hospital with no word on how badly they are hurt. >> abc seven news reporter tim johns is live at the scene with new details from a witness. tim, obviously still a very large police presence out there right now. >> dan that's right. now, police have asked us to stay behind this wall behind me here for our own safety. i'm told they're still involved in an active negotiation inside an apartment complex just around the corner here. but i can tell you, since we have been out here, we have heard several flash bangs going off around the neighborhood. now, all of this is believed to have started around 5 p.m. this afternoon, when sfpd responded to the area for reports of a shooting. when officers arrived on scene, they found a victim with apparent gunshot wounds being treated by paramedics, with the suspect fleeing inside a nearby building. sfpd says they're using special tactical and hostage negotiation teams now. dan, i did speak with one man this evening who tells me he saw the shooting take place on the street. i want you to listen

to some of what he had to say to us. >> there was nothing i could do about it. you know, it happened so fast, but yet it was so slow. >> and police do tell us they expect to be out here for several more hours into the evening. and as for the victim, that person was transported to a nearby hospital. their condition is still unknown at this time. i'm live in san francisco. tim johns, abc seven news. >> all right. intense there. obviously. tim, thanks very much. we're also tracking the aftermath of a number of shootings in the north bay. tonight, people in vallejo packed an event to share their concerns about public safety. it comes days after a series of shootings and a massive sideshow. vallejo police are in the middle of carrying out reforms under a settlement with the state department of justice over excessive force. abc seven news reporter j.r stone spoke with neighbors and city leaders. >> well, i still don't feel safe. >> anger at this vallejo community meeting monday night. hundreds showed up to hear from the police department's evaluation team, an outside

state group that oversees the implementation of reforms among the police department. >> implementation is not happening. a lot of talk, a lot of this is what we're going to do. and you guys go home and at the end of the day, we're still dealing with it. >> nothing has changed. >> what are some of your concerns? >> crime, car break ins, robbery, mugging and all other things that are going on in vallejo. vallejo is a beautiful city. i love vallejo, but it has to get better. >> deborah kirby clarified her role as evaluator and spoke about the importance of implementing policies to help better connect officers with the community. >> we're working on the two largest issues facing any police agency across america. use of force practices and personnel complaints. >> it's so important that we implement these reforms and rebuild trust in the community so that we can attract and retain officers that will practice good policing and rebuild the staffing in the department. >> tension and anger among many at this meeting, but the monitor

and at least one business owner say there have been improvements. >> to give kudos where it's needed for the vallejo police department. because i've had some interactions with them that turned out very positive, very fast. >> we learned today and it was validated, is that you haven't had an officer involved shooting in 2024. so, you know, so safety is a relative issue. >> but with the recent homicides and other crimes, many here are concerned about their safety and getting any sort of response when they call police. do you think more officers will be the key to that? >> oh, yes, definitely more officers. we do not have enough officers, but we need to have a trust. and right now there is no trust. >> at the end of this five years, will vallejo be a safer place, in your opinion, with all of this taking place? >> well, now safety can i guarantee you, but i would think so. yes. you have a chief who's committed to ensuring the necessary training policy support for its officers. i think that translates to a better community safety overall. >> j.r stone, abc seven news.

>> the consequences of crime in vallejo are also forcing more than 600 children to miss days of school. but tonight we are learning they will be back in class sooner than expected. thieves stole so much copper wiring from the buildings of solano wiedenman leadership academy over the weekend that the school is closed indefinitely. vallejo city unified originally canceled class for the week, but now the district is sharing six alternative campuses where students can go. parents have to sign up their kids for the backup campuses. classes will begin on wednesday, and you can get detailed information about what crime is like where you live with our abc seven neighborhood safety tracker. find it at abc seven news.com or on our abc seven bay area app. >> all right. now let's turn to the forecast. another frigid night ahead. temperatures will dip within a few degrees of freezing in some parts of the bay area. abc seven news meteorologist sandhya patel is tracking the chilly conditions tonight. sandy. >> yeah. dan, you know what it feels like winter. and later on this week, it's going to look like winter. let me show you those temperatures right now. 37

degrees in half moon bay and livermore. 46 in san jose. you can see in the north bay it's already down to 36 in napa, 38 in santa rosa. a frost advisory for most of the bay area except the coast and san francisco. 1 to 9 a.m, temperatures down to 32. you're going to see some icy lawns once again. a freeze warning for the eastern santa clara hills, where temperatures will drop even lower. 28 degrees for the coldest spots. here's a look at some of the sampling of low temperatures out the door tomorrow. santa rosa 31. 30 in livermore. down to 29. in fairfield, 38 degrees in san jose. i talked about rain. at the end of the week, we're featuring some measurable rain, as you will notice heading into early next week. i'll be back with that timeline coming right up. >> all right. thank you. sandhya, we'll check back. san francisco's new speed cameras will turn on in a little more than a month, and the city is trying to give drivers plenty of heads up. new billboards are being set up in several neighborhoods, warning drivers that the cameras are coming. the

sfmta says they'll start tracking speeds and triggering citations at 33 intersections in march. new developments. state regulators want more control over how battery plants are run following the disastrous moss landing fire. less than two weeks ago. this after san jose state researchers found a large amount of heavy metals in the soil near the battery storage plant. >> this is an opportunity to understand what will happen in the case of a large storage facility, battery storage facility, facility burning, and how? what can we do to understand the consequences of those in such an event? >> today's proposal would bring new safety standards for the maintenance and operation of battery storage facilities, and add oversight on emergency response plans. last week, a local lawmaker proposed further restrictions on where future battery plants are built. trying to give communities more say. the bill also aims to keep new plants from being built near environmentally sensitive areas. >> bart is appealing a legal decision requiring a nearly $8

million payout to employees fired over the covid vaccine mandate. it's being appealed in the ninth circuit. last december, a judge rejected bart's previous attempt to toss out a jury verdict. jurors found the agency discriminated against six employees who lost their jobs after refusing to get the covid vaccine. the workers argued bart did not accommodate their religious vaccine exemptions. meantime, the trump administration is moving to undo the vaccine mandate for the u.s. military. while on air force one today, president trump signed an executive order reinstating soldiers who were forced out because of the mandates. trump also signed an order effectively banning transgender troops. the order also ends the use of certain pronouns by the military. >> the president's immigration crackdown is leading to a surge in arrests by ice. the agency reports more than 1100 arrests yesterday, more than triple the average daily arrests in the last fiscal year. at least one of the arrests happened in san jose, in what mayor matt mehan

says appears to be a targeted operation. >> we certainly had operations like this under the biden administration and previous administrations. my general view is if you are in our city or country and you're undocumented and you're committing serious or violent crimes, you should be deported. and i don't think that's very controversial. >> so far, we haven't seen the widespread sweeps trump discussed on the campaign trail, with many arrests apparently targeting people with previous deportation orders. abc seven news reporter laura martinez spoke to bay area organizations trying to inform everyone about their rights. >> ice arrests are ramping up, and so are efforts to protect immigrant community members in the south bay. >> the reality of the matter is that i and my staff, we've been dealing with a lot. >> hui tran is the executive director of siren, a nonprofit that focuses on helping low income immigrants. these days, work is centered on know your rights information. >> requests for these presentations have ratcheted up immensely. >> catholic charities of santa clara county hosts similar workshops and are doubling the

frequency. >> they empower attendees by teaching them about their legal rights during interaction with local law enforcement or immigration officers. >> robert lopez has been with catholic charities for roughly 30 years. >> many institutions, especially the education educational institutions, are scared, scared about their students. so that's one area that we're also trying to address. >> each story is different, each individual is different. and i feel at this time we can be just supportive to each other. >> when it comes to support. over 80 organizations throughout the country have pledged to protect immigrants. >> this is actually a very powerful moment for allies to come into play. >> tran said. for those who are interested in helping, the rapid response network provides training for volunteers. >> a person who has a phone on them that can record and take pictures. that's absolutely a part of the response. from there, we can also use folks who can actually just handwrite and take notes about what's going on. >> both organizations emphasize their willingness to help with

going to find anything. but i think just for my own personal reasons, to be able to just feel what it feels like and just sit, be there and to see it in person is really important to me. >> the palisades fire burned nearly 24,000 acres and is 95% contained tonight. it destroyed thousands of structures and killed at least a dozen people. >> today is international holocaust remembrance day at auschwitz in poland, a ceremony memorialized the 60 million jews killed. rabbi andrew baker was there, a leader with the american jewish committee who once lived in the bay area? >> moving inside, there was a platform, and that's where jews forced off. these cars were told to move left or move right, which was either immediate death or slave labor, and maybe surviving. >> survivors and world leaders attended this 80th anniversary of the liberation of auschwitz by soviet troops.

>> the largest tuberculosis outbreak in u.s. history since the 1950s is happening right now, today in kansas. there are 67 active and connected cases of tb with two related deaths since 2024. dozens more have latent tb, meaning they're infected but not showing symptoms or contagious. those cases can still develop into illness. keep in mind without treatment, despite a steady decline in the u.s. tuberculosis cases since the 90s, there was a rise in 2023 and there were nearly 9000 cases last year. >> the first outbreak of a rare type of bird flu in poultry has been detected on a duck farm in merced county. the world organization for animal health made the announcement this morning. this is the first confirmed case of the new strain in poultry in the united states. on top of the existing strain, that's led to the culling of millions of birds as bird flu cases rise, the trump administration is telling the cdc to immediately end all work with the world health organization. experts say the

sudden cut off is a surprise and a setback for work trying to stop outbreaks around the world. president trump signed an executive order on day one to leave the world health organization, though it requires the approval of congress and a one year notice. >> a big shakeup today in the future of artificial intelligence. nvidia stocks took a major tumble after a cheaper ai assistant was unveiled. china based deep seek is a one year old startup showing similar capabilities to competitors powered by nvidia chips, but at a fraction of the cost. even in the design, even in the, you know, the layout on the desktop or on the phone. it's exactly like like what chatgpt is doing. >> less resources, less cost, more efficiency. >> it's raising the bar in the global race for innovation. deep seek spent just over $5.5 million to get its computing power, compared to the hundreds of millions of dollars spent by nvidia powered us companies like

openai or google or meta. >> time now for our abc seven news at 11, helping you get ahead on the headlines to come. this week, 90 teachers and staff are on the chopping block for one school district. the west contra costa unified school board is set to vote this week on a layoff plan to cut $13 million from the budget. that's in addition to $19 million already cut this year. their superintendent says if these big budget changes aren't made, the district risks losing financial control of its schools. >> our next adventure. the san francisco board of supervisors will meet tomorrow to discuss the controversial valencia street bike lane. some are trying to appeal the decision to move the bike lane from the center to closer to the curb. the move would eliminate nearly 80 parking and loading spots. the center running bike lane down valencia has been credited with reducing crashes between bikes and cars, but some storefronts along the corridor say the lane has really hurt their business. >> and our final answer is the

latest battle in the south bay's ongoing turf wars. santa clara is considering whether to ban artificial turf fields. some say removing it is a bad decision for accessibility. others worry keeping it is a wrong choice for public health because of the exposure to synthetic materials. >> we have so many kids that want to play soccer. they want to play pickup soccer, they want to play organized soccer, but there's no field space available. or the field space is terrible. >> the need for playing fields for children in our county is high, but the payoff should not be their health and their future. >> the turf ban will be heard at tomorrow's board of supervisors meeting. all right. our weather is changing. >> boy, it is. the cold weather we've had for a while is now going to turn into some rain. meteorologist sandhya patel is here. i guess we need every drop. >> yeah, we do indeed. and it's going to be a welcome sight later on this week when that rain comes in. let me show you the chill though. right now it is 36 degrees in napa. 37 in

livermore. these are some of our coldest locations. frost advisories for most areas in blue there. eastern santa clara hills freeze warning. this is when? tomorrow morning. these alerts go up now the following mornings we do have a freeze watch. subfreezing conditions expected. make sure you protect obviously people first, but pets, plants and pipes. looking at live views from our tower cameras. now you'll see why we're going down. we have a dry air mass, clear skies. no matter which vantage point you're looking at and our rain chances are going up. so as we look, friday is the start of what is looking like promising rain as we look down to southern california. they got much needed rain and mountain snow over the weekend. a few continued into today. as we look at the wider picture here, pretty much you can see that the skies are clear, so we're going to be in for a couple of cold nights and mild days. but then things are going to change on live doppler seven. we'll hopefully be seeing some rain later on this week.
