weekend when rain arrives in southern california. >> entire all the coaching staff, faculty, athletic directors, the trainers, all of that. >> developing news at sonoma state university. all sports programs have been cut. the college also getting rid of some degrees and departments in order to satisfy a budget shortfall. we have reaction from students unsure about their futures. >> after just four days in office. the trump administration will face their first legal challenge today. birthright citizenship and immigration at the center of this federal lawsuit. good morning. it is wednesday, january 23rd. >> let's begin with a check of that weather. >> yeah, not nearly as cold this morning, but we do have a couple of frost advisories. here's the advisory until 9 a.m. you notice, not as widespread as it was yesterday, just the valleys of the east bay and the north bay until 9 a.m. for temperatures in the 30s. so you're noticing we have cities that are in the 50s right now. feels a lot warmer in hayward right now compared to this time yesterday. 52 right now. the

same in the city, but some chilly spots in the north bay. 33 in santa rosa. 33 right now in danville. so we have that cool start this morning. but today, even warmer than yesterday, believe it or not. lots of sunshine. look at these numbers into the 60s and low 70s later on today. so some patchy frost first thing this morning. later on today. temperatures 60s and low 70s. let's check in with gloria. see those drive times this morning? >> good morning. well, we are tracking a sig alert for you this morning. this is over in pittsburgh. so we're going to show you a map to show you exactly where this is going on. so we're going to zoom in here. and this is not causing traffic delays n the area. this is on eastbound four before bailey road. however this is causing some delays for bart today because of this. so between north concord and martinez and antioch stations there are some trains that are stopped right now. you should look for alternative transportation at this time. we're getting more information for you to see how long this is going to last. but for now, again, try to find a different way to get there, guys.

>> thanks, gloria. breaking overnight, a brush fire in southern california that started alongside a busy freeway is now out. the support of the sepulveda fire started last night off interstate 405, in bel air. the fire burned 40 acres. it prompted evacuation warnings. our sister station in la had its helicopter over the fire, their reporter said. a chp helicopter was circling the area looking for a possible arson suspect. >> they are searching. they are scouring the area. we know that's what they are searching for. we do not know what prompted that search. if there was an actual report or more information that they are going on, but there is a chp aircraft up here looking for any sign of that arson suspect. >> red flag warnings for critical fire risk have been extended to tomorrow morning. that's across l.a. and ventura counties. firefighters are getting the upper hand on the hughes fire in southern california. >> that fire also broke out

yesterday. it burned more than 10,000 acres, and about 50,000 people are under evacuation orders. containment is at 14%. it first started around 1030 yesterday morning near santa clarita and castaic. this is an area you would know if you have ever driven to l.a. on i-5 over the grapevine. the flames did come close to a water treatment plant, but firefighters were able to turn them back. our sister station in l.a. was also over the hughes fire, and theso reporter in the helicopter described the scene last night. >> right now, that firefight is really winding down until the morning. you can see firefighters giving it a really valiant effort throughout the day. and no question about it, they saved the town of castaic. this fire coming very, very close to some of the commercial areas and residential neighborhoods right along the five freeway. >> at one point, the hughes fire was growing 20 acres a minute. to put that into perspective, that's about the size of 15 football fields. every 60s so

far, there are no reports of any injuries. those who live in the areas hit by the eaton and palisades fires are preparing for rain this weekend. public works crews are putting together sandbags for residents and business owners to protect their properties from landslides. burn scars are extremely vulnerable, even with light rain. there is the potential for thunderstorms which could bring downpours. officials are particularly worried about pacific palisades, which has lots of hills that burned. southern california, still recovering from its worst wildfires ever. those are the fires that burned pacific palisades in pasadena to help the recovery efforts. scan the qr code on your screen right now, and that will take you to a list of verified and vetted organizations that are helping survivors. >> developing news in the north bay this morning where there's shock and disappointment after sonoma state announces massive cuts to close a $24 million budget deficit. this means they're cutting every sports team, entire degree programs,

and there's going to be many layoffs. abc seven news reporter lena howland joining us this morning with reaction from students. >> reggie, good morning to you. students we talked to were shocked by this news and said it caught them completely off guard. in an emailed letter, the university president announced dozens of staff members will be let go. academic departments dropped entirely, and the division two athletic program eliminated entirely. the school says they need to eliminate a nearly $24 million budget deficit, and this will help them ensure what they are calling long term fiscal stability. the university's interim president said the main reason for the deficit was decreasing enrollment at sonoma state. they say that's dropped by 28% since 2015, adding that rising costs of personnel and inflation were also contributing factors. a major blow to student athletes like amari houston, a senior softball player at sonoma state, although she will get to finish

playing through her senior year, her younger teammates won't. >> my coach is out of a job now. the baseball coach just got here. he's out of a job now. our head trainer just bought a house here and moved his family here. and so it's really just heartbreaking to think about all the people that are affected by this. >> our sports team was really the only community building on our campus, and it's completely gone now. >> the university said that any student athletes who choose toy stay at this school will remain eligible to continue receiving their scholarships. there will be a town hall meeting one week from today at 1:30 p.m. to discuss these cuts at the university's student center ballroom. live in studio lena howland, abc seven news. >> all right, lena, thank you. volunteers spread out across the south bay to get a better understanding of the homelessness crisis in santa clara county. the bi annual point in time count aims to update numbers on a more regular basis and keep up with the ever changing homeless situation. the surveys have changed a bit this

year. volunteers starting hours later than previous years, but the count and survey were streamlined with a new app. >> when you do these surveys, you really get to hear from the individuals that are on the street what their experiences have been, where they came from, where they slept last night, and where they were sleeping before they were becoming homeless. right. so it just gives you a much better sense of what an individual experiencing out here. >> the count started yesterday and will continue to today. results will be released later this year. >> president trump's executive order challenging birthright citizenship is facing its first legal arguments today. in his first sit down interview since taking office, the president defended his actions and future plans to send troops to the southern border. abc news reporter perry russom is in washington, with more details on the president's next steps. >> well, i think this. >> is president trump's first sit down interview of his second term. he tells fx news he stands by his decision to pardon january 6th defendants who attacked police officers.

>> they were very minor incidents. >> officer daniel hodges seen screaming during the capitol riot denouncing trump's pardons. >> i was beaten. crushed, kicked, punched, surrounded. >> trump working to crack down on immigration. today in seattle, a federal judge will hear challenges to trump's order ending birthright citizenship, a guarantee under the 14th amendment declaring anyone born on u.s. soil an american citizen. attorneys general in four states requesting the judge to block the order. trump now sending 1500 troops to the southern border. the pentagon says it includes military police units, combat engineers and intelligence specialists. they will help construct physical barriers along the border. a military official says none will participate. law enforcement. >> you will be returned home. you will be arrested. you will be prosecuted. do not come. >> as another wildfire starts in southern california. trump also critical of fema. >> fema is getting in the way of

everything. >> the federal agency is responsible for helping people before, during, and after disasters. according to fema, in the last four years, it responded to nearly 300 major disasters. >> fema is going to be a whole big discussion very shortly, because i'd rather see the states take care of their own problems. >> trump mentioning oklahoma as an example, saying, if oklahoma gets a tornado, he wants oklahoma to fix the problem, and then the federal government will send money. perry russom, abc news, washington. >> president trump's attack on immigration could affect thousands of afghani immigrants who are here legally. a large number of legal afghan immigrants called the bay area home. many of them live in fremont. many of them came to the u.s. with the promise of citizenship. but congress has failed in creating a legal pathway. now, advocates are concerned if these refugees are sent back, it could be life threatening. >> for folks that supported our u.s. mission. they supported our armed service members throughout the 20 years that the u.s. was

in afghanistan. and we've made a promise and to send these people back to afghanistan isn't just cruel, it's a death sentence. >> many afghans end up in the east bay because of the resources afghan americans have built there. advocates say that despite what happens, afghan americans will continue to support refugees. plenty of new changes as the new trump administration takes shape. we're keeping track of the first 100 days, and you can too, at abc7 news.com and on the abc7 bay area app. >> 5-10 will begin this update in southern california. we continue to track that red flag warning that has been extended. it was set to expire later on today. the national weather service has extended it until tomorrow morning because the winds still stay active today and humidity is just so dry out there. so winds this morning are breezy, 30 to 40 mile per hour winds right now. lr on this morning they'll pick up to near 50 mile per hour winds. but into the afternoon and the

overnight hours. watch what happens first thing tomorrow morning. those winds really back off for calmer conditions on friday. and that red flag warning does expire. back here at home, not nearly as chilly as we were yesterday. remember, yesterday was so cold. many areas starting out in the 20s. well, this morning some areas like napa, half moon bay, nearly 20 degrees warmer right now compared to yesterday. so we do have some patchy frost advisories in effect for the valleys of the north bay and the east bay, but it's a warm afternoon on the way. sunrise today at 720. temperatures we're going into the 60s and 70s across the state. it is going to be a mild, sunny day from northern california to southern california. it is bright. look at these 80s from santa barbara to la la going for a high of 81 later on this afternoon, guys. >> drew. thank you. just minutes away now from this year's oscar nominations, the announcement was delayed a bit because of this month's wildfires in southen california. >> yeah. coming up at 530, we will be carrying the announcement live. plus extreme winter weather stretching from the midwest to the south. bitter

still digging out from what's being called a once in a lifetime snowstorm. from texas to florida, crews are struggling to reopen roads and restore power as they deal with freezing temperatures. hundreds of workers are helping to reopen the three mile bridge in pensacola, where nine inches fell, setting the all time snow record in tallahassee. people say the heavy snowfall damaged their pools. >> i never thought for a minute we're concerned about the snow and the ice falling down on the pool enclosure to collapse it. never thought for a minute that would happen, but we were dead. asleep. heard this loud bang. i thought it might have been a tree, but opened the door. and it was this. >> ten deaths are being blamed on the storm right now. 11 million people from texas to south carolina are under cold weather alerts. multiple all

time record lows have been recorded and more record lows are possible this morning. >> today marks two years since the deadly mass shooting in half moon bay and gloria, i know there are plans that are moving forward to honor these victims. victims permanently. >> there are. reggie. i was there covering the mass shooting, and it's hard to believe it was two years ago today. the city of half moon bay is hoping to dedicate a memorial to those who were killed in the mass shooting. and today, on the second year anniversary, the community will have a chance to weigh in on the ideas. now, this is one of the designs right here. the city established a committee to come up with a memorial for the seven farm workers killed in the mass shooting at two farms. one other pern was injured in that shooting. and there are three designs for a farm worker memorial garden. today, the community can see those designs and give feedback. i got a sneak peek at the proposal shown here and talked to julissa acosta of the city of half moon bay about it.e city of >> i want to highlight the importance that the farmworker

community has in half moon bay and the importance the city has given to this project, and not only to recognize the victims from the shooting two years ago, but also to honor the farm worker legacy on the coast side. >> the shooting shed light on deplorable living conditions that many farm workers face, and their efforts to build farm worker housing in the city. there are two pop-up sessions today for the community to see the designs. the first one runs from 930 to 1030 in the morning. the others from 3 to 4 this afternoon. the sessions are at max dutra plaza in half moon bay. community members are also invited to bring flowers, candles and other items to the plaza in memory of the victims all day today and tomorrow. the nonprofit alejo's will have a community vigil to mark the second anniversary. it's from 6 to 8 p.m. at the yellow house on purisima street. now, it's unclear when the memorial garden will be installed and funding still hasn't been secured. the costs range from half $1 million to $3

million. but the most important thing today is that those who lost their lives two years ago are remembered. live in the studio. gloria rodriguez, abc seven news. >> all right, gloria, thank you. the oakland roots are giving up on their plans to build a temporary stadium. the men's soccer team now wants to continue playing at the coliseum beyond the 2025 season until they find a permanent home. prior to this season, the roots called cal state east bay home. the team had been planning to build a temporary stadium near the coliseum. they did not elaborate on the decision to abandon that play. the oakland unified school board voted unanimously to rename the gym at oakland's mcclymonds high school after basketball legend bill russell. russell graduated from mcclymonds and became one of the greatest basketball players ever. he won two championships at usf, then 11 more in the nba with the boston celtics. russell was also an advocate for civil rights. >> the list of nominations is out for the james beard award.

you can consider it the oscars of the food world. up for outstanding restaurant in san francisco's menu, which has three michelin stars. chinatown's four kings is nominated for best new restaurant. suzette gresham, tognetti of aquarello was nominated for outstanding chef. and in oakland, monique and paul fabus of tarts to phoebus are in the mix for outstanding pastry chef. san francisco's true laurel, nominated for outstanding bar. nine bay area restaurants are up for outstanding california restaurant. >> monique and paul, my sister in law's sister and her husband. >> your sister in law's sister. okay. >> i know, so we've had her treats at, like, family parties. >> really lucky. >> i know. >> delicious. when i saw their names, i was like, oh, i'm going to wake everyone up at three. >> and say. >> look at who we're talking about this morning. >> well, we should talk to her. >> i know, let's bring her on. >> we're happy to sample those trees. >> you know. >> we did. >> a taste test. yeah. for sure. that's delicious.

saturday, this would bring us some scattered showers. but a couple more guidance models do have this low well into the central valley. if it is across the central valley, we would just stay dry with some gusty winds. that's something we're going to fine tune over the next 24 hours, regardless of the track. the sierra is going to see some snow, not a lot, maybe 3 to 6in, but that is going to be gauaranteed out of the system. we do need rain. look at the rankings for january. it's san francisco's third driest. the same in oakland. the fourth driest in san jose. the second driest in napa and livermore and santa rosa. this is the fourth, driest january on record. temperatures right now. this map yesterday was so much colder in the 20s and 30s. right now we're in the 40s and in the 50s. look at the forecast today. it is beautiful. yes, it is cool out there this morning. but the afternoon we quickly go into the 60s and some of us will go into the low 70s for daytime highs. so it's mild sunshine for one more day. enjoy it because temperatures come crashing down by friday and saturday. here's the accuweather seven

multiple pets. and neighbors who want to scare the cougar off say they don't have many options. >> the situation highlights a growing conflict over the way that we handle these big cats. abc seven news reporter lauren martinez explains. >> a home security camera captured a mountain lion walking away with a cat in its jaws. a woman living in the santa cruz mountains shared the video on facebook. she said a mountain lion has been going on and near her property for the last two weeks, sometimes more than once in a night. >> oh my god. >> i showed edgar guzman the ring video. he lives in the area. i asked if he finds it concerning. >> yeah, because i have a little dog. he's little, like a cat. >> we spoke with quentin martens, the principal investigator for living with lions. he said it's important to know if you're living in an area with predators. >> for example, to know that a mountain lion can jump 15ft high. >> martin said deer is really its prey. but if livestock or domestic animals are not in an enclosure, mountain lions will simply be the carnivores that they are. >> unless you protect your

animals, they are going to be targeted. >> in a move to protect the state's mountain lions in 2020, the california department of fish and wildlife expanded what's called their depredation policy. it prioritizes non-lethal measures to resolve conflicts with mountain lions. >> from a biologists point of view and conservationist point of view, i'd say yes. we have seen a significant drop in the number of lion mortalities. you know, i would imagine that some landowners feel that they are have their hands tied. >> martin said, trying to remove a mountain lion from your property is rarely the solution. >> if you're living in an area where you have predators and you remove the predator, but you don't fix the problem. another predator is just going to move in and take its place. >> josh rose, now with the mountain lion foundation, said the right kinds of precautions can prove successful. >> if you put in those bright lights, you put in those fences, you put in those noisemakers, you you teach the lion where
