enforcement tells abc news that the bodies have been pulled from the water. several of them were that plane and helicopter crash, though we don't know how many so far. >> let's take a live look at the scene at ronald reagan national airport. you can see all those lights, that massive row of emergency lights parked along the potomac river for hours tonight as 301st responders continue a desperate search for passengers. >> it is so tough out there right now, so cold in those frigid waters. here's what we know. a commercial flight out of wichita, kansas was flying in for landing around 6:00 tonight when it collided with a military helicopter and went plummeting into the potomac river below. we know 64 people were on board the plane with three army soldiers on board that helicopter crews. they have been searching the river and facing challenging conditions. >> there is wind. there is pieces of ice out there, so it's just dangerous and hard to work in. and because there's not a lot of lights, you're out there searching every square inch of space to see if you can find

>> now, this incident this evening immediately shut down reagan national airport. officials tonight saying the plan is to open it early tomorrow morning. of course, we will be keeping you up to date with all of the details. live in san francisco. tara campbell, abc seven news. >> okay, tara, thank you for that. and east bay congressman eric swalwell landed at reagan just six minutes before the crash. he was already out of the airport and in his car when he learned about the collision. swalwell told abc news that tragic as this crash is, it shouldn't shake american's confidence in air travel. >> these types of incidents don't happen a lot in america, and as a member of the homeland security committee, you know, we do a lot of work to deconflict and to make sure that we understand crashes and that we're better and safer after them, which is why we haven't seen anything like this in a very long time. >> swalwell acknowledged the airspace in d.c. is very crowded, and said it's the government's job to assess how

to make it safer for both commercial travelers and our military. >> the faa has taken some new steps to prevent mid-air collisions. after a string of close calls at airports across the country. many of the close calls they're responding to happened closer to the runway than what we saw happen tonight in dc. one of the most recent incidents involved a flight out of sfo earlier this month. the united airlines plane was landing at the phoenix airport and came within 875ft of another flight, an anti-collision alert blaring in the cockpit avoided that collision. the faa has added training for air traffic controllers and a rare summit in 2023 to discuss safety improvements in 2024. the faa says there were 30 runway incursions per 1 million takeoffs and landings. and taking another live look at ronald reagan national airport as those emergency responders continue to try and find people in the water down below. the fbi is sending a team to the crash

site, and investigators with the ntsb are already on scene tonight. we'll share any new details with you as we get them. of course, we'll have all of it posted on our website, abc seven news.com, and inside of the abc seven news bay area app. >> and local news here. the brother of local rap legend too short. reportedly was killed this morning in oakland. police say it happened during an attempted robbery. investigators say the suspect tried to ram their way into a building on 49th avenue near international boulevard around 7 a.m. our media partners at the bay area news group report it was a marijuana grow house. a man who police have identified as 61 year old wayne shaw came out of the building. police say he was then shot multiple times by the suspects who took off in a car. shaw is reportedly two shorts older brother. no arrests have been made and you can get detailed information about crime where you live. with our abc seven neighborhood safety tracker. you can find it at abc seven news.com or on our abc seven bay area app. >> okay, turning to your accuweather forecast now because

campuses today for those students as they rush to repair the school's electrical system. this weekend's theft at solano wiedenman leadership academy took out the power, leaving more than 600 elementary and middle schoolers in the dark. abc seven news reporter j.r stone looks at how close they are to getting that school back open, and how families are doing in the meantime. >> a welcome sign for students outside this vallejo school. since some of the kids now going there are still unable to go to their school that you see here because of copper thieves. >> two days was a little bit tough on me because monday, monday and tuesday they didn't have school. yeah, but it worked out. >> that's malia castro. she has three kids who usually would go to school at solano wiedenman leadership academy in vallejo. thieves stole a massive amount of copper there late friday night into early saturday morning. so much copper that there is now no electricity. castro described her kids initial reaction and then hers. >> and they're like somebody,

somebody robbed our school. and you know, they play roblox so they know about like those kind of stuff. i started crying the other day because i felt that feeling of like the pandemic again. yeah. you know how like, it's like you're it's out of your control and you just have to do it. do what you have to do. >> but after just two days of no school, kids can now go to a learning hub at one of six other schools in the district, or can get a packet of assignments and learn from home. >> a primary grade teacher and a middle school or upper grade teacher are joining forces. classes, for instance, at loma vista, has has the most students on that campus because they are directly adjacent to solano weedman. >> we asked vallejo city unified assistant superintendent heather topacio when kids might be able to go back to school there. >> and it was a significant, significant hit to our system. i can't confirm a date yet, but we are confident that we'll be back to serving our kids and families really soon.

race street, not far from the san jose diridon station. >> abc seven news reporter lauren martinez explains the plan. >> why would you take out a local restaurant to put in a franchise? >> plans are pending to build a chick fil a here. this lot is on the corner of race street and west san carlos and san jose. years ago, there was a burger king. now there's a sign that says the city received an application for a development permit. we spoke to louis tucker, who lives just down the street. >> it's multi-use houses, apartments and single families. it's really a diverse neighborhood, and i like that. >> tucker is a member of the buena vista neighborhood association, which launched this petition opposing the project. they think a chick fil a is the wrong fit for this property. >> we've got an urban village plan that says we're supposed to have mixed use land. we're supposed to have more housing. it's it defies all of our own rules. >> in september, the association received information from the city's planning division on the permit application. it called for the removal of 20 trees and

the demolition of a commercial building, home to sharper cuts and taqueria eduardo. >> it's paying its taxes. it's a business that's operating. why would you take out one business to put in one more? it's not like you're putting in six businesses and increasing the property, the income to the city. >> i went into eduardo's to speak to the owner and sharper cuts. the owner of the salon didn't want to go on camera. she's had the space for 32 years. she says she hasn't received any official notice that this building will be torn down. if the chick fil a proposal is approved, but she said she won't be surprised if it is. >> so if we allow a single story, chick fil a or any fast food restaurant, that single story to displace existing businesses, be super car centric and not have anything above it again, it's a huge lost opportunity. >> alex shaw is the executive director for the nonprofit catalyze silicon valley. >> traditionally, we've had a housing crisis because there's been community opposition to development and to housing. in

possible solutions to them. tonight, we're tracking three plans to tackle some of san francisco's biggest challenges. first up, there was a big rally outside of san francisco city hall right before mayor daniel lurie's fentanyl ordinance cleared its first hurdle today. it made it through a board of supervisors committee and is expected to be put before the full board for a vote next tuesday. fentanyl state of emergency proposal seeks to make it much easier to address the opioid epidemic and homelessness. it would also allow for funding contributions from private donors.

>> san francisco is also considering a solution to empty storefronts by making it easier for chain stores to move in. currently, the process can take upwards of two years. a new proposal would allow formula retail on a one mile stretch of van ness avenue between redwood street and broadway. >> these are the former auto showrooms, and so permitting formula retail allows for more flexibility in these really, really big spaces that you're not seeing on, on, on some of the neighborhood merchant corridors. >> the city defines formula retailers as companies with 11 or more outlets. the proposal still needs more support from the board of supervisors before moving forward. >> and that last solution on the table, mayor daniel lurie, is building on former mayor breed's investment in hosting citywide concerts to boost the economy and support local businesses, too. today, lurie announced the inaugural sf music week, which will feature live performances, studio and venue tours, as well as panels and workshops. it will be held february the 24th through march the 2nd, running

concurrently with the 2025 noise pop festival. lurie says sf music week will strengthen san francisco's position as a global hub of arts and culture. >> all right, let's get to our weather because we are finally getting some rain back in the forecast. >> yes, the countdown is on. we're checking back in now with sandhya. >> yeah, and it's time that we bring winter back. julian and ama for lunar new year celebrations. the weather cooperated today. let me show you what is ahead. the next big thing is going to be back to winter. from friday through the middle of next week, we have a series of rainy days. it will be breezy to gusty at times. watch out for those slippery roads as you look at live doppler seven. the first storm is tapping into moisture, stretching all the way to the hawaiian islands, so it is going to be an atmospheric river that slams the pacific northwest northern california between the next several days, getting up to a half a foot of rain. as we look at live doppler seven, we do have a lot of fog around, not just near the coast, but around the bay as well, and even into places like santa

rosa. visibility down to a mile, so be careful. tomorrow morning, 30s to 40s for most areas, but there are a few 50s sprinkled in tonight, so not quite as cold as earlier in the week. a lovely view from our emeryville camera. looking at san francisco tomorrow morning. fog and then increasing clouds. friday. rain arrives in the morning. the weekend through the mid middle of next week. that wet pattern does continue off and on. so first thing out the door. yes, you will still need your jackets. you'll know it's still winter when you're down to 30 in napa, 35 in livermore tomorrow afternoon, looking at highs ranging from the low 50s to the low 60s. and then we take a look at our storm impact scale, exclusive to abc7 news. it's a light level one system for friday, expecting that rain in the morning, turning more scattered in the afternoon and evening with the wet roadways and breezy conditions. 7:00 friday morning you will notice some light rain moving in. it's widespread at 10 a.m, pockets of moderate rain in yellow and then turning showery as we head towards the nighttime hours.
