's been cremated, and through a second fire, the dog was able to pinpoint within about a one foot radius. >> while many are eager to return to homes that were largely untouched by the fires, some will likely have to wait months before or months. still, because of the risk of

direct threats to the inauguration ceremony. and then, before heading to the capitol this morning, trump will have tea with president biden at the white house. biden will be at the inauguration later today in just a few hours from now. it's customary is tradition. but trump did not do that for biden four years ago. gloria, back to you. >> all right, perry, thank you so much. today, meta ceo mark zuckerberg is co-hosting a reception for the incoming president. zuckerberg is joining forces with chicago cubs owner todd ricketts and the widow of vegas business mogul and trump donor sheldon adelson to host the event. zuckerberg is one of several tech leaders who are forging closer ties to trump as he returns to power. it's unclear if the list of tech billionaires on trump's inauguration vip list will keep their seats for the swearing in. zuckerberg, elon musk and jeff bezos were all supposed to be front row on stage for the ceremony, but that could all change now that it's been moved inside the capitol rotunda.

officials say the fire destroyed 75% of the plant. the inferno erupted thursday evening and burned into friday. the blaze put up huge plumes of smoke into the air. air quality officials are looking into what impact, if any, the smoke has on people's health. >> if we're not seeing anything in our monitors, we can feel fairly comfortable that there's no exposure taking place. >> the plant is located on the elkhorn slough, home to a threatened california sea otter population. researchers are focusing on the fire's impact to these mammals. >> we'll just be watching and watching carefully picking up any otters in distress. of course, and not seeing any otters that turn up dead to determine their cause of death. >> health officials are working on a plan to monitor water quality in the area surrounding that plant. >> pier 39 is celebrating the 35th anniversary of california sea lions on its docks. the marine mammals began arriving a

fire threat. if any fire was to start that could spread quickly under these conditions. winds back off here later on tomorrow. across much of the country the big story is extreme cold. look how many states are underneath. extreme cold watches, warnings and advisories where some areas could see arctic air as far as 50 below zero. that is frigid. look at the current wind chills right now. it feels like 17 below in chicago. it feels like minus five in nashville. even as far south as new orleans, it feels like 20 degrees, and a rare winter storm is about to hitulf coast. here, look at this. this is not something you see every day. winter storm warning stretching from brownsville, texas, all the way through pensacola, the panhandle of florida, where some areas are going to see their biggt snowfall on record. so much of the snow falling late tonight and through the day tomorrow. new orleans has never seen more than five inches of snow. they could see eight inches here over the next 24 hours. but now we'll go to a special report with abc news. special report.

out of washington, d.c. president biden preemptively pardoning people who president elect trump threatened to target during the campaign. and that includes doctor anthony fauci. general mark milley and members of the january 6th investigation committee. general milley just issued a statement saying, in part, my family and i are deeply grateful for the president's action today. after 43 years of faithful service in uniform to our nation protecting and defending the constitution, i do not wish to spend whatever remaining time the lord grants me fighting those who unjustly might seek retribution for perceived slights. the president's pardons also extended to the capitol police officers who testified, and we're hearing from one of them as well. harry dunn issuing a statement saying, i wish this pardon weren't necessary, but unfortunately, the political climate we are in now has made the need for one somewhat of a reality. i, like all of the other public servants, was just

doing my job and upholding my oath. and i will always honor that. >> the head of the irs will be stepping down today. danny werfel says that he's going to resign after president elect trump is inaugurated in just a few hours. werfel is on year three of a five year term. the incoming president has already picked former missouri republican congressman billy long to head the irs. long needs to be confirmed by the senate for the job. werfel could stay on, but he would probably be removed by the new administration. >> new. this morning, costco teamsters have voted to authorize a strike by an overwhelming majority. union officials say the strike is a result of costco's refusal to present a fair contract or bargain with union members. the union represents more than 18,000 costco workers. last week, workers in hayward held practice picket actions, and other costco's have had similar rallies. if a contract is not agreed upon, teamsters says workers will strike on january 31st. we reached out to costco

overnight and we'll let you know if we get a response. >> if you have plans to travel east today, make sure you have your warm weather gear with you, because more than half the country is now under some kind of a cold weather alert, with some of the coldest temperatures in two years. cities from central texas to georgia and the carolinas are bracing for the cold. airports in houston closed at midnight. new orleans declared an emergency. this after parts of the northeast were hit with eight inches of snow over the weekend. >> we get up early for work, so you know we need to be able to hit the road. >> experts warn that wind chills could drop to 50 degrees below zero in some parts of the upper midwest over the next two days. >> an adult and a child are recovering in the hospital this morning after nearly drowning over the weekend. yesterday afternoon, just south of half moon bay, firefighters say a boy was swept into the ocean at cowell ranch state beach. a man went into the water after him and they both were caught in a riptide before being rescued by

firefighters and taken to the hospital. that incident illustrates the risk on the water across the bay area. the national weather service has issued a beach hazard statement. officials are warning to watch for sneaker waves, which can knock people off their feet and quickly pull them into the ocean. riptide currents are also stronger than normal. >> the north bay is shining with creativity over the weekend. napa kicked off its lighted art festival. it features 11 sculptures all lit up throughout downtown napa. art will also be projected on three buildings. the festival began last night. it runs through mid-february and you can see the dazzling displays after 6 p.m. each night. vibrant and colorful celebration of tet, the vietnamese new year. families packed san antonio park in oakland yesterday for the city's little saigon tet festival. lion dances,

whether to fund a six month study of the pros and cons of fake turf. palo alto has three synthetic turf fields. the city put the replacement of one of them on hold. while it considers whether natural turf is better. the study could cost palo alto more than $230,000, and there are events planned across the bay area to mark martin luther king junior day. >> caltrans mlk celebration train has free service from san jose to san francisco for the mlk day march in the city, and the first stop is at nine. that's at actually two. 9:20 a.m. that's in san jose. and people will begin gathering for the march at 10 a.m. at fourth and townsend in san francisco and in oakland. martin luther king junior rally will be held at 99 hegenberger road at 10 a.m. in san jose and mlk coyote creek. cleanup starts at 9 a.m. at selma olander dog park to honor doctor king. >> entrance fees at national parks will be waived today. there are nine national

still trending now, drier as we head towards february, so this is likely going to be one of the driest january's on record. here's a look at the frost advisory until 9 a.m. for all areas shaded in blue. we've been through this many mornings the past couple of weeks where it is frosty to start, and then the payoff is the afternoon with sunshine and mild temperatures. right now we're at 38 in livermore, the same in castro valley. good morning, palo alto. you're at 35 right now. 44, that current temperature in the city. it is quite cold in the north bay, 34 in napa, down to 36 in santa rosa. 38 is that current temperature in danville? so you look at the fog. it's not everywhere. but where we do see it, it is pretty thick right now. so it stretches through livermore, up into concord, then over into the north bay, where some areas are down to a quarter of a mile, if not zero miles in novato. the fog is not going to last all that long. it pretty much gets out of here by about 8 a.m, and that will lead to sunny skies later on this afternoon. in fact, here's future weather. we clear out really fast this morning. by 10 a.m. it's clear, but still on the cool side.

captivity. today we salute and embrace them and their families as they reunite after so long. >> 33 hostages will be released over the next six weeks, including two americans. palestinian prisoners in israeli jails will also be freed. 90 prisoners were released over the weekend. the cease fire will also allow for aid to begin moving into gaza, including much needed humanitarian aid. despite his previous opposition, president elect donald trump has launched a new crypto coin. trump shared his new meme coin on social media, along with a link to purchase coin. there's also a coin of his wife, melania. the website shared that the coins are meant as expressions of support and not as an investment opportunity. however, people have already tried to sell coins for more than the sale price. the trump team plans to make 1 billion coins within the next three years. >> we are just hours away from the swearing in of the next president. in the past, the

peaceful transition of power from one presidency to the next has made memories. abc news reporter dan neil has all the traditions and iconic moments. >> ask what you can do for your country. >> during his inaugural address in 1961, president john f kennedy asked one of the most famous questions in american history. but did you know that day? he also honored history when he became the last president to uphold the tradition of wearing a top hat. >> there was formal garb that outgoing and incoming presidents wore to the inauguration. >> i spoke with abc news presidential historian mark updegrove about memorable inaugurations in history. for example, there was the longest speech ever in 1841 by william henry harrison. it lasted almost two hours and was famously thought to have led to his death a month later from pneumonia. >> until now, there's now evidence that he might have died by from typhoid fever. >> i, jimmy carter, do solemnly swear. >> in 1977, if you caught that there, president jimmy carter became the first to keep his nickname when he swore in jimmy. and then he maintained more of that famous down to earth

personality when he created the tradition of walking down pennsylvania avenue toward the white house. my love has come along. and of course, we've also had many famous musical performances, especially at the inaugural ball, like beyonce singing at last in 2009, while president obama and first lady michelle obama slow dance. musicians have often gotten involved, like in 1961 with the inauguration gala that frank sinatra produced for the kennedy's, you'll be better than before. and maybe you remember this in 1993, michael jackson and fleetwood mac teaming up to sing bill clinton's campaign song fleetwood mac's don't stop. and speaking of president clinton, you will be our president when you read this note. >> i wish you well. >> when he took office in 1993, clinton received this handwritten letter from his predecessor and the man he defeated in the election, president george h.w. bush, in 2018. he actually spoke with updegrove about how much this meant to him. >> it was profoundly moving to me personally. >> so that tradition actually started with president reagan, when he left a letter for president bush, who was his vice
