the way tomorrow. >> yeah, we've had weeks without a single storm, and now they're just lining up. sandhya. >> yeah, i mean, it's exactly what we were looking for, julian. and we wanted storm after storm to soak the bay area and deliver what we need in winter. and it's coming starting tomorrow. so let's look at live doppler seven. we have a level one for friday, a level two for saturday, and an atmospheric river on saturday that is set to soak the bay area. let's take a look at what you can expect. there is a flood watch that's going up tomorrow afternoon until sunday night. flooding is possible on roadways, small streams and creeks, especially with the intensity of the rain picking up. not so much tomorrow. it starts out with light to moderate rain during the morning hours, and then we see scattered showers and then more rain coming through and then downpours on saturday. that's when the concern is coming in. when you look over the next seven days, rainfall will measure in inches here in the bay area, over a half a foot up in northern california, 67in of snow at kirkwood, 49in at

truckee. i'll be back with a full look at the timeline, which includes your weekend coming up. >> ama all right. thank you. we'll check back. we go now to the new developments in that deadly mid-air collision. looking live at at ronald reagan national airport tonight, the runway that the plane was meant to land on remains closed. officials say there are no survivors after an american airlines plane and a military helicopter collided and went plummeting into the potomac river. they are still looking for the bodies of at least 14 people, and recovery efforts are on hold for the night. tomorrow, they plan to begin salvaging what's left of the aircraft. now, crews did uncover a crucial piece of evidence today. ntsb investigators are analyzing the flight data and cockpit voice recorders from the plane. reporter josh einiger is in dc tonight with new details on the investigation. >> here at reagan national airport, the recovery effort ground to a halt today after recovery, workers pulled 40 bodies to the surface. but that leaves 27 more trapped in the

wreckage at the bottom of the potomac. every day, people whose lives ended in a flash after the mid-air collision that knocked their plane out of the sky. by nightfall tonight, traffic was back to normal at reagan national. but 24 hours after america's deadliest plane crash in nearly a quarter century, dozens of bodies were still trapped in upside down wreckage in the icy potomac river. >> i can't imagine a worse scenario for rescue operations. >> dc's fire chief told david muir. rescue crews found the plane just ten minutes after it splashed into the river, but with a water temperature just above freezing, it was already too late. satellite imagery shows the debris field and oil slick oozing down the potomac. >> it was loud. it was unusual. it was something you only hear on video games. >> reporter. some people thought they'd heard a bomb. when the u.s. army blackhawk rammed a nearly full american airlines jet in mid-air, igniting a fireball over the nation's

capital and shocking other pilots nearby. >> how did you see that? >> american eagle flight 5342 would have been ten minutes early to arrive from wichita. a nearly full regional jet with 60 passengers and four crew. the blackhawk had three service members aboard of 67 people. not a soul survived. >> our mission is to understand not just what happened, but why it happened, and to recommend changes to prevent it from happening again. >> today, the ntsb recovered the flight data recorders from the american jet. though many questions center around the blackhawk, which flight data suggests was flying at about 350ft, when it should have been no higher than 200. >> the military does dangerous things. it does routine things on a regular basis. tragically, last night a mistake was made. everyone who flies in american skies expects that we fly safely. that when you depart an airport, you get to your destination. that didn't happen

last night. >> the ntsb usually travels to an accident, but in this case, the crash came to them, their headquarters and lab, literally just a mile down the road. they say they expect to issue a preliminary report on this accident in 30 days. but the final analysis on what went wrong and how to keep it from happening again, that could take more than a year. at reagan airport outside washington, josh einiger, abc seven news. >> and of course, the investigation into what caused the crash is still in the very early stages. lots of questions, though, over the military helicopters height and its path. abc seven news reporter j.r stone spoke to aviation experts about the signs. investigators will certainly be looking for. >> the investigation is in full swing along the potomac river next to ronald reagan washington national airport in washington, dc. as to what may have gone wrong and caused an american airlines commercial jet and a blackhawk helicopter to collide, as seen in this earth cam video.

we spoke with former ntsb investigator greg feith and former blackhawk helicopter pilot elizabeth mccormick. >> the one concern i really have is why the blackhawk crew was not at 200ft or lower. >> they should not have been that high. that is that, in my opinion, unless there was a mechanical issue, that would be pilot error. >> why was this particular crew, the blackhawk crew above that 200ft? they were actually closer to 400ft, which put them right at the same altitude. the maneuvering altitude of the regional jet. >> 64 people were on board the american airlines plane, which had departed from wichita, kansas. three soldiers were on the helicopter. there are also questions as to what regional jet or rj, the blackhawk pilot, saw before the collision. >> when the controller issued. hey, do you see that? rj and he asked the military crew twice, do you see the rj? they didn't respond in the affirmative of i

see the rj. they said, we have the aircraft. >> if you look at that, the first video that came out, you in the foreground, you see a plane taking off, a small commuter jet taking off. and the helicopter was heading towards that small commuter jet. i am confident that when they say, yep, i got it, they were looking at this one not knowing there was one one coming in behind them. >> mccormick says that having three people on that helicopter instead of four, could have also limited their ability to see behind them. both feith and mccormick say that investigators will try to determine if night vision goggles were still being worn, which could have created more of a problem in the brighter area near the airport. >> it's possible, and it's most likely that they had absolutely no idea they were about to be in a collision. >> j.r stone, abc seven news. >> they just said small plane in the potomac and i was just like

oh my god in my heart just started like exploding out of my chest. >> it is just unimaginable what happened. >> 67 lives lost. and tonight we are beginning to learn their stories. among them a newly engaged pilot, a father to a one year old, and more than a dozen people returning from a national figure skating camp. the loss is shaking the tight knit figure skating community with big ties to the bay area. abc seven news reporter tara campbell spoke to a local olympian mourning his friends tonight. >> i woke up to, you know, being told that my two friends, zhenya and vadim, were on the plane. >> the bay area's own olympian, brian boitano, mourning the loss of two of his friends, along with 12 other figure skaters aboard this fateful american airlines flight wednesday night. >> they were 1994 world champions i did here in san francisco, did a tv special that i invited them to do with me at the yerba buena gardens to open the rink. in 1998.

male. >> anger in the north bay at sonoma state university's massive cuts. no more athletics, several degree programs gone, and one big budget crisis that may not stop at this campus. tonight, as sonoma state leaders try to explain their controversial cuts, we are looking at the financial situation of the entire system. >> the csu chancellor is sharing a stark warning. and even colleges with rising enrollments like san jose state university are not immune to this. abc seven news reporter lauren martinez looks at the big picture. >> what do we do? stand up. fight back. >> students and staff at sonoma state university rallied in frustration over dramatic budget

cuts. what was supposed to be an in-person town hall on thursday was changed to a virtual one. >> doctor emily cutrer. >> this week, the california state university board of trustees and its committees addressed proposed reductions that would impact all 23 campuses. >> sonoma was just the first that's made the headlines. you're going to hear a lot more of these stories across the state. >> with the governor's budget proposal, the csu system faces a nearly 8% cut to its general fund. that's $375 million of state support. in a presentation, the finance committee addressed how csu's have already tightened their belt. >> 1430 course sections were eliminated in just one year by seven universities. between fall 23 and fall 24. >> interim president of sonoma state emily cutrer said two cuts have the greatest impact. the first is the elimination of 23 degree programs. >> the most controversial part of what we're doing is the

elimination of ncaa division two intercollegiate athletics. >> overall, the csu is predicting a budget shortfall of 400 to $800 million next academic year. how will these numbers impact students and staff here at san jose state university? enrollment has improved, but the campus still has its challenges. >> what this looks like is just kind of going through each of the different divisions, kind of see, trying to see where exactly we can reallocate some money. >> ariana larson is student body president at san jose state. >> higher education needs to be at the forefront of more priorities. we build our future leaders here. >> san jose state released this statement. the state's financial outlook is challenging for csu. csu. net reduction will likely be between 2.5 to 4%, and will discuss this in detail with our community at a budget town hall on march 10th in san jose. lauren martinez, abc seven news. >> in the east bay, berkeley

police have arrested a 41 year old man who is suspected of sexually assaulting a female high school student. it happened around noon today at civic center park near berkeley high school. investigators say the victim was walking on the sidewalk when she was confronted by the suspect, who inappropriately touched her. police say the suspect was later identified and arrested without incident. >> the senate held more hearings today for president trump's nominees for some key cabinet positions. kash patel, who is up for fbi director, disagreed with the president over pardoning some of the january 6th defendants. >> and i do not agree with the commutation of any sentence of any individual who committed violence against law enforcement. >> on day one. >> otherwise, patel has been a very strong trump ally, saying it's his mission to annihilate the so-called deep state. tulsi gabbard, who's nominated for director of national intelligence, had a fiery hearing. she was questioned over supporting edward snowden. >> do you believe he is brave or not? yeah. those those words.

so let's talk about live doppler seven and what is showing up right now. you can see a big long fetch of moisture and atmospheric river is heading in our direction tomorrow. it's not the atmospheric river part, it's just the initial rain right now. by the way, the statewide sierra snowpack is at 67% of average. we are starting to see the rain moving into northern california, the leading edge of this storm that is going to bring us the wet weather tomorrow. and right behind it, there's your atmospheric river stretching all the way to the hawaiian islands. and you can see this is a pretty powerful storm that is going to be coming here. so as we talk about the weekend, let's talk about the flood risk. it is increasing across the entire bay area as we are expecting some heavy rain. here's what you can expect. minor flooding this weekend a high likelihood of this happening. roadways you know, ponding on the roadways, flooding on the roadways, streams and creeks overflowing, trees going down. it's a

moderate possibility. power outages and mudslides, a low likelihood. we're going to talk about our rain chances. and pretty much every single day beyond even the six days we have rain and storm impact scale on there. so we'll talk about that in the seven day 30s to 50s on your temperatures right now. here's a live view from our east bay hills camera tomorrow. rain arrives in the morning, a level two for saturday. atmospheric river arrives. the rainfall intensity picks up sunday through next week. the wet pattern continues, so a level one storm. it's a light system for tomorrow. light to moderate rain, slippery roadways and turning breezy. it turns over to a level two so it becomes a moderate strength system on saturday as that atmospheric river brings downpours, gusty winds, flooding on the roadways and the creeks. so be careful tomorrow morning at 7:00. if you are commuting, be prepared for light to moderate rain in the north bay by 11 a.m. just about everybody is getting wet. here comes another round of the steady rain at 7 p.m. then the

downpours for saturday morning at 9 a.m. be expecting not only just the downpours, but some gusty winds as well. scattered showers saturday night as sunday. we still have a few more showers going through the region and when all is said and done taking you into sunday, you'll see inches of rain anywhere from 1 to 2 and a quarter even higher up in the northern part of our viewing area, in the rain shadow of the santa cruz mountains, less than a half an inch in san jose area, the winds will pick up out of the south. a little breezy tomorrow, 25 to 30 miles an hour, but gets gustier at noon saturday. you'll notice 34 san francisco 30 three half moon bay in the mountains. a winter weather advisory for the sierra tomorrow morning to sunday morning above 6500ft. snow levels are going to actually rise tomorrow night. up to two feet of snow is expected for the highest peaks. with those gusty winds, you'll probably need your chains and be prepared for slippery roadways taking you all the way into another week from now. donner expecting 84in of snow 49. tahoe city 67 at
