the cold air. you felt that over the weekend. here are the frost advisories and freeze warnings that are posted this until 9 a.m. this morning, where our coldest areas are beginning in the upper 20s, like danville this morning at 29 degrees. we're at 33 right now in hayward, the same in napa. 34 is that current temperature in palo alto. we stay pretty chilly through about 10 a.m. this morning. so those layers you take with you out the door this morning, you will keep them on for the next several hours into the afternoon. the sunshine will feel nice. it's. wall to wall sunshine this afternoon and temperatures pretty close to average for this time of the year. after that freezing start, we'll get you into the upper 50s and lower 60s. rain is back by the end of the week. we'll talk about that in eight minutes. let's check in with gloria. see those drive times this morning? >> good morning. we are starting to see more traffic out there right now. you can see a live look at our bay bridge camera. and the upper deck is pretty crowded right now. we are getting reports that there is a stall there, a multi-car crash in the second lane from the left after the mid-span. that's

before harrison street. so that's why you're seeing some more delays this morning. we'll keep tracking that for you throughout the morning. we also want to show you the south bay in san jose, the alameda on ramp to southbound 880 has some flooding in the right lanes. the left lane is the only one that's open right now, and it's causing a delay to colman avenue. >> amanda i'll take it. thanks, gloria. with temperatures taking a deep dive right now, there is concern about the unhoused population. abc seven news reporter lena howland joins us live in livermore, where they are in a frost advisory this morning. hi, lena. >> hey, reggie. that's right. it is about 34 degrees right now here in livermore. and unfortunately, that is what most of the bay area is waking up to this morning. up in the north bay, people are also waking up to a frost advisory. the safe team from petaluma people services center has been making the rounds this winter, checking on unhoused folks like francisco and his dog, buddy. the nonprofit's executive director, elise hemphill, is concerned

about those choosing to sleep outdoors despite the freezing temperatures expected this week. francisco says he will be camping outside, but he does appreciate the outreach from the safe team. >> it's been nothing but wonderful people. they have given me a lot of support. every time i'll be like, hey, can you guys got water, food, snacks, anything? yeah. of course. here you go. you get a jacket, you need this. you need that more than what i deserve. >> yes. there is a high level of concern, especially on days like this when most of us are enjoying the sunshine in the north bay. but. but we know that it's going to get cold. so the safe team is really strategically doing a lot of work to reach out to individuals that they can find. >> and meanwhile, experts at the flourish plant store are giving advice on protecting plants from the cold by using a frost cloth and giving plants water before it gets this cold to retain moisture. and the frost advisory that we have right now in livermore and san francisco and

in santa rosa is expected to expire this morning at 9:00. the same goes for san jose's freeze warning, according to the national weather service. for now, reporting live in livermore. lena howland, abc seven news. >> all right, lena, thank you. >> and if you have plans to drive to southern california this morning, be sure to check the road conditions overnight. i-5 was closed along the grapevine due to snow. now, the storm bringing much needed water to an area that has been overwhelmed by wildfires this month. you might remember just last week, i-5 was closed in the same area due to a fire in the castaic area this morning. much of southern california is waking up to rain. but gloria, that's triggering fears of a new type of threat. we're talking about mudslides. >> it is amanda. most of the rain is expected to move out later today, but the first significant rain in months has caused issues in areas that burned earlier this month. mudslides covered roads and woodland hills in topanga canyon yesterday, trapping some cars.

cal fire brought in extra crews to help clean up debris and limit flood risk. homeowners are stacking up sandbags to protect their properties from potential water damage. >> these slopes have become fragile. the soil that is supporting your home have all become fragile and damaged, if you will, due to the events that we've had. even when it's not raining. >> meanwhile, officials have begun to share clues on what started the massive eaton fire. the l.a. times reported on a new video from a law firm that's suing southern california edison, the local power company. the video shows a transmission tower lighting up in blue and white. the law firm claims that this faulty transmission tower started the fire. so cal edison says it has no record of an electrical failure on its lines in that area, but that they are cooperating with the investigation. amanda. >> all right, gloria. >> thank you. the la area has a long road to recovery ahead. and right now you can go to red cross.org/abc to help the red cross support those in need. >> this morning, the u.s. and

colombia have announced an agreement to avoid a trade war that could have raised prices here on everything from coffee to flowers. just as we go into valentine's day. the tense standoff began over the weekend when colombia refused to accept two u.s. deportation flights after the military planes were already in the sky. it caused president trump to threaten 25% tariffs on colombian goods. the colombian president fired back, saying he would only accept migrants flown on civilian aircraft, treated with dignity and respect. overnight, an agreement was made and the white house backed off on the tariffs, but said there would still be visa restrictions. abc news reporter martha raddatz sat down with border czar tom homan, who said the deportation actions are meant to send a clear message. >> if you're in a country illegally, you're on the table because it's not okay to, you know, violate the laws of this country. you got to remember, every time you enter this country illegally, you violated a crime under title eight, united states code. 1325. it's a crime. so if you're in the country illegally, you got a

problem. and that's why i'm hoping those who are in the country illegally, who have not been ordered removed by the federal judge, should leave. >> homan also warned of what he's calling collateral arrests in sanctuary cities resistant to helping immigration officials. he said ice officers may go to schools because gang members tied to south and central america are often school aged. >> name another agency, another law enforcement agency that has those type of requirements that they can't walk into a school or a doctor's office or a medical campus. no other agencies held to those standards. >> it's estimated more than 11 million undocumented immigrants are currently living in the u.s. ice doesn't have enough funding from congress to detain all of them that the trump administration says it hopes to arrest a flight of migrants deported from the u.s, from the u.s. to brazil have arrived at their final destination. many of the migrants say they were mistreated by american authorities. before leaving the plane, carrying 88 brazilian passengers in handcuffs, along with 16 u.s. security agents and eight crew members.

>> this morning, we're learning new details about the companies that could be working on a deal to buy tiktok. over the weekend, oracle was said to be talking with the white house about a deal. but last night, president trump denied he has spoken with oracle, saying he's talking to many people but not oracle. the associated press says san francisco based perplexity ai has also made a merger offer. trump says he expects a deal to be announced within 30 days. you may remember this whole thing was triggered after congress claimed there were privacy concerns with tiktok's chinese owner, bytedance. it passed a law requiring the app be sold to an american company or shut down. we know there are many changes happening within the trump administration, and we are keeping track of the first 100 days you can too. at abc seven news.com and on the abc seven bay area app. >> in san francisco, thousands of abortion rights opponents marched through the streets for the annual walk for life west coast. saturday was the 21st year of the event, brought individuals and religious groups

together from across california. participants say they are inspired by the reelection of president trump and recent court actions restricting abortion. they were met with abortion rights activists who gathered for their own counter-protest. >> we oppose the other side in terms of what they are trying to put against us and take away our bodily autonomy, which has always been our main message, is. >> i know many women who have had abortions, and i know the regret that they feel. so i decided to come out here and just hopefully inspire and share the message of hope that there isn't another option. there are alternatives. >> the march caused some major traffic issues around downtown. on saturday afternoon, there was gridlock around market street for several hours, and exits from the bay bridge to downtown also backed up. >> also in san francisco. >> supporters collected signatures this weekend in the sunset district in an effort to recall supervisor joel engardio. one of the reasons they are upset is over the closure of the great highway. engardio says he

disagrees. this one issue should cost him his job. >> i think he's made the west side of san francisco less safe by spearheading the closure of the great highway. he snuck it in against the will of the people that he's supposed to be representing. >> the road cannot be a direct connection to daly city anymore. it's literally falling into the ocean. the southern section is falling into the ocean because of extreme coastal erosion. so that raises the question what to do with the middle section. and people are going to disagree. they say it's a bad idea to recall someone based on a disagreement over a single issue. >> organizers need to gather 10,000 signatures by may 22nd to trigger a recall. >> the sfmta is about to cut service for four bus lines starting february 1st, as the agency faces a financial crisis. it mostly means fewer midday bus trips on some popular lines on weekdays. that includes the 24 divisadero, 38 geary and 43 masonic, two morning trips on

the one x california express will be dropped. the k ingleside and m ocean view metro lines will run one car trains on weekends. >> 611 on your monday morning. and we're looking at our forecast region by region along the coast. it is chilly this morning. we're starting out in the 30s right now, but later on this afternoon it is full sunshine, not a cloud today along the coast and temperatures in the mid 50s around the bay. shoreline frost advisories are posted. we're starting out in the 30s right now, so you need a lot of layers. this afternoon will go into the upper 50s and lower 60s under full sunshine inland. one of the areas that has some of the coldest temperatures right now, upper 20s, lower 30s currently. but you see, we bounce back pretty nicely later on this afternoon. we gain about 30 degrees of warmth by 4 p.m. we're in the low 60s under full sunshine, so that will feel nice. here's live doppler seven, along with satellite low pressure over southern california, finally bringing the first winter storm of the season around la. about an inch of rain has fallen over the last 36 hours. that has led

wondering when they'll be able to go back to school. over the weekend, someone stole enough copper wiring from solano wiedeman leadership academy that it took out the entire electrical system. the campus is closed until the district can make repairs. abc seven news reporter j.r stone spoke with families and the superintendent, who called the crime disgusting and disheartening. >> the more than 600 kids who attend classes here at solano wiedenmann leadership academy

will instead be at home after the electrical system was knocked out by a thief or thieves. >> upon further examination, we discovered, you know, that someone had broken in and has stripped all our copper wiring out of the breakers, essentially leaving the campus dark. >> family members of the kids who go to school here are angry. >> for some children, that's their only positive environment. that's the only safe haven they have. and to rob them from that, it's just inexcusable. it's really sad. >> jace stafford's sister, is now out of school, and their family will take turns watching her. this week, police tell us that no arrests have been made. vallejo city superintendent ruben aurelio says investigators are looking at surveillance video, but it was dark late friday into early saturday, and whoever did this took out the power. parents were told that a fix would likely take a week. aurelio says it could actually

be a couple days or a couple of weeks. >> we're not flush with a bunch of money to all of a sudden replace, you know, thousands of feet of wiring, copper wiring. right now, we have an estimate of it'll be somewhere between 150 to $250,000 just to get this campus back up. >> and it's just very sad. a lot is going on in vallejo right now. we are what we would like to call a lawless city. almost so much is going rampant, and it's just really sad that now the crime has affected our children. being able to attend school. >> aurelio says it's possible that extra school days could be added onto the end of the school year, but right now the focus is getting kids learning as quickly and safely as possible. >> we're going to be moving to get kids back into school as soon as possible, even if that means distributing the students and teachers and staff to other campuses. that can hold space, to have space that can hold them. >> we are a very strong community. we're very close

knit. we have a lot of people who advocate in the community and do great things. i believe this is just one of those things that we will have to get over and triumph over. >> j.r. stone, abc seven news. >> we continue to follow the situation at sonoma state after the university announced major cuts last week, including eliminating all sports to balance its budget. now one group is fighting to save the athletics program. save seawolves athletics has filed a civil rights complaint with the u.s. department of education. according to the chronicle, the group claims the cuts unfairly target a student body that is diverse. and university officials did not take into account how the decision will impact athletes or faculty. they are pushing for the decision to be reversed. a spokesperson for sonoma state says they are aware of the complaint and are reviewing it. >> in san francisco, a legendary chinatown restaurant served the last of its famous rice bowls. but sam wu's closure may not be forever. the chef of the 116

year old restaurant is retiring. yesterday, customers packed the shop for a final taste. abc news anchor dion lim caught up with one of the co-owners as he was taking down the sign. steven lee says there is outside interest in taking the restaurant over, but that it has to be the right fit. >> we don't want people to be disappointed, even if we gave it to another family or another chef that doesn't want to keep the legacy going. so we're going to take a couple of months break, clean everything up, do a bunch of repairs, and hopefully in a couple of months we'll have some good answers for the city. everybody's praying, actually. >> the restaurant has overcome closure in the past. it closed in 2012 because of safety violations. it reopened thanks to its current investors. it is official. abbott elementary has been renewed for a fifth season. >> yeah. abc announced that the series will be returning in a video on social media. the show is a hit with a peak of viewers for their winter premiere, so more than 8 million people tuned in to see the crossover episode

friday. and the latest information has this system kind of lingering around through the weekend and into early next week, so we could track several days of rain on the seven day forecast. the last time we saw any sort of showers three weeks ago. so rainfall this month in san francisco, for example, we're about 3.5in below where we should be. up until this point, it has been very dry. much of this week will be dry, but by friday we'll likely get some showers depending on how much rain we see on friday. it still could end up being one of the driest januaries on record. we'll keep you updated on that this morning, though. the immediate attention is on how cold it is subfreezing right now. look at this. 31 palo alto, 31, in santa clara. freeze warnings are posted there. we're down to 28 in danville, 33 in napa. so the day planner today shows you that freezing start right now. sunrise at 717 this morning. it's bright and brisk midday into the afternoon. daytime highs upper 50s to the lower 60s. so today, 59 in the city, 60 in oakland, 63 in san
