>> and brr. it's cold in here. the start of the workweek means you got to get out the good jacket this morning. there is a freeze warning in effect right now, and that is expected to last for several days. good morning. on this monday, january 27th.ng. on this monday, january >> yeah. and we're going to turn to drew to talk about those freezing temperatures. >> so much of this week you'll start out with very cold temperatures. and we'll find sunshine coming our way later this afternoon. live look at okay. this morning we do have clear skies. it is cold out there, 38 degrees right now. that current temperature in oakland with plenty of stars upstairs. other areas are much colder than that. you see, danville, we're down to 29 this morning. 34 right now in palo alto. 39 in santa rosa. 35 in concord. so you get the picture. we have some freezing temperatures in spots this morning, and it will take some time to warm us up. so we have widespread frost advisories and freeze warnings where our coldest temperatures this morning will dip down into the upper 20s. and we stay pretty chilly all morning long. in fact, future weather shows you by 8:39 a.m. we're still

in the 30s and in the 40s. so those layers are going to be key this morning. you'll keep them on for the next several hours later on this afternoon. it's not too warm. temperatures slightly below average, but we do have full sunshine out there, so it will be a nice looking day later on today. so a freezing start out there. it is quite cold. later on this afternoon we'll go into the upper 50s to the lower 60s under full sunshine. now by the end of the week we do have some rain to talk about. finally, we'll show you that coming up in eight minutes. let's check in with gloria. see those drive times this morning? >> good morning. we do have an incident over in milpitas that we want to start with. this is over on southbound 880 before dixon landing road. there's a multi-vehicle crash that's causing some delays in the area. speeds are down to about 15mph. this is blocking the left lane, and traffic is heavy from mission boulevard there. about ten minute delays in that area right now. and just south of this incident in san jose, the alameda on ramp to southbound 880 has some flooding in the right lanes. only the left lane is open, so that's also going to cause a minor delay right now

guys. >> thank you. gloria. with temperatures taking a deep dive, part of the concern is regarding the unhoused population. abc seven news reporter lena howland joins us live in livermore, where there is a frost advisory this morning. and, lena, are you feeling the temperatures? >> hey, reggie, we absolutely are. it's about 32 degrees right now here in livermore, and you can definitely feel just how chilly it is. and unfortunately, these chilly conditions are what most of the bay area are waking up to today. now, up in the north bay, people are also waking up to a frost advisory. this team from petaluma people services center has been making the rounds this winter, checking on unhoused folks like francisco and his dog, buddy. the nonprofit's executive director, elise hemphill, is concerned about those choosing to sleep outdoors despite the freezing temperatures expected this week. francisco says he'll camp outside, but he appreciates the outreach from the safe team.

>> it's been nothing but wonderful people. they have given me a lot of support. every time i'll be like, hey, can you guys got water, food, snacks, anything? yeah. of course. here you go. you get a jacket. you need this. you need that more than what i deserve. >> yes. there is a high level of concern. especially on days like this when most of us are enjoying the sunshine in the north bay. but. but we know that it's going to get cold. so the safe team is really strategically doing a lot of work to reach out to individuals that they can find. >> meanwhile, experts at the flourish plant store are giving advice on protecting plants from the cold by using a frost cloth and giving plants water before it gets this cold out to retain moisture. now, the frost advisory that we are feeling out here in livermore is the same that we are feeling in santa rosa and over in san francisco that is set to expire this morning at 9:00. the same goes for san jose's freeze warning,

according to the national weather service. for now, reporting live in livermore. lena howland, abc seven news. >> all right, lena, thank you. and if you have plans to drive to southern california this morning, check the road conditions. overnight, interstate five was closed along the grapevine due to snow. the storm bringing much needed water to an area that has been overwhelmed by wildfires this month. you might remember just last week, i-5 was closed in the same area due to a fire in the castaic area. this morning, much of southern california is waking up to rain. but gloria, that's triggering fears of a new type of threat mudslides. >> it is amanda. most of the rain is expected to move out later today, but the first significant rain in months has caused issues in areas that burned earlier this month. now, mudslides covered roads in woodland hills and topanga canyon yesterday, trapping some cars. cal fire brought in extra crews to help clean up debris and limit flood risk. homeowners are stacking up sandbags to protect their properties from potential water damage. >> these slopes have become

fragile. the soil that is supporting your home have all become fragile and damaged, if you will, due to the events that we've had. even when it's not raining. >> meanwhile, officials have begun to share clues on what started the massive eaton fire. the l.a. times reported on a new video from a law firm that is suing southern california edison, the local power company. the video shows a transmission tower lighting up in blue and white, and the law firm claims that this faulty transmission tower started the fire. socal edison says it has no record of an electrical failure on its lines in that area, but they are cooperating with the investigation. amanda. >> all right. gloria, thank you. the la area has a long recovery ahead. right now you can go to red cross.org/abc to help the red cross support those in need. >> this morning, the u.s. and colombia have announced an agreement to avoid a trade war that could have raised prices on everything from coffee to flowers just ahead of valentine's day. the tense standoff began

over the weekend, when coloa refused to accept two u.s. deportation flights from the u.s. after the military planes were already in the sky. it caused president trump to threaten 25% tariffs on colombian goods. colombia's president fired back, saying he would only accept migrants flown on civilian aircraft, treated with dignity and respect. overnight, the two countries came to an agreement and the white house backed off on the tariffs but said there will still be visa restrictions. abc news reporter martha raddatz sat down with the white house's border czar, who said the deportation actions are meant to send a clear message. >> if you're in the country illegally, you're on the table because it's not okay to violate the laws of this country. you got to remember, every time you enter this country illegally, you violated a crime under title eight, united states code 1325. it's a crime. so if you're in the country illegally, you got a problem. and that's why i'm hoping those who are in the country illegally, who have not been ordered removed by the federal judge, should leave. >> he wondered what he called collateral arrests and sanctuary

cities resistant to helping immigration officials. he said ice officers may go to schools because gang members tied to south and central america are often school aged. >> name another agency, another law enforcement agency that has those type of requirements that they can't walk into a school or a doctor's office or a medical campus. no other agencies held to those standards. >> it's estimated more than 11 million undocumented immigrants are currently living in the u.s. ice doesn't currently have enough funding from congress to detain all of the undocumented immigrants. the trump administration says it hopes to arrest a flight of migrants deported from the u.s. to brazil under president trump's administration has arrived at its final destination. many of the migrants say they were mistreated by american authorities before leaving. the plane carried 88 brazilian passengers in handcuffs, along with 16 u.s. security agents and eight crew members. >> this morning, we're learning new details about the companies that could be working on a deal

to buy tiktok over the weekend. oracle was said to be talking with the white house about a deal. but last night president trump denied he has spoken with oracle, saying instead he's talking to many people but not oracle. the associated press says san francisco based perplexity ai has also made a merger offer. trump says he expects a deal to be announced within 30 days. yu may remember this whole thing was triggered after congress claimed there were privacy concerns with tiktok's chinese owner, bytedance. it passed a law requiring the app be sold to an american company or shut down. there are many changes happening within the trump administration. we're keeping track of the first 100 days, and you can, too. at abc seven news.com and on the abc seven bay area app. >> in san francisco, thousands of abortion opponents marched through the streets for the annual walk for life west coast. saturday was the 21st year the event brought individuals and religious groups together from across california. participants say they are inspired by the

reelection of president trump and recent court actions restricting the procedure. they were met with abortion rights activists who gathered for their own counter-protest. >> we oppose the other side in terms of what they are trying to put against us and take away our bodily autonomy, which has always been our main message, is. >> i know many women who have had abortions, and i know the regret that they feel. so i decided to come out here and just hopefully inspire and share the message of hope that there isn't another option. there are alternatives. >> and the march caused some major traffic issues around downtown saturday afternoon. there was gridlock around market street for several hours and exits from the bay bridge to downtown also backed up. >> also in san francisco, supporters collected signatures this weekend in the sunset district in an effort to recall supervisor joel engardio. one of the reasons they're upset is over the closure of the great highway. engardio says he disagrees. this one issue should

cost him his job. >> i think he's made the west side of san francisco less safe by spearheading the closure of the great highway. he snuck it in against the will of the people that he's supposed to be representing. >> the road cannot be a direct connection to daly city anymore. it's literally falling into the ocean. the southern section is falling into the ocean because of extreme coastal erosion. so that raises the question what to do with the middle section. and people are going to disagree. they say it's a bad idea to recall someone based on a disagreement over a single issue. >> organizers need to gather 10,000 signatures by may 22nd to trigger a recall. >> the sfmta is about to cut service for four bus lines that starts february 1st, as the agency faces a financial crisis that mostly means fewer midday bus trips on some popular lines weekdays, that includes the 24 divisadero, 38 geary and 43 masonic, two morning trips on the one x california express will be dropped. the

k ingleside and m ocean view metro lines will run one car trains on weekends. >> in the accuweather forec, we have frost advisories, freeze warnings, stretching for several mornings. it's going to be a pretty cold week ahead. a live look from our east bay hills camera. we'll take livermore, for example, 30 degrees right now. so we're subfreezing in some areas, and it will be rather cold the next several hours. sutro tower we have clear skies out there. sunrise today is at 717. we have that freezing morning right now. it's bright and it's brisk. later on this afternoon, temperatures for daytime highs pretty much on either side of about 60 degrees, upper 50s to the lower 60s later on today. so everybody is feeling that cold start. it is brisk. it is freezing out there. later on today we'll go to 59 in the city, about 60 in oakland, 63 in san jose, walnut creek, up to 60 degrees after that. pretty frigid start out there this morning. here's live doppler seven along with satellite.

we have this area of low pressure descend upon us over the weekend. it brought that cold air. you certainly felt it yesterday afternoon. now, that low is centered over southern california, they're finally getting their first winter storm of the season, which is pretty remarkable because we're about two thirds of the way through our rainy season. about an inch of rain has fallen in la, and that is causing some problems, especially on our area burn scars. we are going to see this low push off to the east over the next 24 hours. high pressure in control through thursday. then by friday we will track rain returning here locally and those showers will continue over the weekend. we'll take a closer look at this rainfall. how much you can expect where you live. coming up in about seven minutes, guys. reggie. >> thank you. drew. after over 100 years in business, a beloved restaurant in san francisco's chinatown has st down. coming up, how the owner is fighting for it to still have a future. >> and it's the middle of the school year. and crime has forced the. >> closure of a vallejo school. what happened over the weekend that is keeping the lights off

late last night forced eight people out of their apartments. it sparked just after ten at turk and leavenworth. firefighters contain the flames quickly. five units were damaged. no one was hurt. this morning, hundreds of kids in vallejo are left wondering when they'll be able to go back to school. over the weekend, someone stole enough copper wiring from solano wiedeman leadership academy to take out the entire electrical system. the campus is closed until the district can make repairs. abc seven news reporter j.r stone spoke with families and the superintendent, who called the crime disgusting and disheartening. >> the more than 600 kids who attend classes here at solano wiedenmann leadership academy will instead be at home after the electrical system was knocked out by a thief or thieves. >> upon further examination, we discovered, you know, that someone had broken in and has stripped all our copper wiring

out of the breakers, essentially leaving the campus dark. >> family members of the kids who go to school here are angry. >> for some children, that's their only positive environment. that's the only safe haven they have. and to rob them from that, it's just inexcusable. it's really sad. >> jace stafford's sister, is now out of school, and their family will take turns watching her this week. police tell us that no arrests have been made. vallejo city superintendent ruben aurélio says investigators are looking at surveillance video, but it was dark late friday into early saturday, and whoever did this took out the power. parents were told that a fix would likely take a week. aurélio says it could actually be a couple days or a couple of weeks. >> we're not flush with a bunch of money to all of a sudden replace, you know, thousands of feet of wiring, copper wiring. right now we have an estimate of it'll be somewhere between 150

to $250,000 just to get this campus back up. >> and it's just very sad. a lot is going on in vallejo right now. we are what we would like to call a lawless city. almost so much is going rampant, and it's just really sad that now the crime has affected our children. being able to attend school. >> aurélio says it's possible that extra school days could be added onto the end of the school year, but right now the focus is getting kids learning as quickly and safely as possible. >> we're going to be moving to get kids back into school as soon as possible, even if that means distributing the students and teachers and staff to other campuses that can hold space, that have space that can hold them. >> we are a very strong community. we're very close knit. we have a lot of people who advocate in the community and do great things. i believe this is just one of those things that we will have to get over and triumph over. >> j.r. stone abc seven news.

>> in san francisco, a legendary chinatown restaurant served the last of its famous rice rolls. but sam wu's closure may not be forever. the chef of the 116 year old restaurant is retiring. yesterday, customers packed the shop for a final taste. abc seven news caught up with one of the co-owners as he was taking down the sign. steven lee says there is outside interest in taking the restaurant over, but it has to be the right fit. >> we don't want people to be disappointed, even if wee it to another family or another chef that doesn't want to keep the legacy going. so we're going to take a couple of months break, clean everything up, do a bunch of repairs, and hopefully in a couple of months we'll have some good answers for the city. everybody's praying, actually. >> the restaurant has overcome closure in the past. it closed in 2012. that time it was safety violations. it reopened thanks to its current investors. >> the largest rummage sale in northern california is back in the east bay. treasure seekers showed up in droves to shop the

california and it will linger nearby. so that means even through the weekend, more showers are likely. we'll show you that in one second. temperatures right now. for a lot of us, you are beginning in the 30s down to 33 right now in hayward, the same in redwood city. other areas are below freezing. so you can clearly see it is going to be very cold when you step outside this morning. in fact, even colder than yesterday morning by several degrees, about 10 to 11 degrees colder right now compared to this time yesterday in napa, concord and novato. 13 degrees colder in mountain view. so you do need to bundle up this morning. later on this afternoon. we have high pressure in control. that gives us a lot of sunshine throughout the day, upper 50s to the lower 60s for daytime highs. now here we go again overnight tonight we'll have more frost advisories, more freeze warnings under clear skies, 20s and 30s once again for a big portion of the region. now, late this week we'll get rid of high pressure. a cold front will move in here, and that means rain is back locally. the north bay will likely see some of the higher totals

this area under a frost advisory. now, that frost advisory means it is particularly dangerous for those living outdoors with conditions that can lead to hypothermia. the safe team from petaluma people's service center up in the north bay has been making the rounds this winter, checking on unhoused folks. they've been providing water, food, snacks and warm weather gear like sweaters, jackets and gloves. despite the chilly conditions, francisco and his dog buddy says they'll be camping outside. >> people don't realize, but when it's really, really cold, you get dehydrated and water is really, really important. >> we might have a sweater. do you need a sweater? >> i would love a sweater. >> and these chilly conditions didn't keep people away from a victory parade out in downtown petaluma yesterday. despite the cold, the parade was still held yesterday morning celebrating saint vincent, saint vincent high school's football team for winning the state championship

in the upper 20s you look at the morning planner and those layers you have on out the door, you'll keep them on through much of the morning. probably after 10 a.m. it will start to feel a bit warmer. so we're in the 30s and 40s at least for the next five hours, but sunshine is on the way today. it's a nice looking afternoon. we'll go into the upper 50s, lower 60s, but we have that cold morning right now with advisories and warnings posted. but a sunny afternoon gets temperatures pretty close to average for this time of the year. here's live doppler seven along with satellite. finally, southern california seeing their first winter storm of the season. yeah, their first of the season. we're about two thirds of the way through the rainy season. picked up about an inch of rain in la, but that is causing some issues with some mudslides around the burn scars this morning. northern california we are quiet, high pressure in control and it remains dry really the next couple of days. you look at rainfall this month, san francisco departure. we're about 3.5in below average for rainfall this month. barely have seen any rain at the start of the

around here. we'll show you the details in one second. the story this morning is how cold it is. widespread 30s around the bay shoreline. we're at 32 in palo alto right now. the same in castro valley. 33 in fremont. even colder inland, where we do have temperatures in the upper 20s. lower 30s right now. that's why the frost advisories and freeze warnings are in effect until about 9 a.m. this morning. so the day planner shows you it is freezing right now. sunrise at 717 this morning. it's bright and brisk midday, and in the afternoon it is sunny with temperatures pretty close to average for this time of year in the upper 50s to the lower 60s. so highs today, after that cold start, we'll go to 60 in oakland. cool in the city today at 5963 in san jose. we'll hit about 63 in santa rosa, concord, after starting out in the low 30s right now. will rebound to about 60 with full sunshine later on today. then overnight tonight, more frost advisories, more freeze warnings with those clear skies. overnight lows in the 30s and in the 20s and our coldest areas now heading into the weekend. this is so nice to see. finally, the

climate prediction center is outlining much of the west coast to see above average rainfall as a series of storms start to move in here as we start a new month on saturday. now rainfall totals. they will be anywhere from about a quarter to an inch across the bay area. higher totals likely found well to our north along the north coast, where eureka crescent city seeing several inches of rain. now, if this front starts to sag a little bit more to the south, that means these totals will go up. that's something we'll be watching very closely, but it does look unsettled. starting on friday, we will get some snow out of the system as well, especially on saturday. future weather showing you a few inches around lake level. i think some of our highest peaks on saturday pick up more than a foot of new snow over the weekend. so good news there. here's the accuweather seven day forecast. cold this morning with sunshine this afternoon. we'll do it again tomorrow, wednesday and thursday. our marine layer will return in the morning. and then by friday we're looking at those showers possible with more rain
