have been the past couple of mornings. in fact, you look around the bay shoreline. we're in the 40s and 50s right now. we do have a couple of spots in the upper 30s. but if you recall this map yesterday, we had widespread 20s and 30s at this hour, but we still have some patchy frost out there until about 9 a.m. for some areas in the north bay and the south bay, where those temperatures are starting out in the 30s. the bigger issue this morning is how long this cloud cover will stick around. i think it's pretty overcast through about noon into the afternoon. we'll find sunshine appearing, but it does so very slowly. so that is going to bring about a cooler afternoon because the warming process is so slow today. so highs today we're only into the mid and upper 50s for most of us. rain is still back here on friday. we'll talk about the latest details in eight minutes. let's say hi to gloria. see those drive times. >> good morning to you. we have a look at your overall map here. we do want to tell you about a crash in hayward. so we're going to zoom in and show you where that's going on. so this is over on southbound 880 at tennyson road. there's an overturned

vehicle blocking the three left lanes. chp is on the scene, and there's a backup to 92 right now. and looking live at our san jose 287 camera. south bay is looking pretty good for this time of the morning. 280 and 17 don't have any major issues. and looking live at our emeryville camera at 880, your drive on the east shore freeway is pretty busy right now. that's pretty typical for this time of the morning. commuters are out, but not seeing too many major delays compared to what we normally see this time of the morning. amanda. >> all right. >> gloria, thank you. today, san francisco supervisors will hear mayor daniel lowery's plan to attack the city's fentanyl crisis. lowery's ordinance would speed up the city's response to open air drug markets and target problem areas like the tenderloin. abc seven news reporter lena howland is live in the city this morning. and lena, not everyone is fully on board with the idea. >> that's right. and because of that, multiple city hall sources tell us they expect to see some modifications made in order to appease some reluctant supervisors. now, if approved,

mayor lowery's plan for the fentanyl state of emergency ordinance includes allowing his office to seek private sector donations for funding public safety projects, sending more police to sixth street to tackle drug dealing and expediting the approval process for city contracts related to homelessness, public safety and addiction. it's a plan which lowery says would cut city red tape to address the fentanyl crisis. and today, the package heads to the city's budget committee for the next steps. supervisor shamann walton says he agrees with the end goal, but still thinks the overall plan lacks details, and he doesn't think supervisors should be giving the mayor what he calls dictatorship authority. >> so right now we just have a legislation in front of us that says, let's waive all of our contract authority, let's waive behested payment. but at the end of the day, there's no plan into what we're going to see. he's just saying we'll have 1500 beds. somehow, someway they're going to get people who are

using drugs and selling drugs off the streets. but how. >> people from the street to sf general. but we can do a drop off center that's friendly for police. people can get the help that they need. we're going to stand up 1500 more shelter beds. >> and that was mayor lowery talking about his priority legislation. in an interview on abc7's midday live yesterday. right now, six supervisors, including the board president, are a yes vote. and while that is enough to pass the package, supporters of this say they want to see close to unanimous support. live in san francisco. lena howland, abc seven news. >> all right, lena, thank you. head to abc seven news.com to watch our entire interview with mayor lowery. we cover his approach to homelessness and ask whether he'd use any of his fortune to help the city. >> this morning, we're getting a look at new dramatic video showing deputies rescuing seniors in altadena the morning after the fire erupted. this is body cam footage released by the

los angeles sheriff's department. the power was out at this senior living complex, and that's why it's so dark. deputies found residents who were disoriented and confused, including a 100 year old woman. >> oh, hi. okay, perfect. is there anyone else with you? no. okay. where were you at? >> what? which. which. which room were you from? i've been trying to find a way out. >> let's get you out of here. >> the woman told deputies she couldn't hear them yelling because her hearing aids were charging. more than three weeks have passed since two of the most destructive fires in california sparked the deadliest one. the one i was just talking about, the eaton fire near pasadena and altadena is now 99% contained. the largest one, the palisades fire near malibu, is 96% contained. all pacific palisades residents have been allowed to go back home. the only other active wildfire in los angeles county, the hughes fire, is 98% contained. alameda fire posted these pictures on social media to. welcome back. firefighters who went to

southern california to help in the fire fight. all city of alameda firefighters have now returned from mutual aid deployments to l.a. >> governor newsom is tapping basketball legend magic johnson to help lead a new initiative helping l.a. to recover from the deadly wildfires. and it is called l.a. rises. >> i'm so happy that the governor has asked me to be a part of l.a. rises, because i want to make sure i do my part to bring healing to the city, but also those who lost their home. >> the goal is to raise funds through private donations to supplement local and state rebuilding efforts. the group has started with a $100 million commitment from the l.a. dodgers. >> blink 182 is set to hold a benefit concert next month to support wildfire relief. the band will play at the hollywood palladium on l.a. in la on february 13th. tickets are already sold out, but fans can purchase tickets through

ticketmaster's face value exchange option online ahead of that concert. another pair of shows will raise money for wildfire victims tomorrow. the show is called fire aid will take over the kia forum and the nearby intuit dome in inglewood. billie eilish, the red hot chili peppers, lady gaga and more than 20 other acts will perform at each venue. the benefit concerts will help provide funding for short term relief efforts and long term solutions to prevent future fire disasters. if you want to help out, you can scan the qr code on your screen right now that will take you to a list of verified and vetted organizations that are assisting survivors. president trump has signed another executive order targeting transgender people. this one seeks to end federal funding for gender affirming medical treatments for children and teens under 19 years old. it also directs the health and human services department to withdraw guidance on gender affirming care and patient privacy. that includes hormone therapy, which is supported by

every major medical organization in the country. this morning, there's a lot of uncertainty for people who rely on federal funding. after president trump tried to put a freeze on billions of dollars coming from the government. a judge temporarily blocked that move, but not before it caused chaos across the country. gloria is tracking that from the live desk. >> good morning to you, reggie. the memo sent out yesterday from the white house office of management and budget, directed all federal agencies to stop any federal grants and loans that might conflict with president donald trump's executive orders. now, it caused plenty of confusion and panic amongst thousands of groups. and here's why. according to the wall street journal, things like research grants, ev funding and discretionary education grants could have been affected by this order. even groups that were not supposed to be impacted had issues yesterday. some state medicaid agencies, head start, early education programs and community health centers were all locked out of the portals that they use to access funding for hours. now, that was

beginning to happen. as white house press secretary caroline leavitt was holding her first briefing, she was asked to clarify the order and said programs that provide direct assistance to americans would not be affected. the national council of nonprofits told abc seven news that the confusion was shared by hundreds of thousands of groups across the country. >> downright frightened, wondering what is happening, wondering if they are affected or exempted. >> six state attorneys generals, including california's rob bonta, announced a lawsuit against the trump administration to stop the freeze. other lawsuits are also being planned, and there are questions if the order is legal, because much of this money is appropriated by congress. live in the studio gloria rodriguez, abc seven news. >> all right. >> gloria, thank you. as arrests across the country by immigration and customs enforcement intensify. san francisco city officials are making their stance clear. today, the board of supervisors

voted to reaffirm san francisco as a sanctuary city. san francisco first passed the so-called refuge ordinance in 1989. city attorney david chu explains. >> our policy simply says you cannot deputize local law enforcement as ice agents with scarce resources. we have to prioritize those resources to fight crime, not break up families. >> the trump administration has been vocal about sanctuary cities recently, prompting federal prosecutors to investigate officials who interfere with immigration enforcement operations and threatening them with criminal charges. >> 611 we begin this update showing you it's a warmer morning out there. we have cloudy skies up above as onshore flow has returned, and that actually keeps us a little bit warmer thanks to the clouds acting like a blanket. some areas more than ten degrees warmer compared to this time yesterday, so it's not nearly as chilly as we have been the past couple of mornings. the cloud

this morning, we're learning more about a shooting that left a longtime san francisco business owner and cannabis

pioneer in the icu. the shooting happened monday evening outside the vapor room dispensary near ninth and mission, and we now know the victim is the owner, martin olive. the suspect was killed by police during a standoff. the circumstances of the shooting aren't clear, but people in the area say they've seen an increase in drugs and violence recently. they believe efforts to clean up the tenderloin have relocated the problem to the soma neighborhood. >> everybody is pushing, pushing, pushing. this is the new hangout. this is the mini tenderloin we've seen. and i just hope that the mayor, daniel leary, can just bring resources. the promise that he's making this is neglected. >> as olive recovers, friends have set up a gofundme campaign. so far, it has raised more than $60,000. oakland's waterfront is taking a hit this week. on friday, the waterfront hotel in jack london square will close its doors. it's one of many businesses that have left the city over the past few years.

small businesses in the area are concerned over the loss of another major anchor retailer. traffic in jack london square has been slow, according to merchants. they say big chains help bring in foot traffic. >> very mild for me. i'm a ma and pa, but the ma and pa, my sales were triple when i had a friday's el torito's. when i had all of that surrounding me. >> it isn't clear what comes next. the manager of the hotel sent us a statement saying the property will no longer be operated as a hotel after january 31st. they did not give any additional information. >> they may soon be a whole lot easier for chain stores to open on san francisco's van ness corridor. on monday, supervisors stephen sherrill and danny salter introduced legislation to allow what they call formula retail on a one mile stretch of van ness. it would be between redwood street and broadway. formula retail means a chain with 11 or more locations. the proposal would let companies that want to fill vacant storefronts bypass the 12 to 18

month city planning process. the supervisors picked the van ness corridor because, they say many of the storefronts are too big for small businesses to fill. >> relief this morning for some people upset about plans to close a dozen walgreens stores in san francisco. the store on polk street near van ness will now stay open. walgreens said it made the decision after a, quote, thorough review of the store's financial performance and considering opportunities for improvement. 1200 stores are slated to close nationwide this year, and that includes 11 locations in san francisco by the end of next month. walgreens says rent, staffing and supply needs are the reasons for the closures. >> it doesn't seem like we are going to get a biopic of one of the most popular boy bands soon, despite the efforts of a movie producer. hit it. >> i'll do it. >> bye bye bye. >> tell me what to do now when i want you back.

>> that was worth waiting for. it wasn't. according to the hollywood reporter, neal h. morris has been trying to get an nsync movie off the ground, and actually met with all five members to get their buy in. morris is best known for the fast and the furious film franchise. the movie would focus on the group's success after they split with their former manager. sources tell the hollywood reporter all five members have not signed off, and they're kind of interested in doing their own projects, including a documentary. so if this is something you've been really begging for, you could get it just from someone else, i guess. >> do you remember, though, right here on abc back in like 99 2000 era? they did making the band or o-town was formed, but within that they talked about how nsync was formed. so just go back, find that. q if you're yearning, you can see how they became, i think it was chris kirkpatrick who was like the first member. >> yeah. >> he brought justin in. i think

deep freeze, so to speak. but 30s and 40s on the board as we head into thursday. thursday is dry, but now we dust off the abc seven storm impact scale, and on friday it's a level one light storm, the steadiest rain falling in the morning with scattered showers in the afternoon. so here's future weather showing you that rain returning first thing friday morning. we will track that for you. and then those showers are scattered in nature as we head into the afternoon and into the evening. so this first round of rain is pretty light, about a 2:45 quarters of an inch of rain expected throughout the day on friday. but once this rain arrives here, it continues through the weekend and into early next week. so over the next seven days, we could see 1 to 3in of rain and a lot of cities. we're watching the north bay especially. we could have some issues with flooding if we see five, six, seven inches of rain, especially early next week. we also are getting some fresh powder. thankfully, our highest peaks over the next seven days could pick up three feet of new snow. some of the

warming process today. so daytime highs it is going to feel cool out there. temperatures will be below average. will settle in the 50s for daytime highs now. rain still back in the forecast friday and things are trending wetter. we'll show you that coming up in eight minutes. let's check in with glorious drive time. >> right. thank you so much. well, we do want to tell you about a couple of incidents that could impact your morning commute today. so we start in hayward and we have a map here to show you where this is going on. there's a crash on southbound 880 at tennyson road. and right now the three left lanes are blocked. chp is there, but there's a backup from 238 and in richmond on westbound 80 before richmond parkway, there's a big rig crash. it's blocking the right lane. so that definitely will impact your morning commute because traffic is already heavy from highway four. and if you take bart, we also want to tell you about a delay there. there's a major delay on the berryessa line. that's because of an equipment problem on the track, and that's between hayward and south hayward station. so plan ahead for that. if you do take bart.

guys. >> today, san francisco mayor daniel leary is planning to tackle the fentanyl crisis. gets its first test. that proposal goes before city supervisors, who have to agree to some changes that would give the mayor's office a lot more power. abc seven news reporter lena howland is live in san francisco this morning. lena, this is likely going to test the mayor's negotiating skills. >> it certainly will. as not every supervisor is on board with this, so it isn't exactly a slam dunk. now, critics say the overall plan lacks detail, and they worry that this will give the mayor too much power. now, the mayor's plan includes allowing his office to seek private sector donations for funding public safety projects, sending more police to sixth street to tackle drug dealing and expediting the approval process for city contracts related to homelessness, public safety and addiction. the main goal behind this ordinance is to cut through the city's red tape to better address the fentanyl

>> all right, lena, thank you. a judge is keeping federal funding going after president trump ordered a pause on all federal grants and loans. it capped off a chaotic and confusing day for bay area institutions who rely on those funds. the president's directive calls for his administration to review federal programs and uproot progressive initiatives that clash with his other orders. california's attorney general is suing over the funding freeze. secretary of state marco rubio signed a waiver to allow life saving humanitarian assistance programs to continue. the pause does not apply to individual aid programs like social security, food stamps or student loans. >> happening tonight, neighbors in the east bay will have a chance to weigh in on a plutonium plan that is raising concerns. glories of the live desk with proposal. and why not everyone is in favor of this. >> good morning. reggie aqui. tonight, a division of the department of energy will host a virtual public hearing starting at 6 p.m. to talk about the plutonium plan. the federal government may expand the nuclear weapons research at the

ursula jones. dixon. dixon. out of seven finalists. judge jones dixon will take over a department struggling with a huge backlog of cases while facing criticism from families of crime victims. now, she says she will work to restore trust and also strive to make public safety a top priority. >> we need to be charging cases in a timely manner. we need to have communication with victims on every case. we need to respect marsy's law and to make sure that the prosecution is victim centered. >> the judge tells abc seven news she plans to improve morale within the da's office. she also plans on hiring and training both new and old staff. judge jones dixon will officially take office in february. >> in the south bay, the san jose city council is officially replacing former district three councilman omar torres after a couple hours of public and candidate comment last night, the council voted on four candidates karl salas, an engineering executive and longtime san jose resident, was the top vote getter. salas is

in the bay area. >> first classes will begin today at new school sites in vallejo. after thieves stole so much copper wiring from the buildings of solano wiedenmann leadership academy that the school is closed indefinitely. more than 600 students are affected. vallejo city unified originally canceled class for this entire week. now, the district is sharing six alternative campuses where students can go. parents have to sign up their kids for the backup campuses. >> the san francisco business times is holding its annual mayor's economic forecast today. each year, bay area leaders come together to discuss strategies to address issues like crime and safety, homelessness and housing. san francisco mayor daniel lurie and oakland city attorney ryan richardson are this year's featured speakers. the event kicks off at 745 this morning at the hilton in union square. >> the largest rummage sale in northern california officially opens today. oakland's 66th annual white elephant sale kicks off at 10 a.m. this is at the

a four hour meeting monday, a committee has recommended these schools be the first to be considered for closure. they are albert belle elementary school, steele lane elementary school, and brook hill elementary. on top of school closures, they are also looking at layoffs, laying off several staff positions. >> parents may find this concerning. test scores among school age kids still have not come back to pre-pandemic levels. that's according to a new report card on american schools, which is out just this morning. while math scores have improved since 2022. researchers are noticing that it's mostly, mostly well performing students bringing those scores up lower. performing students are doing worse than they did pre-pandemic. reading scores weren't much better. average scores dropped five points. >> it's a call to action as parents and families to hold our districts and our school systems accountable for making sure that we get our kids back on track.

>> researchers believe there are multiple reasons behind the drop, one being that absences have ticked up the number of children considered chronically absent has continued to go up since the pandemic. >> and we're hearing from an nba star who is joining the fight to save the sonoma state athletics program. last week, the school announced plans to eliminate the sports programs and some academic departments in an effort to address a $24 million budget deficit. and we told you, jalen wells alum, he is trying to help save the same program he was in. >> i think this was the best decision i made in my career was going to sonoma state. just going to a place that believed in me, had a plan for me and just allowed me to be me. >> yesterday, dozens of students, staff, alumni and coaches spoke at the cal state university board of trustees meeting, many sharing their concerns over the program's shocking shutdown. a complaint was filed with the office of civil rights over the issue coaches saying the decision

unfairly targets minority students. >> the years long legal battle between the city of san francisco and organizers of the stern grove festival has come to an end. the city has agreed to pay $225,000 to settle the lawsuit filed by the festival over the 2021 water main break and flooding. it forced the cancellation of the final concert of the summer. the stern grove festival association asked for $336,000 in damages for lost concert revenue and repairs to the facility. the association accused the city of failing to maintain its water pipes. >> the un skate plaza in san francisco's union square is getting an upgrade. construction is underway to expand the plaza by 2100ft■!s of new skate skateable, surface and geometric art installations. the goal is to create new features to accommodate young and beginner skaters. the upgraded skate park will make its debut at a kick off event this is february 15th.

we're mainly in the 30s and 40s as we head into thursday. now the storm impact scale, we're dusting this off. it's been about three and a half weeks since we've needed this, because rain has been pretty nonexistent for most of the month. but friday to level one with steady morning rain, some scattered showers into the afternoon and into the evening. so let's talk about future weather. show you what we're looking at in terms of friday morning. rain is back, so do anticipate a wet start to friday. and then those showers will be on and off throughout the afternoon and throughout the evening. but for the most part they will be light and intensity. so rainfall totals with this level one on friday, about a 2:45 quarters of an inch of rain. but once we get a storm on friday, it stays wet. on the seven day forecast. the weekend will feature rain and even much of next week we will be tracking showers, so this rainfall is going to add up over the next seven days. we have to watch the north bay very closely because once we start getting into five six inches of rain, that could cause some issues with flooding, especially early next week. once that rain really starts piling

joining us here are the seven things to know this morning. number one, today, san francisco mayor daniel laurie's proposal to declare an emergency over fentanyl faces its first big test. his ordinance goes before a board of supervisors committee. it is facing some pushback over how much power it would give the mayor and will likely be modified. >> number two, authorities are asking for your help to find this woman. heaven mcgee was last seen january 17th when she was headed to hayward. oakland police say she could be in stockton or lathrop, but is also known to frequent san jose and san pablo. >> number three, health and human services secretary nominee robert f kennedy jr has just arrived on capitol hill for his confirmation hearing. kennedy is expected to face questions about abortion, his anti-vaccine beliefs, and possible conflicts of interest.
