[ laughter ] >> robin: i own it. >> michael: you own it well, robin. also ahead, we're gonna tell you what parents need to know about the new nation's report card. elizabeth schulze will break down the national assessment of reading and math scores. >> george: some interest rates, big decisions today. first the latest proves by the trump administration offering a mass buyout with employees with a warning the jobs could be cut if the buyouts aren't taken. it's also facing backlash on spending for billions in federal programs and challenges in court. a federal judge temporarily blocked the freeze pending further review. chief white house correspondent mary bruce starts us off. good morning, mary. >> reporter: good morning, george. well, president trump is moving at a break neck pace to reshape the federal government and root out what he calls the deep state. this morning taking unprecedented steps to push out people and programs that aren't in lock step with his agenda. this morning more than 2 million federal employees are facing a choice. resign and be paid until the end of september or risk being

fired. in an e-mail with the subject line fork in the road, those interested in the buyout told to reply with one word, resign. and given until february 6th, just eight days. there are a few exceptions including military personnel, postal staff and immigration and national security officials. the plan, designed not just to trim the federal budget but to ensure a work force that is reliable, loyal and trustworthy according to the e-mail, which also says workers who do lose their job will be treated with dignity and afforded the protections in place for such positions. the largest union representing federal employees says it's not a voluntary buyout but a purge. >> no one can believe this is a good faith offer and should know fast track to federal workers being ripped. >> reporter: and trump's plan to halt billions in federal assistance has been placed on hold, a judge pausing a white house order to freeze federal grants and loans possibly impacting millions of americans just minutes before it took

effect. the white house immediately sparking confusion and panic after it announced plans to pause and review funding for federal assistance programs, potentially impacting everything from disaster relief to free school lunches and headstart programs for hundreds of thousands of children. seline grove is an educator at camp field early learning center in baltimore county. >> it seems that our most vulnerable populations are the ones who are suffering the most at the -- with these executive orders. >> reporter: the white house is defending the move saying it is needed to save money and root out programs that run counter to trump's priorities like climate change initiatives or dei. but the broad directive sparked confusion. they couldn't access the medicade online portal instead receiving a warning about possible payment delays due to executive orders regarding potentially unallowable grant payments. the white house saying payments

are still being processed and sent, and insisting programs that provide direct benefits to americans will not be impacted, including medicade and also medicare, social security and federal food assistance. but questions remain about funding handed out to states and organizations that pass along to people in need. >> there certainly are lots of organizations that receive funding then pass along benefits. meals on wheels for one. they provide meals for over 2.2 million seniors. what is the president's message to americans out there, many whom voted for him and are concerned that this is going to impact them? >> again, direct assistance will not be impacted. direct assistance that is in the hands of american people will not be impacted. >> reporter: now meals on wheels telling us in a statement the lack of clarity an uncertainty, unfortunately, means seniors will panic, not knowing where their next meals will come from.

still a lot of questions about how all of this will play out. >> george: on another front, during the campaign, president trump suggested mark mille former chairman of the joint chiefs of staff should face execution. now administration is taking action against him. >> reporter: george, donald trump is continuing to try and seek retribution as promised against his former chairman of the joint chiefs, mark mille, the trump administration now removing his security detail, suspending his security clearance and directing the pentagon to look into general mille's conduct to determine if his military rank should be reduced. that could impact his benefits and personal financials. he continues to try and wipe his memory from the pentagon. they are looking into taking down his official portrait from his time as the army chief of staff. abc news has reached out to mille. we have not heard back. george? >> george: thanks. robin? >> robin: now to robert f. kennedy jr. president trump's nominee for secretary of health and human services, expected to face tough questions in his senate confirmation hearing

getting under way this morning as his cousin, caroline kennedy, speaks out against him in very personal terms op our senior political correspondent rachel scott is on capitol hill with the latest. good morning, rachel. >> reporter: robin, good morning to you. robert f. kennedy jr. is one of president trump's most controversial nominees. just hours ahead of his confirmation hearing, right as he was making the rounds here, his cousin releasing a letter urging senators to vote against him. this morning as robert f. kennedy jr. prepares to face senators at his confirmation hearing, his cousin caroline kennedy, speaking out against him. >> i've known bobby my whole life. we grew up together. it's no surprise that cheaps birds of prey as pets because bobby himself is a predator. >> reporter: caroline kennedy, daughter of president john f. kennedy, reading the letter she wrote to senators, urging them to reject her cousin as the next

secretary of health and human services, calling him unqualified, dangerous and willfully misinformed views on vaccines. >> bobby preys on desperation of parents of sick children, vaccinating his own kids while discouraging other parents from vaccinating theirs. >> reporter: if confirmed as the head of hhs, he could have a major influence on america's vaccination effort. in recent months he said he is not anti-vaccine, but for years he pushed false and unfounded claims about vaccine, even though they are widely viewed as safe and credited with saving lives. >> there's novak seen that is, you know, safe and effective. >> reporter: caroline kennedy is also accusing him of trying to profit off vaccine. >> bobby is willing to profit and enrich himself by denying access to a vaccine that can prevent almost all forms of cervical cancer and has already been safely administered to millions of boys and girls. >> reporter: she said it's his

personal qualities that pose even grateder concern, calling him addicted to attention and power. >> unlike bobby, i try not to speak for my father. i am certain that he and my uncle bobby, who gave their lives in public service to our country and my uncle teddy, who devoted his long senate career to the cause of improving health care would be disgusted. >> reporter: as that letter was sent to senators on capitol hill, robert f. kennedy jr. was making the rounds. any response to any of those allegations from your cousin saying you're not fit to serve? if confirmed kennedy would lead an agency of 80,000 employees dealing with everything from drug approvals to food recalls to responding to the next pandemic. some democrats deeply concerned. >> i have interviewed many, many, many people for many different jobs for many cabinet positions. it was by far the strangest i've ever had. >> reporter: with democrats opposed, kennedy can only afford to lose three republicans. >> some soft concern i had with

some of the information that had been reported on, i thought he did a good job of explaining. >> reporter: so caroline kennedy said she was reluctant to speak out because she was serving as u.s. ambassador to australia. also because she didn't want to comment on on going family challenges. but now she said she felt an obligation. this morning sources tell us that vice president j. d. vance has been working the phones, making calls, trying to get rfk jr. across the finish line. >> michael: thank you so much, rachel. gonna turn to the latest on president trump's immigration crackdown. our senior investigative correspondent aaron katersky is tracking the raids by immigration enforcement agencies across the country, including here in new york. good morning. >> reporter: three dozen people arrested here in new york. the trump administration now plans for stepped up immigration enforcement in three major cities each week. this morning federal agents are intensifying the trump administration's promise of mass deportation of undocumented immigrants.

in new york, heavily armed agents moving into an apartment in the bronx. their target, 25-year-old andersson pichecko wanted in connection with a home invasion and kidnapping in aurora, colorado. >> it was a loud bang. >> reporter: nearly three dozen were arrested in the new york city operation. >> my understanding is they had specific names of people who committed crimes, serious offenders. those are the people we want removed from the state of new york. >> reporter: in florida, authorities arresting a dozen people in tallahassee they say were in the u.s. illegally. in miami more than a dozen chinese migrants taken into custody. and this georgia woman says her husband was arrested while in church. now she wonders whether she and her children will be next. authorities say they're targeting violent criminals, but acknowledge other immigrants will likely be swept up, too. >> our focus is the most violent criminal illegal aliens who are in our investigation and other investigations.

>> reporter: and if others get swept up in an operation? that's okay? that's acceptable? >> i think that is very likely to happen. >> reporter: the trump administration is publicizing daily arrest numbers but not saying how many have committed violent crimes. >> how many have a criminal record versus those who are just in the country illegally? >> all of them because they illegally broke our nation's laws. >> reporter: some migrants are sheltering at home, too scared to go to work or take their kids to school. >> they're scared to go outside. they're asking neighbors and friends who have status to drive them back and forth because they're concerned that they may be targeted. >> reporter: thousand of undocumented immigrants with and without criminal records have been arrested so far since trump has been in office. george, the white house says the goal is to round up nearly 1,900 of them every single day. george? >> george: thank you very much. now an f-35 fighter jet that crashed in alaska. the pilot ejected to safety.

martha raddatz has the story. good morning. >> reporter: good morning, george. the pilot is safe and is in stable condition but that $80 millionaire craft is completely destroyed. this morning dramatic video showing the f-35 plunging to the ground. video circulating online shows the fighter jet spiralling out of control at an air force base in alaska after the pilot ejected, then seen parachuting to the pace as flames from the wreckage shoot skyward. >> the aircraft landing gear was down. if you see where the impact point was, it was almost right on the runway which suggested the pilot was trouble shooting some kind of problem and all of a sudden had to eject. >> reporter: according to the air force, the pilot ejecting while attempting to land during a training exercise. >> the pilot did declare an in-flight emergency prior to

what ended up being the crash of aircraft. >> reporter: the question for investigators now, what caused the emergency? >> there is a sort of black box on this airplane that will help investigators determine what happened. and, of course, there's the pilot, to give the pilot's debrief of why they pulled the handle and ejected. >> reporter: the air force said the emergency was due to an in-flight malfunction, and the pilot will be helpful in figuring out what that might be. but the investigation will take many months to determine exactly what happened. robin? >> robin: yes, it will. martha, thanks to you. all eyes on interest rates this morning. elizabeth schulze joins us with what economists expect from the fed and how americans might be impacted. good morning to you, elizabeth. >> good morning, robin. after three interest rate cuts in a row, we are expecting the federal reserve to hit pause at its meeting this afternoon. here's a snapshot of where interest rates are. you can see they are still high. the average 30-year fixed mortgage close to 7%. credit card rates are still at a near all time high around 20%. the rate on a new five year car loan still around 8%.

the fed is basically saying don't expect these costs to dramatically come down this year. when you're looking at your monthly payment on a new home, probably not gonna see that go down by hundreds of dollars like the expectation has been when the fed starts cutting rates. the fed wants time to assess how these new policies, especially policies under the trump administration like tariffs, could affect inflation. we have seen inflation more stubborn than expected. there is one bright spot. always looking for the good news. that is you're rewarded for saving money. right now you can still lock in 4% or 5% returns on a high yield savings account to get more on your money in the bank. >> michael: always looking for the good news. we're happy to hear it. thank you very much, elizabeth. we're gonna turn now new details on that rash of drone sightings that caused a stir at the end of last year. the trump administration saying the flights had faa authorization. gio benitez is here with more.

this has taken a turn from what they initially were saying. >> gio: it has. the faa is now saying it authorized many of the drones for research. you'll remember the sightings left many rez dents and lawmakers on edge since november. drones reportedly hovering over neighborhoods, sensitive air force sights even president trump's golf club. now president trump says the drones were not nefarious and were authorized, quote, for research and various other reasons. some were also flown by hobbyists and private individuals. last year the faa was calling them commercial drones but did not say they were for research. it's unclear when the faa learned that they were. now, this morning neither the faa nor the white house has said what kind of research those drones are being used for. >> robin: that is the question. now it's been put to rest? >> gio: for now. >> robin: for now. >> gio: we'll see what happens. >> robin: stay tuned. don't go too far, gio. thank you. coming up, the new claims from sean diddy combs' former senior executive assistant. >> michael: plus mona lisa is

the french government is planning to move the 500-year-old painting to a new location which might preserve it for another few hundred dollars years. it's a big move for the iconic painting with that enigmatic smile. france's president announcing the mona lisa is getting its own space, a new home insaid paris' famed louvre museum. close to 9 million visitors flock there each year, hoping for a glimpse of the world's most famous art work. a dedicated new room will be created for the master piece close to the museum's large clear pyramid. the exhibit set to have its own access ticket in order to foster a different and more peaceful attendance. crowds have long been a headache for the museum which has roped off and even enclosed the dell tate painting in glass. a response to attempted vandalism and protests around the work.

the hope now is that the renovations projected to be finished by 2031 will help alleviate those issues and fix temperature control and other infrastructure repairs. the work was painted in the early 16th century in florence, italy, and now italian officials seem to be itching to get it back, even temporarily, offering to host the painting until france decides on its renovations. it wouldn't be the first time the mona lisa has gone on the road. jfk welcomed the piece to d.c.'s national gallery in 1963. >> we in the united states are grateful for this loan. >> reporter: and in 1974, it made the trek to tokyo. the mona lisa has even been a plot in blockbusters like the da vinci code. interest never ceasing for its ancient work. estimated to be worth nearly $1 billion, it's seen by so many as priceless. the mona lisa is only 30x21 inches but takes a massive kind

federal work force? >> good morning, michael. it's great to see you. thanks for having me on the program. this is another promise made and kept by president trump. he told the american people on the campaign trail that he was going to make our federal government more efficient and pro-dubbive. it is a fact that only 6% of the federal work force here in washington, d.c. actually shows up to the office. that is completely unacceptable. middle class americans, our teachers, our nurses, our law enforcement officers who keep this economy rolling show up to the office every single day. president trump expects that federal employees do the same. his order as presented in that memo last night, directs federal agencies to come up with a return to work policy for their agencies. if federal bureaucrats don't like it, guess what? they can resign from their position. this administration is offer iffing them eight months of pay. they will be paid through september just to simply resign from their positions. if 5% to 10% of the federal work

force takes it, it will save taxpayers tens of billions of dollars. look, we want people to return to work. we have beautiful federal office buildings here in washington, d.c. that american taxpayers are paying for. they should be used. that's what the american people deserve. >> michael: is there any concern we risk losing people with years of experience like doctors and say scientists? >> most doctors who work in actual hospitals and medical institutions have to show up to the office. we know employees are more productive, more efficient when they are working in an in-office environment. that's what this administration expects. i think that's what american taxpayers expect. don't forget it's the american people funding this government. they deserve people who are actually showing up to work on their behalf. >> michael: let's get to the funding part. the white house putting a freeze on federal assistance programs. federal judge put the freeze temporarily on hold saying the government itself doesn't have a full scope of the programs that are going to be impacted. what's your response to that? >> well, as i addressed in my

first press briefing yesterday, this is a temporary pause on federal assistance and grants so that the office of management and budget here in the executive office of the president can review all federal assistance that is going out the door. again, president trump promised the american people he would be a good steward of their tax dollars. and what we cannot do is fund programs that run contrary to the executive orders and actions that this president has already taken. so there will be no more federal funding for dei programs. there will be no more funding for the green new deal which is an order from the previous administration that president trump has rescinded. it would make no sense for american taxpayers to pay for policies that this administration is no longer implementing. that's all this is, a temporary pause on federal assistance and grants so we can conduct a review of all of the money that's going out the door. as i repeatedly stated yesterday, individual assistance such as medicare payments,

social security benefit, welfare, food stamps and medicade assistance will not be impacted by this federal pause. so the american people should not worry if they are receiving individual assistance from the federal government, they will continue to receive that. >> michael: the medicade system was disrupted across the country yesterday. online portals went down. in response to this freeze action. should that not have happened? is that a sign of a chaotic rollout? >> no, absolutely not. i would like to address that. we were made aware of that immediately and we amended the problem immediately. the medicade program is back up and running online. >> michael: okay. robert f. kennedy jr., let's go to another topic. lot to cover here. president trump's nominee for secretary of health and human services has his confirmation hearing this morning. his cousin caroline kennedy is speaking out against it calling him, quote, unqualified with misinformed views on vaccines, and that he is a predator. what's your response to that?

>> i would reject those comments fiercely. rfk jr. is widely respected. he's a great man who has dedicated his life to public service and research. he is pro science. he is committed to making this country healthy again. he campaigned alongside president trump. they spoke that motto to tens of millions of americans across the country who clearly believe it. america is one of the richest yet unhealthiest countries in the world. if you look at our obesity rate, our autism rates. we should be performing far better. our people should be much healthier. that's all that rfk jr. is trying to do. so president trump stands strongly behind him, and we look forward to watching him shine on capitol hill today in his confirmation hearing. just like all of the other nominees that president trump has appointed to their respective agencies and departments. >> michael: that means no more trips to mcdonald's. don't want to see those pictures again. one of these raids. they're here with illegal status, a dreamer or illegally protected refugee, what's gonna happen to that individual? >> we will deport individuals based on the laws of this country. that's all this administration is trying to do, enforce our nation's immigration laws. so if an individual is here illegally, if that means they crossed our southern border illegally or are overstaying their visa illegally or have been deported before and returned to the u.s. illegally, which we found in many instances. they will be subject to deportation. if someone is here legally, they will, of course, not be deported. that is not the intention of this administration. >> michael: we see yesterday the secretary of defense announcing general mark mille's security detail is being removed. his security clearance suspended. and the pentagon looking into whether his military rank should be reduced. is this in retaliation for general mille speaking out against the president? >> no. this is another example of president trump not believing a

elizabeth schulze joins us with reading and math scores. good morning. >> reporter: hey, george. this report from the education department is the gold standard for tracking how students are performing in public and private schools across the country. this year's results are sober. reading scores for 4th and 8th graders, both were down two points compared to two years ago. among the lowest performing students reading scores are at the worst since 1992. performance in math was better. 4th graders scored up two points but are below prepandemic levels. officials who breached us on these results say this is not just a covid-induced problem. they are urging parents to talk to their teachers and child about their absences and any other problems to make sure they are held accountable, guys. >> george: thanks very much. lara? >> lara: we're gonna turn to the countdown to the super bowl. joining us is all pro linebacker jeremiah trotter. he is the proud dad to rookie linebacker jeremiah jr.

your best. this morning it's all about fitness. we've got some workout enthusiasts here. let's talk about new year's resolutions. lot of us make one, the one about the thing, about staying fit and doing it as much as we can. here we are a few weeks into the new year. what's your advice if we've maybe fallen off a little bit? >> my biggest advice is start small. many people take on way too much. i've built a career on this. bring it back, start small. >> lara: one day at a time. >> yes, yes. people are so focused on losing weight. what do i do? do i lift weight, do cardio. there's so much information out there. the most important thing though, if it came down to weights or cardio, weights 1,000%. >> lara: that's sort of different than what we learned growing up. it was like, get out and run. now at my young age it's all about weight training giving that bone density a chance.

that's key, too. all right. let's get to our viewers. we've got a question from eddie. what's your question? >> hey, chris. i've been doing body weight stuff at home but don't have access to weights. what's something i can do to get stronger? >> lara: i have that question, too. i don't have a rack. what can we do? >> your legs can get strong. here's what you do. take one leg away. right now joseph will demonstrate. if you've been doing squats, we got to level it up to what we call split squats. here's what we'll do. kick one leg out, anchor it done, push forward with the back foot. reach back up on to that chair. he's in the perfect position. these are gonna light up the glutes and quads. >> lara: i want to light up those glutes. >> they are the largest muscles in the body, our metabolic engine. straight up an down. like an elevator.

not forward and back. >> lara: like a string pulling you. i love that. all right. that's great because lot of people don't have access to a gym but they do a chair. okay. we have another -- i want to get more specific about this because i am going to try it. how often, how long, what kind of rep? >> awesome. you can have so much fun with this. this is a fast easy fun way. gives you maximum stimulation of the muscles. set a clock for 60 seconds. here's the key. put your body into motion the first 30 seconds. once he's in motion after 30 second, game on. that's the buy in. you're looking for a point between 30 and 60 seconds where that muscle will say go. >> lara: you're not saying three sets of ten? you're saying do it for 60 seconds? >> between 30 and 60. if you stay on that time, that is the perfect stimulation for muscle growth. >> lara: i want to get to another question. we have two more. let's start with maurisa. >> hey, chris. i find myself slouching. what can i do to improve my

posture? >> lara: what can we do? >> let's talk about the squats. talking about all the back muscles. we have a row. it's the same working arm, same leg forward. the weight is traveling 45 degrees. see what's happening in her shoulders. she's pushing that shoulder back away from her ear as far as possible. that will strengthen though postural muscles. >> lara: posture and strength training at the same time. people will love it. last question from farrah. hit it. >> i want to reshape my arms. is there an exercise i can do to help with this? >> lara: you're reading my mind. talk to me, chris. >> here the thing. don't focus on the biceps and tricep. focus on the shoulders. they accentuate the arm. it's the secret to body building. we've got raven doing a lateral raise.
