now abc seven mornings live. >> now at six. huge cuts are coming to one bay area university, including every single sports team. and now some students are scrambling to find a new school. >> two new fires in southern california. high winds driving the flames, forcing thousands from their homes. crews made good progress overnight. the next threat is actually arriving this weekend. >> and it's only been four days. but the trump administration is already in court. the legislation at the core of the immigration battle. >> good morning. it is thursday, january 23rd. >> yeah. a lot to get to, but first we'll check in with drew. >> yeah. so it is chilly out there, just not as cold as we were yesterday morning. we have a few frost advisories out there. not as widespread as what we saw yesterday. so those frost advisories are mainly for the valleys of the north bay, marin county, sonoma county, napa county and the valleys of the east bay. these are areas that are seeing temperatures in the 30s. but again, a lot of areas more than ten degrees warmer

compared to this time yesterday. but still, it is certainly chilly where we have those frost advisories 30s on the board for santa rosa sonoma. we are at freezing in danville. but you look around the bay shoreline and we do have areas in the 50s. look at san francisco right now. we're in the upper 50s right now. so it does feel a little warmer than this time yesterday. but we'll have those clear skies this morning leading to a sunny afternoon on the way. in fact, today is a few degrees warmer than yesterday. look at some of these daytime highs back above average, some areas back into the 70s like santa rosa, san jose, a high of 72. later on today, mid and upper 50s around the bay shoreline. but cooler air does arrive this weekend. we'll show you that coming up in eight minutes, but let's check in with gloria. see those drive times this morning. >> good morning to you. good morning to everybody at home. so we're going to start with the bay bridge toll plaza because the metering lights are now on. they flipped on about a half hour ago. and you can see it is starting to get really crowded out there at the bay bridge toll plaza. we do have some delays backed up to the end of the

parking lot, but the roads are wide open across the span. looking at your drive times. highway four to san francisco, 47 minutes. we're also still tracking this sigalert that we told you about earlier. this is in pittsburgh on east eastbound four before bailey road, and you can see some video here that shows you what's going on over there. we're seeing some big delays there. two left lanes are shut down because of that solo crash. it went over the center divide, landed on the bart tracks. and so that is impacting bart service. this morning. trains are stopped between north concord, martinez and antioch stations so you can get bus service through county connections. guys. >> gloria. thank you. breaking overnight, a brush fire in southern california that started alongside a busy freeway is now thankfully out. the sepulveda fire started late last night off interstate 405, in bel air. the fire burned 40 acres and prompted evacuation warnings. our sister station in la had its helicopter over the fire, their reporter said. a chp helicopter was circling the area looking for a possible arson suspect. >> they are searching. they are

scouring the area. we know that's what they are searching for. we do not know what prompted that search. if there was an actual report or more information that they are going on, but there is a chp aircraft up here looking for any sign of that arson suspect. >> red flag warnings for critical fire risk have been extended to tomorrow morning across la and ventura counties. firefighters are gaining the upper hand on the hughes fire, also burning in southern california. >> that fire also broke out yesterday. it burned more than 10,000 acres and about 50,000 people are under evacuation orders. containment is at 14%. it first started around 1030 yesterday morning near santa clarita and could stay six castaic. excuse me. this is an area you would know if you have ever driven to la on i-5 over the grapevine. the flames did come close to a water treatment plant, but firefighters were able to turn them back. our sister station in la was also over the hughes fire, and the

reporter in the helicopter described the scene last night. >> right now, that firefight is really winding down until the morning. you can see firefighters giving it a really valiant effort throughout the day. and no question about it, they saved the town of castaic. this fire coming very, very close to some of the commercial areas and residential neighborhoods right along the five freeway. >> at one point, the hughes fire was growing 20 acres a minute. to put that into perspective, that's about the size of 15 football fields every 60s so far, there are no reports of any injuries. those who live in the areas hit by the eaton and palisades fires are preparing for rain this weekend. public works crews are putting together sandbags for residents and business owners to protect their property from landslides. burn scars are extremely vulnerable, even with light rain. there is the potential for thunderstorms, which could bring downpours, and officials are particularly worried about pacific palisades, which has lots of hills that

burned. southern california is still recovering from its worst wildfires ever. the fires that burned the pacific palisades and pasadena areas to help the recovery efforts. scan the qr code on your screen right now, and that will take you to a list of verified and vetted organizations that are helping survivors. >> developing news in the north bay this morning where there is shock and disappointment. after sonoma state announced massive cuts to close a $24 billion budget deficit. that means every sports team will be gone, entire degree programs will disappear, and there will be many layoffs. abc seven news reporter lena howland joining us this morning with reaction from students. >> reggie aqui students we talked to were shocked by this news and said it caught them completely off guard. in an emailed letter, they learned dozens of staff members will be let go. some academic departments and majors dropped, and the division two athletic program eliminated entirely. sonoma state says they are working to close a nearly $24 million budget deficit caused by

a declining enrollment. the interim university president says it dropped by 38% since 2015, adding that rising costs of personnel and inflation were also contributing factors. it's a major blow to student athletes like amari houston, a senior softball player, although she will get to finish to finish playing through her senior year, her younger teammates won't. >> my coach is out of a job now. the baseball coach just got here. he's out of a job now. our head trainer just bought a house here and moved his family here. and so it's really just heartbreaking to think about all the people that are affected by this. >> our sports team was really the only community building on our campus, and it's completely gone now. >> the university said any student athletes who choose to stay at this school will remain eligible to continue receiving their scholarships. there will be a town hall meeting to discuss these cuts. one week from today at 130. that's

happening at the university's student center. ballrooms. live in studio. lena howland, abc seven news. >> all right, lena, thank you. volunteers spread out across the south bay to get a better understanding of the homelessness crisis in santa clara county. the bi annual point in time count aims to update numbers on a more regular basis and keep up with the ever changing homeless situation. the surveys have changed a bit this year. volunteers starting hours later than previous years, but the count and survey were streamlined with new app. >> when you do these surveys, you really get to hear from the individuals that are on the street what their experiences have been, where they came from, where they slept last night, and where they were sleeping before they were becoming homeless. right. so it just gives you a much better sense of what an individual experiencing out here. >> the count started yesterday and will continue into today. results will be released later this year. >> president trump's executive order challenging birthright citizenship is facing its first legal argument today, in his

first sit down interview since taking office. the president defended his actions and future plans to send troops to the southern border. abc news reporter perry russom is in washington, with more details on the president's next steps. >> well, i think this. >> is president trump's first sit down interview of his second term. he tells fox news he stands by his decision to pardon january 6th defendants who attacked police officers. >> they were very minor incidents. >> officer daniel hodges seen screaming during the capitol riot. denouncing trump's pardons. >> i was beaten. crushed, kicked, punched. surrounded. >> trump working to crack down on immigration. today in seattle, a federal judge will hear challenges to trump's order ending birthright citizenship, a guarantee under the 14th amendment declaring anyone born on u.s. soil an american citizen. attorneys general in four states requesting the judge to block the order. trump now sending 1500 troops to the southern border. the pentagon says it includes military police

units, combat engineers and intelligence specialists. they will help construct physical barriers along the border. a military official says none will participate in law enforcement. >> you will be returned home. you will be arrested. you will be prosecuted. do not come. >> as another wildfire starts in southern california. trump also critical of fema. >> fema is getting in the way of everything. >> the federal agency is responsible for helping people before, during, and after disasters. according to fema, in the last four years, it responded to nearly 300 major disasters. >> fema is going to be a whole big discussion very shortly, because i'd rather see the states take care of their own problems. >> trump mentioning oklahoma as an example, saying, if oklahoma gets a tornado, he wants oklahoma to fix the problem, and then the federal government will send money. perry russom, abc news, washington. >> president trump's attack on immigration could affect thousands of afghani immigrants who are here legally. a large number of legal afghan immigrants call the bay area

to expire today. it has been extended unfortunately until tomorrow morning because we're still seeing gusty winds throughout the day today. current winds right now you can see they are elevated, especially high in the hills of ventura and l.a. county. this morning. they even ramp up more as we head deeper into the day. 50 plus mile per hour winds are expected throughout the morning, then into the afternoon. we'll finally see them back off and then first thing tomorrow morning. look at this. a welcome sight. those winds are extremely light. and that red flag warning will expire across the country. we are still tracking this arctic air. look at this map. san francisco right now at 58 degrees, is one of the warmest cities in the entire continental u.s. even warmer than miami. right now, miami is at 56, so we are seeing a warmer morning compared to this time yesterday. but still, we have some chilly spots out there. just be aware of that. we do have a frost advisory posted for parts of the

today marks two years since the deadly mass shooting in half moon bay and gloria. there are plans to honor the victims today. >> there are? amanda. i was there covering the mass shooting, and it's really hard to believe it was two years ago. today, the city of half moon bay is hoping to dedicate a memorial to those who were killed in the mass shooting. and today, on the second year anniversary, the community will have a chance to weigh in on the ideas. now, this is one of the designs right here. the city established a committee to come up with a memorial for the seven farm workers killed in the mass shooting at two farms. one other person was injured in the shooting. there are three designs for a farm worker memorial garden, and today the community can see those designs and give some feedback. i got a sneak peek at the proposal shown here and talked to julissa acosta of the city of half moon bay about it. >> i want to highlight the, the

importance that the farmworker community has and half moon bay and the importance the city has given to this project, and not only to recognize the victims from the shooting two years ago, but also to honor the farm worker legacy. on the cove side. >> the shooting shed light on deplorable living conditions that many farm workers face and their efforts to build farm worker housing in the city. there are two pop-up sessions today for the community to see the designs and give the feedback. the first one is from 930 to 1030 in the morning. there's another one from 3 to 4 this afternoon. the sessions are at mack dutra plaza in half moon bay. community members are also invited to bring flowers, candles and other items to the plaza in memory of the victims. all day today and tomorrow, the nonprofit alejo's will have a community vigil to mark the second anniversary. it's from 6 to 8 p.m. at the yellow house on purisima street. it's unclear when the memorial garden will be installed and funding still hasn't been secured. the costs range from half 1 million to

$3.5 million. but of course, the most important thing today is those who lost their lives two years ago are remembered. live in the studio. gloria rodriguez, abc seven news. >> gloria. thank you. a mountain lion on the prowl in the santa cruz mountains has some neighbors on edge this morning. surveillance video from one homeowner shows the mountain lion stuck off with a house cat in its jaws. residents say that's not the only pet it has taken off with. now, some have been left wondering what they can do to get rid of the lion. their options are limited due to state laws, and experts say getting rid of the animal isn't necessarily the solution. >> if you're living in an area where you have predators and you remove the predator, but you don't fix the problem, another predator is just going to move in and take its place. >> instead, experts advise installing tech that will help teach mountain lions to stay away from your properties. things like bright lights on fences or noisemakers can help deter the animals from places

and the east bay valleys. but later today, it's even warmer than we were yesterday. so warm sunshine again. get out and enjoy because the weekend. an area of low pressure is for sure going to bring us some cooler air. but the track right now exactly is still up in the air. it could bring us a saturday shower or it could bring us some gusty winds. of course we hope we want the shower. so here's future weather. we'll show you one solution that we have this morning. the center of the low with this solution will put it right on top of the bay area. that would bring us some isolated showers on saturday. there are a couple of other solutions that put that center of the low moor over fresno. if it's more to our east in the central valley, that would keep us dry and it would bring winds with us on saturday. this is something we're going to fine tune over the next 24 hours, but regardless of the track of the low, it gets much colder in california and will likely track some snow coming to lake tahoe. but today it's all about those rankings where we stand for

january in terms of rainfall and across the board, it's anywhere from the second driest in napa to the fourth driest. so we certainly do need some rain. we are well below where we should be when it comes to rainfall for the month of january. temperatures right now. look at this. san francisco in the upper 50s, near 60 degrees right now. but where we have those frost advisories, it is chilly in the 30s, but across the board it is a lot warmer right now compared to this time yesterday. but still, we'll have that chill for the first couple of hours of the morning. look at the forecast today. nothing but sunshine. it's lovely this afternoon. well into the 60s. in fact, some areas in the low 70s like santa rosa, san jose at 72, mid and upper 60s around the bay shoreline. here's the accuweather seven day forecast. it is warm this afternoon. get out and enjoy because cloudier, cooler weather moves in here. tomorrow. we'll track that low pressure on saturday. whether it brings us wind or some rain. regardless, it will feel cool to kick off the weekend, guys. >> all right jerry, thank you. now let's turn to ginger zee. she's live with a look at what's

officers have been hurt after a standoff in san antonio. authorities say the officers were shot last night while responding to a person who was having a mental health emergency. the officers had non-life threatening injuries. the person who fired at the officers also died, but it is not clear if he was killed by police or died by suicide. the oakland roots are giving up on their plans to build a temporary stadium. the men's soccer team now wants to continue playing at the coliseum beyond the 2025 season, until they find a permanent home. prior to this season, the roots called cal state east bay home. the team had been planning to build a temporary stadium near the coliseum. they didn't elaborate on the decision to abandon that plan. >> 630. we're tracking commuter alert in the east bay, impacting a busy bart line. >> a sophisticated burglary ring only targeting a certain kind of homeowner. how neighbors are working together and helped south bay police make a big bust. but first, here's drew. >> hey, there. looking at the accuweather forecast region by

pittsburgh. this is impacting bart service today as well. we have some video to show you. now this is a tragic accident. somebody did die in this accident on eastbound four before bailey road. the two left lanes are shut down because of a solo crash. and you could see the vehicle right there in that video. now, the crash then went over the center divide, landed on the bart tracks. we're expecting that they're going to reopen about 7 to 8:00 in the morning, but we'll keep tracking this for you. now, it's not impacting traffic at this time. however, it is impacting bart service. so if you take a look here, this is what's being impacted right now bart service is stop between north concord, martinez and antioch county connections is providing bus service between north concord and pittsburg bay point. but passengers need to find alternative transportation for service between antioch and north concord martinez stations. and so this is a map that shows you exactly where it's going on. we have another incident. we're tracking westbound 580 after grant line road in the altamont pass, a three vehicle crash

involving a motorcycle blocking the left lane. there is heavy traffic backed up to 11th street on westbound 205. so really a lot happening this morning, guys. >> gloria thank you. firefighters are gaining the upper hand on the hughes fire in southern california. >> the fire erupted yesterday near santa clarita and castaic. 50,000 people are under evacuation orders. >> right now, containment is at 14%. marc cota-robles from our sister station in los angeles is near the fire lines. here's what he's been seeing this morning. >> reggie and amanda. good morning. hard to believe. southern california experiencing yet another major wildfire. but conditions, i've got to tell you this morning, have improved dramatically. in fact, driving around the burn area behind us here in the distance, that is the only activity that we could really find. you see some embers burning, smoldering on the far side of the lake. this fire spread incredibly fast. we can tell you no homes damaged or destroyed. this fire burning in areas of thick vegetation around castaic lake. it has burned just over 10,000 acres. as of last

update was 14% contained. those numbers will likely be updated this morning. that said, this fire was explosive. it really was yesterday's winds that allowed the fire to spot jumping roadways and expanding in size. the fire prompting mandatory evacuations in the castaic lake area and into the heart of castaic, threatening businesses as well. even castaic high school evacuated, so no doubt a lot of concern when this fire broke out this morning. what should be relief for people hopefully going back to their homes soon, especially in those warning areas for people up in the bay area familiar with the los angeles area. this is just south of the grapevine. the five freeway was shut down at one point that has since reopened, but again, conditions are much better compared to yesterday. reggie and amanda, we'll send it back to you. >> that was marc cota-robles reporting from southern california. crews have put out another fire that broke out yesterday, this one along interstate 405, in bel air, about a mile north of the getty

programs back. sonoma state says it will not renew contracts for 46 faculty members for the upcoming school year for management, and 12 staff positions will also be eliminated, and several more lecturers are expected to get a notice that no work will be available in the fall. on top of that, they plan to discontinue several academic departments and majors. that includes history, environmental studies, and languages like spanish and french, just to name a few. and despite being a division two school, all athletic programs are getting cut. >> there's no point staying at a ghost town, you know, if there's no programs, no school spirit, and no anything to incentivize us here to stay at sjsu, what's the point? >> we had absolutely no heads up at all that this was even a possibility. we had an athletic meeting with our president and the head of student affairs, where we had an opportunity to ask questions, and many questions were asked, but none were actually answered.

>> you know, would you have gone to school there if they didn't have an athletic program? >> absolutely not. >> and the school says they need to eliminate a nearly $24 million budget deficit, something caused by a declining enrollment, which has dropped by 38% over the past ten years. the university's interim president said any student athletes who choose to stay at this school will remain eligible to continue receiving their scholarships. live in studio lena howland, abc seven news. >> thank you lena. new developments stanford university will not discipline a student journalist who was arrested while reporting on a protest last june. the san francisco chronicle was the first to report on this decision. at the time, then freshman dylan coghill was covering pro-palestinian protests for the stanford daily go. hill was wearing his press pass when he followed a dozen student protesters inside the president's office. officials say the students caused extensive damage after a brief occupation. go. hill was taken into custody with the protesters. all were released

from the santa clara county jail after more than 12 hours. >> bart is being sued for the death of a woman who was pushed in front of a train last summer. 74 year old corazon dandan was heading home from her night shift as a telephone operator at a union square hotel. she was at the powell street bart station where she was pushed, hitting an oncoming train and the platform. then she died. a homeless man was arrested and charged with her murder. abc seven news reporter tim johns is following the story. >> bart, you're on notice. you have to make riders safer. >> powerful words outside the powell street bart station in san francisco on wednesday. the family of corazon dandan held a news conference alongside their lawyers to announce a lawsuit against the transit agency. corazon was killed after being pushed into a bart train at the powell street station last july. police charged a homeless man in her death. >> she has no bad bone in her body that i can that i can think of. >> the lawsuit laying out reasons the family believes bart should be held responsible.

chief among them, they say bart failed to keep its riders safe and its stations secure. the lawsuit claiming the man who pushed corazon had been known to bart police and previously banned from entering the powell street station. >> he had been in trouble multiple times. he was known to bart. he was told not to ride. he was a gate jumper. there are a lot of people like him around. >> since her passing, corazon's family says the emotional pain they've endured has oftentimes been unbearable. corazon's nephew alvin, saying he was the one who got the call from the hospital staff that night in july to say his aunt had died. >> that's the first trauma uh- emotional trauma that i've suffered. the second one was delivering the news to the six siblings. >> one of those six siblings is corazon's brother, danilo, after they both immigrated from the philippines. danilo says his sister was his closest friend here in the bay area. now, he and his family want to make sure what they've gone through isn't experienced by anyone else.

>> i always remember her, you know, especially, you know. the last, you know, christmas. and new year. we always been together. >> the dandan family says while bart has made improvements since corazon's death, there's still more things they would like to see done. as for bart itself, they say they are not commenting on this matter in san francisco. tim johns abc seven news. >> a three alarm fire burned part of an apartment complex in san jose yesterday afternoon. people had to evacuate. they rescued a cat. sky seven was overhead as firefighters appeared to be mopping up at the two story building on los gatos almaden road. eight units are now uninhabitable. nobody was hurt and the cause of the fire is under investigation. >> san jose police say they've made a break in criminal. they made a break. criminal operation targeting aapi households. so they ended up breaking this case is what i'm saying. police say three suspects have been arrested. but based on evidence, the trio is only a small part of a larger burglary crew. they are

california. get to the latest on the red flag warning. this was set to expire today. they've extended it until tomorrow because the winds are still active today and the humidity is dry. winds this morning are high, especially in our hills of ventura and l.a. county. it stays pretty active all day today. it's not until late tonight and early tomorrow morning. this will be a welcome sight for southern california. the winds finally back off and that red flag warning does expire back here in the bay. not nearly as cold this morning as we were yesterday. some areas about 10 to 17 degrees warmer compared to this time yesterday. but we do still have some patchy frost advisories in the valleys of the north bay and the east bay. look at this view. it is lovely this morning. a live look outside from our rooftop camera here at kgo, the embarcadero right here, the bay bridge. it is going to be another lovely afternoon. we have some frosty temperatures right now, but it's all about warm sunshine. we'll get some areas in the low 70s again today. most of us into the 60s get out and enjoy it, because temperatures come crashing down as we head into

day of the week. we have temperatures well above average. get out and enjoy because saturday, colder air moves in here with an area of low pressure, and depending on the track of that low, it could bring us an isolated shower. i'll show you what i mean. here's future weather as we get into saturday. here comes that low pressure. one of our models. our guidance shows that low right on top of us. if this was the correct track, this would bring us an isolated shower on saturday. but some of our guidance watch pushes that low closer to fresno in the central valley to our east. if that is the correct track, we would stay dry and we would get some gusty winds. this is something we're going to fine tune over the next 24 hours, regardless of the track. it is going to get dramatically cooler here over the weekend, but we desperately need some rain. here's how january is shaping up anywhere from the second driest to the fourth driest across the region. we need some rain because we have been so dry this month. temperatures right now upper 50s in the city, but where we have those frost advisories, we are in the 30s from concord to santa rosa. so it is cool out there
